Introduction:

Saurashtra University was established in 1967 in Rajkot city of the Saurashtra region of Gujarat State, India. It has availed of the erudition and academic experience of various distinguished educationists, beginning with the late Professor Dolarrai Mankad, the founder Vice Chancellor of the University. Saurashtra University at Rajkot is one of the leading Universities in Gujarat. It is spread over 410 acres of land. The jurisdiction of Saurashtra University includes Amreli, Jamnagar, Porbandar, Rajkot and Surendranagar districts. The University has several colleges affiliated to it imparting Undergraduate and Postgraduate education. Apart from academic excellence Saurashtra University also boasts of a host of facilities. Separate hostels for boys and girls, gymnasium, guest house, commercial complex, party plot, book centre and officer residences are some of the notable advantages that are offered by the Rajkot Saurashtra University. IGNOU and Ambedkar Open University also operates under the aegis of Saurashtra University. At present Saurashtra University is considered as one of the esteemed centres of learning in Gujarat.

Preamble:

Physical Education Section of Saurashtra University persistently contributes to the welfare and holistic development of students through sports, adventure, recreational and cultural activities. Keeping in mind the fundamental pillars of sports ecosystem Encouragement, Edutainment Empowerment, Enlightenment and Employment, devoted and dedicated workforce of PES are always ready to contributes in creating sports culture and active living life style not only in the students fraternities but also employees of the University. Sports Infrastructural facilities as per the international norms and standards has been created to bring vibrancy and active living life style in the campus. Many students the University are facilitate by PES to bring laurels at national level competition in sports like Volleyball, Yoga and Cricket. Hon. Vice-Chancellor, Registrar, Syndicate and Senate members HoDs of the Departments and all Principals and Physical Educationist of affiliated colleges, always extend their kind cooperation for the betterment of the active living culture in university campus. All the members of the Board of Sports and Board of Cultural Activities always ready to contribute in smooth governing of the activities related to sports, cultural and youth welfare of the university.

Ordinance of the University

UNIVERSITY BOARD OF SPORTS Ordinance 7

There shall be a University Board of Sports constituted in accordance with Ordinance 10.

Ordinance 8

The following shall be the objects of the Board, namely:

(i) To foster and encourage sports and sportsmanship amongst the students of the

University;

(ii) To organize, control, manage and supervise Inter‐Collegiate sports and tournaments

within the jurisdiction of the University;

(iii) To regulate their conduct; and

(iv) To undertake and conduct Inter‐University Competitions.

1. Ordinance 10

The University Board of Sports shall consist of the following namely:

(i) The Vice‐Chancellor.

(ii) The Pro‐Vice‐Chancellor.

(iii) Two members of the Syndicate to be nominated by the Syndicate.

(a) Among them one member shall be coordinator of the university Board of sports.

(iv) Four Principals to be nominated by the Syndicate.

(v) Three teachers to be nominated by the Syndicate from amongst the teachers of the

affiliated colleges.

Note: In case if no lady Principal is nominated under Clause (iv) a lady teacher should be

nominated as one of the three members to be nominated under Clause (v).

(vi) Students Welfare Officer (Ex‐Officio).

(vii) Seven Physical Training Instructors to be appointed by the Syndicate one of whom shall

be lady Physical Training Instructor.

(viii) One Senate member to be appointed by the Syndicate.

(ix) Four students’ representatives to be nominated by the Chairman, Board of Sports, every

year.

(x) Director, Physical Education (Ex‐Officio).

The Principals of the Colleges and the members appointed by the Syndicate on the Board of

Sports shall ordinarily be persons possessing expert knowledge or experience in a branch

or branches of sports and shall hold office for three years, but shall be eligible for

reappointment.

2. Ordinance 12

The following shall be the powers and functions of the Board, namely:

(i) to frame rules for the conduct of Inter‐Collegiate Sports and Tournaments;

(ii) to prepare the budget for presentation to the Syndicate;

(iii) to decide in which of the Inter‐University Competitions the University should participate

and prepare a budget for the expenses involved in such participation;

(iv) to appoint Committees, to select University Teams and to conduct Inter‐University

Competitions whenever the University is asked to do so by the Inter‐University Sports

Board;

(v) To provide for coaching in games and sports;

(vi) To decide on appeals that may be preferred to it against the decision of a Local

Tournament Committee. The decision of the Board shall be final and no appeal shall lie

against its decision.

(vii) To advice the Syndicate on:

(a) The Physical training of the students:

(b) The N.C.C. Training of the students;

(viii) Generally, to take such steps as may be found necessary for the due discharge of its

responsibilities.

3. Ordinance 13

The Board shall meet once every six months or whenever necessary on such days as may be fixed

by the Chairman. Five members shall form a quorum for a meeting of the Board.

The Board may delegate to the Committees appointed by it, such powers as may be necessary

for the Committees in the discharge of the duties imposed on them by the Board.

5. Ordinance 20

(I) The following shall be the constitution, powers and functions of the Local Tournaments

Committee, namely:

(i) The Principal of the college, which is entrusted by the Board to conduct a particular

tournament, shall be the Chairman of the Local Tournaments Committee.

(ii) The Chairman shall appoint a teacher of such a college as Secretary of the Local

Tournaments Committee and send intimation to the Chairman, Board of Sports. The

person to be appointed as Secretary shall ordinarily be a senior member of the staff and

preferably having knowledge of the games for which the tournament is conducted by

the college.

(iii) The Secretary shall maintain all records, regarding entries, draws, fixtures and accounts.

(iv) The Chairman of the Local Tournaments Committee shall forward all records to the

Secretary, University Board of Sports within ten days after the conclusion of the

tournaments.

(v) The Local Tournaments Committee shall consist of the following members:

(i) The Chairman,

(ii) The Secretary,

(iii) Three other members one of whom shall be preferably an expert in the games for which

the tournament is conducted by the college. (vi) The Committee shall have powers.

(a) to frame rules for the conduct of the respective games in accordance with the rules laid

down by the Board of Sports.

(b) to decide on appeal that may be preferred to it in respect of the games for which the

tournaments are being conducted and to forward the decision for information of the

Board of Sports.

(c) to do all other things as may be necessary for the efficient conduct of the tournaments.

(vii) Each Local Tournaments Committee shall decide the manner in which tournaments will

be conducted.

(viii) The head of every competing institution shall submit to the Local Tournaments

Committee concerned, a list of the names of the players from which the players will be

selected for participation and the necessary eligibility details shall also be supplied on

the dates fixed by the Chairman of the Local Tournaments Committee. The head of the

competing institution shall be responsible for the veracity of the eligibility details. The

details once submitted will not be allowed to be altered subsequently by the institution

concerned.

(II) (a) The entries for athletics competition shall be submitted to the Secretary, Board of Sports on or before the date fixed by the Secretary. They shall be in the prescribed forms supplied to the colleges by the Secretary at least ten days prior to the last date for receiving the entries.

(b) The last date fixed for submitting entries for any tournaments or athletics shall not be altered, except with the permission respectively of the Chairman, Local Tournaments Committee and the Chairman, Board of Sports.

6. Ordinance 21­A

If a student of a University department or a post‐graduate centre directly run by the

University desires to play in any of the games at the Zonal or Inter Zonal level, he shall

be allowed to do so from a local college on production of a no objection certificate from

Head of the respective Department or post‐graduate centre and further provided that

the local college is willing to send him as its player for the game concerned. But it shall

be the responsibility of the said college to prepare all details required for enabling the

students to play in the game.

University Dress Code

The University will provide Sports Uniforms i.e. track suits and sports dress Kit (T shirt & Short / Banyan & Short) to all the students who are selected and going to take part in Interuniversity Tournaments once in a year or the amount for the Sports Uniforms will be paid to the sport person against produce of cash vouchers. The amount will be paid as per the rules pertaining to the rate of amount decided by the Board of Sports time to time. The colour combination and design will be decided by Board of Sports time to time for the unique identity of the University team.

General Rules Pertaining to the Organization of Inter College Competitions

and

Selection Trials Approved by BoS

1. The Board of Sports of Saurashtra University shall have power to include or exclude any of the inter college competitions of the sports & games listed in chapter III. The Date and Venue of the inter college tournaments shall be fixed and approved by the Board of Sports every year.

2. The inter college competition calendar and venue will prepared and approved by the Board of Sports as per the Dates available and approved by the AIU for All India and Zonal Level Inter University Tournaments.

3. Competition calendar for Inter‐University and Inter College Tournaments will be made available on web space of physical education section of the University website and also it is circulated in all affiliated colleges for the student’s information. All the affiliated colleges have to keep it on the college notice board up to last date of the inter college competition.

4. All the Inter College Tournaments must be organized by the qualified workforce by the host college and entire tournaments must be refereed /umpired / Judged by qualified technical officials and / or approved by the board of sports of the particular sports and games.

5. No affiliated colleges are allowed to take parts in any inter college competitions in which they are participating any sports and games without a qualified physical educator.

6. All affiliated colleges should send their entry directly to the organizing colleges and one copy to the Director of Physical Education and Sports, physical education section, Saurashtra University, Rajkot.

7. While drawing fixture, at least representatives of first four colleges in order of merit of previous year in each sporting event should be invited through speedy communication to maintain transparency in the conduct of inter college tournaments.

8. The affiliated college must send their students with proper uniforms to take part in inter college tournaments. The students are not allowed to take part in any of the inter college tournaments in civil dress.

9. Organizing secretary of the college of inters college tournaments must send detail report of the competition and expenditures made during the competition within fifteen days to the Director of Physical Education and Sports, physical education section, Saurashtra University, Rajkot.

10. Appointments of the Umpires/ Technical Officials & their powers and responsibilities:

o Neutral Umpires/ Technical Officials / Referees generally appointed by the Board of Sports. The chairmen or organizing secretary of inter college tournament of organizing college can also appoint neutral Umpires / Technical Officials / Referees with the consents of Director of Physical Education and Sports of Saurashtra University, Rajkot in the case of any urgency. o All the

physical educators working in the affiliated colleges of the university should consider as a technical official.

The Umpires/ Technical Officials / Referees must be refrain to work as a member of selection committee if he or she directly or closely connected with any sports person as a relative (Blood Relation) or for his own college team is playing in the ground.

o All Umpires/ Technical Officials / Referees appointed by the organizing secretary, or secretary, Board of Sports or must be refrains from using unfair means during selection of the university team.

o All Umpires/ Technical Officials / Referees appointed as a member of selection committee must be work with honesty to select best university team and maintain dignity during selection process of the university teams.

o Only the qualified Umpires/ Technical Officials / Referees are allowed to work as a referee of the Inter college tournaments.

o Other than PET’s of the affiliated colleges of Saurashtra University Umpires/ Technical Officials / Referees must have state level qualification of particular sports and games.

11. Procedure of Protect against the decisions of Umpires/ Technical Officials /

Referees and / or Member of selection committee:

Protests against the decisions of Umpires/ Technical Officials / Referees/ selection committee members on a point of law or any other matter shall be made in writing within the 2 (Two) hours after the completion of the specific tournaments or selection trials must reached to the person in‐charge of the games / organizing secretary of the particular tournaments or selection trials of sports and games along with the protest fees of Rs. 250/‐only to the organizing secretary of the tournaments. The protest fee shall be forfeited if the longed protest is not sustained. The detailed reports regarding each protest should be reached to the secretary, Board of Sports immediately after the completion of the said tournament. Pl. Note: (Any team leaving the field of play under protest shall be deemed to have lost the match and forfeited its right to protest)

12. Remuneration, Travelling and other Allowances:

Travelling allowances of the members of the Board of Sports and Committee for attending meeting called by the Board of Sports for transaction of business connected with the University will be paid as per Appendix ‐ D

The Players, managers and coaches of university teams proceeding for Interuniversity tournaments will be paid as per Appendix ‐ D

Halting allowance of the out –station coach appointed for coaching University team will paid by the university as per the rules and travelling, daily allowances and incidental charges will be paid as per Appendix – D

13. Seeding and Conduct of the Draw:

The draw shall be conducted following manner where the tournaments are to be played on a knock out basis.

The name of each college shall be written on a separate card or paper and these shall be placed in a bowl or hat, drawn out one by one at random and written on another paper in the order in which they have been drawn, provided that in cases where particular colleges have entered two players or paired in the singles or doubles even respectively, the ‘A’ and ‘B’ entries shall be put into separate halves. (See Appendix – B for the details.)

14. Method and Draw: The method of draw is given in Appendix – A.

15. Trophies and Certificates:

The trophies shall be property of the University and in any kind of consequence trophies not in actual use shall be kept in the custody of the University.

It shall be incumbent on the institution holding any of the trophies to send them at its own cost to the institution undertaking to conduct the Inter‐College Annual Athletic Meet, for award to new winner. This should be done well before the one month of the date fixed for the Annual Athletic meet by the University.

If tournament is not being held in any calendar year, the trophy for the same will be not awarded; in that case the trophy shall be sent to the Secretary Board of Sports. All those institutions who received rolling trophies shall be held responsible for the safety and care of the trophies. Any damage to or lose of trophy should be reported promptly with relevant details to the secretary of the University Board of Sports.

Certificates of merit signed by the Vice‐Chancellor shall be awarded to the individual members who have actually participated in finals of the tournaments of different games (Team Games), and for Individual and Combative Sports players securing first three places like Athletics, Aquatics, Diving, Wrestling, Weightlifting, Gymnastics, Archery, Rifle shooting and Judo etc.

16. Tournament Rules:

A team or any player of the team misbehave and use any unfair means on the field a team or player shall be debarred from further participation in the tournament by the Tournament Discipline Committee. The results of the previous matches will not be distributed. The matter should be reported in detail to the Board of Sport for such action as the Board deems fit.

The decision of the umpires or referees on all points of fact shall be binding and final.

No match shall be postponed unless the tournament committee decides. In exceptional circumstances, the power to postpone a match is vested in the persons‐in‐charge of the tournament/ Organizing Secretary.

The Chairman of the sub‐committee or tournament committee shall not normally postpone any match unless an application for postponement with reasons thereof has been received by him at least twenty-four hours before the commencement of the match, the postponement of which is desired, and unless he is satisfied with the reasons mentioned.

No match shall be postponed unless each the participating institutions has at least twelve hours previous notice of such postponement in writing. When any participating team has to travel, the intimation of postponement should be at least forty-eight hours before the match.

Any them that is late by more than 30 minutes shall be scratched unless the tournament committee decides otherwise. The team that is present shall be given a walkover.

Entries should reach the organizing secretary before twelve noon on the date fixed for the receipt of the entries. Entry Fee Rs.50/‐for all games and For Cricket (M & W) is Rs.200/‐

Entries received after the draw is held as per the rules under any circumstances the entry shall not be accepted by the tournament committee.

If intimation regarding a walkover by the participating college is not given in three clear days before the day of commencement of the match, and the institution received walkover will have to bear the expenses for that match and such expenses shall have to be paid before further participation in the same or any other tournament.

In the case of impersonation of one player by another in a team o (a) The team shall be debarred from all further participation in the tournament, and

(b) The player impersonated, the impersonator and the caption shall be debarred from participation in all games & sports for a term of two years, the results of the previous matches however, will not be distributed.

If a protest it’s lodged prior to or during match, the match shall be played out. A team which abandons a match for any reason will be considered to have conceded the match.

Any team conceding a match at any stage shall be debarred from further participation in the tournament.

The eligibility details should reach the organizing college a weak in advance.

16. Inter college Tournaments:

Inter‐Collegiate Tournament in Tennis, Badminton and Table Tanis.

For Tennis and Badminton, the singles champion of the College, the doubles

champion pair and the second-best singles players of the college shall comprise the

college team.

For this at the Inter‐College level, the rehauled be two separate tournaments in

singles and doubles. If the tournament is conducted on team basis, ranks should be

given to individual players)

In table tennis which is to be played on swathing cup lines, the Inter Collegiate Team

shall comprise first 4 singles (individual players) out of which 3 will represent the college in

the tournaments.

For all teams, games played on leagues basis, the point for deciding the place will be awarded on the following basis.

For games like Volley‐ball Badminton, etc. where the result of the match is decided by the best 3 to 5 games, the winner will get 2 points and the loser will get zero. In case of an equal number of points between the two teams, the winner amongst them in their match will be the winner.

(i) For Cricket, which is to be played on a knock out basis the winning college team will be awarded 8 points, and the runner up team will get 4 points.

(ii) For games like Foot‐ball, Hockey, kabaddi, Basketball, etc. where the game consists of 2 innings of fixed time duration, and whose tournaments are to be played on a league basis, the winner will receive 2 points and the loser will get 0 point. If the game is a draw one, each team will receive a point each. The first, second and third place will be decided on the total points thus receive an equal number of points at the end, the place will be decide by the goal or points average as the case may be (the goal or points average is the ratio of the goals or points scored by the team and the goals or points scored against them by other teams).

If the tournaments are played on played on knock‐out basis the result would be self‐explanatory.

The points will be awarded as under:

Team Game: Winner – 8, Runners up – 4 Individual Game: First Three place ‐5‐3 & 1 (Athletics, Aquatics, wrestling, Boxing wt. Lifting etc.)

Points are to be awarded only if three teams actually participate in the games. Mere sending of entry will not be taken into account. For conducting a tournament in any game there should be at least five entries received.

17. Inter University Tournaments:

The University may participate in inter University sports and tournaments in as many games and items as may be recommended by the Board of Sports.

The selection of a University team and its Captain shall be made by selection committee appointed by the Board of Sports.

The Professors or other persons appointed to accompany the team proceeding to compete in Inter‐Collegiate, University or Inter‐University competitions, should travel with the team not necessarily in the same boggy stay with of near the team, and should be in constant touch with the members of the team until they return to headquarters.

All the players of different participating colleges should wear printed chest numbers on the banyan (9*6 inches size) or T – shirts (9*6 inches size) on the chest and back of upper extremity (Upper Body). It is compulsory during the inter college tournaments and selection trials for the following games given below:

Football, Hockey, Basketball, Volleyball, kabaddi, Kho­Kho, Handball, Softball BADMINTON, TABLE TENNIS AND TENNIS

The competition shall be conducted under International Federation Rules as adopted by the National federations of India.

Only two players can represent from each college. i.e. If tournament is for Boys & Girls can sent 2 Boys + 2 Girls player

Only singles tournament will be conducted and first four will be selected for Inter University team.

BASKET‐BALL

Inter‐University Rules in basket‐ball shall be followed with regard to Rules and Timings.

Inter – Collegiate Tournament may be conducted on knock‐out‐cum‐league basis.

FOOT‐BALL & HOCKEY

Matches shall be played according to the rules of the All India Foot‐ball and Hockey Federation as adopted by the Inter‐University Sports Board.

o In case of a drawn match one point will be awarded to each them. In case of the equal number of points, for a place it will be decided by the goal average. In case of three teams playing a league if one of them gives a walk over to any other, the match between the other two will be decide on the knock‐out basis.

No team shall be forced to play two matches on the same day except when games are down, and there shall be a gap of at least 8 hours between two matches played on the same day. As far as possible, no team shall have to play on more than two consecutive days expect in case of drown matches.

No player shall be permitted to participate in a football tournament without foot‐ball boots.

KABADDI

The Kabaddi tournament will be run in accordance with the rules of Kabaddi Federation of India.

KHO‐KHO

The Kho‐Kho Tournament will be run in accordance with rules of Kho‐Kho Federation of India.

SWIMMING

The rules followed in the Inter‐University to moment shall follow in those items as are decided by the Board of Sports from time‐to‐time.

WRESTLING

The Wrestling Tournament shall be played as per Inter University Tournament Rules, as decided by the Inter‐University Sports Board.

The competitions will be held in the following standards weights:

The international rules as adopted by the Volley Ball Federation of India shall be followed, unless otherwise modified in these rules.

CHESS

Rules of the Chess Federation of India shall apply to the Inter University and Inter Collegiate Chess Tournament unless, otherwise, modified in these rules.

The tournament will be played according to the Swiss method (Six Round) The chess clocks shall be used if available.

18. Rule governing to Annual Athletics Meet:

The University Annual Athletic meet shall be held every year on dates preceding the Inter‐University Athletic Meet.

The Date and Venue of the inter college tournaments shall be fixed and approved by the Board of Sports before the end of August every year.

No students shall be permitted to participate in the University Athletic meet unless he has attained the qualifying standard laid down by the Board of Sports.

Each college or institution shall submit entry in the prescribed form provided by the physical education Section of Saurashtra University. All participating colleges have to submit information of participants like total members’ participant in each event, number of participants in each event and the record of each of them in each event. In running events, the timings of the first three competitors shall be supplied to the Organizing Secretary for the University tournament.

The Competition shall be conducted as per rules and regulations of adopted by the Amateur Athletic federation of India.

Each Colleges may send Maximum two competitors for each Athletic Event and one team for the relay races, the total, however, not to exceed 15 competitors (8Boys – 7‐Ladies) plus two managers one for gents and one Ladies for the combine team. Amongst them one must be a qualified physical Education of the college said than five events.

The order of Athletics events shall be fixed and notified in advance to all the Participating colleges by the University.

Duration: The competitions may be held on two successive days with morning and afternoon session.

The members of the selection committee will be paid T.A.D.A. as per AppendixD.by the committee.

No team will be allowed taking part without designated physical educator of that participating college.

Last date of Entry: The last date for entries shall be fixed by the Board of sports No entries shall be accepted after closure of entries.

Points: Points shall be awarded event‐wise. The athlete and his college shall score for the first place five points, on each event, three points for the second place, and one point for the third place. In the relay races, however, the winner

college shall score 10 for the first, six for the second and two for the Third place. The Points for the places will be awarded if there are four competitors or more, if

there are less than four, points for only first two places will be given. Ties: when two individuals tie in any event, the tie shall be broken according to the

rules of the International Amateur Athletic federation. o A. Championship: the college securing the highest number of Points at the end of the competition shall be declared the champion college respectively, for the year, for college championship, relay points will not be considered. In case of a tie for the Champion College, the one which has a greater number of first places to its credit shall be adjudged the champion. If a tie still persists, then the college in which has larger number of its team member’s points win the championship.

Record: University record to be recognized must be accepted and rectified by the Board

of sports. No record shall be recognized unless made under standard specification of

Equipment and its Measurements as per the AAFI and or AIU Sports competition rules.

There must be records sheets and application form with the duly signed by well

qualified technical officials of respective events.

The colleges shall have their flags which shall be carried by the term representing the college at the Inter‐Colleges Sports & Tournaments.

CODE OF CONDUCT FOR ATHLETES

Congratulations on being selected to your College Sports team. Your college consider it to

be a privilege to represent your college in an inter college competition. Therefore, certain

behavioural expectations come with this selection. This Code of Conduct for Athletes will

inform you and your parents what these expectations are.

ATHLETES HAVE THE RESPONSIBILITY TO:

1. Treat everyone fairly within the context of their activity, regardless of gender,

place of origin, colour, sexual orientation, religion, political belief or economic

status.

2. Consistently display high personal standards and project a favourable image

of their sport.

3. Refrain from public criticism of other athletes, coaches or officials.

4. Uphold the rules of the sport, spirit of such rules and encourage other athletes

to do the same.

5. Treat opponents and officials with due respect both in victory and defeat.

Encourage other athletes to do the same.

6. To take care of their own personal belongings. A teacher, Coach and or referee

will not be held responsible

ATHLETES MUST:

1. Participate in a manner that ensures the safety of fans, athletes, coaches and

officials also participating in the game.

2. Respect other athlete’s dignity: verbal or physical behaviour that constitutes

harassment or abuse is totally unacceptable.

3. Where there has been a request for sexual favours or use of threats of reprisal

for rejection, it must be reported to the University administration.

UNACCEPTABLE BEHAVIOR:

1. The following are some examples of unacceptable behaviour that could

involve suspension or other disciplinary action from the all completions or

your university administration. Please be aware that these are merely examples

and other forms of unacceptable behaviour not on this list could be subject to

disciplinary action.

2. Any vulgarity, profanity or intimidation directed to fellow players, other

players, coaches, officials, or minor officials.

3. Use or possession of laser pointers during in any inter college competitions

6. Any vandalism or theft when visiting another institutions / competition venue

/ training venue (includes leaving showers plugged or water running, theft of

any item belonging to another student or the college or department).

7. The consumption of any form of alcohol / drugs not prescribed by a doctor

(this includes alcohol).

8. Negative cheering from the stands (instead of calling the other team down,

boost your team up!).

9. Any form of hazing or other initiation activities will not be tolerated.

10. Any action or behaviour which would bring discredit to your team or your

college / university

and agree to conduct myself in a manner that demonstrates the established

Duties of athletes

This is the general responsibilities of athletes who are going for the National or

International championships in India or abroad, not only coach, manager as well as

Head of Delegation athletes also have to follow some duties & responsibilities which

are given to them by their Coaches & Managers Set by PES.

The athletes of the all the affiliated colleges will be adheres to follow the following rules

• Attend a victory ceremony

• Compete in further events

• Finish a training session

• Receive necessary medical attention

• Locating a representative and /or interpreter

• Fulfill media commitment, and Warm Down

• Any other exceptional circumstances which can be justify, and which shall be

documented.

• Follow proper guidelines lay down by coaches & manager.

• Without Coaches/Manager/HoD written permission you are not allowed to go

anywhere around.

• Athletes also have to submit written consent to Coaches/Manager/HoD for going

anywhere with his/her parents or friends during the championships.

• Athletes must properly care of their eligibility certificate/passport & make

available to Coaches/Manager when asked.

Athletes have the accountability to:

• Be aware of, and comply with, the WADA Code and Anti-Doping Organization

Rules.

• Be aware of which substances are prohibited by your sport and WADA.

• Comply with requirements for Therapeutic Use Exemptions (TUE).

• Provide accurate and up-to-date whereabouts information to relevant authorities.

• Report to the Doping Control facility immediately or within the required time

(considering competition requirements).

• Control their sample until it is sealed in the sample collection kit.

• Ensure the sealed sample collection kit is secure and identified; and,

• Ensure all appropriate documentation is accurate

Code of Conduct for Physical Education Teachers and Coaches of the Affiliated Colleges

Duties of a Physical Education Teachers and Coaches

Several obligations or duties have been identified as absolute requirements for Physical Education Teachers and Coaches. These standards have evolved as a result of various case law proceedings and legal judgments against individuals and College / university. It is important that all Physical Education Teachers and Coaches, including assistants and volunteers, know and understand the following duties. This is the general duties of Physical Education Teachers and Coaches who are going for the WZ / NUG / National or International championships in India or abroad, not only P.E. Teacher, coach athletes, manager as well as Head of Delegation also have to follow some duties & responsibilities which are given to them by PES / BoS of Saurashtra University. 1. Duty to Plan – A Physical Education Teachers and Coaches must demonstrate

awareness of the maturity, physical development and readiness of athletes with appropriate plans for instruction, conditioning and supervision.

2. Duty to Supervise – A Physical Education Teachers and Coaches must be physically present, provide competent instruction, structure practices that are appropriate for the age and maturity of players, prevent foreseeable injuries and respond to injury or trauma in an approved manner. This duty requires supervisors to make sure facilities are locked and that students are denied access when a competent staff member cannot be physically present to supervise. This duty may also require coaches to control reckless player behaviors. Supervision responsibility also pertains to Sports administrators DPE who are expected to be able to supervise Physical Education Teachers and Coaches competently.

3. Duty to Assess Athletes Readiness for Practice and Competition – Sports administrators, Physical Education Teachers and Coaches are required to assess the health and physical or maturational readiness skills and physical condition of athletes. A progression of skill development and conditioning improvement should be apparent from practice plans. Athletes must also be medically screened in accordance with state association regulations before participating in practice or competition.

4. Duty to Maintain Safe Playing Conditions – Physical Education Teachers and Coaches are considered trained professionals who possess a higher level of knowledge and skill that permits them to identify foreseeable causes of injury inherent in defective indoor and outdoor facilities or hazardous environments.

5. Duty to Provide Safe Equipment – Courts have held athletic supervisors responsible to improve unsafe environments repair or remove defective equipment or disallow athlete access.

6. Duty to Instruct Properly – Athletic / sports and games practices must be characterized by instruction that accounts for a logical sequence of fundamentals that lead to an enhanced progression of player knowledge, skill, and capability.

7. Duty to Match Athletes – Athletes should be matched with consideration for maturity skill, age, size and speed. To the degree possible, mismatches should be avoided in all categories.

8. Duty to Condition Properly – Practices must account for a progression of cardiovascular and musculoskeletal conditioning regimens that prepare athletes sequentially for more challenging practices and competitive activities.

9. Duty to Warn – Physical Education Teachers and Coaches are required to warn

parents and athletes of unsafe practices specific to a sport and the potential for injury or death. This warning should be issued in writing and both athletes and parents should be required to provide written certification of their comprehension.

10. Duty to Ensure Athletes are Covered by Injury Insurance – sports administrators Physical Education Teachers and Coaches must screen athletes to ensure that family and/or insurance provides basic level of medical coverage. Athletes should not be allowed to participate without injury insurance.

11. Duty to Provide Emergency Care – Physical Education Teachers and Coaches are expected to be able to administer standard emergency care (first aid, CPR) in response to a range of traumatic injuries.

12. Duty to Design a Proper Emergency Response Plan – Physical Education Teachers and Coaches must design plans to ensure an expedited response by EMS and an effective transition to the care and supervision of emergency medical personnel.

13. Duty to Provide Proper Transportation – In general, bonded, commercial carriers should be used for out of town transportation. Self or family transportation for local competition may be allowed if parents have adequate insurance coverage for team members other than their family members.

14. Duty to Select, Train, and Supervise Coaches – Administrators have responsibility to ensure that appropriate skill and knowledge levels exist among members of the coaching staff to ensure appropriate levels of safety and wellbeing among athletes.

Duties of Team Manager appointed or nominated by the PES / BoS of the University: The role of the sports team manager appointed or nominated by BoS / PES of the Saurashtra University, Rajkot, can be very diverse but it does not need to be difficult or over complicated. The Manager is part of a team that may comprise the coach and other personnel such as an assistant coach, (possibly a physiotherapist and trainer etc.). The importance of interaction between these people cannot be stressed enough.

The coach is always in charge of the team. Mutual consent between the manager and coach will often decide who takes the responsibilities for set tasks for team management. Personnel preferences and strengths need to be considered.

Communication and organization are the keys to being a good team manager. You must always be prepared to put the team first and your own interests last.

The ideas in this resource are only guidelines. Not all will be appropriate to every manager’s situation. Considerations as to whether you manage a team, individual or team of individuals must be taken into account and also the playing level of the team.

A summary of the important roles of the manager 1. Support the coach and liaise with matters relating to the team. 2. Organize equipment for team practices and games. 3. Ensure team members know who, when and where they are playing. 4. Organize the distribution and collection of uniforms and ensure they are worn correctly. 5. Coordinate transport arrangements. 6. Pre-season / Before competitions A manager’s preseason activities will often start before the team begins training Team List

Compile a list of players names, addresses, phone numbers and emails if have them. Make it available to the coach and other team members.

Activities Find out dates and times for training, selection and in season and any preseason practice times and advise players. Often best to give printed copy of these to the players, especially young players to give to parents.

Uniform Let players know if uniform provided or if they have to provide themselves. If provided

- distribute to players and check they have correct sizes etc. Keep a record of who is given what.

Competition Find out details of when the competition starts including date and venue and advise players. If a seasonal draw is available, print off and give to each player. Also check competition rules and restrictions with emphasis on areas such as player eligibility.

Code of Conduct

What is required of players both on and off the field? What is considered an appropriate standard of dress and behavior?

Medical Have a knowledge of medical first aid (attend a course if possible). Ensure there is a well-stocked first aid kit available at each practice and game. Have a designated first aid person if not you.

Equipment Check equipment supplies such as balls, training aids, first aid kit etc. are available for the season. Ensure equipment used is in good order (e.g. balls pumped up).

During Season / Competitions Draw

Obtain a full season draw if one is available check it, understand it and make copies available to all team members etc. Any duty requirements should also include a roster of players responsibilities if appropriate.

Cancellations Know when and where cancellations will be broadcast and ensure all team members also know. Organize a contact system for last-minute changes so everyone can be contacted easily. You could use texting. Store mobile numbers of parents or players on your phone and text information to them. (Group contacts are good for this as you only need to type text one time.) Liaison You are in intermediary between the club, college, the player and the coach. Ensure you are aware of what is expected of players with regards to their responsibility to the club/college and that this is communicated to the players. Be careful not to become involved in coach/player disputes. Do not take sides where it relates to team selection policy or similar matters. You may find yourself also handling PR matter with a concerned parent or supporter who has lots of good advice for the coach!!!

Practice

Advise everyone of practice and game times and reconfirm when appropriate. Establish a routine with the coach for when you get a chance to speak to the players during practice (often before or after are good times). If you have any important message for the team, everybody must get the same message at the same time. If the situation warrants it, written notices are also appropriate.

Judicial / protest If players are involved in judicial / Protest hearings, ensure they are aware of the time, date and venue. Also establish who is able to support them at the hearing and the procedure that will be followed.

Transport Establish who has a vehicle that can be used regularly for away fixtures. A routine also needs to be established for covering running costs.

Post-Season Uniform/Equipment Gather in all uniforms and check them against the original allocation. Also collect all other equipment such as the first aid kit, playing equipment and return it to the University. Photo If appropriate, organize the team photo. Check when it will be ready with the photographer and how much each one will cost. Organize the distribution of the photos and collecting payment. Ensure that you receive extra copies that may be required (i.e. for club records). Report s Furnish reports to the PES / BoS if required for permanent records, PES newsletters, etc. within seven days. Trip/Function Assist in organizing the end-of-season trip or function if required. Check club/college requirements for sanctioning any travel away (e.g. must play a game).

Games Pre-Game Assembly

What times and where do players need to assemble? Set a routine from the start of the season. This may be determined by the reporting time for sports that have this. Players will also need to know what to wear for assembling.

Coaching Requirement s Different coaches have different requirements with regard to dressing room procedure. Some prefer a time just with them and their players, others prefer to leave the players alone for a short time. The manager needs to be aware of this and help keep others out.

Player Requirement s Every player has a separate ritual or requirement. Some require strapping, others some form of massage and other may wish to be left alone. The manager needs to be aware of these and respect or assist with them where appropriate.

Local Conditions All playing arenas have their own peculiarities (e.g. short dead ball area; multiple court markings, etc.). The players should have an opportunity to identify these before the game begins.

Water Have plenty of water containers filled before warm-up. Know what grounds don’t have easily accessible water as you may need to take your own. Other supplements of food/drink requirements such as oranges or fluid replacement may need to be organized. This is determined by the event or game conditions and the players’ regular pattern. Ensure players have their own drink bottles and these are well marked. The manger also needs to know if certain individuals need other supplements.

Team Sheet / Registration List This generally needs to be completed or handed to the officials well before the start of the match/event. Check the requirements for your sport.

Security Players’ valuables need to be secure during the match and the changing room should be locked. Valuables should be removed even if the room is locked, or you look after valuables.

During Game First Aid

If the manager is not personally responsible for first-aid, they need to know who is and that they are available at all times. To complete a basic first-aid course, or at least CPR, would be of immense value. Know the quickest route to the hospital and proximity of the closest telephone. Ensure the first-aid kit is well stocked and on hand – it’s not good locked in someone’s car!!

Water Keep containers/drink bottles as full as possible, particularly leading up to half time. Re-hydrate players whenever the request it within the rules of your game. Every 15-20 minutes is recommended as being appropriate.

Half - Time Know the requirements of your sport and the procedure preferred by your coach. Some players may have specific requirements (e.g. asthma inhaler) that the manager needs to address. Ensure all players have plenty to drink (this should also be the case at training).

Substitutions For sports that allow substitutions, the manager should be aware of local requirements. Ensure you are in harmony with the coach when communicating with the players – this is generally the domain of the coach but he/she may request assistance from the manager.

Score Keep your own score card or check regularly that it is being done correctly. You may be required to record statistics. Communicate with the coach regarding this.

Post – Game Officials Thank the match officials and the opposition team management. Sign the score card if required.

Equipment/Uniforms Gather in the uniforms and organize for them to be cleaned if this is required. Also collect all equipment such as first-aid kit, ice bucket, water bottles, towels, etc. and replenish as appropriate ready for the next game.

Protest / Disputes Know the correct procedure for lodging these and work within the set parameters if the situation warrants it.

After- match function Ensure all players know when and where any function is, particularly if it’s away from home. They should also know what is expected of them as representatives of their club/association with regard to attending these types of functions. Be punctual and appropriately dressed.

Results Get the results to those who require them as soon as possible. This could include college / university.

Injuries Follow up any injured players to ensure they receive the correct follow-up treatment where necessary. This may need to be done a day or so after the game. If they are in hospital, make sure their team-mates and coach are aware of where they are and when they can be visited.

T.L .C. Different players require different things. Some need reaffirmation after the game, particularly if they perceive they played badly. The coach is often not a good person to give this and it may fall on the manager. If players are away from home, particularly juniors, managers may take on a pseudo- parent role. Junior / Girls Considerations

Permission Ensure the correct college/parental/guardian permission is sought and received for junior / girls’ players, particularly if travelling. Verbal permission is not adequate – written permission is required as a safeguard.

Parent Liaison The manager will often be the best point of contact for parents/guardians. They can also liaise between the parent/guardian and coach. A pre-season meeting the parents/guardians should be arranged stating practice and game times, what is required of the players and what is required of the parents/guardians (e.g. get to game 30 minutes before state; observe code of ethics with regard to fair play).

Determine what will occur if there is late collection from practice or games. Always keep a contact list for your players at all times when the team is together.

Behaviour Pre-season set out clearly what you expect of the players in terms of behavior. This must be adhered to at all times so the players do not get confusing ideas. A written list for parents and players can be used so there can be no confusion.

Conclusion The role of the sports team manager is an interesting and exciting one. It is often suited to people who are happy to work behind the scenes and can adapt quickly to changing situations. Remember to communicate regularly with the players and develop a good working relationship with the coach. Be sure of your roles before you have contact with players. A simple job description may be helpful.

5. HoD / Principal of the affiliated colleges must ensure that team participated for the inter college competitions in proper sports uniform and college flag.

6. HoD / Principal of the affiliated colleges must ensure discipline for their students during participation in inter college and inter university competition.

7. HoD / Principal of the affiliated colleges must ensure insurance cover of their students before participating any sports competitions if any.

8. HoD / Principal of the affiliated colleges must ensure sports equipment’s and implements used in competitions by their students shall be as per the norms and standard set by the respective sports federation / association / regulatory bodies / AIU regulations. If anything come to the notice PES / BoS will take appropriate actions against athlete / Team / athletes / affiliated college / colleges.

9. HoD / Principal of the affiliated colleges must take assurance of their nominated Athletes to follow code of conduct strictly before, during and after Sports competitions.

10. All the Affiliated Colleges, Institutes or Universty department must ensure their Students participation in Inter college competitions / selection trials atleast in two sports or games in one academic calender

Code of Conduct and other duties of the Team Manager Nominated by the PES / BoS 1. All the Nominated Team Manager shall be responsible for managing Athletes, their

travel during the competitions and ensure their safety, travel reservation, discipline

and integrity of the team up to team reaches back home;

2. All the Nominated Team Manager shall be responsible for collecting documents in

time from the PES of the university immidiatly after being nominated for this task.

3. All the Nominated Team Manager shall be responsible for submit detail

performance report, deposit of remaing amounts of the advance received by him

RULES PERTAINING TO THE SELECTION OF UNIVERSITY TEAM

(1) The selection trials for the University team to participate in the Inter University Tournaments will be held at the place decided by the Secretary Board of Sports with the consent of Board of Sports.

(2) The University Board of Sports shall appoint different committee consisting of 3 to 5 members for the purpose. The Chairman of these committees will be one of the members of Board of Sports and other members will be experts in these games available, as far as possible, from the University area. The Secretary of the University Board of Sports will be an Ex. Officio member of these selection committees over and above the members appointed by the Board of Sports.

(3) However, if coaching camps in games during the periods as fixed by the Board of Sports are hold for the players from different Colleges, University team in these games may be selected during these coaching periods without going thought the procedure prescribed above.

(4) The travelling, boarding and lodging expenses of the students coming for selection trials will be borne by the respective participating college.

(5) The travelling, Boarding and lodging expenses of the students who are taking part in combined coaching camps and student’s those who are going to participate in All India / Zonal Inter‐University Tournaments will be borne by the University as per policy approved by the University Board of Sports

(6) In the case of Cricket selection trials, the number of players as decided by the secretary, Board of Sports will be invited.

Revised Eligibility Rules for participation of students / athletes

in National University Games 2017-18 onwards.

1. The matter with regard to revised Eligibility Rules was considered and discussed thread-bare in the meeting. Sports Board decided to adopt and approve the decision of International University Sports Federation (FISU) regarding the amendment/change in "Age Limit" for participation of student athletes in FISU sporting competitions from 2017-18 onwards. Accordingly, the new approved "Age Limit" from 17 to 25 years shall be applicable for participation of Indian Universities contingent/teams in all the sporting events, including the discipline of Basketball organized by the FISU 2. Lot of queries have been pouring in AIU office from the member universities regarding Revised Eligibility Rules as these are mandatory for the purpose of admission and selection of teams for participation at zonal and Inter Zonal (National) tournaments. 3. Further, it was also decided to implement the above Age limit from 17 to 25 years along with existing. "eligibility conditions" put in place for participation of bonafide and full time (regular) students, for participation in National University Games from 2017-18 onwards along with following additional terms and conditions

4. Accordingly, a copy of Revised Eligibility Rules is uploaded on our website www.aiu.ac.in for advance information and necessary action of all the stakeholders. Further, a copy of the same is being circulated to all member universities for advance information of all the stakeholders in due course of time.

• Age limit of the students shall be minimum 17 years and maximum up to 25 years

• Only a bonafide, full time student, who is enrolled for a course of the University, which is of a minimum duration of one academic year, and whose examination is conducted by the university, shall be eligible to participate in the Inter-University tournaments.

• Students of open Universities shall be considered to be bonafied students and shall be eligible to participate provided they fulfil other conditions.

• Ph.D., M. Phil., Compartment, etc. students will be eligible to participate only if in terms of the concerned university rules they are regarded to be bonafide students and fulfil other conditions laid down in this behalf students participating in the Inter University Tournaments shall fulfil the following conditions:

Not more than 8 years have elapsed since a student passed the examination qualifying him/her for first admission to a university or college affiliated to a university. The 8-year period mentioned above shall be distributed as below: -

i. not more than 5 years after passing 10+2 or equivalent while pursuing graduate courses/studies.

ii. Not more than 3 years after passing Graduation or equivalent while pursuing post graduate course/studies. irrespective of any other conditions like change

• of class/course/faculty, joining lower class from higher, changing academic to professional courses or vice versa, provided that students admitted, after passing +2 examination, to graduate courses of more than 3 years duration like Medical, Engineering, Agriculture, Pharmacy etc. shall be eligible to participate

• Only students, who are less than 25 years of age as on first July of the academic year in which the tournament is held, can participate.

• Students shall not be full-time employees of Public or Private sector as the case may be.

• A student shall not be allowed to represent more than one University during a single academic year.

• Provisional admission to a course or University shall not make the student eligible to represent the University. .

• In case of a student migrating from one University to another, his/her migration case will be considered eligible only after his/her admission in the new university is regularized and he/she is admitted as a bonafide student by the new university.

• No Objection Certificate (NOC) is mandatory to be eligible for participation for those

• students, who received or receiving stipend/financial support for pursuing excellence in competitive sports as career from Public or Private Sector to support their studies, as the case may be.
