EQUASS Assurance (European Quality Assurance in Social Services) is a system for quality assurance and certification in vocational rehabilitation and social services. EQUASS Assurance is developed by European Platform for Rehabilitation (EPR) together with key stakeholders at European and international level, hereby; user organisations and employer- and employees organisations. The system and the quality criteria are based on key values for the sector that are widely approved by internationally experts. The reason for this project is that feedback from VET providers says that some find the requirements difficult to understand, and that it is unclear how to implement them. The objective of this project is to develop and share best practice for how VET-service providers may work to implement the EQUASS Assurance certification programme, with the aim of improving quality of their services and to achieve sustainable working practice and routines. To day it is a growing awareness of how to secure good quality among VET-providers in most European countries.The objective for the 6 partners from Lithuania, Slovenia, Portugal, Belgium, Ireland and

Norway is to make this system more easily available to all VET-providers within the sector of vocational rehabilitation. This includes development of methods, guidelines and strategies which will result in a practical web-based manual which will coach the VET-providers through their QA work (quality assurance), and enable them to become certified. The project will also establish a pool of approved auditors in each country.All partners work within the field of vocational rehabilitation, four as VET providers, and two as non profit, non governmental associations for VET providers. The dissemination and explotation of the results from the project will be facilitated by arranging project meetings for the partners throughout the project period. The project will be completed by arranging a final conference for partners and other VET-providers where also the manual will be published. This will result in sustainable routines and working methods beyond the project.

objective(s) (4.2) and the call priorities (4.3.) European Platform for Rehabilitation (EPR) has previously developed the EQUASS Assurance certification programme. This project will focus on the practical implementation work in each country and for each VET provider.4.1. PROGRAMME GENERAL OBJECTIVES:The objective of this project is to develop and describe a practical and operational method on how individual VET providers in rehabilitation may implement the EQUASS Assurance certification programme in different areas of the vocational rehabilitation sector in different EU countries. The first phase will be to establish national EQUASS Assurance licence holders in each country. In addition to the results at each VET-provider’s facilities it is the projects aim to publish a web-based manual with guidelines for the implementation work of the EQUASS Assurance. This manual will reflect the practical experience from the project period, and make this experience available to other VET providers.4.2. PROGRAMME OPERATIONAL OBJECTIVES:•Make it possible to join a network in which VET providers and stakeholders may share and exchange experiences and best practice, exploit the results and thus achieve better quality. •Facilitate good cooperation between EPR and the new licence holders in each country.•Facilitate good cooperation between the new licence holders and the authorities in each country.•enable the participating VET providers, to establish best practice .4.3. CONTRIBUTION TO EUROPEAN PRIORITIES LdVOne objective is to develop methods, guidelines, strategies and documentation which: •will enable and encourage the small and medium sized VET-enterprises in rehabilitation (SME) to become certified•will provide the VET providers with a practical manual including a choice of concrete examples of best practice, which will coach them through their QA-work•will inform, clarify the EQUASS Assurance requirements and assist the VET-providers and motivate them to start their QA-work and aim for certification.Further objectives of the project is to:•be a tool for gathering information from the different partners in their implementation process •facilitate the development of a common understanding between the partners of the implementation strategy in each country, •result in a sustainable practical guideline for breaking down the general standard into operational requirements, documentation and implemented routines in each VET-provider.

5.4 DESCRIPTION OF THE ORGANISAITON

The Association of Vocational Rehabilitation Enterprises (AVRE) is an employer and interest organisation for 109 VET-providers within Vocational Rehabilitation spread across Norway. AVRE is a member of The Confederation of Norwegian Business og Industry (NHO). AVREs main objectives are to take care of the professional and business interests of the members, to improve knowledge in the public opinion about the importance of the vocational rehabilitation enterprises, and to maintain and further develope the high professional and ethical standard within the sector. We are also in continuos dialogue with the members for adaptation, modernisation and improvement of the framework conditions for our member VET-providers. AVRE is license holder for EQUASS Assurance in Norway. Role of the participant organisation in the proposed project Limit 10 lines

AVREs role in the project, as the contractor, is management and administration of the project; overall planning, coordination of the partners work related to the work packages, gather information about experience and achieved results for use in evaluation and dissemination, work out reports as a part of internal and external information, editorial work with the manual based on input from each partner and overall financial control. AVRE is also responsible for the planned project activities in Norway: Work out a national implementation strategy for Norway together with 5-10 VET-providers who will take part in the project, introduction seminars and other presentations nationally, guiding and coaching of the VET-providers, and continue the information work towards national authorities.Skills and expertise of key staff involved in the project Limit 5 lines per person

Andreas Tømmerbakke (project manager EQUASS Assurance): Formal education: Engineer, Bachelor of Management, vocational training and certified as a wooden boatbuilder, examination in accounting and rehabilitation.Work experience: 15 years of engineering within shipbuilding, offshore and power generation. Two years of field work with development aid in Zambia. 8 years of experience with quality assurance and certification from mechanical engineering and mass production. Quality auditor for certification according to ISO9000, ISO 14000, EMAS and EQUASS Assurance. 5 years experience in vocational rehabilitation.

Paal Haavorsen have worked as Rehabilitation Manager in AVRE since 2002. Graduated as political scientist. Work experiense from the Directorat of labour and Ministery of Labour. He is experienced through this different jobs to run mainly national projects, but have also been a partner of different EU-projects.

Solveig Jenssveen have worked as project coordinator in AVRE since 2005 and are responsible for the administration of EQUASS-work in Norway. Educated in project management.

Valakupiai Rehabilitation Centre (VRC) was established legally in 2000 03 01 by The Council for The Affairs of Disabled to the Government of the Republic of Lithuania. The mission of VRC is to promote maximum self-sufficiency, implementation of the equal rights, development of vocational skills, the promotion of participation of people with disabilities by means of comprehensive rehabilitation.The main services: vocational skills assessment, vocational counselling, work rehabilitation, vocational training, job search services, medical rehabilitation, work therapy, independent living skills training and etc. Residential sector is adapted for severe disabled people for 51 residents and 80 out-patients.

VRC is a member of international associations of organizations working with disabled people: Social Hansa, Workability Europe. Since 2004 VRC is actively involved in national and transnational projects in the field of vocational rehabilitation and employment of people with disabilities, since 2006 VRC is certified with ISO 9000:2001/LST EN ISO 9001:2001 standard requirements.

Role of the participant organisation in the proposed project Limit 10 lines

Within this project Valakupiai Rehabilitation Centre will take part in all phases of the project: shall work to establish a licence holder for EQUASS Assurance in Lithuania, shall work to find 3-5 companies within vocational rehabilitation who are interested in implementing EQUASS, shall develop a strategy for how EQUASS best can be implemented in Lithuania, shall assemble practical experience and examples from the implementation work and etc. VRC will contribute with the experience in provision of vocational rehabilitation services for people with physical disabilities needs, will share the experience of innovative projects in national and European context, as well as the expertise of developing quality management systems.

Rasa Noreikyte-Ustinaviciene: experienced in management and administration of national and transnational projects, responsible for transnational affairs, implementation of innovative activities in vocational rehabilitation field (researches, methodologies, ICT, quality management and etc.). She will be responsible for coordination of project activities in Valakupiai Rehabilitation Centre and creation of the team implementing this project: technicians, trainers and etc.Irina Petrauskiene: experienced in management and administration of national and transnational projects, responsible for implementation of innovative activities in vocational rehabilitation field (researches, methodologies, ICT, quality management and etc.). Rehab Group is a not-for-profit organization providing health and social care, training, rehabilitation and employment services to more than 60,000 people with disabilities, people with mental health difficulties, older people and others who are marginalized in 208 locations in Ireland, the UK, Poland and the Netherlands every year. In Ireland services are provided by RehabCare, Gandon Enterprises, one of Ireland’s largest employers of people with disabilities, and the National Learning Network, which is Ireland’ s largest non-governmental training organization with more than 50 purpose-built training and employment units nationwide catering for over 4,500 students with disabilities each year. In the UK, Rehab Group services are co-ordinated by TBG Learning, Rehab UK and Momentum, a leading Scottish provider of rehabilitation and training services, assisting around 1,500 people per year.Role of the participant organisation in the proposed project Limit 10 lines

The Rehab Group will undertake the following within this project: Contribute knowledge and expertise on the development and implementation of EQUASS Assurance Actively participate in the development of practical and operational methodologies for VET providers in rehabilitation to implement EQUASS AssuranceActively participate in the development and publication of a manual with guidelines for the implementation of EQUASS Assurance. Involve all key stakeholders and beneficiaries in the project Disseminate the project results to other national and European organisationsSkills and expertise of key staff involved in the project Limit 5 lines per person

Michael Crowley was a member of the EPR Project group that developed EQUASS Assurance and EQUASS Excellence. He has 23 years experience in managing and implementing quality assurance standards and initiatives in the training and rehabilitation sector in Ireland. He is a qualified EFQM assessor. He has worked as a European assessor for EQUASS Excellence since 2003 and EQUASS Assurance since 2006. He has participated in several European project related to quality assurance and exchange of best practice.

The European Platform for Rehabilitation is a network of leading European providers of

rehabilitation services to people with disabilities and other groups experiencing social disadvantage. These services relate mainly to vocational education and training and reintegration in the open labour market as well as medical rehabilitation and social care. The main objective is to achieve continuous professional improvement, quality and best practice in every aspect of service delivery. Through its Public Affairs activities, EPR contributes to the formulation of European disability policy and legislation. With over 20 members in 14 European countries, the EPR network has the necessary capacity to conduct the project activities at a European-wide level. EPR has been awarded participatory status with the Council of Europe and is an NGO member of the High Level Group of the EU Member States’ Representatives on Disability. Role of the participant organisation in the proposed project Limit 10 lines

EPRs role in this project is to establish a Licence holder agreement, give advice about how to prepare for certification in each country. EPR’s role and licence holder’s role in the certification process. EPR will also organise auditor training for external auditors from all the partners/countries.EPR is responsible for evaluation of results and give advice about information and dissemination of results; both about results from ongoing work in the project and the final results. EPR will also actively act as a "critical friend" of the project, and be responsible for the internal and final evaluation. EPR will facilitate dissemination and exploitation of the results. EPR will continually update the projects homepage at www.epr.eu.

Skills and expertise of key staff involved in the project Limit 5 lines per person

Jan Spooren (EPR General Secretary) has managed many high-profile EU-funded projects in the fields of VET, disability and social services. Some of his most important references include his position as Programme Manager of the Consensus Programme, his role as Manager in the large 6FP project Opti-Work and his current engagement as an expert in large EU-funded projects in the social field in Eastern Europe.

Guus van Beek (EQUASS Manager) works as a System Manager for the EQUASS and as Senior Quality Consultant at the SRL in the Netherlands. He is experienced in national and international quality marks and standards such as ISO, EFQM and EQRM. He has acted as a Project Manager for ESF projects in the Netherlands and for several European projects in the framework of the Leonardo da Vinci programme.

Jana Kukuckova (EQUASS Coordinator) has experience in writing project proposals and managing EU funded projects. She also worked as a Manager for monitoring for CIP EQUAL monitoring the implementation of funded projects. She has good coordination and communication skills developed throughout her previous work experience.

CRPG’s mission is to provide both integrated and individualized rehabilitation services of high quality and value, adjusted to the needs and expectations of the clients, generating the highest level of satisfaction of the stakeholders through innovation and continuous improvement. CRPG’s main goal is the social inclusion of people with disabilities. In order to do so, implements comprehensive individual rehabilitation plans, based on bio-psycho-social interventions, and provide consultancy services for employers, enterprises, hospitals, insurance companies and other social partners. On an annual basis, CRPG has more than 1500 clients, and provides approximately 3.067 services, with a special highlight on the vocational training. CRPG is EQRM awarded and has been involved in the development of both EQUASS Excellence and EQUASS Assurance. Role of the participant organisation in the proposed project Limit 10 lines

Institute for Rehabilitation Republic of Slovenia was founded in 1954 as the Institute for Rehabilitation of Disabled Persons. In 1993 it was reorganised into a Public Health Institute – Institute for Rehabilitation, and the founder was the Government of the Republic of Slovenia.Institute for rehabilitation Republic of Slovenia as national provider for vocational rehabilitation, in accordance to Operational programme for human resource development for period 2007-2013 and other national and European initiatives sand programmes, has a task to coordinate professional development in the field of vocational rehabilitation in Slovenia.Institute for Rehabilitation Republic of Slovenia is actively involved in national and iternational projects in the field of vocational rehabilitation and employment of people with disabilities and other disadvantage target groups.

Role of the participant organisation in the proposed project Limit 10 lines

Institute for rehabilitation will contribute with the experience in establishing and maintaining of Quality systems (EQUASS Assurance and EQUASS Excellence). It will also provide all necessary information and support for establishing Local Licence Holder. It is going to find and give some good examples of best practice regarding to Quality systems implantation. Jurij ŠvajgerHad over 20 years of experience in multidisciplinary team work, leadership skills as head of Vocational rehabilitation centre, bachelor degree and experience in organization and management, project management and leadership., coordination and leadership in implementing a quality management system (ISO 9001/2000 and EQRM) in a vocational rehabilitation centre and medical rehabilitation hospital, education in electronics, computers and telecommunication and computer literacy (Windows: Microsoft Office, Access, Internet, COBOL programming...), excellent level of computer (informatics) knowledge.

The objective of the project is to develop and share best practice for how VET-providers will work to implement the EQUASS Assurance certification programme, with the aim of improving the quality of their services and to achieve sustainable working practice and routines in different European countries.

EQUASS Assurance (European Quality in Social Services) is a system for quality assurance and certification for VET-providers in vocational rehabilitation and social services, and the system was developed by EPR together with Rehabilitation International, The European Association of Service Providers for Persons with disabilities (EASPD), The European Parliament Disability Group, European Trade Union Confederation (ETUC), European Disability Forum (EDF), European Social Insurance Partners, Employers Forum on Disability, The Conferation of European Business, Business Europe and International Labour Organisasjon (ILO). EQUASS Assurance is characterised by 9 principles based on the key values of the sector. The 9 principles are: Leadership, Rights, Ethics, Partnership, Participation, Person Centred, Comprehensiveness, Result orientation and Continuous improvement.

The experience and feedback from the VET-providers, who at present work to implement the standard, is that the requirements are perceived as hard to understand, and that the need for coaching seems significant. We also know that in some countries (for instance Norway) the authorities may require a QA-system with external certification in order to become approved as a VET provider. The objective for the 6 partners from Lithuania, Slovenia, Portugal, Belgium, Ireland and Norway is to make this system more easily available to all the VET-providers within the sector. This includes development of methods, guidelines and strategies which will result in a web-based practical manual that will coach the VET providers through their QA work, and enable them to become certified.

This manual will be a practical tool with answers to frequently asked questions, elaborations on the intentions behind each question, different examples of best practice for the different aspects of the standard, etc., which will be made available to other VET-providers and stakeholders at the end of the project. It should be possible for VET-providers to implement the EQUASS Assurance within a 12 months period. Each partner will work together with a certain number of national VET-providers in a way which will make it possible to apply for EQUASS Assurance certification within the end of the project.

•Each VET provider will have access to coaching and assistance throughout the process and they should be given enough time to monitor the effect of their work, and to carry out evaluations and improvements. •The partners should be given time to collect information in each country, share and compare it in the project meetings and give feedback to the VET-providers so that they may exploit the information in their ongoing work.•The project will also establish a group of approved national auditors and consultants in each country.

Local stakeholders will be included in the process. This will cause the VET-providers to get an increased knowledge about their target groups at which their services are aimed, which is an important knowledge for developing services of the desired quality and according to the target groups needs.

Innovation aspects and added value.•A methology on how to implement EQUASS Assurance in European countries in the sector of vocational rehabilitation in social services. •Publish a manual with practical information about the implementation work in each VET-provider which will be made available on the internet for the public.•To establish national EQUASS Assurance licence holders with a purpose of making sustainable structures for implementing in each country.•Develop a methodology to follow up VET-providers who want to get a successful certification. •VET providers in rehabilitation have applied for EQUASS Assurance certification at the end of the 24 months project period + qualified, independent, approved auditors in each country.

Impact.•Certification according to EQUASS Assurance means that VET providers in the rehabilitation sector in Europe have the possibility to implement a common European quality assurance system within the social service sector.•The user will feel more assured of the quality of the services from the service provider which is also important for the funders. The VET-provider is certified through an external audits and which provides a guarantee of the level of quality in provision of services to all stakeholders. It will make it easier to buy services across borders within Europe within the sector.•For the employees the implementation of EQUASS Assurance means also the possibility of personal development and learning, as the VET-providers on a continual basis is committed to evaluate if they possess the required competence and, if not, plan the necessary improvement of the staffs skills and competence, •The certification will raise the reputation and status of both the VET-providers and the profession and may improve recruitment to this type of jobs.

Indicators of progress.The progress of the project will be measured based on the following indicators:•The number of licence holders and agreements. (One in each participating country).•The number of VET-providers in vocational rehabilitation in each country which join the project.•The number of VET-providers which applies for certification during the project period.•Number of described frequently asked questions and corresponding answers, reports about good practice, guidelines and strategies which are collected to be included in the manual.•Publication of the manual

Dissemination activities.The dissemination and explotation of the results from the project will be facilitated by arranging project meetings for the partners with 6 months intervals throughout the project period. The project will be completed by arranging a final conference for partners and other VET-providers where also the manual will be made public. This will result in sustainable routines and working methods which will be available to all interested parties within the sector of vocational rehabilitation.

The potential target group for the dissemination activities are:•VET-providers in the field of vocational rehabilitation : Institutes for vocational assessment and evaluation, institutes for vocational training, institutes for mediation to employment. •Institutes for Vocational Education and Training (Mainstream and Specialised Institutes for individuals with special needs)

The dissemination activities will include:•A continual process of giving practical information about the project and results through relevant

This project is based upon on the results of the extensive work EPR (European Platform for Rehabilitation) has carried out to develop the EQUASS Assurance. (EPR is one of the partners of the project in this application). The EQUASS Assurance is a certification system for quality assurance and quality control in vocational rehabilitation and social services. It enables VET-providers to engage in an external certification process at a European level by which they assure quality of their services to service users and other stakeholders. EQUASS Assurance is developed over a period of several years which included testing by 4 pilot VET-providers in 4 different European countries and an external evaluation by the University of Maastricht.

Several VET-providers in Europe and national authorities consider this standard as relevant for quality assurance of the sector of vocational rehabilitation. However, experience and feedback from the VET providers who presently work to implement the standard is that the requirements are perceived as hard to understand, and that the need for coaching seems significant.

The objective for the 6 partners from Lithuania, Slovenia, Portugal, Belgium, Ireland and Norway is to make this system more easily available to all VET-providers within the sector of vocational rehabilitation. This includes development of methods, guidelines and strategies which will result in a practical manual that will coach the VET providers in their QA work, and enable them to become certified according to the requirements of EQUASS Assurance.

The aim of this project is that the results will lower the threshold for embarking on QA-work and thus enable more VET providers in Europe to make use of the standard developed by EPR. We plan to achieve this by develop and share experience and best practice for how the VET-providers in this project work to implement the EQUASS Assurance.

8.5 EUROPEAN ADDED VALUE

However, experience and feedback from the enterprises who presently work to implement the standard is that the requirements are perceived as hard to understand, and that the need for coaching seems significant.The aim of this project is that the results will lower the threshold for embarking on QA-work and thus enable more VET providers in Europe to make use of the standard developed by EPR. We plan to achieve this by develop and share experience and best practice for how the VET-providers in this project work to implement the EQUASS Assurance.Our opinion is that the added European value of the project is:•There will be national licence holders for EQUASS Assurance in all 6 countries involved in this project. The experience from this process will form a strategy for how to establish licence holders in other European countries not involved in the project.•There will be approved EQUASS Assurance auditors in all 6 participating countries. The experience from this process will benefit the training of auditors in other European countries, and countries with a similar language will be able to make use of each others auditors.•The requirements of the EQUASS Assurance standard will be clarified and be more easily available for European VET-providers.•The web-based manual will be a practical tool which will lower the threshold for starting the process towards certification.•The project will make VET-providers aware of network within the VET sector, and thus facilitate communication and cooperation between the companies.•Certification according to EQUASS Assurance means that VET providers in the rehabilitation sector in Europe will implement a common European quality assurance system within the social service sector.•This achievement is a transnational acceptance of a described known quality level within this sector. This will make it easier to buy services across borders within Europe within the sector.•Quality assurance according to EQUASS Assurance certification programme will create awareness of and clarify the common European criteria which characterises good quality in vocational rehabilitation. This is important because the awareness and knowledge that the individual certified enterprises fulfil common European requirements will create a positive motivation within the company

8.6 QUALITY OF THE CONSORTIUM           

Please present the consortium as a whole and describe its structure, functioning and experience in transnational cooperation and the rational behind the distribution of activities in the consortium (limit 30 lines):

There are 6 partners in the consortium; Lithuania, Slovenia, Portugal, Belgium, Ireland and Norway. 4 of the partners are VET providers in their country. EPR and AVRE are non-profit NGO’s in Brussels and Norway respectively. EPR has 25 member organisations from 18 European countries. 3 of the 4 partners who are VET-providers are members of EPR. AVRE has 109 member companies as VET providers within vocational rehabilitation in Norway. AVRE is an associate member of EPR. All partners have taken part in international projects previously and are experienced in running EU-programs. Information about each partner is included in other paragraphs of this application.

AVRE has taken the initiative to this project, both because we are the first licence holder in Europe, and because we have gained certain experience in the field of implementing EQUASS Assurance over the past year. All the other partners, except EPR have an ambition of either being a licence holder themselves or establish a licence holder in their respective countries. EPR has developed and has the ownership of the EQUASS Assurance certification programme, and has an ambition of disseminating this system to VET-providers throughout Europe.

This is the basis for why we have distributed the activities in the work packages between the partners the way we have. AVRE has the responsibility for managing the project, but will also be responsible for activities relating to the implementation work in Norway. The VET-providers in the 4 countries is responsible for the activities in their respective countries. All partners are responsible for collecting relevant information from their own work which will be a part of the contents to be published in the manual. Reference is made to the description of the work packages.

As the owner of EQUASS Assurance, EPR is responsible for entering the agreements with the licence holders in each country. They are also responsible for the auditor training and approval. It is therefore a good solution that EPR is responsible for taking on the role as the “critical friend”, and review the process as the project is progressing. EPR will for these reasons also make the results from the project available on their web site: www.epr.eu.

Specify how effective cooperation and communication will be ensured between the partner institutions, and the specific arrangements envisaged for resolving any conflicts which may arise between the partners, Identify where relevant, the allocation of tasks to third parties (external to the consortium itself) and explain why these tasks cannot be undertaken within the consortium. The 6 partners in the consortium are from Lithuania, Slovenia, Portugal, Belgium, Ireland and Norway.

The project is planned to ensure sufficient communication between the partners:•AVRE invited potential partners to join the project, and included a detailed description of the idea and the intention. The potential partners had the possibility to comment on the proposal.•All partners have signed a letter of intent which refers to the agreed proposal.•The proposed content of each work package, and the proposed responsibility of each partner in each work package was sent by E-mail to all partners who have joined the project. The partners have had the possibility to make comments. A few adjustments were made based on these comments.•Presently we have a situation were all partners have agreed to the objectives of the project, the content of the work packages and their own role and responsibility in the project.•SIU (Norwegian Centre for International Cooperation in higher education) will be invited to participate at the start up seminar and inform on a general basis about how to run a Leonardo funded project.•Each work package will generally consist of a project meeting and a period of work in the respective countries. The agenda of the project meetings will generally include one part of sharing experience from the previous period, one part of review and evaluation and one part of planning activities in more detail for the next period. This will give possibilities of dialogue and discussions of possible disagreements and challenges.•The partners know each other well through several years of cooperation in EPR related activities. All the partners have a considerable experience from EU-projects. However, should more serious conflicts arise which we don’t manage to solve amicably, we will ask SIU for advice.•Very few activities are outsourced, and if they are the reason is always because we don’t have the knowledge within the project. These are tasks such as translation work, printing of a brochure and possible data assistance of making results available on the web-pages.

9.4 EXPECTED IMPACT            

General impact on end users and target groupsThis section should provide details relating to the impact that your consortium would hope to have beyond the end of the funding period. This should take into account any “cascade effect” anticipated as a result of, for example, the training of trainers and educators, conferences and seminars, policy papers and studies, the development of new curricula and methodologies.Please explain the basis on which you have calculated the expected impact, making reference, where relevant, to statistics, published studies, website statistics etc.

•Certification according to EQUASS Assurance means that VET providers in the rehabilitation sector in Europe will implement a common European quality assurance system within the social service sector.•This achievement is a transnational acceptance of a described known quality level within this sector. This will make it easier to buy services across borders within Europe within the sector.•Awareness of EQUASS Assurance as a meaningful and obtainable QA-system for VET-providers will make it possible for funders and stakeholders to demand all VET-providers to implement a QA-system to secure the quality fo their services. This effect have already been observed in some european countries. We expect this to be a new trend in this sector in all european countries. •The user will feel more assured of the quality of the provided services from the VET-providerm, which is also important for the funders. EQUASS Assurance certification of the VET provider is a guarantee of the quality level and therefore in the best of interest of all stakeholders. •For the employees the implementation of EQUASS Assurance means, among other things, the possibility of personal development and learning, as the VET-provider on a continual basis is committed to evaluate if they possess the required competence and, if not, plan the necessary improvement of the staffs skills and competence.
