Major
road
criteria:
1. Economic Imoact:
Economic impact is measured
by the reduction
in time
it takes
to move
goods
to market,
and
linkages
created
between
rural
production
centers
to
major
cities
in
the West
Bank
where
the main consumers
are located.
2. Population
Served:
The numbers
ofbeneficiaries
are
considered
in
a
particular road
project.
Oftentimes,
road
projects
are bundled to
connect various
communities to main arterial
and
regional
roads so
as
to maximize the
number ofbeneficiaries
and
populations
served.
3.
Classification
of
the
Road: Internal.
Main
or
Resional Roads:
USAID
classifies road
project
goals
as
to whether they
create economic linkages
or
contribute
to
a
reduction
in
congestion
in major
population
centers
throughout the West
Bank.
We
analyze
main
and
regional
roads
in
a broader
perspective
so they can
eventually
serve to contribute
to a future
integrated
Palestinian roads network.
4. Costs vs.
Benefits:
We consider
project construction
costs versus the
number of
people
served. We work
to
maximize the
number of
population served
per
dollar
of
U.S.
investrnent.
5. Openinq
a
new
area
of
development:
MPWIVWRI
considers
whether
a
proposed road serves
pla
led industrial
zones,
planned
communities,
or
othet new areas
of development
as
a means to
enhance
the
grouth
ofthe
Palestinian
Economy.
6. Relationship
to
Continuitv
of
Previouslv
Imnlemented
Roads
Proiects:
USAID
considers
whether
the
proposed
road
contributes
to the completion
of
USAID
roads
network
originally
initiated
in 1999 under
the Roads
Bethlehem
2000 Program
Plan,
and further
expanded under
the
Roads Rehabilitatiqn
Prograrn
Phase I
through
V
(2003-2010).
7.
Traffic
Count/Load:
Older
roads
in
the West
Bank
were not
designed to bear
the
present
and fuhre haffic
loads. USAID
assesses
toads
with excessive
traffrc
loads beyond
their capacity
and
considers
whether
providing wider
lanes that
meet
current
standards,
an expansion
of the
shoulders,
improved
drainage,
and
adequate
pavement thickness that will
provide
benefits
in conjunction
with
other
criteria.

Roads
for
a future
Palestinian
State:
USAD
doesn't
build
new
roads
as
altematives
to
current
roads
that
the GOI
wants
to
conhol.
In the
past
the
GoI
has requested
USAID
to
build
roads so
they could
close a
current
road to
Palestinians
and have
them
use our
new
road. we don't
do this
and
we
repair
and
renovate
roads
in preparation
for
an
eventual contiguous Palestinian road
system.
