This table shows the two successful HRDWG projects from Session 1, 2019:
We are currently in the Project Proposal phase
• For HRDWG, the submission deadline for HRDWG’s endorsement will be 15 May.
• Please use the newest template released on APEC Website. POs are no longer required to provide their Postal Address when completing these forms.
• Once satisfactory, it will be sent to BMC for the final approval, and then the project can begin. Please carefully read your Letter of Approval – it has important information specific to your project.
• Project Proposals which require final BMC approval before 15 July should be submitted to the Secretariat by the deadline. PMU will seek earlier BMC approvals where required (for example, events planned for SOM3) but subject to satisfactory project quality and forum endorsement.

Co-sponsorship For HRDWG, POs must secure at least six co sponsoring
economies. Co-sponsorships are to be agreed between POs and
economy representatives from the proposing forum. The wording such as “Support”, “Agree”, “welcome”,
etc. cannot be deemed as the confirmation of co-sponsorship of another economy.
The proposing economy and co-sponsoring economies are expected to be engaged in the development of proposals and in the implementation of projects.

Co-sponsorship
The actual roles and responsibilities vary from project to project and are subject to fora requirements. For example, the roles could include providing voluntary contributions (in terms of financial, personnel, hosting support, or in-kind contributions), forming part of a project steering committee, or providing assistance with research data or case studies, assisting with monitoring and/or post-activity evaluations.
PO may reflect the additional co-sponsors in the Project Proposal, should the Concept Note progress to proposal stage.
Next Project Session opens on:
Monday 10 July (Internal Submission Deadline)
Please make sure that you:
Submit your Concept Note (CN) to your PD no later than 10 July
Develop and socialise your CN as early as possible
Submit the CN with the minimum 6 co-sponsors already agreed and in place
Submit on the latest CN template
Understand the relevant eligibility criteria

Notification Dates of BMC Decision
Submission Deadline 15 July From 23 August
• Please remember that HRDWG Concept Notes can only be
submitted by HRDWG focal points. Many instances in the last
project session of Concept Notes being submitted from external
organisations (e.g. universities)
• HRDWG focal points are those officials listed on the HRDWG contact
list available here:

• While members can appoint Project Overseers for HRDWG projects
that are outside government (e.g. from academia), members must
remain engaged with the project, as members retain overall
responsibility for delivery of the project

• All HRDWC Concept Notes require six co-sponsors
• Expressions of co-sponsorship can only come from HRDWG focal
points. There was much confusion around this rule at the last project
round, with a number of members relying on expressions of co-
sponsorship from academic institutions or from officials from agencies
not listed in the HRDWG contact list.
• All six co-sponsors must be finalised before the Final Submission
Deadline. This is a new rule, and means that all work securing co-
sponsors must be completed before you submit your Concept Note.
• When submitting your Concept Note, HRDWG members must also
submit evidence of co-sponsorship (i.e. an email from an HRDWG
focal point confirming co-sponsorship)

• To facilitate the Concept Note submission and co-sponsorship
processes, each HRDWG may want to consider designating one
official as their “HRDWG focal point”, who would be the key contact
point (1-2 persons) for Concept Note submission and co-sponsorship,
as well as for HRDWG-related issues afterwards.
