Project report and reflection
1. Project description: In 3-4 sentences, describe the project and its main objectives.
The project objectives were to prepare entrepreneurs and managers in emerging enterprises to appreciate and utilize their own intellectual assets to strengthen their capacity in the global economy by: a) Identifying key issues for IPR protection in the emerging industries/economies. b) Developing capacity building programs and their training materials targeting business management
and policy makers in the emerging industries and economies for strengthening their strategic approaches to IPR protection.
c) Preparing management training and other relevant capacity building institutions to implement the programs in their respective economies and regions in the form of pilot testing the program.
2. Activities for Meeting the objectives: The objectives were achieved through the following activities and some adjustments were incorporated for maximum results:
a) Organized an experts’ workshop to identify issues and develop framework for capacity building in September 2009.
b) Ten cases were developed, based on agreed framework from September 2009 through July 2010. (Less number of cases was developed due to unavailability of case writers. Case reviews and revisions took longer than originally planned. However, experts collaborated throughout the process to make the cases more relevant and user-friendly.)
c) One pilot training program was successfully carried out in September 2011. (3 months delay as a result of extended case editing and finalization work.)
d) Finalization of cases and materials: and writing a synthesis paper from September to November, 2010.
e) Publication of a case book: in November 2010, as planned.
3. Project evaluation:
Attached are feedbacks from the pilot seminar participants involved in the project. They all agreed that the cases developed are extremely relevant and easy to understand. Practical nature of the training program was also highly appreciated by the participants. More in-depth program and materials covering other issues appear to be in great demand. The use of cases and discussion mode of program delivery were also found very effective for practitioner-participants. The experts/trainers were appreciated the program as being very practical and at the same time bring the most out of APEC’s diversity. The experts were keen to replicate the program in their respective economies.
4. Key findings:
a) The simple framework of intellectual asst management is extremely powerful to make the entrepreneurs
realize their importance and strategic use of them. b) Appreciation and protection of own intellectual assets lead the entrepreneurs to appreciate other
people’s intellectual assets. c) Different orientations between the western, more legalistic approaches to negotiation and more
relationship based approaches in Asia became apparent in the discussion, which proved to be a great value of conducting this project under APEC for both participants and for expert trainers.
5. Next steps:
The experts involved in the case writing and trial seminar strongly suggested to replicate the seminars in other parts of APEC economies. A number of institutions and experts in the management development fields, including business school networks, expressed interest in translating the cases into their own languages and use the materials and program design for their courses.
APEC HRD in collaboration with IPEG and SME WG can help disseminate the project outputs and further expand the scope and coverage of issues in the future. With this in mind, consultation with IPEG and SME WG will be made in the future.
6. Feedback for the Secretariat:
The APEC travel budget approval process, particularly securing air ticket estimates and approval, takes a great deal of time and efforts on the part of the participating experts and project managers. Often in the approval process, opportunities to avail of the lower fares can be lost. It would be appreciated if the process can be simplified, such as to leave the decision to the overseer within the budget and APEC guidelines, rather than APEC Secretariat approving each and every airfare quotation.
