Dear Voters:

In 2007 you, in an overwhelming way, chose to place me in the Island Council of Statia.

You felt then that I was able and capable to take care of your business in a professional

way. Shortly after that election, you also bestowed on me the honor to serve you, the people, as the last Senator of Statia.

On both levels I started with a learning curve that was truly steep. But luckily, it was notterribly long. We all have an idea of what the job of a representative on both levels

should be, however, I don't think anyone, until they get in and get themselves totally

immersed in it, can really just know how that's done. Yes, I made mistakes along the way

  but you the voters can be assured that I learned from those mistakes and become astronger person. My unwavering commitment and diligence proved that the choice you

made in 2007 was the right choice.

My people, it is of paramount importance that we have people in the administration building who will protect what we have. A sincere group of knowledgeable and reliable

 people, with an unconditional commitment, people who will take care of your business. Astrong team led by a vigilant watchdog to ensure that, in dealing with Holland, whatever Statia is legally entitled to is secured. Being able and capable now, as the leader of the

United People‟s Coalition, I am also experienced and therefore, with confidence I am

asking you the people of Statia to put your faith in the team of the United People‟sCoalition. Together, we will put all our energies into safeguarding the interest of Statia.

The coming period of four years will be marked by the process of given content to the

new status we entered on October 10, 2010. These years are critical, therefore it isimperative that you have representation which not only knows the past but understands

the present and have actively prepared for the future. One must understand the process in

order to be able to influence or direct it!The core principles of  the United People‟s Coalition are democracy, equality andfreedom. The United People‟s Coalition promotes a government in which everyone

counts. We will listen to you; We will make you part of the decision making process;

You will have your say. It will be your government in every sense of the word. TheUnited People‟s Coalition will give you hope and help you to believe again.

The United People‟s Coalition is aware of the fact that Statia in 2010 is anxious; unsureabout the future, but Statia in 2015 will be a different island. Strong, fair, free and full of 

hope again. An island we can be proud off to hand on to our children. That is the goal we

must keep firmly fixed in our minds.

People of Statia, this is the change you must make come Election Day. Therefore withconfidence I am asking you the people of Statia, to put your faith in the team of the

United People‟s Coalition on March 2, 2011. The team you can trust to give government

 back to you the people.

Introduction Manifesto

Every manifesto needs to have a strong and basic idea at its heart. The basic idea which

animates this manifesto is something in which I have always believed. I believe thatevery single person is extraordinary. The tragedy is that we have a society where too

many people never get to fulfill their extraordinary potential.

The United People‟s Coalition‟s view is that government‟s job is to help them achievethis goal. It is not to tell the people how to live their lives but to make their choices

 possible, to release their potential, no matter who they are.

The way to do that is to take power away from those who embrace it. To challenge vestedinterests, to dissolve privilege entrenched in family ties. To clear out the bottlenecks

which block opportunity and progress, in our society. By so doing, you will give

everyone a chance to live the life they want. These words speak to those ideals and thoseare the words on which this manifesto is built:

Everyone COUNTS

In this Manifesto, the chapters makes Everyone Counts on Statia and these are promises

you can trust. Together these will change Statia for good, only If we dare do things

differently, for once.

If we learn from the mistakes of the past and try something new, we can turn anger into

hope, frustration into ambition, recession into opportunity for everyone on this beautiful

Golden Rock.

In this Manifesto there is hope married to credibility. Optimism, which is in touch with

reality. It‟s what makes our Manifesto different. Throughout our Manifesto, in everychapter, page by page, you will see that we retain our commitment to you the people,

with policies to make our lives, our jobs and our communities more sustainable.

We will outline the ways of guaranteeing a fair chance for all children at school. We will

show you that there is a way to a fair future, creating jobs to make government a more

  progressive and efficient employer and we will strive for a sustainable economy. Wewill offer everyone a fair deal; you will bear witness to the cleaning up politics by

holding politicians accountable for their action. Statia will be an island we can be proudof; an island where you can reach your own extraordinary potential. These are the sincere

 promises of the United People Coalition.

Objectives and ideals

The United People‟s Coalition exists to build and safeguard a fair, free and open society,

in which the Party seeks to balance the fundamental values of liberty, equality and

community, and in which no-one shall be enslaved by poverty, ignorance or conformity.

We champion the freedom, dignity and well-being of individuals, acknowledgeand respect their right to freedom of conscience and their right to develop their 

talents to the fullest.

We stand for an island in which all people share the same basic rights, in whichthey live together in peace and in which their different cultures will be able to

develop freely.

We believe that each generation is responsible for the fate of our planet and for safeguarding the balance of nature and the environment for the long term

continuity of life in all its forms.

We are committed to upholding the values of individual and social justice, wereject all prejudice and discrimination based upon race, color, religion, age,

disability, sex or sexual orientation and opposes all forms of entrenched privilege

and inequality.

We are convinced that the quest for freedom and justice can never end; we

 promote human rights and open government, a sustainable economy which serves

genuine need and public services of the highest quality. We are also committed to promoting the free movement of ideas, people, goods and services.

We have the strong belief that the people should, at all times, be involved inrunning their communities and government and therefore, we are determined tostrengthen the democratic process, to ensure that there are just and committed

representatives in both the Executive and the Legislative Branches of the

Government of Sint Eustatius.

We will, at all times, defend the right to speak, write, worship, associate freelyand will protect the right of all the people to enjoy privacy in their own lives and

homes.

We are convinced that Statia must have a Government Labor Policy to be able tofoster a strong and sustainable economy which encourages the necessary wealth

creating processes, develops and uses the skills of the people and works to the

 benefit of all, with a just distribution of the rewards of success.

We are committed to doing all within our power to renegotiate with the Dutch, theright of self determination as anchored in international law; recognizing all that

nations have the right to freely decide on their political status.We will fully

cooperate with the Dutch, in the interest of the people, but at the same time, wewill vigorously defend Statia‟s patrimony.

Church and State

I am a Christian believer. So are all the members of the team of the United People‟s

Coalition. We are believers in the fact that Christian values are, without any doubt, good

for Statia. In our private life, each one of us gives account to God but as your representatives we will be accoun-table to you, the people of Statia, at all times.

When discussing the separation of church and state, it quickly becomes apparent that

there is a lot of misinformation floating around which distorts people's perception of critical issues. We, of the United People‟s Coalition, are of the opinion that it simply isn't

  possible to come to a reasonable under-standing about the nature of how religion and

government should interact when people do not have all of the facts - or, even worse,when what they think are facts turn out to, simply, be errors.

Without delving into the misunderstandings floating around, the United People‟s

Coalition is a strong proponent of the fact that there must be a clear line which separatesthe doctrine of God, from that of politics and man. The church, of course, is strategically

 positioned to help the government with urgently pressing issues, particularly education,

  poverty eradication, drugs, family life improvement and the re-socialization of our youngsters sadly captured by drugs and crime.

As a people, we must realize that teaching Christian values to our children is not enough.

As long as they do not fully understand the meaning of those values we will loose groundin that area. So, as a community, we must readjust our approach when it comes to guiding

our youngsters to adulthood.

The United People‟s Coalition stands fir m on the premise that politics and government

must be separated from religion, as Statia welcomes people of all religions any other 

stand would be unfair to people and would also be a message of exclusion to all thosewho do not adhere to the favored beliefs. In Mathew 22:21 it is stated unequivocal: “Give

Caesar what is Caesar‟s, and to God what is God‟s”. 

Yes, I am fully aware of the fact that some politicians made vigorous attempts to mix

things up, both God and politics but that will surely not be the practice of thecandidates of the United People‟s Coalition.

Education

The United People‟s Coalition is of the opinion that it is the responsibility of every

government to ensure that our education system is responsive to the changing andevolving needs of the community, on both national and international level. Regrettably,

government has failed the youngsters at every level, these past seven years. The

unacceptable excuse, that the schools are managed by independent school boards and areunder the responsibility of the Dutch, makes the influence of government difficult to

impossible, does not hold water.

The United People‟s Coalition will erase this complacency of government and will dare

at all times, when necessary, to make just decisions. After all, we are firm believer in the

fact that it is our solemn duty and the responsibility when it comes to the education of our children.

Before Holland assumed responsibility for education they investigated our education

system and deemed various aspects of the system, under par. The United People‟sCoalition will work closely with the Dutch and foundation of school boards to do what is

necessary to make the learning institutions on the island worthy for the education of our 

children.

The United People‟s Coalition will also do whatever it takes when it comes to parent‟s

awareness. We will find creative ways to elevate that awareness to such a level that

 parents become an integral part of our education. Parents must not be forced to become part of their children‟s education. They must be brought to the realization that, without

their active involvement, our learning institutions cannot complete the educational circle

that is so important to providing their child with an optimum education, in a completeteaching/learning environment.

The United People‟s Coalition is also convinced that it is essential to emphasize the

Educating our future generations will, at all times, be our first priority. No ifs, and, not buts, when dealing with educating and equipping the younger generation to be able to

take over when it becomes necessary.

The United People’s Coalition will: 

stand firm on the premise that politics and government must be separated formreligion;

not allow individual members to impose their spirituality on anyone;

never let religious conviction impair their judgment in taking care of your  business and

  protect government at all times, against any adverse attempts on thatseparation.

importance of Vocational Training. Not everyone is academically inclined and on the

other hand, parents show too little interest in the acquisition of technical or practical

skills. A talented bricklayer, an accomplished electrician, a capable plumber, a creativecarpenter - these are skills Statia also needs.

We of United People‟s Coalition do not have any doubt that every child is good at

something. The challenge of our educational institutions is to unlock the individualtalents which each child has within him/her. Together, with the Dutch, foundation of 

school boards and community groups the United People‟s Coalition will give every childthe start that they deserve in life.

Fishery

Fishing, together with agriculture, was the backbone of the economy in the early days.

Veteran fishermen have told us that our territory‟s fishing zone is located in the path of 

several migratory fish species and is favored with the productive Saba fishing bank.When the United People‟s Coalition takes a closer look at the Department of fishery , it is

upsetting to conclude that there were not that many strides made, over the past years, to

seek development in this area. Along with this assessment, we see that there are no

reports to be found indicating fisheries initiatives taken by government in the last decade,to revitalize this area which should be one of the pillars of the sustainable economy for 

which we must strive as an island undergoing economic development.

Another sad assessment made by The United People‟s Coalition is that the older 

generation of fishermen is getting older and there are no prospects, of any kind, for a

younger generation which would be eager to take over. In talking with the fishermen

they emphasized that is regrettable that the younger generation does not have any interestin this area, for earning an honest dollar.

The United People’s Coalition will:

work together with the Dutch and their experts to overhaul our educationsystem;

work with PTA‟s on parent‟s awareness to such a level that parents become anintegral part of their child‟s education; 

work with all stakeholders to build on the self-esteem of our young women inan effort to reduce teen pregnancies and

  promote, in a effort to convince parents, of the importance of vocationaleducation.

On the other hand, the United People‟s Coalition must emphasize that the sustainability

of any development project for the fishing indus-try would be largely determined by an

effective data collecting and management system, as well a realistic stock assessment of 

the fishery resources. With that hopeless perspective in mind, the United People‟sCoalition is determined to find creative ways to convince the youngster generation that,

although the job of a fisherman is hard work it is a rewarding profession that pays well. 

The United People‟s Coalition will also have conferences with our  tourism department to

seek ways and means to make sport fishing an integral part of the revitalization of the

Department of fishery on Statia. To make this exercise a success, the United People‟s

Coalition finds it essential that all stake holders, tourism department, environmentalorganizations and fishermen on the island, must play their part in the revitalization of this

Department.

Gender equality

The United People‟s Coalition   believes that understanding gender relations andinequalities can help improve conditions in the area of humanitarian assistance

  programs. Our policy on gender equality does not seek to duplicate the work of other 

national agencies. We recognize that various humanitarian agencies have expertise, policy commitments and responsibilities in the area of gender equality, which may vary

or in some instances, may be similar to our own.

Pervasive gender inequalities undermine the ability of women and girls to exercise their rights and be active partners in the development of their country. Since there is much

work to be done in the community of Statia, in dealing with this important matter, we of 

the United People‟s Coalition are convinced that to accomplish our  mission in thisspecific area in the years ahead, the United People‟s Coalition is committed to working

with other entities towards the goal of gender equality.

According to valid information, obtained by the United People‟s Coalition, the tra de of 

fisherman was a profession which always went from father to son. It is clear that the cycle has  been broken and therefore, we must conclude in saying that if proper actions are not taken.

This generation of fisher-men is regrettably a dying breed.

The United People’s Coalition will:

first make an assessment of the problems of the functioning of the fishery;

with the expertise in house and if necessary from abroad set up a strategic plandirected towards a sustainable fishery Department;

develop an action plan geared towards getting the younger generationmotivated for the fishing industry and

investigate and if necessary facilitate, securing EU finance for bigger and better equipped fishing boats to fish for extended periods on the Saba Bank.

 Not all people are vulnerable in the same way; nor do they have the same capacities andcapabilities. Although varying from place to place, even in the world of today, women

tend to have greater responsibilities for children and the home while men have greater 

exposure to opportunities and conditions outside of the home.

There can also be significant differences between women and men regarding access to

education or in ability and confidence when addressing political and governmental

authorities. Understanding these differences and inequalities will help the United

People‟s Coalition to identify needs, target pro-per assistance pro-grams and ensure thatthe needs of the vulnerable are met. The United People‟s Coalition is more than

convinced that along with the education of women, we must help them to build their self 

esteem and make them to understand that it is not wrong to take a stand and demand to becounted. Without a change in the culture and in the thinking of Caribbean men, in how

they perceive the women in our society, gender equality will continue to be a long and

hard struggle. The United People‟s Coalition believes in the words of Frederick Douglassthe great Black American Abolitionist, author, editor and diplomat “If there is no

struggle, there is no progress”. 

Single Parents

Single-parent families, in today's society, have their share of daily struggles which often

create long-term disadvantages. The issues of expensive day care, shortage of quality

time with children, balancing of work and home duties and economic struggles are

among the seemingly endless problems these families must solve. As many single-parenthouseholds are headed by females, their economic burden is, most of the time, much

greater than that of a single-father family. This issue results from the fact that most single

women typically do not earn the same income as a single man; thus, there is theconsequence of constant economic struggles, most of which are not experienced in the

single-father household. A result of this economic struggle is the balance of work and

family duties. Single mothers often must work overtime shifts and sometimes two jobs,

to compensate for the low salaries, thus taking time away from their caring for their children and other domestic chores. This results in a child that is often left at home alone,

without adult supervision, or one which is placed in a daycare service for up to 8-10

hours per day. Government subsidized daycare is not yet a realization on Statia and manysingle mothers struggle to pay large fees for this service. There is a need for more flexible

working conditions for single parents. Mothers needing to find a way to support their 

family can find themselves having to overcome several major hurdles. Many times, this

In dealing with the phenomenon of the inequality of women, the United People‟sCoalition also acknowledges that there is a serious area which must be targeted, in

 parallel, when addressing the matter of gender equality and that is the monster of the

abuse of women. This dreaded practice must be stopped as it demoralizes anddegrades our women, causes severe psychological damage in our young girls and

 perpetuates the destruction of our society.

has to be done by women who are not adequately trained for good and higher paying jobs

and has very little family support to draw upon. With children depending on her ability to provide for their needs, a mother is often forced to confront the daunting challenges of 

restarting her career. The United People‟s Coalition recognizes that it is very necessary

that there are programs on our island for single mothers, to help them get their careers ontrack after divorce or the end of a relationship. These programs will help with educational

expenses, child care and the necessities for basic living, during the rehabilitation period.Since a single mother often has to work longer hours, to be able to provide for their children, this can often cause feelings of guilt because she feels that she is neglecting her 

children. It may even bring custody battles as the children‟s father sees an opportunity to

 prove that he is the more financially stable parent. These feelings of guilt will make it

more difficult for her to maintain the extra hours needed for work; for her, life can become a bit of a vicious cycle. If her children are reaching the teen years, she may find

them becoming a little misguided in their choice of activities and friends; this further 

complicates an already stressful situation. The good news is that with hard work, helpful

friends and family, overcoming this difficult situation is something which many mothershave accomplished. The result is a good income for her and her family. When it is seen

that a mother has made it through the difficulties, this can help to establish goodeducational and career paths for her children. They will feel that they can too, canovercome and accomplish their goals. Although the single parent has the right to child

support, this is not always requested, for a variety of reasons. Raising children is hard

work and it‟s expensive. It is very important for a single parent to create time for themselves. Therefore, it is also necessary to provide assistance for those who don‟t have

family members or close friends to help look after their children. Creating social bonds

can be very helpful, for instance, the PTA (Parent Teacher Association) within the

schools. A close relationship with teachers and other parents is very important, especially because a single parent‟s life is already very hectic; other parents might want to share

their ideas and/or advice with each other. At the same time, other parents might be able

and willing to assist each other in taking care of each other‟s children when necessary.Sharing experiences is very important, it gives the single parent the feeling that they arenot standing alone. However, although the majority of single parents, on our island, are

women, we should not forget those fathers who are also single parents; they too can

struggle with the same issues as the single mothers. The United People‟s Coalitionrecognizes that there is much attention and assistance needed in the area of single

 parenting, on Statia.

Migrants

The United People‟s Coalition is aware of the fact that people in the Caribbean moved

readily, even though they often engaged in work similar to that in which they had been

engaged, prior to migrating. This is a way to expand the opportunities of limitedenvironments but also to leave any negative circumstance that existed in the home

country. People are always prepared to move, whenever and wherever opportunities

arise.

Just engage in talks with members of the older generation on Statia and they will makeclear that once it was the other way around. Statian‟s traveled to neighboring islands for 

 better opportunities. Nowadays Statia, with a fairly high standard of living, is one of thedestinations for migrants, especially in those Caribbean countries which continue to

experience high levels of poverty. It is more than fair that Statia, in restitution, extend the

same courtesy to migrants as that which our people received, in the early years of the previous century.

Small islands and developing states in the Caribbean can hardly cope with the negativeimpact of the loss of trained professionals. This means that many Caribbean countries

find themselves in a position where they can hardly improve or even sustain the quantity

and quality of services that are delivered. Statia is at the receiving end of migration andthat means that when it comes to services on Statia, where professionals are lacking,

migrants stand ready to render those services.

With this vision in mind the United People‟s Coalition also believes in re spect for anindividual‟s right to choose where they wish to work and live. It is essential to under -

stand that we will need migrants to help further develop Statia. Therefore, everystakeholder in this process must further accept that there are critical areas of managed

migration, namely: recruitment and retention, terms and conditions of work.

The United People’s Coalition will: 

fight the pervasive gender inequalities in an effort to stop the undermining of the ability of women and girls to exercise their rights;

together with established organizations in Statia identify the needs, target proper assistance programs and ensure that the needs of the vulnerable are met;

work vehemently in addressing the matter of gender equality, fight the monster 

of the abuse of women and

continue to be a strong proponent in efforts to force the abandonment of theabusive and oppressive culture in the thinking of Caribbean men, in how they

 perceive the women in our society.

Seek for ways to provide subsidized daycare for low earning single parent

households;

Encourage more flexible working conditions for single parents;

Create career change opportunities;

Fight for the right of child support;

With the immigration laws in place since 10-10-10 The United People‟s Coalition definesfor Statia as the receiving island, a managed migra-tion as a regional strategy for 

retaining adequate numbers of com-petent personnel to deliver services to Caribbean

nationals and more specifically, Statia.

Infrastructure and development

The United People‟s Coalition has a vision of  the steady growth of Statia, beginning inthe next two years and beyond. A steady growth must go hand in hand with an

infrastructure which keeps a proper trend with the development. Dealing with theinfrastructure of Statia we will seek to promote the concept of sustainability acrosseconomic, social, and environmental policy. This path will require us to define a new

role for Statia, which sees us charting a new way between the hands on and hands off 

excesses of the past. The United People‟s Coalition sees the role of government as one of leadership and strategy; and of using its ability to facilitate, partner, co-ordinate, broker 

and fund, to promote the development of a stronger economy.

One pillar of growing towards a sustainable economy for Statia which needs

government‟s attention now, are the perspective plans to expand   NuStar‟s storagefacilities on Statia and the building of a second jetty. A project of that magnitude will,

along with the financial spin off, surely have implications for the hospital, airport, roadsand most of all, the disaster contingency plan of Statia. Therefore these plans demand of government that it gives a critical look to see what has to be done, in the short-term and

also take into consideration the long term implications of the infrastructure of our island.

The United People‟s Coalition must note that, through the lack of a coherent long-term

  proper planning, by the United People‟s Coalition‟s government, will help both the

migrants and the existing community to co-exist peacefully.

The United People’s Coalition will: 

improve or even sustain the quantity and quality of services that are delivered;

have an honest and fair policy as an island at the receiving end of migrants services

and that means, when it comes to services on Statia where professionals are lacking,

Statia will allow migrants to enter and stand ready to render those services;

organize several informative meetings to explain the immigration law that is in placesince 10-10-10 and

stand by the regional strategy for retaining adequate numbers of competent personnelto deliver services to Caribbean nationals and more specifically to Statia.

  perspective on the infrastructure of Statia‟s government at the moment, there is anexcessive and a constant focus on short-term costs and too little attention paid to the

  prospect of longer-term "win-win" situations. Without proper infrastructure and or a

comprehensive plan of action in that area, the promotion of the island for attracting

investors is difficult because for investors, stability of government backed by anacceptable infrastructure, are a must.

Let it be noted that a United People‟s Coalition‟s government will not see economicdevelopment as preceding, or being a precondition for, or being more important than,

social or cultural development or environmental protection. The dimensions should,

implicitly, all be advanced together. Where infrastructure development encounters short-term tensions between dimensions of well-being (e.g. between social well-being and

economic development), there must never be a presumption or confirming circum-stance,

that economic development alone, should have priority.

The United People‟s Coalition, as your government, will have clear and overarchingsustainable development responsibilities.

 It is also pertinent to emphasize that

infrastructure investments of significance must also take into account the obligations of 

government to promote sustainable management and avoid, remedy or mitigate effects. Ingeneral, sustainability requires the active input and support of the local communities of 

interest and attitudinal changes to accompany behavior more consistent with sustainable

outcomes.

Poverty eradication 

The United People‟s Coalition is of the opinion, that to tackle poverty we must realize

that a centralized approach of the government alone is not enough. The claim that only

the government can guarantee fairness does not hold ground. The voluntary sector, socialenterprises and community groups must be the backbone in the war of povertyeradication. In the new constitutional relations with the Dutch, we must not make the

mistake of thinking that the welfare system, now available to us, is designed to eradicate

the poverty of our island. It is a fact that the amount paid to those who must make use of this provision is hardly enough for them to make ends meet.

The United People’s Coalition will: 

take a serious look at the NuStar Expansion plans to establish implications for the hospital, airport, roads and most of all, the disaster contingency plan of Statia;

divert from the excessive and a constant focus on short-term costs and pay

more attention to the prospect of longer-term "win-win" situations;

in the quest of sustainability, seek the active input and support of the localcommunities of interest and support attitudinal changes to accompany

 behavior more consis-tent with sustainable outcomes and

never allow the economic development to be seen as being more importancethan, social or cultural development or environ-mental protection.

The United People‟s Coalition is determined to fight poverty and to win.So, when it comes to poverty eradication we understand the role of government in delive-

ring social justice. A government must be an integral part of this war and make the funds

available to deliver high level public services. On the other hand, the United People‟s

Coalition believes that the following four things offer great promise in providing a pathaway from poverty: A loving and stable home life, a good education, sound economic

opportunities and a life free of substance abuse and serious debt.

The United People‟s Coalition is of the opinion that an important attribute which goeshand in hand with poverty irradiation is fairness. Fairness is about more than money;

fairness means the chance for everyone to fulfill their potential. True social justicedemands equal opportunity for economic empowerment. Economic empowerment meansgiving every single citizen on Statia the means to climb the ladder from poverty to

wealth.

But we all know that despite whatever we may do to help people forge paths out of  poverty, some will still be left behind. We must never say to those people - 'You've had

your chance and you must live with the wrong choices you made'. The United People‟s

Coalition believes in a Statia which never writes anyone off. A Statia which says that it's

never ever too late to start over.

Tourism Development

In developing our Tourism Industry the United People‟s Coalition‟s   point of departure

will be based upon the philosophy of protection and enhancement of our natural assets

The United People‟s Coalition is a strong proponent of a policy where individuals,

who will be guided on to paths out of poverty, must understand that they too must

carry their weight and not simply see the welfare system as the way out. Carrying their weight by educating themselves and choosing to work for an honest income, rather 

than to resort to waiting for a handout from the welfare system

The United People’s Coalition will: 

work with everyone to convince them that it is never too late to realize thedreams they once had;

work with stakeholders in education to provide the mother, who got pregnantas a teenager, a second chance which will enable her to study, even when she

is 35 or older;

work with case workers in the area of drug rehabilitation in an effort to offer rehabilitation to the man/woman who has wasted away his/her twentiesaddicted to drugs, the second chance in life they so deserve and

work in the community with parents and strong, extended families, includingnetworks of friends because that is the best place to provide children withround-the-clock supervision, care, love and discipline.

and our cultural heritage. With the professionals at that office we will first take stock and

determine if it is necessary to enhance the human resources and the physical

infrastructure on the island. We will conduct a study to obtain the knowledge as a

 prerequisite to doing what is necessary for our tourism to be able to flourish to higher level.

The United People‟s Coalition sees tourism as one of the potential financial pillars whichmust help government to reach a sustainable economy. A new and more aggressive

approach to this sector is important if we want this potential pillar to yield the economic

revenues that are so needed for our coffers.

Gearing towards a tourism product diversification and a marketing program which will

help Statia re-invent, improve or expand our tourism product, creating operations to fit

this evolving trend in global tourism and to position our business to meet future market

demands.

The United People‟s Coalition is of the opinion that the role of our Department of 

Tourism will be different; this Department will have a more direct involvement when itcomes to improving the profitability of tourism businesses by increasing or enhancing

 products and services available in Statia for tourists. This means that government must

make the funds available for the Department of Tourism in an effort for this departmentto be a more active partner in the tourism industry, through facilitating product

development.

The United People‟s Coalition believes that the current practice of every product sector,in the tourism industry, doing their own thing must end. Our Department of Tourism

must take a more leading role, especially when it comes to product development,

marketing and more over, it must be prepared to facilitate those interested in creating atourism business or product, or someone wishing to further develop their business or 

 product.

The United People‟s Coalition understands that this new approach will surely beconfronted with possible difficulties and problems but with the professionals manning

our Department of Tourism, these obstacles too will be removed. When necessary,

  professionals in specific areas, on indication of the Department, will be attracted tosupport this new approach.

When it comes to spending the United People‟s Coalition is of the opinion that we

reached a point where we are forced to take stock to determine if the way we are

marketing our Tourism industry and the attendance of the costly tourism conferences

It is also very important that emphasis must be placed on tourism practices and

creating packages that are eco-friendly, that involve local people and promotes uniquelocations and activities that do not harm the environment. The pristine and semi

isolated nature areas in and around the Quill, is a perfect fit for the new breed of 

visitors seeking authentic travel experiences which will put them in touch with nature

yield the maximum exposure and benefit we envisioned.

On the other hand, another direct approach when it comes to our tourism products, is to

start a campaign to convince the people of Statia to become “hosts” and “hostesses” of 

the tourism products we have to offer as an island. Only we can put the maximum effortto sell what we have.

Each and everyone making a living on this Golden Rock, must make a personal

investment in the development of our Tourism Industry. It is time that we stop workingfor ourselves and start putting the interest of this beautiful island first. The moment we

are ready and willing to do that our wellbeing is secured.

With community-based tourism come tremendous opportunities for economic

development, not only in the tourist sector but throughout the entire island. Visitors are

look ing for a “home away from home”. On Statia that will be with Statian families. This

way the visitors are participating in and learning about the Statian way of life and at thesame time will be experiencing the warm Statian hospitality. This will build cross cultural

  bonds, respect and understanding and also creates a source of income for the host

families.Fellow voters, „people-centered‟ tourism give every Statian the opportunity to become a

 potential business partner and also promote a sense of „ownership‟. 

Constitutional change

The Constitution of the Netherlands Antilles was proclaimed on 29th

March 1955 by

Order-in-Council for the Kingdom. Its proclamation was specifically mandated by article59(4) of the Charter for the Kingdom of the Netherlands, which had been enacted on 15

th 

The United People‟s Coalition also believes that the tourist today is eager to go

 beyond the traditional sun, sand and sea offerings in tourism. They wish to learn moreabout the destinations to satisfy their hobbies and interests during their holiday.

The United People‟s Coalition will: 

together with craft persons on Statia seek ways and means to create anorganized market to provide tourists with the opportunity to take back a locally

made reminder of their holiday on Statia;

facilitate access to low interest and unsecured loans to small businesses relatedto Tourism;

together with the Bureau of Tourism take stock of what must be done to

enhance our tourist products and

start a campaign to convince the people of Statia to become “hosts” and“hostesses” of the tourism products we have to offer as an island.

December 1954. Together, with the Island Regulation of the Netherlands Antilles (Dutch:

  Eilandenregeling Nederlandse Antillen or   ERNA), the Constitution describes the

foundation of the government of the Netherlands Antilles In 1986 Aruba was allowedleave the Netherlands Antilles while still remaining part of the Dutch Kingdom with the

intention of becoming independent.

From 1986 until October 10, 2010 (10-10-10) the Netherlands Antilles consisted of Curacao which controlled 14 members of Parliament, Bonaire which controlled 3

members of Parliament, St. Maarten controlled 3 and St. Eustatius and Saba with one

member each. In numbers 14 plus 3 plus 3 plus 1 and 1 totals 22.

Can you imagine The Netherlands Antilles Parliament, the highest legislative body,where all the islands individually forms part of the country but one island, namely

Curacao has half plus two more than the others. A combination that spelled disaster fromthe inception which took 55 years to materialize. Not even old enough to go on pension.

Looking back at the dilemma of the Netherlands Antilles, Suriname and Indonesia, inwhich the Netherlands tried to reestablish their rule fought for their freedom and an

armed and diplomatic struggle ended in December 1949, when, in the face of 

international pressure, the Dutch formally recognized Indonesian independence (with the

exception of the Dutch territory of West New Guinea, which was incorporated intoIndonesia following the 1962 New York Agreement and the UN-mandated Act of Choice

of 1969), makes the present change in our constitution very interesting, where the rightfor self determination is always on the chopping block.

According to the principle in international law, nations have the right to freely choose

their sovereignty and international political status with no external compulsion or 

external interference. Since our negotiators then felt asleep at the wheel it was easy for Holland to manipulate them into accepting the integration without representation, to be

 best possible status for Statia. Holland did not have our people‟s interest at heart. They

 just did not want to go through the long and tedious exercise of changing the KingdomCharter to suit a small group of people in the Caribbean part of the Kingdom.

Presently, we are in the process of a new chapter in the constitutional change book.Our status is that of integration without representation. Any referendum now will only

have two choices and these are status quo or independence. Meaning that integration

with representation and Status Aparte are no options for us. This is not the choice of 

our people.

The United People‟s Coalition will not apologize for this constitutional blunder made

  by the current government but surely will seek conferences with Holland and makestrong efforts to salvage the right of self-determination for the future generations of 

Statia. We believe that generations to come must also have the right to status apart but

not be forced to go independent when decide that integration without representation isnot what they want.

The coming four years are critical, therefore it is imperative that you have representationthat not only knows the history lessons of the past, but understands the present and can

actively and intelligently prepare for the future. One must understand the process to be

able to influence or guide it!

SportS development

The United People‟s Coalition stands by article 31 of the Convention on the Rights of theChild: States shall “recognize the right of the child to rest and leisure, to engage in play

and recreational activities appropriate to the age of the child and to participate freely in

cultural life and the arts."

Added to this is the broad consensus that regular physical activity is essential for the  physical, mental, psychological and social development of children and adolescents.

Involvement in sport activities can boost children‟s health, improve academic

 performance and help reduce involvement in crime.

The United People‟s Coalition is therefore of the opinion that sport can no longer be

considered a luxury within any society but is rather an important investment in the present and future, particularly in the development of Statia. On the other hand, sport has

a unique power to attract, mobilize and inspire. By its very nature, sport is about

  participation. It is about inclusion and citizenship. It stands for human values such as

respect for the opponent, acceptance of binding rules, teamwork and fairness, all of which

We believe that sport can be an effective program tool to help achieve goals in health,

education, gender equality, child protection and child development. That is our concept of sport for development  –  that sport is not just an end in itself but also an

effective tool to help improve the lives of children, families and communities.

The United People‟s Coalition will: 

 place the right of self-determination high on the priority list of governing;

seek conferences with Holland to restore the right of self-determination in its fullform as described by international law;

keep the people of Statia abreast, on a regular basis, of the ongoing deliberationand also seek the consult of the people;

live up to the signed constitutional agreements with Holland but at the same time,will be vigilant in the content giving process;

seek regular consultations with Holland to have evaluations on the many institutedrules and regulations and

fight any attempt of the double standard promoted by Holland, tooth and nail,

especially when it comes to the rights of the people of Statia.

are principles which must be part of the education and molding of our youngsters on

Statia. Sport is good for character building and self-respect.

We are a strong proponent of the right of access to and participation in sport and play.

Sport and physical education are a “fundamental right for all”. However, until today, the

right to play and sport does not have a just place on the priority agenda of our 

government. Too often we are hearing government proclaiming, when convenient of 

course, how important sport is for our society, but regrettably, the actions behind those

words time after time, failed to materialize.

In order to develop sports on our island the United People's Coalition is of the opinion

that there must be a sports policy and an action plan in place. The action plan itself must

have as content, instruction of various sport discipline with a strong emphasis on the

schools on our island. Having an action plan alone is a good start but is not a guarantee to

reach the objectives we set for sport and for that matter sport education. The flywheel to

get this development off the ground is a sport department manned by dedicated people.

Of course, government will have to train and upgrade personnel to assure that these people are able and capable to execute the tasks at hand. The success of any action plan is

strongly dependent on those who are trusted with the execution.

Another aspect which is of paramount importance in our development of sport is the

structural and professional approach, when dealing with the athletes representing the

island at home and abroad. In the first place, we must find out what the Dutch have in

mind for our athletes now that we are a Dutch „Municipality‟. Then and only then will we

 be able to strengthen the collaboration between our government‟s sport Department, the

Dutch and the umbrella sport organization on our island. This must be our primary point

of departure when dealing with these athletes if our intention is to assure that our athletes

are represented in a correct and professional manner. Statia has a lot of talent, showcasingthis talent is of vital importance as it also contributes to the exposure of our island and

surely will be beneficial to our tourism industry (sport tourism).

The complacent attitude by government, over the years, when it comes to sport in general

on our island can no longer be entertained. We, of the United People‟s Coalition, will

also take our obligation to sport seriously and we will prove to the young people on the

Sport is not a cure-all for problems of development. As a cultural phenomenon, it is amirror of society and is just as complex and contradictory. As such, we must keep in

mind that sport can also have negative side effects such as violence, corruption,

discrimination and substance abuse. To enable sport to unleash its full and positive  potential, emphasis must be placed on effective monitoring and guiding of sports

activities. The positive potential of sport does not develop automatically; it requires a

 professional and socially responsible intervention which is tailored to the respectivesocial and cultural context of our island

island that government can do better and that they will be the centre of our attention, at

all times. We are convinced that sports can give kids essential life skills. Talking to the

 people who are doing what they can, with the meager finances available, they have told

us that sports teaches you about yourself, about teamwork, perseverance, sports gives you

good social skills and teaches you about taking care of your body. Together, with these

freelance volunteers, the United People‟s Coalition will develop sports programs whichwill create a potent mix of learning opportunities and active lifestyles, practiced through

 participation in soccer, basketball, baseball, cricket and volleyball. Involving children in

sports is a must because in a way which builds their confidence, enhances their skills,

keeps them in school and improves their lives.

Airport facility

Development of an island needs vision and demands, of those in charge, to be proactive

and practical. In our quest towards a sustainable economy we must have eyes for what ishappening around us. This in itself is a healthy exercise because only when one dare to

think outside the box, will possibilities then take shape and become doable. With a proper 

and an educated view of action plans on the surrounding islands, we can establish areas

which can be the point of departure for us.

Research and later on, visibility studies if necessary, can point us towards those areas

upon which we can capitalize on developments in the region. With this mindset, Statia

will have to develop new businesses, where possible, complementary businesses to theregion that can place Statia in the position to be become a stronger partner in growth of 

this Caribbean area. One such area that can play a vital role in this development is our 

airport and its direct surroundings.

The United People’s Coalition will: 

develop programs seeking to empower participants and communities by

engaging them in planned activities;

support organizations in building local capacity, adhering to generally accepted

 principles of transparency and accountability; pursuing sustainability through collaboration, partnerships and coordinatedaction;

will establish contact with both the Olympic committee and the Dutch Sports

Federation to establish a sports cooperation by means of assistance to our sports organization and their athletes;

look for the necessary funding for training and upgrading of personnel on onehand and on the other hand, for the maintenance and upgrading of our sports

facilities on Statia;

have the proper vehicles in place for the effective monitoring and guiding of sports activities on Statia.

A closer look at our airport and its surroundings tells us that a serious renovation plan is

needed, these renovations, with creative thinking, holds endless possibilities. To properlyexecute our development plans for the island we must keep a correct pace with the

developments on Statia and the islands around us. The magnitude of the expansion plan

of NuStar, the anticipated influx of people after 10-10-10, the possibility for airport beingused for intermediate stops for other airlines and of course, the perspectives on our 

tourism development, deemed these renovations in the best interest of the general

development of Statia, moving it towards a sustainable economy.

For many of us traveling to Sint Maarten, the congestion of its airport is clear. After the

ongoing expansion of the runaway there is no space left for any development. Meaningthat if the airport‟s management needs to expand the area of the runway or airport

facilities, they will have to conquer the sea to get the necessary land.

Statia, on the other hand has space. The area that we must capitalize on is for the parking

of smaller aircraft, such as Lear jets which, most of the time, need overnight parking and

refueling. This brings us to the point where we must renovate our airport and lengthen the

runaway to cater for these types of aircraft. With that in mind, the United people‟sCoalition will look for an Airport Development Plan from management in which the

 parking, fueling and helicopter hub, to and from Sint Maarten, is included.

It is also of paramount importance that the preparation of this development plans mustfirst be placed in the hands of local professionals and if necessary, supported by the

Dutch professionals. The United People‟s Coalition must also emphasize that when it

comes to execution of these plans we will see to it that local contractors have first preference.

The preparation towards the renovation of the airport and its facilities asked for a

speedy action plan, derived from an Airport Development Plan. Important in this

 process is the outsourcing of the airport services. Since one of the essential factors toexecute an Airport Development Plan are the finances, management will have to look 

for investors for the greater part of the finances needed for this renovation Plan.

Government must demand, of airport management, regardless of whether or not thegovernment is a shareholder, a 10-year development plan which is comprised of a list

of jobs, large and small, which the staff would like to see become a reality over the

course of the 10 years.

It is of paramount importance that in the process of generating income for this island

we look toward diversification. We must work toward a sustainable community. Acommunity which is able and has the support to independently manage and maximize

its resources, in order to develop a strong economic and social environment for the

 people.

This will give government insight into the extent of what can be expected when it comes

to the spin-off of these renovations of the airport and its facilities.

Economic diversification

The United People‟s Coalition is of  the opinion that the cornerstone, in any economic

  policy is to harness as much economic resources as there is available, to ensure their 

  proper use, management and care. We see it as our duty to promote and encourageentrepreneurship among our people while also encouraging foreign investors to join in

our economic development program. Our young people, in particular, are seeking jobs,

they must have sufficient income to acquire life‟s basic needs and comforts. They mustalso be in a position to generate sufficient income to make profitable investments. A good

and feasible economic policy for Statia must be fueled by expansion and creativity in the

areas of Home Construction, Agriculture, Tourism and Bunkering/storage.

As government, we will help foster economic development through partnerships and

collaboration with private, non-profit, and community organizations. We will have towork with the Dutch, our community groups and businesses to determine local needs and

local opportunities. The government must take the responsibility in playing a leading role

in helping these local entities form strategic partnerships. These partnerships will be more

successful in accessing funds and creating an environment where economic developmentopportunities can flourish. We of the United People‟s Coalition are committed because it

must be based upon working towards sustainable economic growth with community

development activities, which is for the safeguarding of our future.

The United People‟s Coalition is convinced that for a successful execution of economic

diversification, specific industries must be identified. In order to reach that objective,

together with stakeholders such as the tourist office, support businesses, organizationsand other groups we will hire consultants to conduct the research, identify and outline

these industries.

The United People‟s Coalition will: 

first find out if there is an outsourcing plan of the airport and facilities and willevaluate that plan for speedy execution;

demand from management a Development Plan with feasibility study andfinancial overview;

together with airport management first seek financial support within the

Kingdom and then if necessary, outside the Kingdom;

keep local contractors abreast of these developments giving them ample time to prepare towards these developments and

have regular meetings with secondary stakeholders to establish what vital role they can  play in these developments.

In connection with infrastructure development, the availability of land is also veryimportant. Therefore, the United People‟s Coalition is a strong proponent of the Statia

Development Plan. This plan will give us an inventory of all government land which is

needed, in order to reserve portions of land for agriculture, ecotourism and hotel

construction on our island. Of course, the private land owners will have to believe in this

diversification in order to render their cooperation. Stakeholders will surely beencouraged to participate, as their expertise is required for a successful execution.

Empowerment for ownership

The United People‟s Coalition is aware of the fact that Statia is an island with a small

 population. Therefore it is essential that we focus on small and medium-size enterprises.After all, it is this sector that has proven to be the most dynamic in developing countries,

especially in connection with the development of the economies. To develop this sector 

on Statia funding is needed. Often enough, because of the lack of finances initiatives areneglected. The realization of projects is put aside.

The excuse:”We do not have money”, is no longer valid and should not be accepted b y

our people. Any self respecting government is proactive and determined, in findingcreative ways when it comes to financing which is needed for the development of the

country. Sometimes the government will have to resort to unpopular methods such as the

levying of taxes. When it comes to that, government must take the time and surely should

have the patience to inform, carefully explaining to the population why these measuresmust be taken. Government must also ensure that the execution is detailed and

transparent; above all, the population must be included, at all times.

In tandem with identifying these industries, the consultants must also outline the

  benefits we as an island can expect when we execute our plans for economicdiversification. We must keep in mind that a constraint which affects all

diversification options is the availability of skilled laborers. To successfully execute

our economic plan of diversification, we must synchronize our education to the needsof this plan. We will have to stop granting scholarships at random. Our scholarship

 plan of action must focus on the professionals and skilled laborers which are needed.

The United People‟s Coalition will: 

set an Economic Policy Plan which is hinged on economic diversification;

support the Statia Development Plan;

look for creative ways to revitalize the agricultural sector of Statia because thissector must be an integral part of our efforts towards financial sustainability and

in collaboration with the Dutch, we will adjust the scholarship plan in such a waythat the focus is on the professionals and skilled laborers Statia need and

setup informative sessions to convince landowners to become part of thiseconomic policy.

The development of this empowerment process is essential because with the major boost

for the economies, it also gives people a greater sense of independence. It motivates,

gives an “I-can-be successful attitude” and in the long run, it fosters an ownership culture

amongst the non-asset-owning segment of our island. This empowerment process  provides ideal means by which our people can become empowered through their own

hard labor. There is no better way of empowering someone than through ownership;

ownership of a piece of the growing economy. 

The United People‟s Coalition acknowledges the fact that another basis for this

  partnership is having a good labor force and an overview of the administration and

management skills of those willing to take part in the process. This knowledge is veryimportant in connection with the essential support system which must be part of this

empowerment. We must also consider our local knowledge base. Therefore, as a

government, we will take a proactive stance and request involvement of participants inthe decision making and planning processes

Therefore, in the talks with the Dutch, funding for this process must also be on the

agenda when dealing with a sustainable economic development plan for our island.

The United People‟s Coalition is of the opinion that along with funding, it is a mustthat in the public-private sector partnership, we develop a plan for economic and

human resource initiatives, in the effort to empower our people through financial

independence. It is very important that our people believe again. Believe that it is possible. Believe that their efforts will pay off in the long run. We must show that as a

government, we envisioned and then convinced the people of the objectives to achieve

widespread, sustainable prosperity and a higher standard of living for each and everyone on Statia.

The United People‟s Coalition will: 

focus on small and medium-size enterprises because it is this sector which has proven to be the most dynamic in developing countries, especially in connection

with the development of the economies;

when circumstances dictate, unpopular measures takes the time and surely has the  patience to inform and explain to the population, why these measures must be

taken and

as a government, envision and then convince the people of the objectives

necessary to achieve widespread, sustainable prosperity and a higher standard of living for each and every one on Statia

Housing development

The information pertaining to housing, on Statia, as gathered by the United People‟s

Coalition, has clearly indicated that the economic development on Statia among others,

especially the ongoing development at NuStar and the Medical school, has obscuredcertain trends and statistics which point to an increased, not decreased, need for 

affordable housing.

Based upon the calculations of the technical department of the Statia Housing Foundation

and also taking into account the world trend, it is a generally accepted definition that the

affordability quotient for a household is to pay no more than 30 percent of its annualincome on housing. Families who pay more than 30 percent of their income for housing

are considered cost burdened and may have difficulty affording necessities such as food,

clothing, transportation and medical care.

The lack of affordable housing is a significant hardship for low-income households,  preventing them from meeting their other basic needs, such as good nutrition and

healthcare, or saving for their future and that of their families.

The need for affordable housing on Statia is great. Considering calculations based uponthe CBS 2009 figures, 46% of households on Statia make less than 80% of the local

median income and thereby are eligible for affordable and more specifically, low income

housing. That represents about 185 households! Additionally, over 200 households are onthe Statia Housing Foundation‟s waiting list for public rental housing. Clearly, there is agreat need for more affordable housing to meet the needs of current residents of Statia. At

the moment, there are no other housing developers prepared to address this segment of 

Statia‟s real estate market, therefore, the United People‟s Coalition must make theconstruction of affordable housing a priority, filling an essential niche in building houses

that are affordable for Statia‟s residents. 

For the United People‟s Coalition, housing is considered to be affordable if its total costs(rent or mortgage, plus utilities, taxes, insurance, etc.) are no more than 30% of a

household's gross income. Typically, the phrase "affordable housing" means any housing

where the total housing costs are affordable (cost no more than 30% of income) for a

family no more than 80% of the local median income.

The United People‟s Coalition has realized that on Statia, the data indicates that more

  people than one might realize, are not able to find affordable housing. A quick 

assessment indicates that with the economic expansion and development, at the beginning of this century, a substantial amount of renters and homeowner households

now pay more then 50 percent of their annual incomes for housing. It is a fact that a

family with one full-time worker, earning the minimum wage, cannot afford the localmarket rent for a two-bedroom apartment anywhere on Statia.

The chairman of the Council of Financial Supervision informed the Dutch Minister of Interior Affairs late last year, that he is pleased with the “progress”  made by Statia‟s

government in their efforts towards a balanced budget. A closer look at the figures in that

  budget indicates that the premise on which this budget is based leans solely on the prerequisites prescribed by the Council of Financial Supervision and not the need of our 

 people

The United People‟s Coalition will have a different point of departure. Yes, we will have

to adhere to the basic rules and regulations set by this Council, to strive towards a net  balanced budget. But on the other hand we will seek conferences first with the Dutch

Minister of Interior Affairs and if circumstances dictate, the Council of 

Financial Supervision and argue with merit, the necessity to have a peop le‟s oriented

 budget. A budget which reflects the basic. Not a budget put together just to comply to thefiscal rules set by this body

Perusing the Explanatory Memorandum of the budget 2011 tells us that the total

government‟s spending on the Fire Department, Health Care and Social Services aretaken over by Holland, while it is not clear which part of the spending pertaining to

Public Order and Safety comes out of the coffers of Statia. The spending on Education

will be covered by Holland, with the exception of the costs for Housing and schools which

will be covered by Statia.

Due to the fact that Holland has taken over these spending burdens, Statia will be able,for the first time, to have a balanced budget. Now that would have called for a toast, if all

the figures were reliable to that extent. A closer look to those figures calls attention to the

dividend tallied as revenue for 2011. With that in mind it is good to note that the

 preliminary financial report of Eutel N.V. over the fiscal year 2009 showed a substantiallost. The report called for the management of Eutel N.V. to be careful and cautious when

it comes to expectations in the fiscal year 2010 and 2011. Therefore, the confidence with

which government is looking forward to a payout of dividends to the amount of 0.5

million, must be taken with a certain amount of reserve.

The BES fund (art. 88, paragraph 1 FinBES) is technically based on a cash flow budget.

However, this does not alter the principle that the public bodies have every right to theway of use of their Free Benefit. The question that comes to mind is the role of the

Council of Financial Supervision when it comes to the allocation and spending of the

Free Benefit, by these public bodies. According to 32500 H, Adaptation of Budget of the

that at any time, when there are fiscal problems, the assumption is that the people

should be taxed to be able to provide services for the basic needs of its people. Wealso detest that it is the people first must feel the actual pain because that is the only

exempting the people as much as possible, when seeking additional income for the

island‟s coffers.

BES fund for the fiscal year 2011, the Council of Financial Supervision has no legal role

in the government consultations between the Ministry of Interior and the public bodies.

The role of the Council of Financial Supervision is just one of consultation with the

Executive Councils of the public bodies

A closer look at the Free Benefit (Vrije Uitkering) shows that this amount is set by the

  National Government of Holland on a yearly basis without any input of the Islandterritory of Statia. Further-more there is no clear cut indication based upon what criteria

this amount is set.

The United People‟s Coalition is of the opinion that if the National Government of 

Holland has the intent to give the people of Statia the same standard of living as those

living in Holland than the Free Benefit cannot be pre-set every year by them. This Free

Benefit must be dependent of a proper assessment of the real need of the people of this

island for this benefit to be practical and functional in the real interest of our people.

It is unacceptable and surely unfair to have a pre-set amount without taking the real need

of our peoples into consideration and still force us through the Cft to have a net balanced budget each year.

Agriculture

A people who cannot feed themselves will always be dependent on others for food and

the basics needed for survival. As you review the history of Sint Eustatius it is hard tomiss the fact that, at one time and for a very long time, agriculture was the primary means

of income for many families. Yams, potatoes and more fell from the donkeys and trucks,

loads of which one, back then, could have picked up along the road for free, or furthermore, could be bought for a pittance. Today, the prices so far exceeds the small

sum which was paid back then that some cannot afford to buy from the shops today.

The United People‟s Coalition will: 

work towards a balanced budget for 2012 by entertaining other avenues withstrong tax revenue possibilities but at the same time, we will make every effortto avoid raising taxes which would directly affect the people;

together, with the Supervisory Board, we will have a new Managing Director appointed for Eutel N.V. and also have a strong recovery plan put in place to

make Eutel N.V., a financially healthy company again;

work towards an investment plan which must attract investors for the hotelsector, the development plan for the airport and fishery.

The alarm bell is ringing. Food products are not only getting more expensive but are

sometimes tainted with diseases and poisons we dare not mention. We have become socomplacent about the quality of the food that we don't see, particularly, one major food

and economic resource within our immediate reach, the un-tethered animals, which are

aimlessly walking around the island every day.

A few advantages of agriculture are:

A country first and foremost indulging in agriculture rarely faces a shortage and

does not have to rely on imported sources for its food production.

With the growing scarcity of food in the world, an emphasis is being laid now on

enhancing agricultural production, in order to keep food items at an affordable

level for the world populations.

With access to modern technology and methods agriculture should no longer beas labor-intensive as it is known to be.

We have the soil; we just have to designate the appropriate areas for agricultural production.

 Now life is different and therefore no matter how sophisticated human communities are

we cannot ignore the importance of agriculture. In the past, to neglect dependable

sources of food was to risk malnutrition and starvation. In modern times, however, manyon Statia have forgotten this fundamental connection. Insulated by the apparent

abundance of food which is available because of new technologies for the growing,

transportation and storage of food, humanity's fundamental dependence on agriculture isoften overlooked.

The United People‟s Coalition believes in investing in a Statian "green revolution".This will serve not just food security but progress across all the sustainable goals set

towards economic stability, including environmental sustainability. We fully

understand that to achieve a “green revolution” as envisioned, Statia‟s farmers must

have access to land and security of tenure. They also need access to markets,technology and an improved infrastructure. This is where government must play the

 pivotal role of facilitator , in every sense of the word. The United People‟s Coalition is

well aware of the fact there exists a short step from hunger to starvation and fromdisease to death.

With that in mind, it is of paramount importance that in our policy planning for the

coming governing period government must help to revitalize agriculture and also support

the productivity and resilience of the small farmers, in particular, to achieve food securityfor all on Statia. When it comes to the business of agriculture and feeding ourselves, we

can no longer afford to sit around and do nothing.

CULTURE

The cultural history of Statia shows us that the island shares many cultures with peoplearound the world. The people of the island are made up of the descendants of African

slaves who were brought to the island to work on the plantations and in the warehouses of 

the Lower Town and the Dutch, who owned those plantations or were the merchants onthe island.

Statia was once home to Carib and Arawak Indians, evidence of their settlements can befound in many areas of the island, they were here when Christopher Columbus arrived in

1493, followed later by the French but then the Dutch arrived in 1636 and established the

first official settlement of colonists. Statia then changed hands some 22 times, back and

forth between the British, Dutch and French who quarreled and waged war against each

other. During the greater part of the 17th

century, Statia provided secure contact betweenEurope and the colonies of the New World. In those days she acted as a transshipment

 port and was a direct route to the rebel colonies of the new America for the shipment of arms and gunpowder and other materials needed to support the colonists in their fight

against the British crown. Statia was the home of over 20,000.00 souls made up of 

European Colonists and African slaves. In November 1776, the island‟s governor Johannes de Graff gave an eleven gun salute in answer to the thirteen gun volley coming

from the Brig the Andrea Doria, which had just entered the harbor flying the flag of thenew country America, such a salute was the custom for all new ships sailing into the

island‟s harbor. From that time Statia established a friendship with the United States, that

relationship continues until this day.

In modern times however, Statia can boast that it is home, either temporarily or 

 permanently, to people from virtually every corner of the globe. The island has a diversecultural past and it is equally so in the present. Among its permanent residents and new

Dutch Citizens live people from the English, French and Spanish speaking Caribbean and

South America, Africa, Asia, the Middle East and Europe. All co-existing peacefully andharmoniously. On any given day on the streets of Statia, you can hear French, Spanish,

Portuguese, Arabic, Croatian, Chinese, German and Hindi, being spoken along with the

standard English, Dutch and Papiamento native to the Dutch islands

Each year, the Cultural Department of the island hosts an event in which all of the

nationalities, living on the island participates, highlighting their flag, costumes, culture

and food which is shared with everyone, resident and visitor alike.

Predominately today, the culture of Statia is represented in the African influences from

years gone by, both in dance, music and cooking. Statia‟s culture is displayed in the formof art, folk-dance and folk-singing.

Food is very much a part of the island‟s culture and many cultural dishes which can betraced back to the days of slavery; dishes such as Johnny cakes and bush teas, Saltfish

seved with eggs, dumplins, provisions or cornmeal; Stewed goat meat served with peas

and rice, soup made with red peas and salted pig tails or salted beef and of course, meatsoup which is often referred to as goat water. A popular dish is called provision and salt

fish which is a salute to the days when Statia was famous for its agriculture. This dish is

made of boiled sweet potato, yams, Tania, dumplins, cassava and whatever other 

 provisions were plentiful at the time. All of this to be washed down by ice cold drinksmade from local fruit such as sorrel, tamarind, guava, lime, mango, soursop, passion fruit,

 black berry or gnip.

This wonderful cultural heritage is fast disappearing because the older members of the

 population are passing on and the younger generation care very little for things of the

days gone by. Such cultural practices are seen as old-fashioned and ideas of heritage are

when the islanders attend special Easter Church Services and then on Easter Mondayat the great Easter Monday Beach Party when family, friends and the entire island

gather at the Lower Town to celebrate with eating, drinking, game playing, swimming

November. These are all occasions whenthe cultural heritage of the people of Statia is displayed.

 pushed aside as the population is younger and often become caught up in the mad rush

for new and popular items of affluence. In the face of more modern interests such as

BET, MTV and the internet, the cultural heritage of the island is fast disappearing. Many

of the younger generation do not know or cannot remember the words to folk songs andfolk tales. Story telling, which was a staple of the days before radio and television, is an

art which has all but died.

As the eminent American Astronomer, Writer and Scientist Dr. Carl Sagan said “You

have to know the past to understand the present.” Therefore, in order to help the people

to remember and respect their past and their cultural heritage:

Senior citizens

The United People‟s Coalition stands by the saying that no man is an island; we humans

thrive on relationships; with our friends, coworkers, acquaintances and family members.

People all need a sense of belonging, of oneness with other human beings and this is why

we socialize. Although we tend to interact, more frequently, with others during our teenage and early adult years, we need an active social life more than ever as we grow

old.

The United People‟s Coalition‟s advice to those who are in their 60s or 70s, is that it‟s

important for you to maintain a strong network of friends, family and acquaintances

 because, in consultations with the organizations which give services to senior citizens, itwas emphasized that deteriorating health, malnutrition, lack of shelter, fear, depression,

senility, isolation, boredom, non-productivity and financial difficulties, are the most

common problems which senior citizens, all over the world, face today. These problems

can, according to these organizations, be grouped into two categories which relate to the physical/mental health and the financial capacity of the senior citizen.

The United People‟s Coalition has seen that stability of physical and mental health is a

key concern with which senior citizens have to contend as they go through their twilight

years. It is a fact that the functioning of the human body is diminished as we experienceeach birthday, this is helped along by physical neglect and abuse. Aging is a life-cycle

stage where the human capacity to think, act, relate and learn starts to falter and

deteriorate after a certain time. With aging come illnesses such as loss of memory,

immobility, organ failure, and poor vision among others. These are critical dysfunctionswhich could sideline a senior citizen into a lonely and miserable life.

With this information at hand, the United People‟s Coalition is focusing on Statia‟s senior citizens, with the understanding that the frailty of the human body grows with the aging

  process, regardless of your financial or social standing, it is a “sure-to-come” event,

magnifying that the importance of maintaining good physical and mental health and

financial stability, is a fundamental problem for senior citizens. The dreaded post-retirement illnesses or the onset of any type of dysfunction is one unpredictable

happening in life, even if the person might have enjoyed financial security and robust

health in their younger days.

Unfortunately, we have come to view our older years as a time of diminishing activity

and social interaction. Therefore, we must do whatever is necessary to ensure that our 

aging loved ones do not take it for granted that they are incapable of recreational activity

or that it will not be available to them. As a government, it is our duty to provide thenecessary facilities so that the lack of financial resources, transportation or declining

health, is not used as a reason for avoiding these important activities.

For the United People‟s Coalition these seniors are a beacon of light. Therefore it is of 

  paramount importance to link the future, the younger generation of Statia with our 

seniors. That is where the younger generation should jump in and plan monthly trips to

visit with family and friends who are cared for in a home where the residents are wheelchair bound. And if we encouraged the senior to enlighten these youngsters through story

telling and answering their questions of the youth, the future generation will understand

how important our seniors are. Than these youngsters will remember the importance of 

visiting these special people because after all, we will eventually find ourselves in thesame position someday. So let us remember those who came before us in our life and

show them the respect they deserve in our day-to-day living. We will not regret it.

a. those residing legally on Stata. Have the Dutch nationality and reached the legal voting

age or older.  b. the foreigners residing on Statia legally five years or longer without a Dutch

nationality and reached the legal voting age or older.

In the upcoming election the political parties will be contesting the 5(five) seats in the

Island Council of the island territory of Statia. The people of Statia will be exercisingtheir democratic right to elect their representatives. Together, with the Island Governor of the island territory of Sint Eustatius, the political party which wins the election and has at

least three of the five available seats, will form the Executive Council. This body will

govern Statia for the period of the ensuing four years.

Example:

In this example we have a voting registry with 1650 eligible voters and the political party

A, B, C and D. When the polls close on the Election Day 1492 votes are in the ballot box.

After taking the ballots out the ballot box and sorting them out, the tally shows 1460valid ballots and 32 invalid ballots. Based on that tally the division of votes is:

After the first division two seats are balanced (restzetels). The new quota is (243 +

217+83+41)/2 =292 votes. Therefore, the next seat goes to Party: A. and leaves this partywith 0 votes. If we compare the balance of the votes Party: A/0 with that of Party: C/83

than the last remaining seat goes to Party C. The final division is 2 seats for the Party: A,

2 seats for the Party: C and 1 seat for Party D.

Based upon this division it is clear that none of the parties have a majority of 3 seats.

Therefore a coalition of parties is needed to form the next government. These parties

together with the Island Governor will form the Executive Council. Two of the electedIsland Council members of the coalition parties will become Commissioners and

therefore, will be entrusted with the day to day running of the island of Statia.

Based upon the Dualism, meaning that one cannot be at the same time Commissioner and

Island Council member, those elected members becoming Commissioners must

relinquish their seat in the Island Council. Their places will be taken, based upon

  preferential vote, by candidates on the respective slates. Dependent on the formedcoalition, the opposition may consist of one or two members.

Enclosure 2:

IMMIGRATION

Immigration rules and regulations, the Ordinance pertaining to "Admittance and

Expulsion" was created to know and control visitors and non-citizens who are in our country. Along with that control, it was also put in place to protect our labor market and

our economy. Foreigners wishing to come to work on our islands had first to apply for aresidence and work permit. The system was as follows. The employer would place an

advertisement in the local newspaper, stating the criteria which the person had to meet inorder to be able to come to work on our islands. This advertisement had to be placed for 

a period of two weeks, before submitting the request for a foreigner to come to work.

When submitting the application, proof of having placed the advertisement would have to  be shown at the Immigration and labor offices. Also submitted at that time, were the

following documents: copy of the intended employee‟s passport, health certificate no

older than two months, certificate of good conduct no older than two months, the

necessary diplomas, request for residence, signed by the individual and proof that therequest has been submitted to the labor office, for the work permit, along with the

declaration act of guarantee signed by the employer.

This process would usually take approximately four to six weeks before one can get an

answer to this request. The individual in question has to remain in his or her country of 

residence to await the outcome of the request. As of June 1st 2006 new policies were put

in place whereby work permits were only granted for a period no longer than three years.There was a possibility for the worker to return to his or her country and re-apply for 

work. This system was put in place so that foreigners would not be able to complete five

consecutive years living in the Netherlands Antilles, thereby becoming able to apply for 

naturalization, the process by which one could obtain the Dutch nationality. One had to be living here legally for that period of time, in order to do this.

Persons married to a Dutch national could apply for naturalization after being married for more than three years consecutively and living with their spouse at the same address.

Foreign children who come of age while living in the Netherlands Antilles and go to live

on their own and persons who divorce after being married for a period of more than fiveyears, could request an independent residence permit, allowing them to sign for 

themselves, once they meet the criteria for persons living on their own, meaning

sufficient means of support and an adequate place of residence. For Dutch nationalswishing to marry a foreigner, they should have at least a gross income of nafl. 1500,= per 

month also, in the event that the spouse has children wishing to reside here with their 

 parent, an additional amount per child was required, depending on the age of the child.

For foreigners wishing to marry, the same rule applied, with the exception that the personin question had to be making a gross salary of nafl. 3000,= per month plus the specifiedamount per child, if this applied. The foreigner, in the first instance, would receive a

 permit for one year, which could be extended twice, in order to reach the prescribed term

of three years. Extensions were allowed only if the condition existed that no locals or foreigners, with permanent residence, were available to carry out that particular type of 

work. In the event that a foreigner got married to a Dutch national, they were allowed to

seek employment wherever they please on the island where their spouse is living,

 provided their residence permit was still valid for that particular island. They would not

require a work permit. Foreigners with valid papers were allowed to travel freely betweenthe islands of the Netherlands Antilles. When traveling outside of the Netherlands

Antilles they could apply for a re-entry permit. It was not a law to apply for such, but it

gave them an ease of travel. When changing employers, the worker was allowed to

remain on the island, pending the investigation done by the labor department. It was also possible to obtain temporary work permits for work to be completed in less than three

months. Should the work require more than that time, then the regular request for a work  permit must be submitted. All persons twelve years of age or older are required to sign

for their residence permits. Parents were allowed to sign for the permits of their younger 

children.

As of 10-10-10 the process has changed drastically. Now, both nationals and foreignersare required to have a gross income of nafl. 3000,== plus the additional for each child if 

such applies. The (I.N.S) Immigration and Naturalization Services has moved from the

Police Department to the Mazinga complex at Fort Oranjestraat. Foreigners who stay in

the public entities and who are not admitted to stay under or pursuant to article 3 or 5a,need a residence permit for a specified or unspecified time. A temporary residence

 permit is granted for a maximum period of five consecutive years.

By general measure of governance, rules can be made on the validity of the temporary

residence permit and the extension of the validity of the temporary residence permit. Thetemporary residence permit or the indefinite residence permit is granted by the Minister.

Our Minister may provide the foreigner, a document or written declaration, which

 provides that authorization. Our Minister may decide upon models for documents and the

written statement. By general measure of governance, rules may be applied with regardsto:

a. the manner of submission and examination of any documents;

 b. the data that the foreigner has to supply in person.

The foreigner, in cases to be determined by Our Minister, is subject to rules and fees

 payable in respect to the prosecution of an application for the granting, extension of thevalidity or change of a temporary or indefinite residence permit. If payment is not done,

the request will not be considered or the document will not be issued. The temporary

residence permit or indefinite residence permit granted with effect from that day onwhich the alien has shown that he/she meets all requirements but not earlier than with

effect from the day on which the request was received.

The validity of the temporary residence permit is extended with effect from the day onwhich the alien has shown that he meets all requirements but not earlier than with effect

from the day following that on which the validity of the residence permit for which

renewal is requested, is ending. If the foreigner submits the application for renewal or the

data showing that the conditions are met on time and this is not attributable to him, thetemporary residence permit may be extended with effect from the day following that on

which the validity of the residence permit for which renewal is requested. A residence

  permit is granted subject to certain time limits, related to the purpose for which the

residence is allowed. Also, on the residence permit requirements, for temporaryresidence, certain time can be connected. By general measure of governance, rules can be

made regarding the limitations and requirements. The restrictions and requirements

referred to in the above mentioned paragraph, shall be amended in accordance with the

 procedure prescribed for the granting of the temporary residence permit on request of thealien.

A residence permit for an indefinite period of time is not granted under restrictions. No

rules may be attached to the indefinite residence permit. If, after a negative decision in

whole or in part, is taken by the Minister, a new application is made, the foreigner is

obliged to furnish new proof and facts or show changed circumstances.

When no new proved facts or changed circumstances are furnished, the Minister may

refuse applications having regard to its previous negative decision without the foreigner 

 being allowed to complete the application. The temporary or indefinite residence permit

can be revoked by the Minister if the foreigner is not in possession of a valid permit, if the foreigner is a threat to society or if he/she does not have sufficient means of support.

Reasons for denying or revoking the permit are subsequently mentioned in a decree.

The UPC is a new political movement on Statia and it would be too good to be true to

assume that this party will win three seats, out right. Therefore, since our aim is to give

government back to the people, it is necessary for the UPC to seek alliances with other  political parties in order to obtain this objective. This is the time to place island above

self, therefore, one must have the courage to step over one‟s own shadow and do what it

takes to be able to give back the government to the people. Alone, it is possible but wewill stand a better chance to do it together. However, one thing must be clearly

understood, this is, if the UPC in the end, is fortunate enough to obtain three seats, the

UPC will sit in government alone.

Let it be clear, the tying (lijstverbinding) of the slate of the UPC with that of the PLP is

 NOT a combining of the campaigns of the UPC and the PLP. Each party will keep its

own political identity and will run its own party program. The only reason for this „tying‟

of the slates is to have a better chance at obtaining the one or two residual seats. Nothingmore and nothing less. Therefore, it very important that people, who intend to support the

UPC, dare to think outside of the box, dare to be realistic and remember that the task at

hand is to bring about the change which the people of Statia have been awaiting for sucha long time.

Yes, many of you are shocked because it was not clear to you what was going on. I

understand this, if I was in your position and had been confronted with these pictures on

Wednesday morning January 19, 2011, I too would have had many questions. However,if you weigh the options, realistically, you too will come to the understanding that the

only way to have a greater chance in the efforts to be able to give government back to the

 people is to approach this task as a “collective”.

Of course, people are entitled to their own opinions but if they really want a change theywould not only comment but would also have the courage to come forward with

alternative ideas. If you are tired of the politics on Statia and you are also of the opinion

that all politicians are the same, the discussion should end there but if you really want to

see a change, you should confront the situation, realistically and objectively.

We of the UPC, welcome all comments, both positive and negative because since it is our 

 pledge to give government back to you, the people and take care of your business, wemust listen to you. After all, the government and governing of this island is your business

and your input and opinion is needed for us to be able to take proper care of your 

 business.

To you the people of Statia, we can only ask you to stay the course; one must be allowed

to criticize what he/she believes in, to say what one feels about a particular situation if theintention is solely to make something better.
