As the guardian of the United Nations Convention against Transnational Organized Crime, its supplementing Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and its supplementing Protocol against Smuggling of Migrants by Land, Sea and Air, UNODC’s primary goal is to promote global adherence to these instruments and assist states in their efforts to effectively implement them. In the field of human trafficking and migrant smuggling, UNODC focuses in particular on assisting states in developing an effective criminal justice response to these crime challenges. The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting the Government of Pakistan through its Country Programme (CP) with a focus on needs related to illicit trafficking and border management, criminal justice, drug demand reduction and HIV/AIDS as well as counter terrorism. COPAK requires the services of a consultant to conduct a study about human trafficking in Pakistan, to determine the magnitude of the phenomenon, its characteristics, Pakistan’s response and its associated factors. The purpose of the research will be to formulate specific recommendations to strengthen locally and nationally the prevention and response against human trafficking. The incumbent will report to the International Law Enforcement Advisor and work closely with Programme officer human trafficking and migrant smuggling under the overall supervision of the Country Representative.

The overall objective of the research is to carry out a study about human trafficking in Pakistan, to determine the magnitude of the phenomenon, its characteristics, Pakistan’s response and its associated factors. The purpose of the research will be to formulate specific recommendations to strengthen locally and nationally the prevention and response against human trafficking.

The scope of the study is as follows:

A. Characterize the phenomenon qualitatively and quantitatively (by analyzing the overall situation of human trafficking and reported cases of victims of human trafficking), based on existing and effectively provided and supported information, to have clear and up-to-date data and information elements, including:

• The number of Victims of Trafficking (VoT)s reported in the last 3 years (2016 – 2018), if possible, including their characteristics (i.e. sex, age, education level, family context, social situation, nationality, etc.), with the objective of delineating a profile of the victims by type of

exploitation. This information will be obtained from Federal Investigation Agency, Provincial and Federal Police, the Directorate General of Immigration and Passport, National Commission on the Status of Women, Provincial Child Protection Bureaus, Provincial Social Welfare Departments, Bureau of Emigration and Overseas Employment etc.

• To determine the modalities, indications of routes and mechanisms in human trafficking most frequently used in Pakistan

• Identify social and individual vulnerability factors of victims and their families that promote human trafficking.

B. Identify the level of knowledge of national and local authorities and technical teams that have

competencies to combat human trafficking, as well as the mechanisms available for them to prevent, identify and assist victims of trafficking (VoTs), including strategies and interinstitutional initiatives.

C. Understand the technical capacity of operation (infrastructure, specialized personnel, and other

resources) of each entity and the resources allocated in the last 3 years.

D. Gather information within the administration of justice (in courts) on statistics of human trafficking cases, procedures, knowledge and perceptions of justice operators regarding the crime.

E. Develop maps to include human trafficking routes and flows for national and international cases.

F. Draw conclusions and formulate specific recommendations to strengthen locally and nationally the prevention and response against human trafficking, with special emphasis on the development of strategies, programs and tools.

G. The study should have in its annexes a detail mapping of actors according to and specific capacities, gaps and needs for capacity building.

The overall work is estimated to take a total of 3 months. In accordance and within the timetable the consultant will:

1. To develop a work schedule that contemplates the accomplishment of all the activities, the attainment of all the objectives and the presentation of all the products according to the times considered in these ToRs.

2. Produce a desk review about human trafficking in Pakistan.

3. Get feedback from all relevant stakeholders both public and private on counter trafficking

research methodologies, data protection, security, and advocacy.

4. Provide technical support to the partners on research and identification on specific issues related to trafficking

5. Enhanced research methodology and instruments (in-depth interviews, focus groups, working

groups, etc.) tailored to the scope of the research in Pakistan.

6. Develop research instruments including the questionnaire and consent forms.

7. Once the methodology is approved by UNODC send kickstart full-fledged research

8. Conduct field research in selected districts.

9. Map and assess the partners’ (engaged in human trafficking response) needs and capacities.

10. Draft research report.

11. Develop maps to include human trafficking routes and flows for national and international cases

12. Hold validation workshops with the all public and private stakeholders.

13. Final review and edit of the report.

14. Publish, launch and distribute research report and executive summary.

Reports:

The Consultant will present the results to UNODC HTMS team from time to time to share the progress of activities under this contract and certification that the works, tasks, assignment have been satisfactorily performed.

Final Deliverables:

One report submitted, the report should include desk review, situation report, and stakeholder’s feedback along with set of recommendation.

Produce an inception report that the researcher will use as an integral part of the research report. This should include the methodology and detailed work plan. The methodology and tools should be approved by UNODC.

Preliminary version of the research report that also includes a report of execution of activities for information gathering according to the specific objectives. It also must comprise annexes of all systematized information.

A comprehensive, articulate and clearly organized electronic version of the final research report, with action-oriented recommendations and all feedbacks from stakeholders incorporated/reflected and the methodology applied. It should be drafted in English. The research report must comply with the highest quality standards both in form and substance with a maximum of 60 pages without annexes, and a PowerPoint presentation on study findings and final report in UNODC format.
