Why Buildings?

• Addressing building energy use in China and the US is a significant part of the solution to global climate changethe solution to global climate change challenges.

• Buildings account for more than 40% of global energy use and 1/3 of global GHGs.

• Annually, one-half of new buildings worldwide are constructed in China –equivalent to erecting 21 new Empire State Buildings per day!

US-China Sustainable Buildings Partnership (SBP)

Objective:

• To promote sustained reductions in building energy use in Chinabuilding energy use in China.

Components:

1. Reducing energy use in existing buildings

2. Promoting green building design and certification for new buildings

3 Promoting US China policy cooperation

SBP cities

3. Promoting US-China policy cooperation

Implementation:

• Four-year Cooperative Agreement with ICF International

• Public-private partnership approach (1:1 leverage)

• Aligning policy and regulation with improved management and operations to ensure energy efficiency is delivered where it is needede c e cy s de e ed e e t s eeded

Enhancing implementation of existing policies and programs aimed at reducing energy use in buildings

Demonstration and scale-up of new policies, programs, approaches, and tools

Directly influencing the market to reduce energy use in buildings

1. Reducing Energy Use in Existing Buildings

Approach:

• Engage private companies and property management associations to introduce low-cost and no-cost green building operations and management practices

• More than 8,000 buildings in 10 cities

Activities:

• Training, developing management software, conducting building assessments on energy-saving measures, and introducing new green building technologiesg g g

Results:

• Significant energy savings, particularly in large buildings. To date, the annual estimated CO2 emissions saved from these measures is equivalent to planting 20.6 million new trees

1. Reducing Energy Use in Existing Buildings: “Rating System” Innovations

• June 2011 – Beijing government announced it will develop an energy performance rating system for government office and large public buildings based on g g p gENERGY STAR methodology.

• Municipal/District/Corporate “Rating System” Pilots: Beijing; Shanghai; Dongcheng and Chaoyang, Beijing; WANDA;

Financial Street; and Starwood.

• New Space Types for Rating Systems: Healthcare schools, government offices, data centers.

• Collaborate with Chinese partners to further develop and refine the energy performance rating systems

• Deepen engagement in 10 focus cities

Include light industrial/supply chain facilities

• Refine and disseminate other green building tools and resources Building Performance Monitoring Tool (BPMT), energy saving

opportunity assessment tool, lighting retrofit cost/benefit analysis tool energy services procurement guideanalysis tool, energy services procurement guide

• Support the national enterprise-level Energy Management System (EnMS) Ensure system is well designed and practical for

implementation

2. Promoting Green Building Design and Certification for New Buildings

Approach:

• Work with the US Green Building Council (USGBC) and China Green Building Council (CGBC) to promote green building design,Green Building Council (CGBC) to promote green building design, construction, and certification

• Build on proven voluntary programs that promote large-scale, “reach” levels of energy performance through information, technical assistance, and incentives via public recognition and savings

Activities:

• Training, focused workshops, and technical software

Results:

• USGBC certified buildings use approx. 24% less energy than ordinary buildings in the US. CGBC 3-Star certified green buildings use approx. 8% less energy and 15% less water than standard Chinese buildings

2. Promoting Green Building Design and Certification for New Buildings: Upcoming Plans

• Ongoing promotion of green building certification. 3-Star and LEED

• Establish China’s first national building energy manager certification and training program The program will cooperate with the China Property

Management Institute (CPMI) and MOHURD to develop a curriculum and training program for building energy managers

3. Promoting US-China Policy Cooperation

Approach:

• In coordination with the Ministry of Housing and Urban-Rural Development (MOHURD) laying the groundworkRural Development (MOHURD), laying the groundwork for innovative policy measures centered on a new rating system for energy use in Chinese buildings.

• Modeled after the highly successful EnergyStarbuilding rating system developed in the US.

• Direct engagement and cooperation, joint roadtestingof tools and models

3. Promoting US-China Policy Cooperation:Upcoming Plans

• Engaging in a sustained dialogue with national-level Chinese policymakers. Share partners’ learning and experiences and strengthen p g p g

capacity in designing and implementing green building programs, codes, regulations.

• Strengthen institutional development of green building training platforms. Work with China Academy for Building Research (CABR),

Johnson Controls Institute for Building Efficiency, and other t k h ldstakeholders.

• Increase linkages to US companies providing green building technologies and services. US-China Energy Cooperation Partnership (ECP).

• 8,609 buildings

• 112.65 million square meters (equal to the area of 438 Empire State Buildings)

• 3,688 people trained

• 40 private, national and local partners, including: Savills, Nike, Super 8, URBN, Pujiang, Vanke, Horwath, Starwood, USAP, USGBC, CABR, CGBC, CPMI CSTC Local PMAs Local ConstructionCPMI, CSTC, Local PMAs, Local Construction Commissions, etc.

• 1.44 billion kWh in energy savings 6.75 billion kWh over the next five years
