CRIME STATS: EIGHTH WORST IN THE COUNTRY

With a total of 12 021 reported crimesbetween March 2014 and April thisyear, Kraaifontein remains in the

top tenworst crime precincts in the country.The national crime statistics released last

week revealed an increase of 866 reportedcases in this precinct from last year’s 11 158.It also ranked eighth on the top ten for the

highest murder rate in South Africa, with141 murders reported as opposed to lastyear’s 112, thus remaining a crime hot spotin Cape Town.

Other noteworthy increases include thatof car hijacking that climbed from 23 to 51reported cases, and robbery with aggrava-ting circumstances, which increased from675 to 696 during the same period.Minister of community safety in theWest-

ernCape, DanPlato, expressed his deep con-cern on Tuesday, saying that the South Afri-can National Police Service (SAPS) is fight-ing a losing battle against violence andcrime, particularly in the Western Cape.“General Phiyega’s admission that the

Western Cape is one of the lowest perform-ing provinces in terms of policing is ex-tremelyworrying andwarrants both herself

and minister Nhleko to answer on theSAPS’s operational effectiveness,”he said ina statement to the media.Plato added that the dedicated efforts of

local police officers, who risk their lives ona daily basis to protect the citizens of CapeTown, are continuously undermined by na-tional SAPS management “who seems un-willing to adequately resource the police inthe Western Cape and partner with commu-nities and the Western Cape government”.“The Western Cape crime statistics show

that the province is experiencing excessiveincreases when compared to the nationalyear-on-year percentage changes,” he said.

For 2014/15, the Western Cape recorded a9,7% increase in murder against a nationalincrease of 4,6%, an increase of 11,4% in at-tempted murder versus a national increaseof 3,2%; an 18,6% increase in robbery withaggravating circumstances versus a nation-al increaseof 8,5%, a 14,9%increase inhouserobbery against a national increase of 5,2%,and a 6,2% increase in reported illegal pos-session of firearms and ammunition versusa national decrease of 1,6%.Car hijacking showed a 60% increase in

theWesternCape as opposed to a 14.2 nation-al increase.

tion, there was a significant increase.Drug related crimes increased from 2 516

to 3 357, while illegal possession of firearmsand ammunition climbed from 99 to 122.A decreasewas experienced in the catego-

ry of burglary at residential premises, with1 096 cases reported compared to 1 247 forthe previous year.

Theft of motor vehicles and motorbikesexperienced a slight increase from 222 to231, while theft out of motor vehicles de-creased from 647 to 622.Plato said that the crime reality in the

province can not be left to continue unabat-ed.“It is a reality inwhich the national police

needs to ensure adequate policing resour-ces. This is the onlyway to reassure the peo-ple of the Western Cape that their safety isa priority,” he said.SilaMawhetu, chairmanof theCommuni-

ty Police Forum (CPF) in Kraaifontein, saidthey would reserve comment until aftertheir next executive meeting on 8 October.The station commander of the Kraaifon-

tein police station could not be reached forcomment.

ated at the ceremony, told the girls thatwhat they learned over the last two monthswould serve them well in the future.“Always remember what you learned

here – self-respect and a sense of worth – be-cause as young as you are, the world outthere is yours. Don’t lose these lessons asyou go on to high school,” he said.Twigg reminded them to never allow

their circumstances to define them.“The environment in which you live does

not reflectwhoyouare.Youareyoungwom-en. If others want to drink and use tik andshoot each other, remember – it’s not you,

and it never has to be.”The programme formed part of local gov-

ernment’s relentless and ongoing struggleagainst the subculture of gangsterism inCape Town.Various topics ranging from personal hy-

giene and dress sense to a positive self im-ageand self-esteemwere coveredbyvariousofficials from the departments of health,sport and recreation, social developmentand early childhood development.Twigg says the programme will be ongo-

ing in the area.“Being very aware of the bad elements in

their environment, the girls approached theprogramme with a positive attitude. I be-lieve it will bring about positive change intheir lives,” he said.

Apolice captain from Kraaifontein, sta-tioned at the Table View police sta-tion, appeared in the docks of the

Kuils River Magistrate’s Court last week ona charge of defeating the ends of justice.

According to a statement sent to the me-dia by the provincial police department, the43-year-old police woman allegedly inter-fered during an arrest in Scottsdene on Sat-urday 26 September.

Provincial police say at about 19:30, Kraa-ifontein police officers were busy with anarrest for possession of an unlicensed fire-arm.

“While they were busy a police captainfrom Table View SAPS arrived in her pri-vate vehicle accompanied by an unknown

male in civilian clothes. She was dressed infull police uniform,” the statement read.

The captain reportedly demanded policerelease the suspect and when they refused,she pulled the suspect free and instructedhim to run away.

Officers managed to recover the firearmfrom the suspect, who was later re-arrested,and it was established that it was stolen inManenberg last month.

The police woman was arrested at the Ta-ble View police station on 30 September.

According to a police spokesperson, shewas duly suspended from duty and disci-plinary procedures have been instituted.

The case is being investigated by theHawks.

A new family-friendly mountain biketrail officially opened this past weekendon the farm Hazendal on Bottelary Road.

TheHazendal FamilyMTBTrail is 5kmlong, of which at least 4km is easy singletrack.

There are four route options varyingfrom1,2 km to 5km, ideal for children andbeginners to learn and hone their MTBskills, and experienced riders who wantto ride at a moderate pace or with theirfamilies.

Daypermits costR30perpersonandan-nual permits R300 per person or R1 000per family (maximum fivemembers). An-nual permits bought nowwill be valid un-til the end of 2016.

To ensure better road safety for schoolchildren, the City of Cape Town willprovide part time traffic attendants on

condition that the various local subcouncilsfund their salaries with ward funds.

A report informing subcouncils to this ef-fect was tabled at the September meeting ofsubcouncil 2, and although local councillorsare in agreement that these additional safetymeasures be taken, they are adamant thatsalaries should not be allocated from wardfunds, but from the central city budget.A ward fund is allocated to each ward

councillor for that councillor to support andinitiate micro local projects such as parkbeautification for instance.The aforesaid report states that a large

number of children need towalk to and fromschool each day, and that parents are not al-ways available to accompany their children.“There are a number of requests for the

City to employ part time traffic attendantsto assist childrenat school crossings, howev-er this is budget reliant. If a subcouncil sowishes, it can provide funding for part timeattendants who can then be deployed to acrossing of the subcouncil’s choice,” read

the report, compiled by the safety and secu-rity directorate.The projected amount for the cost of one

part time attendant would come to R40 721for a year. This was calculated at an hourlyrate of R38 for four hours per day over 232days and includes uniform and equipment.Marian Nieuwoudt, ward councillor from

Brackenfell, and Simpiwe Nonkeyizana,ward councillor for Wallacedene, both ques-tioned the sensibility of this proposal.“As it is, ward allocations are the smallest

be paid by the City’s operational budget andthat ward funds should not carry this addi-tional pressure,” Nonkeyizana added.Uponamedia enquiry byTygerBurger, ex-

Some 60 kg of bread tags collected duringthe year by learners at Brackenfell HighSchool in collaboration with Paradys ParkSpar, allowed for the donation of four brand-new wheelchairs to patients at the nursinghome and Paradys Park retirement village.

To mark the occasion and promote aware-ness about theplight of the disabled, theTyg-erbergAssociation for PersonswithDisabil-ities (TAPD) visited the Brackenfell HighSchool last week Thursday.

They hosted the “AmazingRace”, giving learners andteachers to race wheelchairsaround the school, sur-mounting several challengesfrom accessing bathrooms tovisiting the tuck shop.

“We want kids to experi-ence the challenges of thedisabled,” said spokespersonCelista Gerber.

Two teen service organisa-tions at the school are active-ly involved with the project.

Interact, the youth leg ofRotary International, have

been collecting bread tags for four yearsnow, while teens@comm every year sellssweets at school to raise funds for TAPD.“For every 15kg of breadtags we deliver to

recycling company Interwaste, they fundonewheelchair. It has become a competitionbetween classes eachyear to seewho can col-lect the most bread tags, with some learnersreally going the extra mile to collect everysingle bread tag they can lay their hands on.The learners take initiative in driving theproject and today they have the opportunityto see the fruits of their labour,” says teacherSandra Kotze, asking everybody to help.

“Collect it in a cup at home or your officeand bring to the school or drop it at ParadysPark Spar, which has become a permanentdrop-off point.”

After witnessing the effectsof poverty firsthand, I now askmyself a very different andhonest question – how can Imake a difference?I truly believe a small

difference is better than nodifference, and with thatthought I realise it could havebeen my son in that shack.

I would never have been ableto comprehend the difficultiesand sadness linked to theextreme effects of poverty ifnot witnessing it for myself.

One could not imagine thatonly a stone’s throw awayfrom the place I call homethere are the voices of those inneed crying out for a littlemercy, for a helping hand, forjust a piece of bread to consoletheir hunger pains.

Meeting a mother of fourchildren made me realise howmuch I have to be thankful for.After being invited into herhome, it made me look at mylife in a deeper sense, and Irealised that life should not betaken for granted.

I am deeply saddened afterwitnessing her family in suchdistress because of poverty. AsI look at her children – theirinnocent little faces smiling atme – I am touched by theirchild-like beauty, but as I lookbeyond their smiles I see theeffects of malnutrition on theirlittle bodies.

Nominations for high school learners toserve on the Junior City Council (JCC)opened last week.“The JCC is an initiative run by the City

of Cape Town. The programme aims to ex-pose high school learners within the regionto the workings of the City,” explains a Cityspokesperson.The JCC is a non-political programme

seeking to foster a spirit of civic responsibili-ty among the youth.Running over two years, the objective of

the programme is to represent all 111 wardsand 24 subcouncils within the city on theJCC.A recruitment drive is held before each

At the age of 17, Kyle AppelHaupt (Brackenfell HighSchool) is making a name for

himself as a sprinter on the worldstage.

Kyle is the TygerBurger Sportstarof the Month winner.

Earlier this year Kyle ran the200m in a time of 20:57 at the WorldYouth Athletics championship inColumbia, winning a silver medal.What makes this achievement evenmore remarkable is the fact that thistime was the second fastest time(youth) in the world ever and theeighth fastest time in history over-all, with Jamaican icon Usain Boltthe world record holder with 19:19.

“Running that time was massivefor my confidence. It showed me thatI am good enough to compete withthe best in the world and it only

drives me to work harder and im-prove on my times.

“I have to thank my coach, MarcelOtto. We train five days a week. Wemake a good team and it shows in theresults. It makes things easier whenyou have a good support structure athome as well. I am truly blessed,”said Kyle.

Kyle represented Western Prov-ince junior rugby, but soon realisedthat the track was his forte.

“I do the 100m and 200m, and atour school meetings I also do the400m for fun, but my focus is theshorter distance. I would have to saythat the 200m is my favourite as I al-ways pick up speed late in the race.

“This year has been a good one forme. At the Athletics South Africachampionship earlier this year inBloemfontein I won silver in the100m and gold in the 200m and goldin the 4x100m relay. At the African

Youth Championship in Mauritius Iwon silver again in the 100m and Iam very proud of our gold medal inthe relay.

“It is an honour for me to be cho-sen as the TygerBurger Sportstar ofthe Month; I am truly humbled.Thank you!” said Kyle.

It is a dream for Kyle to representhis country at the Olympic Gamesand to win a gold medal.

For now, the focus is on the WorldYouth Championship in Russia nextyear.

Bosman, McNulty and Du Toit Op-tometrists gave him a pair of sun-glasses of his choice. Hennie Bos-man from the Welgemoed Kyokush-in-kan dojo spoiled him with aR1 000 prize and Dr Costa Kapniasfrom Ready Room in Willowbridgewill give him a few sport scientificsessions to ensure his body per-forms at its peak.

En tog is dit wat die afgelope naweek ge-beur het met die Renostertjies – die o.19-rugbyspan wat vroeër vanjaar ná afloopvan die Tony Stoops-rugbytoernooi in Pa-row saamgestel is.

Toe die span, met die benaming Rhino’s,verlede week in Ierland aankom vir ’n be-plande kort toer van drie wedstryde, het diegasheer vir die eerste kragmeting, die Lein-ster-klub, botweg geweier om die junior af-deling van sy klub teen die Suid-Afrikanerste laat speel.

Dit nadat hulle maande gelede al deur ’ntoermaatskappy in verband met die wed-stryd verwittig is.

Dit blyk nou dat die Iere gans en al te bangwas om die Renostertjies aan te durf, want,sê hulle, ’n klubspan kan mos nie teen ’n

“volbloed-nasionale span” speel nie!En dit is hier waar die lagwekkende sy

van die Ierse treurmare opduik.Hierdie “nasionale” Rhino’s-span is bloot

’n uitnodigingrugbyspan bestaande uit 24vrywilligers wat aan die April-toernooi opdie velde van die HS Tygerberg deelgeneemhet.

Daar is 14 spelers van Tygerbergse skolein die toerspan, met die sterkste verteen-woordiging deur De Kuilen (5 spelers), HSTygerberg en HS Parow (3 elk), asook spe-lers van Stellenberg, Tableview en JanKriel-skool.

Die ander 10 spelers is grootliks van Bo-landse skole.

Louis van Straaten en Stokkies Trutervan die HS Tygerberg bestuur die span watafgerig word deur Kuyper Albertyn van dieHS De Kuilen.

Die spanbestuur was vol vertroue dat dieander twee wedstryde – teen Roscrea Colle-ge in Tipperary en die Naas-klub in Dublin– wel nog hierdie week sal plaasvind.
