Over the weekend BrackenfellHigh School hosted a DrumMajorette and Cheerleadingcompetition where some 20squads from around the citytook part.The Brackenfell junior squadhad various successes in fourof the five categories, walkingaway with three third positionsand a second position. Based on findings by the municipalcourts, the City of Cape Town is ma-king progress with convictions rela-

ted to illegal building work and land usetransgressions.

A total of 471 court cases were conclu-ded over the past year, which resulted infines worth a total of R722 650 being issu-ed to individualswho contravened theNa-tional Building Regulations (NBR) andthe Land Use Planning Ordinance (LU-PO).

Fines issued ranged from R500 to R20000, the cost of which were determined atthe court’s discretion.

Approved plansOf the 471 cases concluded, approxima-

tely 71,3% of them were for contraveningSection 4(1) of the NBR related to “wrong-fully and unlawfully performed buildingworks without approved plans”.

“The number of concluded cases isproof that the municipal courts are recog-nising the importance of ensuring thattransgressors face penalties for buildingand land use contraventions,” said mayo-ral committee member for economic, en-vironmental and spatial planning, Gar-reth Bloor.

“The city is making progress with con-victions, which sends a stern warning totransgressors. Over the years, municipalcourts have started to take the city’splight more seriously, which has led tomore convictions. If property owners donot complywith notices issuedwhen theycontravene the NBR and the LUPO, theircases will be heard in themunicipal courtand they will be convicted,” says Bloor.

The city encourages building work andland use applications, but thismust be do-ne within the confines of the law, he said,which not only protects property owners

but also respects the rights of neighboursand the broader community.

Headway“Thecity ismakingheadwaywith clam-

ping down on building and land use in-fringements andwe are exploring the pos-sibility of criminalising certain offencesfor criminal record purposes.

“Whilewe are looking atways to reducered tape in order to fast-track develop-ment, it is important that when construc-tion does take place, it adheres to theNBR,” Boor says.

He adds that the city need property ow-ners, neighbours and developers to workwith them and share the responsibility ofcreating environments that are compli-ant, safe and conducive for all.

Botman het gesê Naudé bring ’n magdomvan leierskapbevoegdhede in entrepreneur-skap, sakebestuur, etiek en bestuursgedragna die bestuurskool “in ’n tyd wat bestuur-skole wêreldwyd ernstig nadink oor hul rolen bydrae in die nadraai van die globale eko-nomiese inploffing”. Naudé sê hy is verheugom die volgende direkteur van die USB tewees en hy sien daarna uit om op 1 Septem-ber te begin. “Ek is opgewonde en voel ge-eerd oor die geleentheid om so ’n voortrefli-ke bestuurskool te lei.

“Ek sien daarna uit om met alle belange-groepe saam te werk om die reputasie vandie USB te versterk as ’n plek wat op dievoorpunt staan van die jongste hoëvlak-be-

die huidige visie van dieUniversiteit Stellenboschen spesifiekdieUSB tenvol-le steun.

Die Galleria-ontwikkeling word beplanop die 11 ha grond, wat die ontwikkelaarDevmet vir sowat R230 miljoen van dieStad gekoop het.

Die planne sluit opknappingswerk aandie Bellville-velodrome in, asook die ont-wikkeling daar rondom van handelsperse-le, kantoorspasie, ’n vyf-vlak-parkeerarea,’n vierster-hotel, wooneenhede, en ’n roetevir die MyCiTi-busdiens.

Die Groter Tygerberg-vennootskap(GTV) is baie opgewonde oor dié voorgeno-me planne, maar sê dit is nie sy eerste fo-kuspunt nie.

“In terme van ons stigtersdokument isons operasionele gebied die groter Tyger-berg – dit strek van Durbanville Hills totKhayelitsha,” sê Lindsey Jones, operasio-nele hoof van die GTV.

“Daarom verwelkom ons enige ontwik-keling wat ekonomiese groei in ons gebiedteweeg sal bring.”

Maar, sê Jones, met dít alles in gedagteis die GTV se aanvanklike fokus éérs dieherskepping van die Voortrekkerwegkor-ridor as ’n beoogde “ekonomiese enjin”, endie groter Bellville-stadsgebied daarby.

“Die proses om volhoubare ontwikkelingte lewer en ekonomiese beleggings te lok,benodig ’n beginpunt waarvandaan diegolfies van verandering momentum kanoptel,” sê Jones.

“Ons hoop die sportgeriewe wat tans bydie Galleria-terrein geleë is, sal nie heelte-mal verlore gaan nie, maar dat dit moontlikhierheen (Voortrekkerwegkorridor/Bell-ville-stadsgebied) hervestig word.”

Sy meen hulle wil verseker dat mense dielangtermyn-visie vir die Voortrekkerweg-korridor en Bellville-sentraal erken, sodatdit deel van die oplossing kan wees.

Jones sê een groot bank het reeds hom-self hier kom vestig, en hulle verwelkomvele ander daarheen.

Leonore van der Walt, wyk 2-raadslid, sêsy is baie opgewonde oor die Galleria-ont-wikkeling.

“Daar sal etlike werksgeleenthede ge-skep word. Ontwikkeling is nodig in dienoordelike stadsgebied – dit is alreeds ’n ge-wilde sakenodus, maar hier is ’n groot aan-vraag vir ontwikkeling.

“Ek is baie opgewonde oor Galleria, wantdie gebied is lewendig en dinamies. Só ’n ont-wikkeling sal lewe in die noordelike voorste-de blaas.”

Brenden van der Merwe, raadslid van wyk3, stem saam. “Die Galleria-ontwikkeling saldie potensiaal vir werkskepping in die Ty-gervallei-korridor op vele vlakke ontsluit.Dít sal bydra tot die Stad se hoëdightheididee van “leef, werk, speel” vir die ewig-groeiende gebied. “Die plan sluit ’n voetgan-ger-roete tussen die Tygervallei-sentrum in– dienooreenkomstig die plan vir die breërTygervallei-gebied,” sê hy.

Van der Merwe meen dié ontwikkeling salnoodwendig die Voortrekkerwegkorridor endie Tygervallei- en Durbanwegkorridor na-der aan mekaar bring en sentraliseer.

“Ek sien dit as ’n ‘wen-wen’-situasie vir al-mal. Ek verwelkom dié ontwikkeling,” sêVan der Merwe. Hy meen bouwerk aan Gal-leria sal ander infrastruktuur-opknapwerkaanspoor en mag dalk net help om verkeers-druk te verminder.

Volgens Garreth Bloor, burgemeestersko-

miteelid van ekonomiese, omgewings- enruimtelike beplanning, het die Tygerval-lei-“hek” ’n streeksfunksie, wat die moont-likhede vir ontwikkeling tot ver anderkantdie N1 neem.

Bloor sê: “Die Tygervallei-nodus is nie netstrategies, omdat hy die hek tot die noordeli-ke distrikte is nie, maar dien ook ’n streeks-doel.”

Hy meen die Bellville-stadskern strekeintlik ook tot die gebied suid van die N1.“Dit wil sê dit sluit die gebied tot by die Bell-ville-treinstasie in, en mag – oor langer ter-myn – ook die Prasa-grond na die suidekantinsluit,” sê Bloor oor die Stad se visie.Danis daar ook die vervoerkwessie wat Van derMerwe opgehaal het.

Brett Herron, burgemeesterskomiteelidvan vervoer, bevestig dat die MyCiTi-roetebeslis ook na Bellville en Durbanville ge-bring word.

“Dit lê langs ’n belangrike openbare ver-voerkorridor, wat die metropool se suidoos-te met Bellville en Durbanweg verbind deurSymphony- en Durbanweg.”

“I am a free spirit dancing to my owntune,” says the beautiful Anna Don-kin, the one and only finalist repre-

senting the City of Cape Town in the 2014Mrs South Africa contest.

At first glance it becomes clear that excep-tional beauty and grace is not the only thingsetting this 24-year-old down-to-earth Cape-tonian apart from the rest.

As a contemporary dancer, and fitnessand Pilates instructor, Anna is unique inthe pageant.

There is no trace of long red nails, falselashes or tightly set curls. What you see iswhat you get: a natural beautywith a genui-ne zest for life and her community.

Having recentlymoved toCapeTown,An-na is mostly known by dance studentsthroughout the city, west coast andAtlanticseaboard.

Art of movementWithherDanceColabproject, she teaches

dance in and around Cape Town and has re-cently rolled out a project through which-children from disadvantaged communitiesare taught the art of movement.

“We use movement as a tool to encourageself-confidence, improve body awarenessand awaken a passion for dance as an artwhere respect for oneself and for thosearound you is a key focus. Our hope is touplift and empower children in our commu-

nity through dance by facilitating freedomof expression and providing a space wherechildren can grow and develop,” she says.

In recent news Anna, in her capacity asMrs SA finalist, teamed upwithMiss SA fit-ness 2012, Jade Watkin-Jones, to start aPinkPumpPilates drive to raise awarenessof breast cancer in honour of Mothers Day.

“Our hope is to rally gyms and schools inand aroundCape Town to join us in hostinga local fundraising fitness event to raisemo-ney for Cansa,” she says.

Fit and healthy“I love being part of the health and fitness

industry as it gives me an opportunity tomeet and work with some amazing people.I encourage my clients not only to trainhard to be fit and healthy, but more impor-tantly, to love and accept themselves forwho they are,” she says.

For Anna, respect and acceptance of yourbody and yourself fosters a happy and ba-lanced life.

Originally fromDurban,Anna grewupasone of four children in what she describesas a loving and supportive family,where ca-ring for others was taught by example.

“My father is an orthopaedic surgeon andmy mother an occupational therapist. Gro-wing up with both my parents involved inthe medical sector, I have seen how muchtime and energy it takes to make a differen-ce in the community. Their influence conti-nues to show how important it is to give ofoneself to touch the lives of others,” shesays.

Anna started to dancewhen shewas threeyears old, and always dreamt of becominga dancer.

“Little did I know that it would becomea reality. When my dad did his fellowshipas a young doctor our familymoved to Scot-land for three years where I was fortunateenough to be exposed to some of the bestdance training available. I had the opportu-nity to dance with many great teachers andmy passion for dance developed more seri-ously,” she says.

She later completed a BA honours degreein dance educationwith theRoyalAcademyof Dance.

“As a young ballet teacher I was hungryfor more knowledge and decided to expandinto the health and fitness sector.”

Shedid this by completing twomore cour-ses in Pilates and fitness.

Two years ago she married her sweethe-artAlex after six years of dating. She descri-bes their marriage as a solid friendship.

“Our relationship is based onmutual res-pect. We are both independent, confidentpeople and support one another,” she says.

After the Mrs SA contest, Anna hopes toexpand on her community project to workwith youth in underprivileged areas.

Rumours relating to the developmentof a new low-cost housing develop-ment in Vredekloof Heights were re-

futed by the City of Cape Town this week.The rumour originated from from a con-

tractor who allegedly recently told resi-dents in the area that the city has appropri-ated the Andrag land (adjacent to Glengar-ry Shopping centre and oppositeVredekloof) for low-cost housing.

This rumour quickly started circulatingand residents from Vredekloof Heights we-re up in arms over the prospect of a possible

low-cost housing project sandwiched bet-ween two affluent suburban areas, andwhether residents would get a say in this.

Ian Neilson, the City of Cape Town’s may-oral committee member for finance, confir-med that the only land bought by the cityin the area comprises of a couple of hectaresfor road purposes, in particular for the con-truction of the Brackenfell Boulevard Ex-tension.

This road was completed in January thisyear.

Neilson furthermore confirmed that thecity had no future plans to appropriate thisland for low cost housing and neither hadit been earmarked for same.

Beroof tydens middagstappie

A number of drivers found themselves onthe wrong side of the law this past weekend.

The city said in a statement that 106drivers were arrested, including an illegal

dragster. Other arrests included 31 drunkdrivers in Bellville, Parow, Philippi East,Manenberg and Gugulethu. Another 73 fi-nes were issued in Kraaifontein.

Die gesin istoe Kaap toe waar haar man, dr. HannesGroenewald, op Stellenbosch verder stu-deer en as chirurg gespesialieer het.Hulle het in Tara in Durbanville gaan

In die vroeë80’s het sy vir die tweede keer retina-losla-ting gehad in haar linkeroog en is sy geope-reer, waarna haar oog nog verder verswakhet. Toe haar jongste dogter, Ilinda, in 1984trou, het sy geld vir die troue bymekaar ge-maak deur in ses maande meer as 1 000 wa-terverf- en olieskilderye – hoofsaaklik vankosmosse – te skilder en te verkoop.Sy het gesukkel om die ligte kleure van

waterverf te sien, en het toe heeltemal oor-geslaan na olieverf. Dit alles net met dieprentjieswat sy inhaar kop gehadhet – son-der ’n enkele potloodsketse vooraf.“’n Mens moenie bang vir die verf wees

nie, jy moet die verf laat doen wat jy wil.”’n Jaar gelede is sy weer eens in haar lin-

keroog geopereer en haar oog is met heli-umgas gevul omdie druk te herstel. Dit wasonsuksesvol en sy moes nog’n keer opereerword om ’n lekplek te herstel. Sy ly ook aljare aan gloukoom in haar linkerooog.Toe haar sig nog verder verswak het, het

A new web page allowing citizens to tip-offtheMetro Police will hopefully help getmo-re criminals arrested.

According to citymaycomember for safe-ty and security, JP Smith, over 600 drug re-lated arrests have already been made thisyear thanks to tip-offs from the public to theMetro Police call centre. Smith says the Ci-ty of Cape Town is eager to build on thismomentum by providing people with ano-ther way to tell them what is happening.

“The web-based tip-off service is the la-test addition in the department’s efforts tointeract with the public,” he says.

“Our communities have a good sense ofwhat’s going on in their ownbackyards andwe value those who have taken it uponthemselves to be part of the solution by fee-ding through solid information that hashad very positive results,” he says.

In the first quarter of this year (January– March), tip-offs from the public resultedin:

V 612 drug related arrestsV Confiscation of 22060 units of drugsV 24 arrests for the possession of unlicen-

sed firearmsV Confiscation of 18 firearmsThe bulk of the drug related arrests were

made inManenberg (82), followed byParow(45), Grassy Park (43), Hanover Park (39),Ocean View and Mitchells Plain (32).

“Every gun we confiscate means one lessweapon for gangsters to use and run ram-pant in our communities. It is frighteningto think that we have confiscated five fire-arms inoneweek, compared to 11 ina three-month period between October and Decem-

ber last year. Many of our successes havecome from community tip-offs and we’d li-ke to appeal to residents to continue assis-ting us as we try tomake our streets safer,”says Smith.

He says he hopes it spurs others to followsuit and speak out against criminals whoare holding their communities hostage andfeeding poison to our children.

“We have the systems in place to ensurethat the tip-offs are redirected via the ap-propriate channels for action and we’ve al-so ensured it is mobile friendly, which me-ans people can access it from any internet-enabled cell phone,” he added.V The tip-off page is available at www.cape-town.gov.za/tipoff. Underprivileged learners with dreams of be-coming draughtsmen or architects can makethat dream a reality.

The CAD4ALL Architectural andDraughting College in Bellville is offering 20lucky learners a chance to study these fieldsfor a year.

The opportunity opens within the next twomonths and students will gain knowledgewhile earning some money.

“Qualifying applicants will complete a na-tional certificate in architectural CADdraughting,” said college spokesperson Jodyvan Heerden.

Minimum entry requirements are grade 11maths literacy and communication. A pre-as-sessment will be conducted at the college on20 May at 15:00.

The two join an already impressive line upfor the 12th instalment of this annual event.

TygerBurger is the media sponsor for theevent, which will take place at the BellvilleCivic Theatre on Sunday 27 July.

All the artists performing on the night doso for free and every cent raised through theconcert goes directly to the three charity or-ganisations chosen.

This year the Carel du Toit Centre, MouldEmpower Serve (Mes) and Special NeedsAdapted Programme (Snap) are set to benefit.

Kyokushin-kan) from the Welgemoed dojo,will conduct the camp.The picturesque Okkie Jooste Camp in

Jonkershoek just outside Stellenbosch willagain be the venue.More than 200 karateka will participate.

Participants from Congo Brazzaville andCongo DRC, Zambia, Zimbabwe, Namibia aswell as from the seven provinces in South

Africa, are taking part.From the Western Province, participants

will include the “Young Dragons”, a groupof young karateka preparing for theKyokus-hinWorldUnion Junior tournament inMos-cow from 12 to 15 December, as well asmanyother junior and senior karateka.“A lot of emphasis will be placed on tour-

nament style fighting, kata and self defen-

ce,” said Shihan Hennie Bosman.“It will be an honour to have two instruc-

“See ability in everydisability” isPa-ralympian and world javelinchampion Reinhardt Hamman’s

motto.The 24-year-old Goodwood resident has

certainly focused on his ability, having re-cently returned from Sao Paulo in Brazilwherehe competed in the third edition of theIPC Athletics Grand Prix.

“My category is F38 (F stands for Field andthe 38 is the severity of his cerebral palsy)and I am thrilled with my 48.12m javeling at-tempt, bettering my South African and Afri-can record,” says Reinhardt.

“I also bettered my South African shotputrecord by 10cm with an attempt of 12.26m.It’s nice to see the hard work turn into positi-ve results.”

Outstanding achievementsHe will be taking this good form to Germa-

ny to compete at the Berlin Open on 14 Junewhere he is hoping to throw a new Africarecord and personal best.

Reinhardt reflects on two of his most out-standing achievements, saying: “ Last yearin July I was chosen to compete at the IPCAthletic World Championships in Lyon,France where I bettered the Africa recordwith a throw of 45.72m, winning the gold me-dal. Secondly, I have to say my performancein Brazil where I just came back from thro-wing 48.12 was very special. To break re-cords andbetter yourpersonal best is simplyawesome.”

Speaking of records, Reinhardt is singingthe praises of his coaches Daniel Damon andKarin le Roux.

“I’m training five days a week and I’m amember of the Maties Athletics Club. Danielcoaches me with javelin and Karin with myshotput and discus throwing.”

Competing on this level requires total de-dication. Training starts at 06:00 with a gymsession, then a 90 minute javelin session onMondays, Wednesday and Fridays. Tuesdayis shotput day and Thursday is for discus.

No time to wasteThe future looks rosy. “After I return from

overseas in June there is no time to waste.March next year is the Nedbank NationalAthletic Championships in Gauteng andshortly thereafter I go off to the IPCAthleticsWorld Championships in Dohar. Then, ohboy! Then it is the ‘big boy’ I’m working mybutt off for, the Paralympics in Rio 2016.”

Behind the scenes Reinhardt is making ti-me to promote sport for fellow disabled ath-letes. “My other passion is to make the pu-blic aware there are outstanding athleteswith disability, and also trying to get spon-sorships from companies to ensure the con-tinued growth and development of our up-and-coming athletes. There is very little coa-ching and it is important that from the ageof 16 and older they get into the good habitsof proper technique and get moulded into in-ternational stars. From my side, I started aFacebook page ‘South African Sport for thePhysically Disabled’ and a twitter account@NAPDSouthAfrica.”
