The DCCEAS banquet was a high- light of the activities surrounding National Engineers Week here in the nation's capitol. The evening program was directed by Dr. Issa Khozeimeh, vice president of DCCEAS. In recog- nizing Mr. Gibbon's lifetime achieve- ments, Dr. Khozeimeh remarked on the crucial role of engineers in our society. "The general public has a gocC perception of the engineer. We as engi- neers are reliable, trustworthy, and in short, problem solvers. National Engi- neers Week allows us to showcase our talents and abilities that tum ideas into realities. Engineers are the very profes- sion that makes things happen in our everyday lives," she said. Mr. Gibbon's career in electrical and telecommunications engineer- ing spans more than 40 years in the military, federal, commercial and education sectors. His contributions and recognition within IEEE include serving as the current chair of the IEEE Region 2 South Area, and as past chair of the National Capital Area Council, the Washington Section and the section's Communications Society chapter. He is a recipient of the IEEE Tl-rird N{iltrcnnium }v{e.lal and tv,'r, Federal Bronze Medals. Currently, Mr. Gibbon is principal of ]&BC Consultants in Falls Church, Virginia, a teiecommunications engi- neering and management-consulting firm. At its February awards banquet,the District of Columbia Council ofEngineering and Architectural Soci-eties (DCCEAS) presented the 2005Engineer of the Year award to JerryCibbon, a Senior Member of the IEEEWashington Section.

The DCCEAS banquet was a high-light of the activities surroundingNational Engineers Week here in thenation's capitol. The evening programwas directed by Dr. Issa Khozeimeh,vice president of DCCEAS. In recog-nizing Mr. Gibbon's lifetime achieve-ments, Dr. Khozeimeh remarked on thecrucial role of engineers in our society.

"The general public has a gocCperception of the engineer. We as engi-

neers are reliable, trustworthy, and inshort, problem solvers. National Engi-neers Week allows us to showcase ourtalents and abilities that tum ideas intorealities. Engineers are the very profes-sion that makes things happen in oureveryday lives," she said.

Mr. Gibbon's career in electricaland telecommunications engineer-ing spans more than 40 years in themilitary, federal, commercial andeducation sectors. His contributionsand recognition within IEEE includeserving as the current chair of theIEEE Region 2 South Area, and as pastchair of the National Capital AreaCouncil, the Washington Section andthe section's Communications Societychapter. He is a recipient of the IEEETl-rird N{iltrcnnium }v{e.lal and tv,'r,Federal Bronze Medals.

A key feature of MMO systems is the abilityto turn multipath propagation, traditionally a pitfallof wireless transmission, into a benefit. MIMO hasevolved (and is still evolving), since its beginning in1993, with contributions from hundreds of research-ers around the world. Some aspects of MIMO havealready entered wireless standards, and many morestandards efforts are ongolng.. Multiple antennas at each end of a MIMO link

can be us€d in different modes such as transmit-reeeive diversity, beamforming, antenna subsetselection and spatial multiplexing. Which mode oroption actually maxitnizes performance depends onthe channel conditions and system SNR and QoSrequiramenb, among other factors. Victor Shtrom is the chief wireless architectat Video54, whidr designs MIMO sqtart antennasystems for enterthinmentquality wireless homevideo. He received his Ph.D. in communicationtheory from University of Cincinnati. He has beeninvolved in smart antenna research and development from his first industry job with ArgoSystems,where he developed algorithms for the cellulartelephone interference cancellation beamformer.After ArgoSystems was acquired by Boeing, he

His research has involvedusing both stereo and interferometric data acquiredby the Magellan spacecraft at Venus. Although superficially similarto a conventional optical fiber, PCFhas a unique microstructure, consist-ing of an array of microscopic holes(i,e.; channels) running along its entirelength. These- holes act as optical barri-ers or scatterers, which, whbn suitablyarranged, can "comal" light within acentral core (either hollow or madeof solid glass). The holes can rangein diameter from appror 25 nm to 50nm. Although most PCF is fqrmed inpure silica glass, it has.also recentlybeen made using polymers and non-silica glasses, where it is difficult tofind compatible core and claddingmaterials suitable for conventionaltotal intemal reflection guidance. Lr lanuary, I had the pleasureof visiting thrce IEEE Sections inIndia) under the auspices of theAerospace and Electronic SystemsSociet5/s Distinguished LecturersProgram (DLP).It all started whenDr. M,A. Ioshi, a professor at thePune [rstitute of Engineering andTechnology, asked tre to give atutorial on saiellite communica-tions at a confererrce that she wasorganizing. Dr. ]. Vasi, a past chair ofthe Bombay Sectioru leamed aboutit, and asled me to speak there aswell. My plan was to fly to Delhiafter Bombay (or Mumbai, as it iscalled now), andthmgoto Pakistanfor a family visit. An old IEEE friend,Dr. RG. Gupta, who has held manyoffices in the Delhi Sectioru askedme to speak there also.

As some of you may recall, itwas reported in the Scirnner in 2001

that the Washin$on and Delhi Sec-tions had become sister sections,the first such pair iri tt " IEEE. Ihad intended to visit Delhi duringa priwate ttip that year and wouldhaye conveyed our section's greet-ings, but had to cancel the trip dueto Gupta

They held a brief ceremony atthe end of my talk when we exchangedgreetings by the sister sections. t toldthe group that this "sister relation-ship" came about primarily due tg $eefforts of Dr. Shyam Bajpar, who wasthe Washington Section chafu in 2001.

Shya* leamed that the IEIE Boardo_f Directors had appioved the ideaof sister sections, and he took on thetask of forming a linkbetween the twocapital cities. He contacted his coun-terpart in Delhi, Dr. Balasubramanian,who welcomed the idea. It took a lotof effort on their part, but they gotapprovalb from the two regional dircc-tors, the Re.gionalActivities Board, andother relevant bodies, and finally theWashington and Delhi sections wenedeclared sister sections. I was especial-ly pleased that Dr. Balasubramanianwas able to attend the function, andthanked him for his efforts four yearsago to estatlish the sister relation-ship. Dr. Mukhopadhyay ended thecergmony by asking me to convey theDelhi Sectiqn's compliments and goodrlvistes to the Washington Section,'My wife accompanied me on this

trip, which was her first to lrdia. Mum-bai is a bustling financial metnopolis.

colleges, including an engineering col-lege for women. Delhi needs no intro-duction; it has many historical build-ings and monuments, some of which

have been designated.as parts ofthe World Cultural Heritage. Wealso took a side trip to Agra. TheTaj Mahal fully stood up to itsreputation as one of the wondersof the world, and I was struck bythe restorations of tlre main monu-ment and improvements in and'around the grounds since my lastvisit about 20 years ago. IAIe alsovisited some forts'' and.shrines,including a 72 m&r tower builtin the 12th century and the tombsof two poets from the Mogul era,about whom I used to read in *ycollege days.

Our total stay in India was rathershort-just shy of two weeks-*utwe covered a lot of ground. I was .

Tomake the program "happen" at eachschool requires a team of adults frcmboth inside and outside the institu-tion. Support is needed in areas oforganization, logistics, fund raising,communications and engineering.

Brrilding a ,rcbot is an engineer-ing-intensive activity requiringexpertise from multiple engineer-ing disciplines, but building andmaintaining a robotics team is aneven bigger challenge. The studentsinvolved rn the program have vary-ing degrees of expertise and sklllsin math, physics, communications,web design programrdng and otherdisciplines. What they may lack inexpertise is more than cortrpensatedfor by their energy and enthtrsiasm.The "glue" of a successful program isthe adult mentors, who help hamessand direct the energy of the studentsby providin g " real world" experienceand insight.

Mentors from a variety ofdifferent backgrounds are needed tohelp conduct these sessions as wellas to help during the six week buildperiod.

The Third IEEE InternationalWorkshop on Information Assur-ance (IIMA) convened with a

two-day program in March atthe University of Maryland'sComputer Science InstructionalCenter in College Park. More than30 atterrdees from university, gov-emment and private sectors tookpart in the presentation of formalpapers addressing the togics ofmalicious software (malware),mobile ad-hoc network (N{ANET)security, IA simulation and policy,and intrusion detection systems(IDS). Among the presenters werefaculty, researchers and doctoralcandidates from European andAmerican universities.

A diverse range of discussion topics included-counter-measures for code'injection attacks, wormcontainrnerrt algorithms, MAI{ET IDS architecture,survivability against wireless LAN attacks, visual-ization,methods for IDS, risk assessment modeling,forensic analysis of file system intrusions, and )OML-
