Comments mixedon overcharge limit

The Federal Maritime Commission has received varied comments concern-ing its proposal to stop ocean carriers and their conferences from limiting ship-pers to less than the maximum two years allowed by law to file for refunds ofovercharges. This case is F.M.C. Docket 81-$1.

Most of the comments received from shippers such as Dupont were solidly infavor of the rules and claimed current actions by conferences or carriers tryingto limit the time for overcharge claims to six months or less caused overworkat the commission since such actions virtually force shippers to go to the FMC.The National Industrial Traffic League also supported this rule and claimed thesix months limitation was extremely wasteful.

SP names corporate relations execsSouthern Pacific Company has announced the appoint-

ments of three executives in its corporation relationsoperations, which includes public and government rela-tions and advertising.

Lawrence E. Hoyt was named executive vice president-corporate relations, Thomas C. Buckley vice president ofpublic relations and Robert W. Taggart vice president ofgovernment relations.

Mr. Hoyt, with Southern Pacific since 1948, had beenvice president-executive department since 1967. He holds amaster’s degree in civil engineering from Stanford Univer-

sity and has completed Harvard Business School’s Ad-vanced Management Program.

Mr. Buckley joined the company in 1961 and was namedpublic relations manager eight years later. He is a graduateof the University of Santa Clara and has completed theTransportation Management Program at Stanford Univer-sity and the Harvard Advanced Management Program.

Mr. Taggart joined the Southern Pacific Law Depart-ment in 1965 and was most recently general attorney there.He is a graduate of the University of California HastingsCollege of the Law.

Lykes to retire; Amoss to take over as CEOJoseph T. Lykes, Jr. will retire at

year-end as chairman and chief ex-ecutive officer of Lykes Bros. Steam-ship Co., Inc. He will be succeeded aschief executive officer by W. JamesAmoss, Jr., president of the company.

Mr. Lykes, 63, has served the com-pany for 35 years, rising through theranks to president in 1962 and chair-man in 1967. In 1968, he directed theacquisition of Youngstown Sheet andTube steel

ducer, which was merged into the new-ly formed Lykes Corporation. Mr.Lykes served as chairman of LykesCorporation until its merger with LTVin 1978.

Mr. Amoss began his career withLykes in 1947 after World War II ser-vice with the Navy. In 1950, he wasrecalled to naval duty in the KoreanWar. Returning to Lykes in 1952, heserved in various executive posts inEuro from 1953. Posted to company
