ABOUT US
Pro-Active Public Services College was founded in January 1999 to address the need for
financial skills development in the public sector. Pro-Active Public Services College was the
first educational institution to receive full accreditation from the Public Sector Education and
Training Authority (PSETA) in South Africa.
OUR BUSINESS
Pro-Active Public Services College offers training solutions through qualifications, skills
programmes and workshops. We offer face-to-face training, e-learning and online interactive
training. Training is facilitated as scheduled courses or specifically tailored for group-training
needs of customers. The training solutions offered fall within the following categories: Public
Finance; Supply Chain Management (in the Public Sector); Management; Administration;
Secretarial; Education and Development (ECD, OD-ETDP and SACE); Small Business Training
for Entrepreneurs; Health and Safety; and Computer Skills.

Pro-Active Empowerment Trust
Started in 2008, the Pro-Active Empowerment Trust aims to train and empower
disadvantaged black people in rural communities who have little or no
opportunities to obtain valuable knowledge otherwise
As a registered non-profit and public benefit organization, individuals or
organisations can donate to the Trust.

Financial Management in the Public Sector – A practical Approach
This 1-day workshop has been designed for National and Provincial Government
Departments. Non-financial managers, line managers, responsibility managers,
budget holders and financial practitioners
• Legislative principles guiding financial management
A concise and practical review of legislative norms and standards, including the Constitution, Public
Finance Management Act, Treasury Regulations, Appropriation Act, Division of Revenue Act and
Intergovernmental Fiscal Relations Act.
• Budget and planning cycles and processes
Discuss the main role-players and processes to formulate a new budget, one year before the budget is
implemented. A brief overview of the steps that are followed with budget approval (passing of an
Appropriation Act) by Parliament or provincial legislatures, after the start of the financial year. The
relationship between the budget and other plans (e.g. strategic plan and annual performance plan) are
also discussed.
• Financial management duties performed during a financial year
Focussing on financial management duties that are performed from the start to the end of the
financial year. Specific focus is provided on the most important financial management duties of non-
financial managers, for example, acquisitions and payments for goods and services, receipts for
certain services provided, reporting, risk management, internal controls, internal audits and external
audits.

3 day specialised workshop The goal of the workshop is to ensure capacity building in municipalities and Provincial Treasuries for
improving cash management to ensure compliance with prudent financial management and effective
leadership. This requires effective policy development and implementation consistent with the relevant
National and Provincial legislative prescripts.

Cash Management.

Cancellations/Postponements
7. Cancellations/Postponements/Substitute learners must be done in writing to: [email protected].
8. Cancellations/postponements must be done no later than 5 days before a course starts. A cancellation fee will be levied for cancellations/postponements received later than 5 days prior to the course to cover costs incurred.
9. In the case of cancellation or postponement of a course, Pro-Active College will not be liable for any incidental costs such as accommodation or travel costs that were incurred by a client in relation to the intended course.

10. Pro-Active College reserves the right to change the presentation, content or facilitator for a course.
11. Late submission and resubmission fees will be payable for portfolios submitted late without prior arrangement and approval.
12. Face-2-Face: Learners are responsible for their own travel and accommodation arrangements, as well as all incidental costs such as telephone calls, drinks, room service, food (except for lunches provided, etc.
