They have been educated on what they do, but they are simply no concerned about their welfare. Located somewhere within the Rockies, there are a lot of recreational activities (betting, shopping, cosmetic surgery, make up, extravagant fashion), most -television, surveillance cameras, enforce rules upon the districts, the control what news and supplies gets to the districts, everything the districts provide for them (luxury items, weapons, trains, peacekeeper supplies, electronics, cars, fish, electricity, lumber, textiles, grains, meat, produce, coal and more), use the Hunger Games to remind the other districts that they are completely at their control, Control the electricity fed to other districts, the ability to favor one district over others, they have really incredible and powerful medical technologies, use of fear as a control tactic -The Government, (President Snow), the Capital -wealth, greed, status, luxurious life - Lavish life while exploiting struggling people and using their struggles are a form of control to prevent any future rebellion -maintain an extravagant society while using and exploiting lower class citizen to be your slaves so that no one in this community has to do any hard work - Keep the districts divided among themselves, constant camera surveillance , must keep citizens entertained so they don’t start caring about the major social issues happening in other districts, cannibalism is frowned upon, don’t allow districts to communicate with one another that can only lead to a rebellion when they unite and realize how bad conditions really are, they need a victor in order to keep the -All of the citizens that live within the Capital, the government officials, the Gamesmakers, the main audience for the Games, all of these people enjoy watching children brutally kill one another - Government officials, games officials, celebrities, gamesmakers, and a bunch of people that don’t work (they get everything they need from the poor districts so they don’t have to work themselves), Avox (servants) I am looking at The Capital, however I am focusing on the way that the government views it because they are the ones manipulating the citizens and using the Capital’s wealth and ignorance for their own gain There isn’t much for Division of Labor since most citizens of the Capital don’t work There are not many rules for those that live in the Capital. Most of the rules are in place to keep the citizen ignorant and to keep control over the Districts Simply put, the motive for this whole society is to live a lavish, care- free life by using forced slavery and exploiting he citizens of the district while keeping their rage at bay in order to maintain control

Notes: The majority of the civilians in the capital are oblivious to how hard the lives of the people in the other districts are. They have been educated on what they do, but they are simply no concerned about their welfare. Located somewhere within the Rockies, there are a lot of recreational activities (betting, shopping, cosmetic surgery, make up, extravagant fashion), most citizens sleep in because they don’t have any reason to wake up early, there is a huge party in the streets the day before the Games begin

Simply put, the motive for this
