Studies have shown thatdebt waiver programmeshave been ineffective, con-straining credit flow to farm-ers after their loans werewaived off, Rajan said at aconference in Udaipur.
Concerned over farmerssuicides, arising partly out oftheir inability to pay backloans, Rajan said there was aneed to study if they werecaused by indebtedness orother factors. He recalledthat waivers were declared forfarmers in Andhra Pradeshafter cyclone Phailin madelandfall in October 2013.
Referring to subsidies inthe agriculture sector, theRBI governor said it would beworth studying if they (subsi-dies) have actually helpedfarmers. The concern is if
the benefit in the form ofcheap credit to agriculture is being put to right use orleading to over-indebted-ness, Rajan added. IANS
