(a) All ranks of the Army, the Navy, the Air Force, of any of the Reserve Forces, Territorial Army, J&K militia and any other armed forces of the Union;

(b) All ranks of Railway Protection Force, Police Forces, Home Gaurds, Civil Defence Organisation and any other organisation specified by Government.

Crews, including ejection crews, of an

aircraft disabled by enemy action, who, though they may not have been otherwise

wounded sustain any injury while abandoning the aircraft

or as a result of the subsequent landing of the aircraft will be entitled to

the award of the medal. The medal shall not be awarded posthumously.

No.89-pres/98 - The existing Para begining with the word "Fourthly"

in the President's Secretariat Notification No.5-Pres/73, dated the

17th January, 1973 shall be substituted by the following:-

"Fourthly - The medal shall be awarded to the following categories of personnel who sustained/sustain wounds as a result of direct enemy action in any type of operations or counter - insurgency operations or on internal security operations being undertaken in the areas notified by the Govt". This will take effect from the 15 August, 1947.

No.19-Pres/2004 - In pursuance of the Statute "Seventhly" of the Statutes notified vide President's Secretariat Notification No.5-Pres/73 dated 17 January, 1973 and further amended vide Notification No.89-Pres/98 dated 10 July, 1998 and No.107-Pres/2000 dated 28 August, .2000 relating to the award of the Parakram Padak, the following Rules are notified :-

1. The Government of India shall from time to time specify the areas in which Counter — Insurgency Operation or Internal Security Operations are being undertaken which shall qualify a police person for the award orthis medal.

2. All Heads of Police Departments i.e. Director Generals of Police in the States/Union Territories and Heads/Director Generals/Director of Central Police Organisations are delegated powers to award Parakram Padaks to their eligible police personnel in accordance with provisions of Statutes, Rules and instructions issued from time to time.

3. A police personnel who dies in the course of service and has participated in the Counter-Insurgency Operation or in the Internal Security Operation in the specified area shall be eligible for award of the Parakram Padak.

4. A Gallantry Medal awardee if in the course of duties in the specified areas is wounded, he/she shall be eligible for the Parakram Padak.

5. A register containing names of police personnel who are awarded Parakram Padak shall be kept by such person(s) as the President may direct.

President's Secretariat Notification No.5-Pres./73 dated the 17th January, 1973. The Statute Fourthly was amended vide President's Secretariat Notification No. 89-Pres./98 dated the 10th July, 1998 (Cop

y enclosed). In accordance with Statute Fourthly, it was decided that Wound Medal (now Parakram Padak)

shall be awarded to Police Personnel who sustained/sustain wounds as a result of

enclosed. The Wound Medal instituted was redesignated as

"PA_RAKRAM PADAK" with effect from 28.8.2000 vide President's

Secretariat (copy enclosed). Notification No. 107-Pres./2000 dated the 28th

August, 2000 2•

With the approval of competent authority, it has now been decided that Directors General of the entral Police Organisations/State Poi* e henceforth would have the Powers to award

the Parakram Padak to the eligible police personnel Notifications

as mentioned above.

3. After award of the medal, each CPO/State will prepare

and keep a list of such persons and send the information to MHA in enclosed proforma. The medals would be fabricated & supplied by this Ministry. With regard to the proposals, which have already been sent to this Ministry, some of them have already been approved and communicated. The remaining cases and all future cases will henceforth be decided by the Heads of Police Organizations i.e. Director General of Police / Director General of CPOs / CPMFs as per the delegated powers.
