listed in Part B, and 5 from the States listed in Part D of Annex I to this
Constitution.
2. Members of the Board shall hold off ice from the close of the regular
session of the Conference at which they were elected until the close of the

Article 13
1. The activities of the Organization shall be carried out in accordance
with its approved programme of work and budgets.
2. The expenditures of the Organization shall be divided into the fo l lowing
categories:
(a ) Expenditures to be met from assessed contributions (referred to as the "regular budget»); and
( b ) Expenditures to be met frcm voluntary contributions to the Organization,
and such other income as may be provided f o r in the f inancial regulations
(referred to as the "operational budget").
3» The regular budget shall provide f o r expenditures for administrât ion,
research, other regular expenses of the Organization and for other activities,
as provided for in Annex I I .
4- The operational budget shall provide for expenditures for technical
assistance and other related activities.

1. Tout Membre de l 'Organisation qui est suspendu de l ' e x e r c i c e de ses
droits et privilèges de Membre de l'Organisation des Nations Unies est
automatiquement suspendu de l 'exercice des droits et privilèges de Membre с

2. Tout Membre qui est en retard dans l e paiement de sa contribution I

Retrait-
1. Un Membre peut se r e t i r e r de l'Organisation en déposant un instrument de
dénonciation du présent Acte constitutif auprès du Dépositaire.
2. Ce retrait prend e f f e t le dernier jour de l 'exercice financier suivant
l 'exercice au cours duquel l ed i t instrument a été déposé.
3• Les contributions à verser par le Membre qui se retire pour 1'exercice
financier suivant l 'exercice au cours duquel le retrait a été notif ié sont
les m?mes que les contributions mises en recouvrement pour l 'exercice
financier au cours duquel ce t te notification a été fa i te . Le Membre qui se
retire s'acquitte en outre de toute contribution volontaire non assortie de
conditions qu ' i l a annoncée avant de n o t i f i e r son retrait.

Conférence générale
Ta) La Conférence t ient за session ordinaire au Siège de l 'Organisat ion,

l 'Organisat ion;

présents et votants, des conventions ou des accords portant sur toute question
nationales sur dee questions qui relèvent de l a compétence de 1'Organisation;
f ) Prend toute autre mesure appropriée pour permettre à l'Organisation
de promouvoir ses objectifs et de remplir ses fonctions.
4. La Conférence peut déléguer au Conseil ceux de ses pouvoirs et fonctions
qu'elle considère souhaitable de déléguer, à l'exception de ceux qui sont
prévue à l ' a l inéa b) de l 'Art ic le 3; à l ' A r t i c l e 4; aux alinéas a ) , b ) , c) et
d ) du paragraphe 3 de l 'Art ic le 8; au paragraphe 1 de l 'Art ic le 9; au
paragraphe 1 da . l ' A r t i c l e 10; au paragraphe 2 de l ' A r t i c l e 11; aux para^
graphes 4 et 6 da l ' A r t i c l e 14; à l 'Art ic le 15; à l ' A r t i c l e 18; à l ' a l i n é a b)
du paragraphe 2 et à l ' a l i n éa b) du paragraphe 3 de l 'Art ic le 23; et à
5. La Conférence é tab l i t son règlement intérieur.
6. Chaque Membre dispose d'une voix à la Conférence. Les décisions sont
prises & l a majorité des Membres présenta et votants, sauf disposition
contraire du présent Acte constitutif ou du règlement intérieur de la
Conférence.

e) Conformément aux décisions de la Conférence et compte tenu des évé-
nements qui peuvent se produire entre les sessions du Conseil ou de la.
Conférence, autorise l e Directeur général à prendre les mesures que le Conseil
des fonctions et des ressources financières de l'Organisation;
f ) Si le poste de Directeur général devient vacant entre les sessions
de la Conférence, désigne un Directeur général par intérim pour remplir cette
fonction jusqu'à l a session ordinaire ou extraordinaire suivante de la
Conférence;
g) Etablit l 'ordre du jour provisoire de l a Conférence;
h) S 'acquitte des autres fonctions qui peuvent être nécessaires pour
atteindre les objectifs de l'Organisation, soua réserve des limitations

CHAPITRE V
COOPERATION ET COORDINATION

Relations avec 1•Organisation des Nations Unies
L'Organisation est reliée à 1'Organisation des Nations Unies; e l l e en

Avant l 'expiration d'un délai de trois mois suivant le moment ой le

2. Institution du tribunal ou de la commission

t r o i s arbitres ou t r o i s conci l iateurs» et désignent l 'un d'entre eux aux
fonctions de Président du tribunal ou de la commission.
b) Si, dans les trois mois suivant la notification visée au paragraphe 1
été ainsi nommés, le Secrétaire général de l'Organisation des Nations Unies
nomme, à la demande de l'une quelconque des parties, dans les trois mois
