Hope Mills - The public is invited to view the preliminary design map from the N.C. Department of Transportation this month regarding the proposal to improve the intersection of John McMillan Road and Chickenfoot Road in Cumberland County. This project proposes to improve safety and mobility.

Due to COVID-19, NCDOT will not host an in-person public meeting for this intersection improvement project in Hope Mills. The Department has developed a public input website to provide you with the following:

Radio Communications and Mass Notification System, North Carolina State Ports Authority, Port of Wilmington and Port of Morehead City, NCSPA Contract No. C-1544.

Bids will be received for single prime construction contract. Bidders should clearly indicate on the outside of the bid envelope or in the subject line of electronic submittal, “Bid Proposal for: C-1544 Radio Communications and Mass Notification System, Port of Wilmington and Port of Morehead City”, their NC General Contractor’s License Number and that the bid is for “Single Prime Bid”.

The project includes furnishing materials, labor and equipment identified in the contract documents to perform all work associated with the design and construction related to the provision of an Association of Public-Safety Communications Officials International (APCO) radio communications system to support the law enforcement security and public-safety communications across NC Ports properties. Additionally, provide a private commercial digital two- way radio solution to support NC Ports Operations to efficiently share business critical voice communications. The proposed communications system shall provide enhanced, two-way wireless communications capabilities to the users identified in this Request for Proposal, replacing the existing radio communications system at NC Ports properties. Further the work shall include temporary relocation of two (2) existing system repeaters, training, warranties, cutover from the existing system and removal of the existing radio system as part of this contract. This work shall be coordinated with the infrastructure civil works (by others) constructing the communications tower and other civil works intended to receive the proposed radio system equipment.

Two systems are presented within the bid documents along with bid additive items. The first system is an 800 MHz system for law enforcement that will integrate with the North Carolina VIPER System, and a 400 MHz system for port commercial operations. The alternate system is a 400 MHz for both law enforcement and port commercial operations with a dedicated channel for interoperability with outside agencies and an IP connection between the Two Ports via a commercial fiber provider. NC Ports will own the radio equipment at the conclusion of this contract.

Addi t ive b id i t ems inc lude an AM frequency broadcast Mass Notification System with programmed messaging and signage at the entrance gates at both port properties; and upfit of the mobile law enforcement units at both port locations to serve as an emergency communications hub should the primary system be compromised.
