The areas affected for this year’s program are be in the North End of Barrie from Kempenfelt Drive (North) to Georgian Drive and Duckworth Street (East) to Penetanguishene Road. The Water Main Cleaning and Flushing Program is expected to be completed before the first week of May 2011. Before the work begins in your area, you will be notified in advance by means of a door knocker of the time involved to complete the cleaning in your area. To avoid drawing discoloured water into private plumbing systems, consumers in the areas affected by the cleaning and flushing are cautioned NOT to use water for any purpose until the work in the their area is complete. The City of Barrie is working with GO Transit to eliminate train whistling in certain parts of your community. Anti-whistling took effect on Wednesday, April 13, 2011 at 12:01am. This means that trains approaching the GO Transit railway crossings on Minet’s Point Road, Little Avenue and Mapleview Drive East will become anti-whistling crossings. Trains will no longer be required to sound their whistles at these crossings except in an emergency. City Council recently approved the 2011 Business Plan which has been characterized as ‘Focusing on Service.’ Now that the plan has passed, what does it all mean? • The 2011 plan represents a 2.63% increase in residential taxation over 2010 levels resulting in a property tax increase of $88 for a typical household assessed at $261,000. This is the second lowest tax increase since 2000. • Residents will continue to receive 1 free trip to the City of Barrie landfill with 100 kg of waste, or less. After the free trip, tipping fees have been set at $122 per tonne with a minimum $10 charge for loads less than 100kg. This allows for further support of recycling programs, extends the life of the landfill and demonstrates effective stewardship. • A second off leash dog park has been added to the budget, however an exact location has yet to be determined. This was part of the $1.7M planned investment in parks for 2011 which also includes the addition of Summerset Park, Coronation Park, Shalom Park and two phases of Sandringham Park. • The 2011 plan details a $125 million Capital Plan which includes the completion of several new facilities that will be officially unveiled and will be ready for use this year. These include: the Barrie Fire Station #1, the Surface Water Treatment Plant, the new Satellite library, a second GO Transit platform at the Allandale Station and the Downtown Community Theatre. This comprehensive capital program also includes road improvements ($4M towards surface renewal and major rehabilitation of roads) as well as the replacement or repair of roofs at some City facilities. Public Transit will also be receiving some new equipment, with $2.25 million being put towards bus replacement. • Residents will once again enjoy a headline act at the City’s annual NewYear’s downtown countdown after Council restored funding. Previous headliners have included: Blue Rodeo, Jeff Healey, and Glass Tiger. • RoyalVictoria hospital will receive $16M of a $52.5M commitment to the expansion and Regional Cancer Care Centre and Georgian College will receive $1M of a $5M pledge for its new Health and Wellness Centre. • The 2011 Business Plan was developed using a service based budget approach that was supported by performance measurements and benchmarking data available through the City’s first year of participation in the Ontario Municipal Benchmarking Initiative (OMBI). Flushing The City of Barrie’s Water Main Cleaning and Flushing Program began on April 11, 2011.
