ANS: Speaker asked the ministry of internal affairs to come up with a report on Tuesday. QN: Hon.Nakayenze Connie; government took over the renovation of mbale market, on condition that after completion, the traders were to retain their stalls. The old occupants have not got their stalls. They are planning to protest before the president comes to open the market on 28 th this month. ANS: Hon.Kasule Justine has asked the minister in charge to come and give a detailed report on all the markets constructed by the govt country wide on Tuesday. Speaker accepted. 16/4/14 PRIME MINISTER’S QUESTION TIME.

QN: Hon.Mpuuga Mathias: There are allegations that government is considering a reduction of UPE students from 7,000/= shs to below that yet we expected an increase.ANS: It has not been discussed by govt and no decision has been taken.

QN: Hon.Mukitale Stephen: Government is returning kingdom properties; want to know if this is to all regions. What should other regions expect?ANS: It has been government policy to return these properties to tradition institutions. The government properties remain for the state, those for tradition institutions remain for them.

QN: Hon.Mwiru Paul: under which law is the current ID registration taking place and when are these centers going to be gazetted?ANS: We are operating under those general powers of the laws. We will gazette these areas. Those who think we are doing this outside the law are in the old era.

QN: Hon. Alum Santa: when will the govt compensate the people affected by rural electrification in Oyam district?ANS: Preparations for compensation is under way.

QN: Hon. Wamai Jack: The President promised the people of mbale that he would tarmac the roads up to now these roads have not been worked upon. ANS: NRM keeps its promises, opposition today are happy with our promises. We still have a few more years to fulfill those pledges.

QN: Hon.Okot Felix; local councils in Dokolo have not received their bicycles as promised.

ANS: This exercise is still ongoing. Dokolo will receive the bicycles in due course.

15/4/14 MOTION FOR PRESENTATION, CONSIDERATION AND ADOPTION OF THE REPORT OF THE COMMITTEE ON HEALTH ON ITS FINDINGS FROM ITS OVERSIGHT FIELD VISIT TO LIRA, OYAM AND GULU DISTRICTS.(Chairperson – Committee on Health)Hon. Amuriat asked the government to provide the ambulances for hospitals not pick-ups and fuel.Hon.Ossege said “Many of the doctors don’t have accommodations. Parliament has the right to improve these conditions. Supplementaries come but are for state house and to popularize the Kyankwanzi resolutions.Hon.Wafula said the monopoly on national medical stores to supply drugs country wide should be dismantledThe deputy speaker said NMS is a government institute in charge of delivering drugs in the country so it can’t be a monopoly.

16/4/14 MOTION SEEKING LEAVE OF THE HOUSE TO INTRODUCE A PRIVATE MEMBERS BILL – THE JUDICIARY (ADMINISTRATION) BILL, 2014.(Hon. Felix Okot Ogong – MP Dokolo County, NRM)Hon.Okot Felix said “The objective is to improve and strengthen the judiciary and enhance its independence.”

Hon.Magyezi Raphael said “reports in the media, all point to strengthening the judiciary, this justifies the need for this law.”

Hon.Ruhinda - the deputy state attorney suggested that the motion should not be passed because government is coming up with a similar bill on the judiciary.

NB: The speaker granted the leave to the MP and the government can work hand in hand with the Hon.MP to bring this bill in one month to the house.

16/4/14 MOTION FOR PRESENTATION, CONSIDERATION AND ADOPTION OF A SUMMARY OF REPORTS OF THE COMMITTEE ON FOREIGN AFFAIRS ON ITS VISIT TO UGANDA’S MISSIONS ABROAD BETWEEN JULY 2010 AND NOVEMBER 2013.(Chairperson – Committee on Foreign Affairs) Hon.okumu Regean said we need to stop under funding the ministry of foreign affairs, and stop embarrassing our missions abroad. Our missions are really in a sorry state.Hon.Bayigga Michael said that the ministers of foreign affairs should tell this house the interest of these missions abroad because it’s always Parliament which travels and reports back to parliament.Hon.Nandala suggested that this debate be re-scheduled to tomorrow and debated comprehensively.NB: The report was adopted but the ministry of foreign affairs was given 3 weeks to come back with a comprehensive report on the status of our missions abroad.

17/4/14 MOTION FOR A RESOLUTION OF PARLIAMENT ON THE INEQUITABLE ADMISSION CRITERIA OF STUDENTS AT MAKERERE UNIVERSITY, KAMPALA.

Hon.Lanyero said Schools around Kampala are the ones who benefit from the 1.5 points for female students. The district quota is based on the population not the less privileged.Hon.Kwizera said it’s discriminative when you have to do a pre-entry exam to study a law course.Hon.okumu suggested that this motion should cover all government universities not only Makerere.Hon.Kabahenda Flavia asked if Makerere is trying to pass a vote of no confidence in UNEB because you may find a student who got 20 points failing this pre-entry and the one of 13 points passes the exam, this is so un fair.NB: motion was adopted and that the minister should take action on the issues in the motion and report back to the house within one month.

INDUSTRY (BAT AND LEAF UGANDA) ON THE TOBACCO CONTROL BILL, 2014.The tobacco industries are not against the bill, they strongly believe that smoking should be regulated hence some provisions in the proposed bill be revised.

15/4/14 COMMITTEE ON LEGAL AND PARLIAMENTARY AFFAIRS MET OFFICIALS FROM OFFICE OF THE PRIME MINSTER ABOUT THE BUDGET FRAMEWORK 2014/15.Hon.Mpuuga accused some officials in the ministry of disaster of being involved in fraudulent acquisition of land for re-settlement in bududa.

Hon.Ogwal asked the OPM to make more detailed reports showing where exactly developments have been made because “we are in a country where bore holes disappear”.

15/4/14 COMMITTEE ON FOREIGN AFFAIRS MET THE MINISTRY OF EAST AFRICAN COMMUNITY AFFAIRS ABOUT THE RESPONSES TO THE ISSUES RAISED BY THE COMMITTEE ON EAC AFFAIRS CONCERNING EAC INTEGRATION IN THE NBFP FOR FY 2014/15.In order to prepare Ugandans for EAC jobs, MEACA has coordinated the processes leading to the harmonization of education curricular and

professional qualifications. To facilitate jobs in the region, MEACA is currently training entrepreneurs and the interested public in Swahili lessons.

16/4/14 COMMITTEE ON PRESIDENTIAL AFFAIRS MET OFFICIALS FROM OFFICE OF THE PRESIDENT LED BY HON.MURULI MUKASA.Hon.Ofwono Opondo told the committee that media houses will give government 1 hour a week to address the nation on matters of importance at no cost.

16/4/14 COMMITTEE ON NATURAL RESOURCES MET THE MINISTRY OF ENERGY AND MINERAL DEVELOPMENT ABOUT THE NATIONAL BUDGET FRAMEWORK PAPER 2014/15.Hon.Kamateeka suggested that areas with cattle keeping should utilize biogas for cooking and areas without cattle should be the ones encouraged to use the energy saving stoves.

16/4/14 COMMITTEE ON GENDER, LABOUR AND SOCIAL DEVELOPMENT MET NATIONAL YOUTH COUNCIL SECRETARIAT OVER THE ISSUES RAISED BY THE COMMITTEE IN THE FY 2012/2013 AND 2013/2014.The council continues to get inadequate funding from the central government. The council annual budgetary requirement is 6 billion shillings, however only 1 billion shillings is allocated by the treasury. Further more out of the 1 billion allocated, only 60% of the money if released by the end of the financial year.

17/4/14 COMMITTEE ON LEGAL AND PARLIAMENTARY AFFAIRS MET WITH JUDICIAL SERVICE COMMISSION ABOUT THE MEDIUM TERM EXPENDITURE FRAMEWORK 2014/2015.Hon.Katuntu asked “according to the president, is there no lawyer fit or worth to fill the chief justice and deputy chief justice posts?”Hon.Ayena Krispus said we lack a proper law that envelopes the interests of the judiciary.

17/4/14 COMMITTEE ON NATURAL RESOURCES MET OFFICIALS FROM NEMA ABOUT THEIR HALF YEAR PERFORMANCE FY 2013/14.Based on the experiences of NEMA-Kenya which has established two e-waste collection centers, NEMA has proposed the establishment at least one collection centre in Kampala where e-waste will be received and toxic components mined before disposal through incineration.A modest budget in FY 2014/15 has been earmarked for the implementation of the e-waste policy and regulations.

17/4/14 COMMITTEE ON COMMISSIONS, STATUTORY AUTHORITIES AND STATE ENTERPRISES MET ALLIED HEALTH PROFESSIONALS' COUNCIL.The council cannot recruit more professionals because of lack funding.Out of 100 cases, 40 nurses were de-registered. 37,555 are registered nurses and 27,252 are licensed nurses and the rest are working illegally.
