THAT Council authorize Environment Canada’s Marine Water Quality Monitoring Unit to conduct an assessment on Ucluelet’s sewage treatment system for the purposes of determining the impact of the system on shellfish harvesting waters in the area.

• Looking to install 10 new spots along Lighthouse Loop with benches, some areas will also have decks; Oyster Jim has already identified the spots

6.3 Councillor Noel

Ucluelet Volunteer Fire Brigade

• Promoted two Lieutenants to Captains: Paul Galloway and Alan Anderson

• Cpt. Anderson played big role in coordinating the brigade’s involvement in Porsche Club events, which raised almost $5900; $25k raised for Fire Brigade since 2009

Central West Coast Forest Society

• Still looking for volunteers for morning counting of the smolts

Tourism Ucluelet

• Recent meeting went well; new chair is Tracy Eeftink; Council still to get back to TU on approval of their budget

2015-148 It was moved by Mayor St. Jacques and seconded by Councillor Oliwa

THAT Council appoint Councillor Noel to serve as Council’s representative to Tourism Ucluelet.

DFO Fisheries Committees for Groundfish & Hake

• Regional fisheries meeting in Port Alberni; Chinook dropped 205k to 127k this year, 60k of which will go to recreation; Area G trollers hit hard with total allowable catch dropped to 49k

• Pacific Salmon Treaty fund still has $17-18M left, originally meant to buy licenses off of various trollers; still needs to be lobbying done from coastal communities to ensure money stays related to fisheries issues and coastal workers/communities (ACRD drafting letter to speak to this); US-Canadian treaty coming to an end in 2018, negotiations to begin anew in 2016

• Mixed forecast on Coho; found warm water ‘blob’ 2-3 degrees above normal temperature off coast, will be bad for salmon returns; sockeye has a good forecast at 1M pieces, with possible early run; chum has low numbers and no commercial interest

• Dennis Chalmers from Province reported there is now a Seafood Secretariat regarding fisheries, chaired by Ministry of Agriculture, with other ministries represented; is a step in right direction

• Hake allocated at 114k metric tonnes; Russian embargo still hurting market, with poor sales in Brussels this year; at most, processors can use 80,000t so are looking to get joint venture factory ship to take 30k

• Shrimp at 42M pounds; lots of interest in China for shrimp; have 42 out of 132 licensed boats out fishing; Ucluelet Harbour Seafoods already processing shrimp; challenge is reducing bycatch, but Canada doesn’t allow use of lights for fishing, so are looking into pilot project for alternative methods

• Don Hall from Tribal Council spoke to seriousness of getting involved in the use of remaining Salmon Treaty funds before the treaty expires; justification trial for NTC fisheries will resume in Ahousaht in Autumn 2015

• West Coast Aquatic has new centre opening at Harbour quay; looking into how they can rehabilitate the Kennedy Lake sockeye run

Alberni-Clayoquot Regional District

• West Coast Aquatic presented on spatial mapping, which is completed from Barkley Sound inlet to Tofino; map broken into 25 zones using Google Earth as a platform; will be able to report on activities and licensing, eel grass locations, etc.; will be interested in seeing results for Ucluelet

• Board meeting on gas tax strategic funding for Long Beach Airport, will have more information in Autumn

• West Coast Committee meeting on May 14; reported that tsunami detection device installed at airport; has greater range than anticipated at 110km, measuring surface currents; committee will connect the feed to their website - should be a good tool for surfers, too; Mark Fortune reported that cutting is virtually complete at airport, with particular focus on Grice Bay Rd

Groundfish Development Authority

• Special industry caucus meeting on May 20; reviewed GDA’s budget

• AGM to be held May 29

Community Forest

• Last document with lawyer for review; once review is complete the application will go forward

Parks Canada

• Recent phone meeting with Jim Morgan to go over plans for the Pacific Rim Visitors Centre; have draft plan for inside, will see next week; afterwards, should have work plan and timeline

• Drafting renewal contract, to be signed soon

• Flags will be replaced this coming week

8.1 Proposal to Amend CS-7 Zone to Include “Personal Services” as a Permitted Use John Towgood, Planning Assistant

2015-151 It was moved by Councillor McEwen and seconded by Councillor Oliwa

THAT Council approve recommendation 1 and 2 of the “Proposal to amend the CS-7 Tourist Commercial & Residential zone to include “Personal Services” as a permitted use in section CS-7.1.1(1)” report, which states:

1. THAT Zoning Bylaw No. 1183, 2015 be given First and Second Readings; and,

2. THAT Zoning Bylaw No. 1183, 2015 be advanced to a Public Hearing.

THAT staff be directed to apply for the Canada 150 Community Infrastructure Program grant before the deadline of June 17, 2015 for the Skateboard Park.

10. NEW BUSINESS:

10.1 Councillor Oliwa

� Clr. Oliwa noted student projections for Elementary school is 190, and Secondary school is 149; staffing hours on a per child basis; looking at four 5hr EA positions and shared administration between schools; lots of events wrapping up: Beach Day, Aboriginal Day; just had track and field day, big success

� Clr. Oliwa requested that, if not already done, that 2013 financials be forwarded to the Harbour Advisory Committee until the 2014 numbers are ready

� Clr. Oliwa inquired as to the process for Council’s approval of Tourism Ucluelet’s budget; Mayor St. Jacques proposed that Council individually review and speak to it next week

2015-155 It was moved by Councillor Oliwa and seconded by Councillor McEwen

THAT staff be directed to send a letter in support of the residual Pacific Salmon Treaty funds remaining allocated for use by coastal communities.

10.2 Councillor Noel

2015-156 It was moved by Councillor Noel and seconded by Councillor Oliwa

THAT staff be directed to send a letter to the owners of Howler’s Family Restaurant and the old #1 building to thank them for their efforts in updating and beautifying the buildings.

10.3 Councillor McEwen

2015-157 It was moved by Councillor McEwen and seconded by Councillor Noel

THAT the District of Ucluelet rekindle its membership with the Vancouver Island Economic Alliance group.

Would you please consider this request to grant an exemption to the Cemetery Bylaw to allow the placing of an above-ground granite headstone in memory of my late husband, Lorenzo Corlazzoli.

As indicated on the attached diagram, the headstone would be l 6" tall , 28" wide, by 6" deep, mounted on a base. We will be rounding the corners as shown in the photo. The extra size will allow us to mount a photo and have a picture of our local mountain range.

I hope that this meets with your approval, and feel that it will serve to compliment the surrounding grave sites in this area.

I am responding to your letter of March 10, 2015 , concerning the Junior Canadian Rangers (JCR) Program in Ucluelet.

I very much appreciate your kind words regarding the support provided by the Department of National Defence (DND) to the Ucluelet JCR Patrol. The JCR Program owes its success to the dedication of local residents and Canadian Armed Forces members who support and provide mentorship to JCR youth. I was delighted to learn that the Ucluelet patrol is directly suppo1ted by 16 members of your community with an excellent mixture of Canadian Rangers, Adult Committee volunteers, and parents. It is also my understanding that the District of Ucluelet provides free meeting space for the JCR Patrol. This outstanding support clearly demonstrates the community's dedication and desire to ensure the continued success and growth of the JCR Program.

As you may already be aware, the Ucluelet Patrol participates in numerous activities conducted in your community, such as the Edge to Edge Marathon, Ukee Days, the Whale Festival, and Remembrance Day events. These events form part of the life and traditional-skills component of the JCR Program. Further to this, in concert with the Ucluelet Canadian Rangers Patrol, the Junior Canadian Rangers develop other integral skills such as first aid, HAM radio certification, and search and rescue. I am proud to aclmowledge that Ucluelet Patrol members are becoming the leaders of tomorrow, which will make your community even more successful in the future.

The supp01t your community provides to the Ucluelet JCR Patrol, in partnership with ONO, is a sterling example for other youth programs.

My name is Courtney Johnson and I'm writing in regards to painting a mural on the wall next to Image

West(located at 1932 peninsula Rd.) In Ucluelet.

The mural is planned to be painted on July 1st, 2015 by one or more experienced artists selected by PRAS (as

PRAS is sponsoring the costs of this project).

Only the wooden archways in the wall are planned to be painted. The murals will be tasteful and west coast

themed. The purpose is to make a beautiful art piece to be enjoyed by the community. Please note, There is no

advertising intention for image west gallery in this project.

NOTE FROM STAFF: Pacific Rim Arts Society (PRAS) is sponsoring a mural painted on the wooden archways in an abandoned concrete wall located at 1920 Peninsula Road. The proposed purpose of this mural is to make a beautiful art piece to be enjoyed by the community. - Murals are controlled by the Sign Bylaw No.1060, Section 3.23.4: In order to determine and ensure appropriate visual content and suitability, approval of the design and location of a painted wall sign and/or mural is required from the Bylaw Enforcement Officer prior to erecting, painting, or applying a painted wall sign and/or mural. If the visual content is determined to be questionable by the Bylaw Enforcement Officer, the sign application shall be brought forward to Council for review. - Unless Council indicates that it would like more information on the proposed mural, the Bylaw Officer will work directly with PRAS on the Mural’s approval.
