What about pizza boxes?

• Ok, you got us. Dirty pizza boxes are not recyclable because the oil from the cheese contaminates the paper, making it useless for recycling. This is true for dirty paper plates as well. Clean cardboard is what we are talking about.

What else isn’t recyclable?

• In addition to food-contaminated pizza boxes, some types of cardboard are waxed or coated in plastic. Other than cartons for milk or soup or Tetra-Pak containers, most paper with plastic coating is paper trash. Examples include containers for take-out of food and frozen foods.

Gaviota Plan Reaching Another Milestone by Andy Mills

The Gaviota Plan is now reaching another milestone with the scoping of the environmental analysis underway for comments and a hearing in February. In addition, back in December, the Board of Supervisors ordered that the Incen-tives Program, which had been effectively stripped out of the Plan by the Plan-ning Commission, be resurrected and put back in the document so that it could be included in the environmental review.

Many of you recently received a Notice of Preparation of the Environmental Impact Report via e-mail or regular mail from the county. This is a very impor-tant step, especially with respect to alternative proposals for certain desirable policies, such as the Incentives Program mentioned above, that were weeded out in the planning commission review process, or simply rejected. Examin-ing those policies is a way to provide a second look at them. If they are not included in the environmental document, it will be far more difficult to try to implement them in the future.

Because the Board of Supervisors resurrected the Incentives Program to be included in the Gaviota Plan, there is an excellent opportunity to provide input into the Incentives via the updating and refinement process currently underway. The cornerstone of that process is an Incentives Subcommittee of the GavPAC, which is working hard to expand and refine that program.

The idea of the Incentives Program is that if a landowner is willing to do some-thing of greater environmental or public benefit than is currently required, in exchange for this benefit the landowner would be entitled to additional uses that zoning or other land use policies may not currently allow. These incentives are classified in a manner that acknowledges their intrinsic value, which goes beyond mere monetary value. The Incentives subcommittee has created a se-ries of classes of “Incentives” that would be paired with one or more “Actions” or trade-offs.

The classification begins with Class A, the highest and most desirable menu of actions and incentives. The classification also includes Class B, the second most desirable category, with actions and incentives that are major but of less magnitude than those set forth in Class A. A landowner who implements an action from one of these classes, as confirmed by County staff (with no County processing fees to the landowner), is entitled to select an incentive from the

Agriculture within the RPA and Common Area EasementChairman Ohlmann summarized the previous meeting’s discussion of proposed agriculture within the Restricted Private Area (RPA) and Common Area (CA). A lengthy discussion followed.

Determination: The Committee directed staff to place parcel 17 on the November Board of Director’s agenda for direction from the Board of Directors regarding the proposed agricultural project within the RPA and CA.

Parcel 127The Committee gave final approval of the proposed main resi-dence/garage and guest house and detached garage development plans, with conditions.

December 14, 2013 Minutes

HRDC, Chair, Vice Chair Commitment for 2014Linda Taylor agreed to be Vice Chair of the HRDC in 2014, and Kent Mixon committed to continuing on the 2014 Design Com-mittee.

Staff note – Kate Dole, landscape architect emailed that she would also continue on the 2014 Design Committee.

Agriculture within the RPA and Common Area Easement Chairman Ohlmann summarized the discussion of agriculture within the RPA and CA at the November 16, 2013 Board meeting.

Parcel 17The Committee gave final approval of the proposed lavender agri-cultural project, along with fencing and irrigation, with conditions.

Parcel 53The Committee gave final approval of the proposed landscaping at the garage development site, with conditions.

Storage ContainersThe Committee discussed the effects of industrial looking storage containers. A staff report reviewed by the Committee indicated the Coastal Zoning Ordinance of the Land Use and Development Code deemed storage containers exempt from permits if they are used for storage, and valued at less than $2,000.

Determination: The Committee’s consensus was storage contain-ers should be reviewed in the same manner as proposed structures and adhere to design guidelines.

Parcel 101 – Preliminary Approval ExtensionInformational – Staff granted a 2-year preliminary approval exten-sion for parcel 101’s main residence/garage development plans, expiring 12/4/15.

Parcel 115The Committee gave final approval of a proposed shed, 2 water tanks and water line, with conditions.

menu of incentives that fall into the same category, or, two incentives from the lower category. For example, the property owner who implements a Class A action may choose an incentive from among all of the Class A incentives, or the property owner may choose two Class B incentives in lieu of one Class A incentive. For example, in return for a second dwelling unit, a property owner would agree to a deed restriction or conservation easement promising not to expand development, or to sub-divide, in the future. Or, a major habitat restoration project could be traded for certain commercial uses such as farmstays. (This later example, of course, does not apply to Hollister Ranch because it is not allowed in our CC&R’s, but it is important to many of our neighbors.)

As uses through the years tend to diminish with each down-zoning – of which the ranch has experienced three – the Incentives offers a way to recover some of these lost uses in return for something that provides a commensurate public or environmental benefit.

The Ranch has been working very closely with our ranching neighbors and other neighboring property owners, as well as the County Agricultural Advisory Committee, to identify the issues most important to all of us, and, to present a united front in advocat-ing for our collective position.

Gaviota Plan - continued from page 3 Jack MoriartyJohn “Jack” Brien Moriarty passed on 1-10-14, after struggling with esophageal cancer. Jack spent most of his life doing just what he wanted to do; he surfed, flew planes, travelled to far-away adventurous places and for more than 30 years called Hollister Ranch his home. He will be remembered by all of his friends as a generous free-spirited soul, who loved the simple pleasures in life. In the month before his final days at Serenity House in Santa Barbara, Jack travelled to Hawaii, thanks to funding from the Dream Foundation. While on Kauai with a few friends, Jack rallied and had his last mini-adventure where, among other things, he piloted a Cessna 182 and flew around the island, partied with the locals and lounged on the beach at Hanalei Bay, drinking a few “rum & coke” concoctions and an occasional Coors light!

Friends are asked to make a charitable donation, in memory of Jack, to either Dream Foundation (www.dreamfoundation.org) or Serenity House (www.vnhcsb.org), so that these worthy charities may continue to provide other deserving individuals with the opportuni-ties and the dignity they deserve in their time of need.

There will be an informal gathering and barbeque at San Augustine’s cabana on a date and time to be announced.

HR Fire Co. Looking for Volunteers

The Hollister Ranch Fire Co. is continuing to evolve and is always looking for community members who would like to volunteer. If you want to be notified of upcoming training, call or email the Ranch Office: (805) 456-7055 [email protected]

Hollister HawkFire Safety Information The drought is upon us this winter. Unfortunately, it places us in year round fire danger at Hollister Ranch. We have had numerous “Red Flag” days recently at the Ranch. That means fire officials notify the public of extreme wildland fire potential due to dry brush and grass, high winds, and very low humidity. Brush fire conditions are a real and urgent possibility this winter, so we need to be well prepared.

There are several things that you can do to enhance your safety and survival on the Ranch:1. Make sure your vehicle and home have a fire extinguisher and first aid kit. Have them ready at a moment’s notice when needed.

2. Be prepared to be on your own for 3 to 5 days. Your Disaster Kit should include food, water, medicines, flash light, portable radio, toiletries, toilet paper, leather gloves, safety glasses, shovel, wrench, waterproof matches, and sleeping bag(s). Be creative and add addi-tional items for your personal needs as well.

3. When cutting brush and grass have a fire extinguisher ready should you spark a fire. It is best not to cut grass or brush on a windy day but in the morning before it gets real dry and windy.

4. Make sure you can call 911 in an emergency. Make sure all in the family know how to get out of the home. Ensure guests are included, and they know your address when calling 911.

5. Have a meeting place outside of the home if your home catches fire.

6. Make sure you have signed up for “Reverse 911”. You can put in your home phone number as well as your cell phones by signing up on http://www.sbsheriff.org/reverse911a.html

7. Ready, Set, Go – For Wildland Fires

a. Ready - Be ready if a fire occurs. Grab only essential items if time permits. Know in advance what you will take. Have a go pack ready in your car at all times. Be extra careful and prepared if a “Red Flag Day” is declared & make all people and pets ready to go.

b. Set – Monitor Fire Weather. If a fire occurs, turn the vehicle pointed out & be prepared to evacuate.

c. Go - Leave early when directed by a public official; If you are threat-ened by the fire leave immediately if directed or not.

8. The Ranch office has pamphlets on fire safety and a Cal Fire video on home fire safety. Stop by the office and pick them up.

Please be prepared to evacuate the Ranch on a moment’s notice. If the order is placed, do not hesitate as your life may be in dan-ger. Have your car pointing in the direction of the exit; load only essential items and go.

The best method to stop a fire is to prevent one from starting in the first place. Your safe acts are critical to getting us all through this coming fire season. Do not think of smoking in the brush. Do not light fires in the brush in unapproved campsites. The only approved sites are those that are first approved by the Ranch Manager. Please, please do not drive off road. The under car-riage of your vehicle can and will light a fire that you will not be able to control. The multiple millions of dollars to suppress the fire will be given a bill to you and your insurance carrier.

Should you see an unsafe act, please call the Gate and notify them. If we are in an Extreme Red Flag Alert, you should get out of the high fire hazard area in advance of a fire. Red Flag Days are posted at the gate!

Hollister Ranch Tidepool School The Hollister Ranch Tidepool School is well known to most Ranch owners and is the preeminent program under the HR Conservancy’s educational access program.

The HR Tidepool School program began to develop soon after the start of the HR Conservancy in 1989, and the establishment of the Shoreline Preserve, the 2.2 mile protected intertidal area stretch-ing from the eastern Ranch boundary to the western point at Alegria Beach. Since 1995 we have been very fortunate to have Wendie Kruthers, a Ranch owner and volunteer, who manages the Tidepool School. Wendie keeps the program running smoothly and has made many improvements over the years. The program is open to schools County wide (and beyond) and always has more requests from schools than we can accommodate—because of the limited number of low tides that come at the appropriate time of day for schools and be-cause of the carrying capacity of the tide pools (over use can be detri-mental to the resource). The Tidepool School program is a structured educational experience, not a recreational outing. Wendie works with the teachers, provides related materials, recruits the docents—mostly graduates in Marine Biology from UCSB and also volunteers from Ty Warner Sea Center—and coordinates all of the trips.

Everyone on the Ranch takes pride in the Tidepool School, but how many of you know where the money comes from that supports this

program? Funding for the program originally came from dona-tions to the Conservancy. But as the Tidepool School has grown and improved, so has the need for more money to pay the costs. The answer to this dilemma came in 2008 when the John S. Kiewit Memorial Foundation accepted our request to fund the Tidepool School program. John Kiewit and his wife Lin-da were active owners (Parcel 106) contributing to the Ranch throughout the 1990’s. With John and Linda’s passing, Ralph and Oralee Kiewit (John’s parents) established the Foundation in 2000. There is an excellent web site for information about John and the Foundation at: www.kiewitfoundation.org and we urge you to visit it.

The Kiewit Foundation has donated between $5,000 and $15,000 annually, as needed, to maintain and grow the Tide-pool School’s educational program for grades 3 through 12. Additional funding in the last 3 years has come from Kappy Wells an owner on Parcel 73. The program’s costs are primar-ily for docents, related materials for the teachers and buses for schools that do not have adequate funds. The Tidepool School has no paid administrative costs, as the program is run by volunteers. The Conservancy is extremely grateful for the continued support the Kiewit Foundation and Kappy was shown for the Tidepool School and for Wendie’s commitment to this important program. Dudleya Lanceolata A perennial succulent native to central and southern California is found in clumps on rocky slopes from Big Sur to the Mexican border.A very adaptable plant, growing in light sandy soils, medium loamy soils and heavy clay soils. It does most of its growing in the winter and spring months and is often dormant in the summer months. Supplemental water should be provided in the summer.

Its common name is lanceleaf live-forever or rock lettuce. The flowering stalks are up to 20 inches high with yellow, orange, pink, or red flowers, blooming from May through July. In the wild, Dudleyas can be found on north-facing exposures or at the base of established plants where they are protected from summer heat. Hummingbirds and butterflies are attracted to the flowers. They are ideal for rock gardens, rock walls, as a garden accent, and in con-tainers. Dudleyas grow best if planted at a slight angle to avoid rot in the center of the rosette and in partial shade to full sun exposures.

Oak Tree Program Meets Drought Reality

The HR Cooperative is gearing up to begin a multi-year oak tree planting program with support from the Coastal Ranches Conservancy. But the planting program is slow to get off the ground this year because the drought has stopped our local oaks from producing any acorns. It is important to plant local acorns so that any special adaptations that local oaks have made to the Ranch environment are preserved in future generations.

While planting cannot occur until acorns appear and can be col-lected, the project is busy gathering the necessary materials. Each new tree will be enclosed in a “vaca” wire cage to keep cattle and deer from munching the leaves until it reaches about 6 feet in height, when the cage can safely be removed. Cages are constructed of wire mesh field fencing held in place with 2 or 3 metal “T” posts.

WATER USE ALERT Due to several years of below average precipitation and disappointing rain totals in 2013 (46% of normal), the supply of water on the Ranch is limited.

Since specific geological formations on the Ranch make it hard to predict the quantity of water held in the aquifers, it is important for all Ranch owners to conserve water. Vigilance is the most effective tool along with the repair of any obvious leaks. For example, a one gallon per minute leaking toilet can waste up to 1,440 gallons per day.

It is imperative that conservation efforts begin immediately, which means all outdoor watering and other non-essential water use should be curtailed or restricted. Given the un-predictability of water quantity versus water use, the current situation could change, leading to a dramatic reduction in available water, and there may be a need for further conser-vation measures.

The following are indoor and outdoor conservation tips:

Indoor Conservation TipsReplace Your Old Water-Hogging Toilet, the largest Water User in Your Home. If your home was built before 1992 and it still has its original toilet— then you probably have a water hog! Today’s ultra-low-flush toilets are modern, efficient and come in many stylish colors.

Stop Leaks. Studies have shown leaks can silently drip 10% or more of your water and your water bill silently down the drain.

Replace your Clothes Washer, the second largest water user in your home. The latest Energy Star rated washers can use half the water and energy of older machines. This saves you money on both energy and water bills.

Use Full Loads in Your Dishwasher and Clothes Washing Machine. Because dishwashers typically use 12 gallons per load and clothes washing machines 40 gallons, run only full loads to save on water use. In addition, new high-efficiency, front-loading clothes washing machines save energy, elec-tricity and water.

Outdoor Conservation TipsDon’t Over Water Plants and Lawns.

Did you know that most people overwater their landscaping? Too much water harms plants and wastes water. Most water is wasted in months prior to or just after the rainy season when intermittent rains occur.

Get a Rain Sensor.

Rain sensors automatically shut off your irrigation timer when it rains, preventing unnecessary watering. Goleta Water District is offering rain sensors while supplies last. For more information call (805) 964-6761 Ext 643.

Plant the right plants.

A new water wise gardening CD-ROM is in production to help you choose water saving plants for your landscape. The CD will feature a searchable database. Call 964-6761 Ext. 643 for more information.

Water Landscaping During Non-Daylight Hours.

Set your timer for the early morning or late evening for best results.

Adjust Sprinklers and Timers and Stop Leaks.

Check your sprinklers and timers monthly to save time and water. Adjust your sprinkler for proper aim and check for clogged nozzles. If you water by hand, set a timer to remember to move the sprinkler promptly. If you have an older irrigation system as much as 75% of your water can be lost to leaks.

Replace Old and Inefficient Sprinkler Heads with Efficient Rotat-ing Nozzles.

Choose Native Plants and Use Water-Smart Landscaping De-sign.

A water-smart garden features plants that do well in our local envi-ronment. These plants can be beautiful and use less water. Plan your plants, irrigation and design for maximum water savings and plant health.

Mulch, Mulch, Mulch.

A two or three-inch layer of shredded wood or other mulch slows evaporation, cools and protects the soil and keeps down weeds, and it looks great, too. The County of Santa Barbara offers free mulch to area residents. Visit www.lessismore.org and check out the Mulch Program under Yard Waste.
