The Purchasing Exchange The Official Newsletter of the Arizona State Capitol Chapter of NIGP
President’s Message by Teena Ziegler, CPPO, CPPB
M ar ch / Apr i l 2 0 1 9
Dear AZNIGP Members,
Traditionally April marks the beginning of
flowers which are the first signs of spring and
from a Procurement stand point, the mad rush
to empty budgets. During this time period,
professional attributes like persistence, disci-
pline and patience can help us navigate the
typical demands that programs will send our
way. NIGP developed and adopted a series
of values and principles that can be used to
help support Procurement staff during all
Procurement cycles. The NIGP “Principles
of Public Procurement” was created to help
Procurement Officials during times like now
to “shape, empower and elevate” our work.

principles
NIGP developed six categories and call them
Values: Accountability, Ethics, Impartiality,
Professionalism, Service and Transparency.
Each Value is accompanied by a set of prin-
ciples to help guide us toward that Value.
During the next six months, I ask you to send
me ideas or stories to share on your experi-
ences with each of these categories. With
your help, lets high lite what is working at
your office or share stories on how your team
practices one of the values mentioned above.
The first Value, Accountability is defined as
“taking ownership and being responsible to
stakeholders for our actions which is essen-
tial to preserve the public trust and protect
the public interest.”
How do we hold ourselves accountable?
More often than not, people want from me a
decision. That decision is normally going to
be based on two factors, the experience and
expertise that I have about the law, and my
own research. The research part requires
time, therefore I have a set time in my mind
that I try to have that issue resolved. As a
manager I am responsible for the actions of
my staff and on a very personal level, I feel
my behavior should never embarrass the
class of procurement people that I associate
or work with. That belief and my behaviors

are the corner stones that help me to be accountable. I am not competing with anyone, I am becoming
the person I want to be. The procurement strategies that we develop for our stakeholders will ultimate-
ly show not only the value of our work, but most importantly, it will show that we can be trusted.
The tools we use to show our principles, whether through our matrices or solicitations are only some of
the many ways we demonstrate to the public that we do not take their trust for granted. I hope everyone
had a great time celebrating Procurement Month and took the time to share with your agency, school,
city, town or county the Professional people that you are and the significance of your work effort.
During the next two months there are members who are studying to take the CPPB/CPPO certification
test – We wish you the best! We have two National NIGP classes available for CEU credits.
(www.aznigp.org) May Luncheon Business Meeting on May 14th and we have two events for causes
related to charity. Pat’s Run on the 27th of April and Helen’s Hope Chest will be having an open house
for NIGP members. Check out their video -

Finally, as Procurement Officers we know that we have opportunities every day to share new ideas, do
our own research to improve our own knowledge and develop better relationships with our internal cus-
tomers. However, sometimes it is not enough. I leave you with a piece of music by the group called
“The Piano Guys” who might inspire you more with the music piece, “Begin Again.”

Have a great Spring Break, Passover, Easter, Ramadan Holiday and a very American Cinco de Mayo –
all of you deserve it.
Teena Ziegler, CPPO, CPPB—2019 AZNIGP President
Did You Know?
Arizona’s Department of Transportation (ADOT) is taking extensive
measures to keep our highways safe from wrong way drivers. In addi-
tion to installing the first-of-its-kind thermal camera detection system
on I-17, ADOT wants drivers to know that the traffic control lights lo-
cated on the on-ramps will remain “RED” when a wrong way driver is
detected on the road ahead.
Drivers should be cautious and try not to continue onto the highway.

HELEN’S HOPE CHEST
AZNIGP’s 2019 goal is to provide Helen’s Hope Chest with
3000 filled Christmas stockings. We need everyone’s help to
reach this goal. We currently have 33 stockings. Please bring
any stockings and/or stocking stuffer items to any chapter
meeting or feel free to contact any member of the outreach
committee to arrange a pick up.
A very grateful thank you to Sarah
Sharp from WIST who donated the
school items seen below. These were
given to Helen’s Hope Chest to sup-
port their “Back to School” drive.
