He also underscored the critical role which CESOs can and should play in ensuring that the Agreement will be successfully implemented. Noting that CESOs provide the needed policy and program continuity, as well as the managerial leadership and expertise in running the bureaucracy, Secretary Sadain urged the conference participants to take on their share of governance in support of development efforts for Muslim Mindanao. became the second elected National Union of Career Executive Service Officer, Inc. (NUCESO) President and Executive Vice President, respec-tively during the NUCESO General Assembly on November 15, 2012 at the 11th Annual CES Conference at the Garden Orchid Hotel in Zamboanga City. The newly elected NUCESO Officials took their oath of office before Zamboanga City Mayor Celso L. Lobregat during the fellowship night of the said CES Conference entitled “Zumba, Samba sa Zambo”.

The NUCESO constitution and by-laws provides that the President

and the Executive Vice President shall be elected at large every two (2) years during its annual meeting. The two-year term of outgoing NUCESO President Corazon C. Davis, CESO II and Executive Vice President Rosalina L. Bistoyong, CESO I will expire at the end of the year. Director Alquiza is currently a member of the NUCESO Governing Board of Trustees, being its immediate past President for CY 2009 and 2010 and formerly the President of the Cordillera Administrative Regional Executives (CARE) (2006-2007). He holds a Bachelor of Science in Civil Engineering degree from the University of San Carlos

CESOs troop to Asia’s Latin City...

T he 11th Annual CES Conference concluded last November 16, 2012

was a memorable event to the many CESOs and third level eligi-bles who attended the three-day learning sessions. Aside from the warm welcome from Zamboanga City Mayor Celso L. Lobregat, the conference started the 2nd and

3rd day with the simultaneous wellness activities such as Zumba Dance at the Orchid Ballroom and Yoga for Health at the Yakan Function Room, Garden Orchid Hotel, Zamboanga City.

The participants actively

joined the forum on Triple Bottomline of Governance for Sustainable Growth. The forum

gave emphasis on the topic “From Jobs to Green Jobs: Transition Imperatives” that was substan-tially discussed by the Executive Director of the Institute for Labor Studies of the Department of Labor and Employment (DOLE) Cynthia R. Cruz, CESO III, Department of Environment and Natural Resources Assistant Secretary Daniel M. Nicer,

and PHIVOLCS chief Rene Solidum served as a platform for sharing leadership challenges and tips for mustering organizational support to ensure successful innovations and collective endeavors in their respec-tive fields. Moderated by DSWD Director Marge Sampang, who is also a past Gawad CES awardee, the learning session proved to be an oppor-tunity for drawing insights on how CESOs as leaders can continuously hone their leadership and managerial competence.

The first day of the Conference culminated in the Annual Testimo-nial Dinner, honoring one hundred thirty graduates of this year’s Executive Leadership Program. The CESB also led the Pagpupugay at Pasasalamat rites to honor compulsory and optional CESO retirees from various agencies. Another highlight of this year’s Dinner was the moving testimonial for outgoing NUCESO President, DENR Assistant Secretary Cora Davis.

CESB Executive Director Tonette Velasco-Allones and the Board’s Chairman, Tony Kalaw, led the solemn Opening Rites and the Annual Testimonial Dinner.

Participants lauded the very efficient and helpful support extended by this year’s confer-ence host, the Regional Executives Associat ion of Western Mindanao, under the leadership of CSC Regional Director Macy Alfaro-Sahi.

CESO II, who talked about the environmental aspect and National Economic Development Authority Regional Director Severino C. Santos, CES Eligible and a 2009 GAWAD CES Awardee, who shared his knowledge on the economic aspect.

The National Union of Career Executive Service Officers, Inc. (NUCESO) also had its General Assembly on

the second day. NUCESO President Corazon C. Davis, CESO II gave her report during the plenary session while Office of the President Assistant Executive Secretary Lynn-Danao-Moreno, CESO II delivered the Treasurer’s Report. Various issues and concerns where also discussed during the plenary session.

A Fellowship Night dubbed as “Zumba, Samba sa Zambo” was also held which served as a great opportu-

nity for fostering friendship and camaraderie among members of the CES community. It was a night of singing and dancing as the participants went to the dance floor and enjoyed the evening. Mayor Lobregat also joined the crowd of CESOs in enjoying that wonderful night.

The 3rd and last day of the conference started with simultaneous leadership and wellness sessions. The

women participants trooped to the Subanen Function Room to better understand their women psyche and rediscover their wild woman from within with the enlightening views of Sophia Sim-Bate of the Carl Jung Circle Center. On the other hand, the men’s session was facilitated in by Dr. Romulo S. De Villa of the National Kidney Transplant Institute who tackled health and wellness issues experienced by men at their midlife.

The learning session was ended with a plenary session with Resource Person Rev. Fr. Albert E. Alejo, SJ of

Ateneo de Zamboanga University who gave valuable insights on living the meaning of public service. The REAWESMIN also prepared a City Tour for the delegates for them to experience the natural attractions

and visit the historic places in the city.

T he Career Executive Service Board (CESB) paid homage to the late Department of the Interior and Local Government (DILG) Secretary Jesse Robredo through a special CES CiRCLE Dedication enti-tled “Inspiring Leadership, Inclusive Governance”: Our Jesse Robredo GABAY Stories, last 28 Sep-tember 2012 at the Bayleaf Hotel, Intramuros, Manila. A total of seventy-two (72) Career Execu-

tive Officers and Eligibles attended what was hailed as the “CiRCLE Talk Show”. The said event was conceptu-alized by DILG Undersecretary Austere A. Panadero and CESB’s Executive Director Maria Anthonette Velasco-Allones as they were reliving their fondest memories of the late Secretary.

In 2009, Naga City was chosen as the laboratory site for the Community-Organizational Attachment Module of the Gabay ng Paglilingkod Course of the CESB’s Executive Leadership Program. Sec. Robredo who was then Naga’s Chief Executive, presented the City’s Roadmap for sustainable growth and develop-ment, and was present during the presentation of the groups’ terminal reports. D ayon! Exclaimed the eighteen (18) participants of the recently con-

cluded eighth and last CiRCLE Forum for 2012: entitled “Harness ing ICT fo r e -Governance” held on 24 October 2012 at the Bethel Guest House, Dumaguete City.

Despite setbacks brought about by typhoon Ofel, the forum continued with the warm support of Dumaguete City Administrator William E. Ablong who gave the welcome remarks. Career Execu-tive Service Board’s Deputy Executive Director, Atty. Arturo M. Lachica graced the occasion

and opened the forum.

National Computer Center‘s Assistant Director for e-Government Fund Management Office Ms. Elsa “Echie” J. Bautista gave a presenta-tion on “ICT Policy and Flagship Projects in the Philippines”. Ms. Echie likewise filled-in for Ms. Maria Juanita R. Macapagal’s presentation on “ICTs, e-Government, e-Governance and Public Service”, the other resource person who failed to make it to the forum due to the typhoon.

The conduct of the forum was made possible through the support of

the Association of Regional Executives in National Agencies – Region VII and Regional Director Ananias M. Villacorta and Assistant Regional Director Elias F. Fernandez, Jr. of the Department of the Interior and Local Government Region VII.

“Good activity to develop camaraderie among CESOs in the Region!” remarked one of the participants as the forum was con-cluded.

Three hundred eighty-five (385) CESOs and eligibles nationwide have attended the forum since January of this year.

Robredo was being a “Man in a Hurry”; Ms. Helen M. Dumayas of the Department of Budget and Management, Ms. Karina Rosa S. Tiopes of the Department of Tourism, and Dr. Enrique A. Tayag of the Department of Health. Dr. Tayag remembers how the late Secretary was generous in sharing his technical-know-how and leadership skills. To spice up the event, Dr. Tayag ren-dered a dance number to the beat of One Direction’s “What Makes You Beautiful”, to the delight of the crowd. In her speech, Executive Director Allones branded Sec. Robredo as a “Man of Great Strategic Vision” who did things with great humility. As the CiRCLE came to a close, Usec.

Panadero gave this remark: “Everyone has a Jess Robredo spark; the challenge is how to propagate this and inspire others”.“I was able to gain addi-tional insights on the many best practices of the late Sec. Jesse Robredo through the eyes of CESOs. These are excellent points of replication,” noted one of the .participants.

CESB Conducts Fellowship Lunch and CES Liaison Session with HR Public Managers

T he Career Executive Service Board (CESB) has successfully gathered Human Re-

source (HR) Public Managers and Career Executive Service (CES) Coordinators from various government agencies on October 10, 2012 to discuss the latest updates on CES policies and pro-grams at the Bay Leaf Hotel in Intramuros, Manila.

The Fellowship Lunch and

CES Liason Session is a continu-ing activity of the CESB which aims to revitalize ties with HR Public Managers from various government agencies. It also provides them regular updates on the latest CES policies and programs, and shares with the participants the current trends on strategic human resource transfor-mation on various executive development programs.

Dr. Kelvin Lee, who is the Head of the Graduate Programmes-Lee Kuan Yew School of Public Policy- National University of Singapore, explained during the Lee Kuan Yew information session that the poli-cies, requirements, procedures and schedules governing their Master in Public Policy (MPP) and Master in Public Administration (MPA) programs. The 2-year MPP programme is designed for young profes-sionals with up to 5 years of work experience who seek rigorous education and training in public affairs. It provides students with a strong foundation in policy analysis, programme evaluation and management in the public, private and not-for-profit sectors and prepares them for professional career related to public service. The 1 year MPA programme provides an intensive, interdisciplinary course of study for experienced mid-career professionals with 5-15 years of work experience who wish to work on increasingly complex issues shaping national, regional and global policies and projects.

the welcome remarks and presented updates on CES policies and pro-grams particularly those concerning the CES coverage and ranking system, rank policies (original and promotional appointment), CES eligi-bility process and standards, lifelong learning and career development, performance management and promotion of morale and welfare, and the CES governance structure. An open forum ensued with Executive Director Allones and Deputy Executive Director Arturo M. Lachica, CESO II responding to the issues, concerns and requests of the participants.

CESB keeps ISO Certification

T he Career Executive Service Board passed the ISO 9001:2008 audit for the third

straight year covering its Eligibil-ity and Rank Appointment processes.During the second surveillance audit conducted by the TUV Nord on November 19, 2012, the CESB was noted to have successfully fulfilled the requirements of the Standard. The CESB obtained the ISO Certifica-tion of its Eligibility and Rank Appointment Processes in

October 2010.

Earlier this year, His Excel-lency Benigno S. Aquino III presented the Plaque of Recogni-tion to CESB and fifty-nine (59) other ISO 9001 Quality Manage-ment Systems certified govern-ment agencies in a Recognition Ceremony in Malacañang.

The adoption of Quality

Management System is mandated under Executive Order No. 605 of 2007, “Institutionalizing the Structure, Mechanisms, and

Standards to Implement the Government Quality Manage-ment Program”.E.O. 605 directed all government agencies to establish and institutionalize a quality management system as a strategy to promote transparency and accountability in governance.

The CESB’s ISO Certification signifies the CESB’s continuous commitment towards providing quality service to CES aspirants and CESOs.

“Change Leadership Workshop”

H URIS Inc. con-ducted the “Change Lead-ership Work-

shop”, a CESB-accredited train-ing, on October 8-9, 2012 at the St. Giles Hotel in Makati City. The workshop was facili-

tated by HURIS Chief Learning Officer, Enrique “Ric” Abadesco Jr., DPM.

The two-day workshop enabled participants to distinguish be-

tween change and personal transition as well as understand resis-tance to change and manage dynamics / change processes in their respective organizations.

CES Governing Board welcomes Osorio and Elegir as Board Members

T he Career Executive Service Governing Board welcomes its

newly appointed Board Members Nieves L. Osorio and Charito R. Elegir. Both hold the highest rank of CESO I.

His Excellency President Be-

nigno S. Aquino III has appointed Osorio in lieu of former CESB Chair Bernardo P. Abesamis while Elegir shall replace former Board Member Proceso T. Domingo, CESO I. They shall serve for a six-year term.

The two new Board Members

are familiar figures in the govern-ment service as they have served in different offices in various managerial capacities. Osorio is a distinguished government execu-tive in the area of public finance and energy. She was President

and Chief Executive Officer of the Power Sector Assets and Liabili-ties Management Corp. from 2005-2007, Finance Undersecre-tary from 2001-2005, and was Executive Vice President and Chief Operating Officer of the Philippine National Oil Co. from 1996-2001.

She had also been an impor-

Elegir, on the other hand, has a vast experience working with the country’s top leaders. She was a former Deputy Head of the Presidential Management Staff from 2002-2009, Undersecretary from 2003-2009, and Assistant Secretary from 1998-2003.

A pride of Santiago, Isabela, Elegir obtained her Master of Science in Social Policy and Planning in Developing Countries from the London School of Economics and Political Science in the United Kingdom and her Master of Arts in Corporate Plan-ning/ Economic Research from the Center for Research and Communication. She finished her Bachelor of Science in Commerce at the University of Santo Tomas in 1964.

4th CES Club Learning Session: Wild Woman Workshop

A total of twenty-four (24) participants from various na-tional government

agencies and government-owned or controlled corporations graced the 4th and last CES Club Learning Session for this year entitled “Wild Woman Workshop” last October 5, 2012 (Friday) at the Occupational Safety and Health Center (OSHC).

The session facilitator is Ms.

Sophia Sim-Bate – a Psychologist with a degree from the University of the Philippines (UP) and a Master of Arts degree in Counsel-ing Psychology from Ateneo De Manila University (ADMU). Ms. Sim-Bate, who has a vast experi-ence in psychotherapy, is a private practitioner. She has been conducting seminar/workshop and lectures to many private companies, government organiza-tions, schools, and to the general public as well.

Ms. Sim-Bate explained that a Wild Woman (feminine soul)

lives closer to her nature or inner rhythms. She has the ability to discern what is needed in both the inner and outer lives at any given moment. She has strong intuition and understands the life-death-life cycle and is able to live a creative life. Ac-cording to her, one is not in touch with her wild woman when she feels/think or act as if she is powerless; has no voice; invisi-ble; chained or trapped; afraid or angry all the time; fragmented; dry up or perennially tired or depressed for no apparent reason; not depressed but not happy as

well, among others. She also gave some tips on how to get back the “wild woman” in every woman. In sum, the participants were able to appreciate their women psyche and how midlife pressures often stifle personal maturity and pro-fessional growth. The workshop was also utilized as a vehicle for individual journeys that allowed women to rediscover their wild woman psyche.

CESB Joins Tree Planting Activity

I n line with the government’s National Greening Program under Executive Order No. 26 series of 2011, the Career

Executive Service Board (CESB) in partnership with the Department of Environment and Natural Resources (DENR), South Luzon Tollway Corporation (SLTC) and the Rotary International conducted a tree

planting activity along the South Luzon Expressway on October 20, 2012. The theme for this year’s tree planting activity was: “Grow a Tree for a Clean and Healthy Environment.”

In full support of the said activity was the DENR led by its very

dynamic Secretary Ramon J.P. Paje and its Officials and employees. Secretary Paje, who was the Keynote Speaker in the said event, delivered an inspiring message on environmental care. He said that based on the report of the Food and Agriculture Organization (FAO) of the United Nations only two (2) countries have a flourishing forest: Vietnam and the Philippines. the DENR, CESB, and the Rotary Club also gave their messages of support. A total of 2,800 sap-lings of the following species: Alibangbang, Molave, Narra and Supa were planted along the South Luzon Expressway.

DSWD Legal Service Director Tops September 2012 CES WE

T he Career Execu-tive Service Board (CESB) recently released the results

of the Career Executive Service Written Examination (CES WE) conducted last September 2, 2012. Lawyers from various offices obtained notable ratings that made them in the list of top 10.

The September 2 nation-

wide examination was held at the University of the Philip-pines – National College of Public Administration and Governance (UP-NCPAG) – Quezon City, University of San Carlos in Cebu City, and the Department of Public Works and Highways (DPWH), Region XI in Davao City.

A 2011 bar exam passer Atty. Marc Titus D. Cebreros, Infor-

mation Officer V of the Commission on Human Rights is on the 2nd spot with a rating of 88.06%. He is a graduate of BS Biology at the UP in the Visayas and earned his Juris Doctor (J.D.) degree at the UP Diliman.

On the 3rd place is Atty. Gerard L. Chan, Director III of the

Department of Transportation and Communications with a rating of 87.68%. Atty. Chan graduated Cum Laude both in his BS Legal Management and Bachelor of Laws degrees at the Ateneo de Manila University and UP, respectively. More so, this lawyer was given a distinction in his Master of Laws at the University of Durham in United Kingdom.

Our 4th placer is Ruby Therese S. Palmaira, an Education Pro-

gram Supervisor I (EPS I) of Department of Education (Dep Ed.), Division of Iloilo who got a rating of 85.88%. On the other hand, Regina S.
