It is the most beautiful country in SEA and surrounded by high snow-capped mountains and offshore seas in addition to rivers such as Ayeyawady, Chindwin, Thanlwin and Sittoung. As I am a newsman I have been travelling a lot.Among my tours of the whole country, I made mostof my trips by car.

I have travelled not only along the fine roads

but also along the rough roads by car. On my roadtrips made after 1988, I saw big trucks overloadinggoods on the motorways. I was worried about thelong term existence of roads.

So I interviewed officials of the ministriesconcerned about “Today’s vehicles and motorwaysin Myanmar” in order to inform the public through abyline.

People’s Desire

Drug producing and smuggling arecommon in many countries of the world andthe drug problem is a matter of concern to theentire humanity. It is also the problem that isthreatening the family members of a druguser and the human society related to drugpushers.

Narcotic drugs include not only opium,heroine, opium oil and marijuana but alsostimulant tablets produced based on chemicals.

So the global nations are takingmeasures to reduce and eliminate the narcoticdrugs production and trafficking that arespreading to the world in various forms. Theyare speeding up their drug elimination driveto create a drug-free environment for the well-being of the humanity, especially the youth.

Myanmar is implementing a 15-yeardrug elimination plan by setting the periodfrom 1999 to 2014. Now, success has beenachieved in drug elimination tasks thanks tothe cooperation of the government and thepeople.

With the participation of the localpeople, the State is destroying poppyplantations in the areas where poppycultivation is traditionally common. In August,the efforts of special anti-drug squads andduty-conscious people led to the large seizureof opium, heroine, opium oil, marijuana andstimulant pills and action was taken againstthe culprits in accord with the law.

Nonetheless, chemicals used inproducing narcotic drugs are still a threat tohumans and their environment. Therefore,regional bodies, special anti-drug squads andthe people are to beef up combating narcoticdrugs.

MEXICO CITY, 19 Sept — A man scrawling graffiti in-side a downtown subway station pulled out a gun and be-gan shooting when confronted by police Friday, killing atleast two people and wounding five before being shot andsubdued by officers.

Mexico City Attorney General Miguel Angel Mancerasaid a passenger and a police officer were killed at theBalderas subway station, near the Ciudadela crafts market.He said six people, including the shooter, werewounded.Mancera identified the gunman as Luis FelipeHernandez Castillo, 38, and said he was arrested carrying a.38-caliber revolver. Moscow, 19 Sept —Russian Presi-dent Dmitry Medvedev has welcomedas “positive” the US decision to shelvecontroversial missile defence bases inPoland and the Czech Republic. MrMedvedev said there were now “goodconditions” for US-Russia talks on tack-ling missile proliferation.US PresidentBarack Obama had earlier announcedthere would be a shift in US missiledefence strategy, following a review ofthe threat posed by Iran.

Russian Prime Minister VladimirPutin said it was a “correct and brave”move.However, US Republicans havecalled the decision “short-sighted” and“harmful”.Some said it was a conces-sion to Moscow with nothing in return.

Russia had long objected to plans pur-sued by the administration of former-President George W Bush to base a mis-sile interceptor system close to its bor-ders, calling it a threat to its security.

Mr Bush had argued the systemwas to defend against missiles from“rogue states” like Iran.Mr Obama or-dered a review on taking office ear-lier this year.

California’s unemploymentrate reaches new high

in August LOS ANGELES, 19 Sept — Unemployment rate in

California climbed to 12.2 percent in August, settinga new modern record, authorities announced on Fri-day. The new statistics was registered as an — increasefrom July’s rate of 11.9 percent and 7.6 percent inAugust 2008. The number of unemployed people inCalifornia climbed by 49,000 in August, bringing thenumber of unemployed to 2.2 million.

It’s also more than 850,000 additional unemployedpeople since last year, when the unemployment ratewas 7.6 percent in August 2008, according to the stateEmployment Development Department.

Manufacturing, trade, business services, leisure andother services led the state in job losses.

The national unemployment rate was 9.7 percent inAugust, down from 9.4 percent in July, and 6.2 per-cent in August 2008.

64m hectares, and preventthe clearing of new landfor the crop.

The proposed legisla-tion, expected to be put toCongress next year, wouldalso prohibit the building ofethanol distillation plants infood-growing areas or inthe vast wetlands of thePantanal, on Brazil’s borderwith Bolivia. LONDON, 19 Sept—Researchers havedeveloped a new tool in the fight againstthe illegal hunting and trading of wildanimals. “We can use a small sequenceof DNA as a species identifier in thesame way as a barcode,” says GeorgeAmato of the American Museum ofNatural History.

The technique can accurately identifyan animal species, even once it has proc-essed and turned into meat or other prod-ucts. The illegal trade in bush meat hasgrown dramatically over recent years.Hunting for income or subsistence is tra-

ditional in Asia, South and CentralAmerica and West and Central Africa.

There is also increasing internationaldemand for meat and other productsfrom “exotic” wild animals. The trade isdifficult to monitor but estimated to beworth billions of dollars a year. Know-ing the species can help trace where ananimal is from, and therefore help de-termine whether the hunting and killingwas illegal. Along with traditional tech-niques like education, it could help con-trol the trade.

The people of a nation can become affluentwith a high standard of living only if the nation is asovereign, independent one. If so, the people can dotheir bit with heart and soul in the tasks for develop-ment of their country, harnessing natural resources. Ifa country loses its sovereignty to colonialists, all thenatural resources, agricultural produce, industrialproducts and gem lands will fall to the hands of aliens.The people will be under oppression, torture andexploitation, and they will all stay far below thepoverty line. Myanmar people were under the rule ofthe British colonialists for over a century.

If the nation is independent but the peopleremain disunited with constant riots and armed strug-gle line, the people, like being under the yoke of aliensubjugation, will go through the hell of hardships andadversities. The nation will be far distant from devel-opment and the people will not have their basic needsfulfilled. Innocent people will be in a state of panicand stay hiding for their lives. The whole environ-ment will be covered with smell of cordite, instead offresh air. Myanmar people encountered suchsufferings for more than half a century.

And if the nation is independent and freefrom internal armed insurgency, the people willbe able to enjoy economic growth through freetrade, and lead a peaceful life. The developmentmomentum of the nation will be on the increase.Getting on with their businesses, the people will beable to make charities on a large scale very often.

Even if the condition of a nation is satisfactory,there may be many types of cases that make thepeople frustrated. The people dare not leave theirdoors open while sleeping at night due to those withcriminal behaviour. Cases on bodily injuries com-prise hurt, murder and rape; cases on possessions,pickpocket, robbery, armed robbery, fraud, makingcounterfeit money and misappropriation; and caseson the State, illegal assembly, high treason, illegalpossession of arms, riot and spying.

Commitment of such crimes mainly harms thepeople. So, the government has promulgated Crimi-nal Law and Penal Law to protect the people, posses-sions, property, limbs, life and dignity. The govern-ment not only promulgates Offence Law and SpecialOffence Law to protect the people against harms, butalso charges offenders on behalf of the public. Courtshave to pronounce punitive punishments in order thatthe offenders will not commit the crimes again.

There are many habitual criminals, whereassome commit crimes out of hardships, inevitability,and circumstance. In Western industrialized coun-tries, there is a great gap of wealth between the richand the poor. The poor commit crimes in desperation.There, films and novels somehow equip the peoplewith a sense of criminal behaviour, thus leading tocriminal cases. Some commit crimes out of theirviolent behaviour.

Strengthening nation’s workforce through amnestyU Myo Myint (Law)

In Western countries, many are staging protestsfor freedom of drug abuse. They abuse narcotic drugsas a matter of course. Arms are available on roadsidestalls in the evening. If an order is placed, arms aredistributed by post. The people can get arms easily, sogoing on a shooting spree is common out of anger anddue to insanity. Those countries have to deal with over20 million cases involving the use of guns every year.

Unlike in those countries, the majority of thecriminal cases in Myanmar are incidental ones dueto the teachings of parents, teachers and religion,correct guidance of publications, and gentle natureand attitude of the people. In the period between thetime of the Anti-Fascist People’s Freedom Leaguegovernment and the time of the Revolutionary Councilgovernment issued amnesties with the aim of achiev-ing national reconsolidation. Tens of thousands ofprisoners were released under the amnesties. Capitalpunishments were commuted into life sentences. Pris-oners were granted amnesties for the sake of theirbetter lives and future of their families.

Just after coming to power, the RevolutionaryCouncil government planned to introduce the coun-try Socialism, free from pernicious systems charac-terized by exploitation of man by man, for betterliving standard of workers and peasants. In March1963, the chairman of the Revolutionary Council hada meeting with prisoners at Yangon Jail on BogyokeAung San Street in Yangon. He said that he thoughtif asked they would respond that they had committedcrimes due to poverty; that the government did notwant to put them behind bars, but it had to do so andfed them in prison; that so the government would setup a new system with which it would be able to fulfillthe basic needs of the public; and that the prisoners ontheir part were to do their bit with a sense of duty inreconstructing the nation. He dissuaded them fromcommitting crimes again. He granted amnesty forprisoners. Then, Yangon Jail was dismantaled underhis instruction.

Then, the armed groups were invited to a peacetalk. You will still remember that, I think. In 1980 thegovernment granted a general amnesty for thousandsof prisoners after the All Ganas of Sangha Meetinghad been successfully held. Internal and externalinsurgents and groups were invited to return to thelegal fold. Leftist and rightist veteran politiciansliving abroad were invited and politicians releasedfrom prison. At that time, the people were happy tosee a gathering of independence patriots. There weresongs of peace and unity. However, they did not lastlong.

After assuming State duties on 18 September1988, the Tatmadaw granted amnesties many timesand released thousands of prisoners. Nationalreconsolidation was built. Seventeen major armedgroups and over 20 small armed groups returned to thelegal fold and made peace with the State. With the

prevalence of peace, remarkable progress was madein all sectors of the whole Union including border andrural areas.

The National Convention with the participa-tion of national brethren from all walks of life adoptedsound principles for the new constitution. These aregood examples of unity, amity and mutual trust andconfidence among the national people and that wasmade known to the world.

Unlike in the previous eras, the present gov-ernment side by side with the national race peacegroups and national people is building a demo-cratic nation while striving to ensure peace andstability of the Union and development of the State.Now the fourth step of the seven-step Road Map hasbeen completed. This is due to the strength andunity of the national people based on Union Spirit.

Then, the fifth step, the successful holdingof the 2010 multi-party democracy general elec-tion, and the sixth and seventh steps will be imple-mented. The Union Government emerging fromthe seven-step Road Map will usher the nationalpeople into a peaceful, modern and developeddiscipline-flourishing democratic nation, the na-tional goal.

In the not-too-distant future, a democratic na-tion will surely emerge for the Myanmar people.Therefore, the united, active national people have tocontinue to work together sparing no effort. They willhave to continue implementing the remaining 5th, 6thand 7th steps of the road map while ensuring peaceand stability of the State and carrying out nation-building tasks.

Internal and external destructive elements willalways try to make slanderous accusations and causedisturbances. They can do nothing except bad deeds.Anyhow, Myanmars have to keep marching towardsthe democracy goal by overcoming any difficultiesand hardships.

Most of the prisoners become aware of theirmisdeeds while serving their terms in prison. Whilekeeping good discipline, they try to mend their badbehaviours. They unavoidably committed crimes be-cause of a hard life. But they are not the ones who areattempting to harm the State by committing treason.

Now is the time when Myanmar is in its initialstage of democracy. I have noticed that the Stategranted amnesty to 7114 prisoners and released thembecause it did not want to see them have a feeling ofbeing in prison for long.

The government granted amnesty on 17 Sep-tember 2009 under Criminal Procedure Code Section401/sub-section (1) and terminated the prison termsof 7114 prisoners for their good conduct and disci-pline to enable them to serve the interests of theirregions, their own and the State after realizing thegovernment's compassion and goodwill.

The released prisoners as well as their fam-ily members will be delighted. The entire peoplewill be happy as well. The prison is a place wherelaw breakers are detained and prisoners aretrained to mend their bad behaviours and becomegood citizens for the human society. I hope that thereleased prisoners will actively participate in thedrive for opening the door to democracy realizingthe goodwill and loving-kindness of the State andthe people.

Chinese female skaters shine atISU World Cup Short Track

BEIJING, 19 Sept—Reigning Olympic championWang Meng and promising star Zhou Yang snatchedtwo golds for China at ISU World Cup short-trackhere on Saturday.

Wang, the 500 meters winner in the 2006 TurinOlympics, dominated the women’s 500m final bytaking the lead from the very start of the race andpocketing the gold in 43.430 seconds.

“Our Chinese team finished with one short-track gold in the Turin Games. In the comingVancouver Games, I hope we can have a betterperformance, or our hard training during theseyears will be meaningless,” said Wang, theanchorwoman of the Chinese team.

NAY PYI TAW, 19 Sept—The Ministry of Health has been steadfastlytaking preventive measures against New Influenza A (H1N1) flu since 28 April.Up to now, a total of 45 cases have been confirmed and there have not been anyflu death cases.

Of the flu patients, 36 have been discharged from hospitals, followingtheir full recovery from the disease. The remaining nine are getting better now.

The Ministry of Health today urged the people to follow strictly the publicnotices about New Influenza A (H1N1) and have a hand in the disease controlmeasures.—MNA

SCIENCE DAILY, 19 Sept— Acomputer system is under developmentthat can automatically combine imagesof the Martian surface, captured by landersor rovers, in order to reproduce a threedimensional view of the red planet. Theresulting model can be viewed from anyangle, giving astronomers a realistic andimmersive impression of the landscape.

The new development has beenpresented at the European Planetary Sci-ence Congress in Potsdam by Dr MichalHavlena.

“The feeling of ‘being right there’will give scientists a much better under-standing of the images. The only inputwe need are the captured raw images andthe internal camera calibration. Afterminutes of computation on a standardPC, a three dimensional model of the

captured scene is obtained,” said DrHavlena.

The growing amount of availableimagery from Mars is nearly impossibleto handle for the manual image process-ing techniques used to date.
