Village libraries: constantsource of knowledge forrural people

In Myanmar, not only formal educationsystem but also informal education and self-study education systems are beingimplemented for all, regardless of age andeducation, to be able to learn. In the formaleducation sector, more and moreopportunities are being created for all school-age children to have access to education.And the youths of higher educationalinstitutions are now able to study advancedsubjects through information andcommunications technologies.

In the informal education sector also,steps are being taken for children well pastschool age and adults to be able to learn therudiments of reading and writing. Efforts arebeing made for all to be literate and, at the sametime, follow-up measures are being taken forthose who are already literate to acquire areading habit and help them read more andmore.

Nowadays, the people in rural areasare in a position to broaden their horizonsthrough reading as self-reliant libraries arebeing opened in villages. It is necessary notonly to open more and more village librariesbut also to strive for their maintenance andlong-term development. It is also necessaryto endow the libraries to keep them well-furnished and well-stocked and train peopleto become librarians.

A ceremony to donate cash, buildingsand newspapers and periodicals for self-reliance village libraries in Shan Stat (South)was held at the city hall in Taunggyi on 2August. The donations received were worthmore than K 100 million.

The number of new libraries is nowincreasing due to the combined efforts ofregional authorities, local people, well-wishers, social organizations anddepartmental personnel. If we strive formaintenance and long-term development ofnewly-opened libraries, they will become aconstant source of knowledge for ruralpeople.

NAY PYI TAW, 6 Aug—Minister for Industry-2Vice-Admiral Soe Thein and Minister for Livestockand Fisheries Brig-Gen Maung Maung Thein met localpeople from Kyunsu of Taninthayi Division on 31July. The ministers inspected progress of work fulfilledduring the past tours. And they presented awards tooutstanding students and assistance for regionaldevelopment.

On 1 August, the ministers attended prize-awarding ceremony held at Kyunsu Township andpresented awards to outstanding students. After that,they donated cash assistances to ShweannawaEducation Foundation of Kyunsu Township.

Three killed in clashesin northern IraqMOSUL, 6 Aug —

Clashes between gunmenand Iraqi police in thecountry’s northern city ofMosul on Wednesday killeda policeman and twogunmen, a local policesource said. The clashes innorthern Mosul alsoresulted in the wounding ofa third gunman who wascaptured by the police, thesource told Xinhua oncondition of anonymity.

Mosul, some 400 kmnorth of Baghdad, is said tobe one of the last strongholdsof al-Qaeda fighters in thewar-torn country. Sporadicattacks are still common inBaghdad and other Iraqicities, despite the dramaticdrop of violence over thepast two years.—Internet

KABUL, 6 Aug — A US soldier was killed in a bombattack in western Afghanistan, the NATO-led forcesaid on Thursday, adding to a soaring foreign militarydeath toll in the fight against the Taleban.

The soldier from the International SecurityAssistance Force was killed on Wednesday, ISAFsaid in a statement. The soldier died when a patrolstruck a roadside bomb after troops “engaged”insurgents who were spotted planting bombs in anoperation “successfully neutralising their activity,”it added.

US military spokeswoman Lieutenant CommanderChristine Sidenstricker confirmed the soldier wasfrom United States. Last month was the deadliest forforeign troops in Afghanistan since the 2001 US-ledinvasion ousted the extremist Taleban regime frompower for sheltering Al-Qaeda following the 11September attacks.

a peace declaration, callingfor the abolition of nuclearweapons by 2020.

New Zealand’s unemploymentrate rises to 6%

WELLINGTON, 6 Aug— New Zealand’s unemploymentrate rose to a nine-year high of 6 percent in the three monthsto the end of June from 5 percent in the previous quarter,and is the largest quarterly increase since 1988, StatisticsNew Zealand saidThursday.

Official figures released by Statistics New Zealand onThursdayalso showed seasonally adjusted employmentfalling 0.4 percent to 2.17 million, while the number ofunemployed jumped by 48,000 in the 12 months to a 10-year high of 138,000.The jump in unemployment waslargely the result of 15,000 womenlosing their jobs.The number of males in full-time employment fell butthere was an increase in part-time jobs.—Internet

NEW YORK, 6 Aug — The dollar fell back againstmajor currencies on Wednesday after technicalconsolidation a day ago, with investors waiting forrate decisions from Britain and the euro-zone.

The dollar has been falling in the previous sessionsas strong economic data hurt safety haven demandfor the US currency. It regained some grounds ascurrency trading on Tuesday was dominated by profittaking. Risk appetite remains relatively high amidimproving expectations for economic recovery,driving the dollar lower on Wednesday.

The European Central Bank and the Bank of Englandwill hold their regular monetary policy meetings onThursday. The central banks are both expected to keeptheir key rates unchanged at record lows.

A series of quakes rockseastern Indonesia

JAKARTA, 6 Aug—Three moderate earth quakes withmagnitudes of 5.4, 5.3 and 5.3 rattled eastern parts ofIndonesia earlier on Thursday, but no report of damageor casualty, Meteorology and Geophysics Agency saidhere.

The 5.4 magnitude quake struck at 00:30 am Jakartatime (1730GMT Wednesday) with epicenter at 117kilometres southwest Fakfak of West Papua, theagency said. About one hour later, the 5.3 quake joltedwith epicenter at 208 kms southwest Saumlaki ofMaluku and at 102 kms in depth, it said.

KABUL, 6 Aug — The new Secretary General of NorthAtlantic Treaty Organization (NATO) Anders FoghRasmussen on Wednesday ruled out the military alone assolution to Afghan imbroglio. “We have to realize that thereis no military solution solely to the situation in Afghanistanand we need a broader perspective and comprehensiveapproach,” NATO’s top man told a joint Press conferencewith President Hamid Karzai here. Now, Myanmar’s politics is at a crossroads. Aconstitution has been approved. Myanmar is going tohold an election in 2010 in which representatives willbe elected to form legislative bodies at all levels inaccordance with the constitution. So, the people andthose who plan to form political parties to stand forelection have to prepare themselves for and holddiscussions about the election. And the people relishthe thought of enjoying a prosperous future of thenation. However, we cannot rest assured that thingswill go smooth, and we have not completed allpreparations yet. Certain persons are plotting to de-stroy all our hopes.

The greater momentum the State’s seven-stepRoad Map is picking up, the more active destructiveelements are to disrupt the programme. Now, theelection is going to take place as the fifth step of theRoad Map, but there have been many demands foramendments to the constitution as well as commentson the forthcoming election associated with the roleof a specific person and organization. What is worseis that certain persons are secretly as well as publiclydeceiving the people into staging mass demonstra-tions and violence if they will not have their demandsfulfilled.

Their attempts focus on democratization inMyanmar through violence or regime change, whichwas very common in the Bush administration. Thatway does not work, as evidenced by the situations inIraq and Afghanistan. The experiences gained inIraq and Afghanistan affairs have proved thatdemocracy cannot be imported, like a product. InIraq and Afghanistan, national reconstructiontasks show unsuccessful due to the fact that salientpoints in the histories and cultures of the countriesare not taken into consideration, internal securityand stability cannot be restored well, and democ-racy was introduced without institutionalization.

However, those opposing the seven-step RoadMap are trying to make political reforms throughregime change. They seem to keep on thinking thatdemocratization process will be successful here inMyanmar although it proved unsuccessful in Iraq andAfghanistan. The events in the Myanmar’s historyshow that such impractical approaches produce dis-advantages rather than advantages. In the post-inde-pendence period in 1948, the communists led byThakin Than Tun disagreed with the AFPFL govern-ment. However, Bruma Communist Party standingas a legal party had the right to stand for electionaccording to the 1947 constitution. If the party won inthe election, it could hold discussions in the parlia-ment to cease the disagreements. Then, they couldpresent them to the public. In other words, it had anopportunity to deal with the disagreements throughnegotiation in the frame of the law. Nonetheless,BCP did waste the unique opportunity, and tried tooust the AFPFL government through armed insur-gency, an illegal means. Therefore, BCP transformeditself from a legal into illegal party. BCP membersthen went underground with a plan that they had totriumph in next two years. Forty years after that, theparty collapsed into pieces.

In like manner, Myanmar Socialist ProgrammeParty proposed for a referendum in 1988 in order thatthe people could choose either of the two systems:

one-party system or multiparty system. According tothe 1974 constitution that was still in force at that time,provisions on changes in nation’s administrative ma-chinery could be amended only through the desire ofthe public. So, Myanmar Socialist Programme Party’sproposal served as a door to political reforms. Never-theless, those opposing Myanmar Socialist ProgrammeParty did not accept the proposal. They were in fearthat if a referendum was held, the ruling party mightwin. So, they deceived the people into taking to thestreets by generating public outrage and issuing made-up news. Then, the ruling government announced thatit would hold a multiparty election in next three monthsinstead of a referendum, but they did not accept it,either. They launched regime change programme,chanting slogans “Fight if democracy is not guaran-teed”, “Fight whether democracy is guaranteed ornot”, and “Form an interim government”. Later, anar-chy came to reign supreme and many innocent peoplewere beheaded and factories and mills were burntdown through mob rules. Even so-called democracyleaders were not in a position to control the anarchicacts. The situations forced the Tatmadaw to take overState duties. The political unrest also reflected thatattempts to make political reforms through violentmeans outside the framework of the law had adverseeffects, rather than positive results. If the drive forpolitical reforms had been carried out in the frame-work of the 1974 constitution, the tasks to makeMyanmar political reforms would have gone smootherand more rapidly.

Now, within the reach of the people is a goldenopportunity to realize democratization process in theframework of the constitution in Myanmar. Amidst alarge variety of challenges and disruptions the NationalConvention was completed to formulate a new consti-tution. The National Convention adopted basic princi-ples and detailed basic principles as a result of thoroughand frank discussions held by the representatives. Na-tional legal experts drafted the State Constitution (2008)based on the adopted principles. The constitution wasapproved by the vast majority of the voters in thereferendum. The constitution is the foundation for de-mocratization in Myanmar.

Only now are they demanding amendments to theconstitution be made before the election. They did nothave their demands fulfilled in the National Conven-tion, so they claimed that the new constitution did notmeet democracy norms. In fact, the National Conven-tion was attended by delegates representing the peoplefrom all strata of life, and various national races.Different delegates and delegate groups have theirdifferent businesses and different views. It was im-possible for the National Convention to satisfy allthe wishes of the entire people. It sought throughdiscussions the most appropriate way from amongthe different views. It is unreasonable to blame theNational Convention just because all their demandswere not satisfied there. Whether a constitution is

appropriate or not rests on whether it is designedto serve the nation’s interest or not. The govern-ment alone is not authorized to amend the constitu-tion because it is written with the principles adoptedat the National Convention and it has been approvedwith the massive support of the people. If the consti-tution is to be amended so, the minority disregard thewishes of the majority of the people, and such animprudent act is against democracy. Those demand-ing amendments to the constitution seem to be over-looking that point.

Another point is that it is absolutely unwise tocopy a constitution. Suppose it had been done so, theUnited Nations would have drawn a model constitu-tion for all countries. None of the constitutions of thewestern democracies is identical. So, a constitution isto be compiled according to the political background,economy, races and culture of a nation concerned. So,clearly, it is not wise to say that a constitution of acountry does not meet democracy norms as it is notsimilar to a foreign one.

Indeed, the State Constitution (2008) vests farmore opportunities than previous ones in legislativeand executive rights in order that national races will beable to manage tasks for regional development on theirown. Legislative bodies at all levels prescribed by theconstitution are the places where the major forces forMyanmar’s politics —Tatmadaw, political parties andnational races—can hold talks. The fundamental rightsof the citizens enumerated in the constitutions areidentical to the fundamental rights stipulated in theUnited Nations’ Universal Declaration of HumanRights. Those provisions will guarantee the peopleopportunities to enjoy democracy rights correctly.Likewise, the provisions on amendments give thepeople opportunities to amend the constitution step bystep with maturity of the people and political forces inpracticing democracy. These points indicate that thepeople can choose the most suitable way to exercisedemocracy in the framework of the law.

The constitution and the 2010 election serve asthe first giant step for practicing democracy cor-rectly and firmly. Many more steps are yet to betaken. A 1000-mile journey starts with the firststep. If the first step is in disorder, it will be hardto take more steps. Now, the first step has not beentaken, but certain elements are resorting to means tohinder it. The people of us are to be vigilant againsttheir attempts. If the first step is taken properly, theprocesses can go on smoothly and steadily. If thepeople learn lessons from the past historic incidentsin which the motherland and the people went throughthe hell of untold miseries triggered by the unlawfulattempts to make political reforms outside the frame-work of the law, the people of us will be able to keepon taking steps towards democracy regularly andsmoothly. That is the bounden duty of the entirepeople of us.

Over half of the victims were women, and at least14 of them were pregnant. The Firefox updatereleased on Mondayfixes a recently disclosedflaw in the way Firefox3.0 and other programshandled SSL certificates,which are used for secureonline communications.

The SSL certificateissue could allow anattacker to use a “null tointercept SSL com-munications between thebrowser and a site. Suchtraffic is normallyencrypted so that itwould only appear as

indecipherable letters andnumbers to any digitalspies. However the flawcould allowa so-called“man-in- the-middle”hijack if an attacker hadaccess to a network.

Firefox 3.0.13 fixesthis problem, along withfurther certificate pro-blems also reportedrecently. Firefox 3.5 wasalready protected fromthese errors, but a new3.5.2 browser updatefixes other security holes,including a javascript bugthat could potentiallyhave allowed malicioususers to install malware.

“Our analyses show that at advancedhuman development index levels, furtherdevelopment can reverse the decliningtrend in fertility,” Hans-Peter Kohler ofthe University of Pennsylvania andcolleagues wrote in the journal. TheUnited States and the Netherlands areboth approaching this point, Kohler’steam said, and immigration can further

boost fertility. “Low fertility means fewer babies,

Of the new cases, 786 were confirmedin Germany, 136 in Norway,26 inSwitzerland, 25 in Austria, 19 inRepublic Czech, six in Slovenia, five inSlovakia, four in Romania, tworespectively in Poland and Lithuania, theEuropean Center for Disease Preventionand Control (ECDC) said in its dailysituation report.

The total number of confirmed casesof the A/H1N1 flu virus in the EuropeanUnion (EU) and European Free TradeAssociation (EFTA)countries rose to28,908, with 1,538 cases in Spain and11,912 in Britain, 719 in France and7,963 in Germany, the ECDC said.

Wild elephant attacks kill 120people this year in Sri Lanka

COLOMBO, 6 Aug—Wild elephant attacks haveleft 120 villagers dead so far this year in Sri Lanka,a local English newspaper reported on Thursday.

The Island quoted Jayantha Jayewardene, themanaging trustee of the Biodiversity and ElephantConservation Trust as saying that on average 65humans and 125 elephants were killed each yeardue to the human-elephant conflict prevalent inmany parts of the country.

He said measures had been taken to reducehuman-elephant conflict through educatingchildren in rural schools.

Wildlife officials said the island’s elephantpopulation has shrunk to 4,500 from 12,000 acentury ago due to poaching, deforestation, droughtand starvation.

NAY PYI TAW, 6 Aug—Nine of the 14 patients infected with new influenza A(H1N1) were dischargedfrom the hospitals as they had fully recovered from illness. The remaining five patients are receiving thetreatment: one at Waibagi Specialist Hospital; two at Yangon General Hospital, one at Yangon EastHospital and one at Insein General Hospital.

Of the18 family members who came into contact with fourteenth patient, a 3 and half years old boy,cousin of the patient, was transferred to Yangon Children’s Hospital yesterday through township healthdepartment. Public Health Laboratory detected him and he was found to be infected with new influenzaA(H1N1).

The tenth patient, 57-year-old man infected with virus, was discharged from the hospital for he hadfully recovered from the disease. Surveillance measures against family members were halted today. Thereare five patients – one at Waibagi Specialist Hospital, one at Yangon General Hospital, one at YangonChildren’s Hospital, one at Yangon East Hospital and one at Insein General Hospital — have been kept atseparate rooms of the hospitals and they are getting better.

Up to now the number of patients infected with the virus has reached 15 in Myanmar and 10 of themwere discharged from the hospitals. The remaining five are being treated by specialists.

The National Health Laboratory detected 132 flu-suspected persons and 15 were found to be infectedwith the virus.—MNA
