Inspection Qualification
Inspection qualification is the formal process for gaining confidence that the inspection system (the combination of equipment, inspection procedure and personnel) meets its required objectives under real circumstances.

Adoptation of ASME Code
The Hungarian regulatory rules do not explicitly determine the applicable
codes and standards neither for plant construction nor for ISI and IST. •
The adaptation of ISI program and the requirements are based on strength
analysis according to Section III. If the compliance cannot be verified
because of VVER characteristics or other reasons the ASME Code cannot be
used for the ISI requirements (acceptance flaw size, inspection period, etc.)
but extra requirements shall be developed and applied. It may be the former
ISI program requirement, or a new program based on the ASME which
justifies the safety requirements.
Hungary does not apply the Appendix VIII of Section XI (performance
demonstration) as a mandatory requirement. The qualification of ISI/NDE
systems (procedures, equipment and personnel) is carried out according to
the methodology developed by the European Network for Inspection and
Qualification (ENIQ) as well as related IAEA document.
For example, the UT Examination of the RPV cylindrical part had to be
performed from outside according to the previous ISI program however
according to ASME it shall be done from inside. If the examination from
both outside and inside will be performed the results should be
harmonized.
The safety classification of the component according to the Hungarian
regulation and that of the Section III should be assessed and, in a
borderline case, individual evaluation is necessary.
International experience related to the application of the ASME
requirements should be reviewed.
A systematic training program shall be developed prior to the application
of ASME requirements.

Hungarian Code requirements for Inspection Qualification
1997-2005 Nuclear Safety Guide No 4.1
In the case of highly important inspections the Utility or the Regulator can initiate the entire or partial qualification of inspection procedure equipment or personnel. The qualification should be determined according to internationally recognized methodology (ENIQ).

ISI on primary/secondary pressure boundary surface should be performed by means of qualified NDT inspections. The scope and level of qualification should be determined according to internationally applied procedures (ENIQ).
2011- Nuclear Safety Regulations Vol. 4, para 4.6.4.1400.
ISI performed on systems and system elements should be qualified in order to prove, that the inspection system – inspection equipment, inspection procedure and the inspection personnel - able to fulfill the requirements under real circumstances.

QUALIFICATION PROGRAMS
The regulations did not and do not define the exact scope of inspections to be
qualified in terms of NDT method and component to be inspected
In 2003 the qualification of internal UT of RPV has been required by regulatory
decree
The qualifications have been planned and executed based on medium term (2-3
years) qualification programs
The qualification programs has been compiled based on qualification principles
proposed by the utility and approved by Regulatory Body
The proposed inspection qualification programs has been finalized in agreement with
the Regulatory Body
Current inspection qualification program covers the period 2013-2016

Qualifications completed until 2016
In period 2000-2016 – 30 inspection qualifications have been completed according to
the qualification programs approved by the Hungarian Regulatory Body
Majority of qualifications are related to mechanized UT (18) and mechanized ET (10) of
primary main components
Certificates are issued for following inspection organizations:

Remarks and suggestions relating qualifications
Conducting qualifications based on ENIQ documentations has become a
routine, the recommended practice documents provide suitable
background to this.
Difficulties have arisen during the execution of manual UT examinations.
The Hungarian authorities are facing new challenges in connection with
conducting preservice inspection and regulations.
There are new Russian regulations for ISI only, which do not contain the
EU approach to qualification.
New preservice inspection regulations have not been issued in Russia, so
they have only a 25-year old outdated regulation, which does not refer to
qualification, either.
