TOUCH REACHES OUT: Several years after moving its Touch format out of the R &B oldies business, Satellite Music Network is getting back in with a new, yet - unnamed urban oldies format set to debut on Oct. 1. Full details, page 6.
COUNTRY ON ICE: While the WPRO /WLKW /WWLI Providence RI, duopoly merger has been the one getting all the attention, there's another unusual story taking place in town where two AMs have engaged in their second format swap in as many years. CNN Headline News outlet WWRX East Providence, now under new ownership, has dumped those calls and gone back to its old calls, WHIM, and format, country. Meanwhile, WICE Pawtucket --which switched from news -talk to country when WHIM left the first time --is now doing a mixture of sports and talk again and may pick up Headline News, depending on who you ask. WASHINGTON THIS WEEK
Stokes Communications Corporation, licensee of WWWT Randolph VT had their nighttime power stoked up a little too high --1000 w, when they were supposed to be 66 w. The Commission caught wind of it, and fined them $20,000 this week.
Mid -Coast Radio Project's KKFI Kansas City got hit for $2,500 after a former employee asked to see the public file, and wasn't given access.
The Commission also denied David Price reconsideration of an order revoking his license for WOKJ and assessing an $8,000 forfeiture for no tower lights.
ELSEWHERE
Several years after its urban AC :vrmat, Heart & Soul, backed away from R &H oldies and was renamed the Touch, ABC /SMN has announced that it will roll out a new R &B gold format effective October 1. The yet unnamed format will be SMN's 11th full - time offering.
It was a busy week for Capstar --not the friendly ghost, but the company that made duopoly a household word. Capstar closed on its acquisition of WMYI Henderson NC (Greenville SC market), now teamed with its WSSL- AM -FM. Both stations are now in
the WSSL studios temporarily; both are expected to move back to WMYI's site. And in Jackson MS, Capstar now has a sales only agreement with WKTF (formerly WKQB) in
addition to its existing WMSI /WJDX FM duopoly.
Former Cook -Inlet head honcho Dan Mason will take over as president of Group W Radio effective 6/1 replacing Jim Thompson.
At Arbitron, Ken Wollenberg, exec VP /sales and marketing, is out and his position has been eliminated, according to a company statement. Wollenberg's duties will be absorbed by president Steve Morris. In other Arbitron news, WMMQ Charlotte MI (Lansing), has been hit with a page 5(B) note for ratings bias. And the firm has announced that it will start using the term "station name" in its surveys to replace the not -very -vernacular- sounding "slogan ID."
The National Radio Systems Committee has voted to begin voluntary standard- setting for in -band Digital Audio Broadcasting systems. Its new DAB Subcommittee will be chaired by ABC's Al Resnick and Delco's Randall Brunts. It met for the first time May 3 and will meet again May 18.
Jones Satellite Network and Sports Entertainment Network have broken off negotiations. Jones had been investigating the purchase of SEN for several months. In a release, "the parties stated that they were not able to reach agreement on final terms."
Following the success of its series of advertiser calls in the Los Angeles area last fall, the Radio Advertising Bureau has announced that, at its May 17 board meeting in Detroit, it will again send its board members out to meet with advertisers including the major auto companies. WHAT ABOUT BOB? After months of speculation, the folks at Colfax Communications went for the obvious Twin Cities hole for their new WBOB -FM, the former WCTS -FM. Taking a page from the success of WBUB (Bubba 107) Charleston, S.C., the station will now be known as "Bob 100 FM, New Country" and will also use the slogan "Turn Your Knob To Bob." WASHINGTON THIS WEEK KLOL Houston has been fined $33,750 by the FCC for a 1991 morning show broadcast on penis size. The fine is against former owners Rusk Broadcasting whose sale of the station to Evergreen can now be approved. One thing you will want to note. In the letter to Rusk, they did footnote the fact that "the passage concerning lactating or pregnant women...does not warrant further action."
The FCC came out of its April 29 meetiry on the expanded AM band tvith very few changes, according to an NAB memo, rejecting proposals that it relax its nighttime interference criteria, reserve the 1600 -1700 band for minorities, set AM receiver standards, or assign specific channels for travel information AMs.
The NAB has lashed out at a Clinton administration political ad reform proposal, calling it "politicians using a perceived public concern to guarantee themselves additional benefits." The proposal would give Senate candidates vouchers for 50 %- off ads at radio and TV. It would also give House candidates vouchers, although not a reduced rate, and demand that stations give third -party political ads free air -time.
The Commission upheld its decision to impose a $20,000 fine to Group Six Communications, former licensee of WWOC Avalon NJ for EEO violations. The Commission also denied their petition for reconsideration.
DAKK, Inc. and Edwin A. Bernstein have lost their appeals concerning five mutually exclusive applications for a new FM on 96.1 MHz in Center Moriches (Long Island), NY. Zenitram Communications, Inc. was also denied a review of the dismissal of its application for 105.5 MHz in Brockport, NY.
Two mutually exclusive applications have been designated for hearing in Richwood, OH for a new FM on 104.3 MHz. Two applications have also been designated for hearing for educational FM's in Bryan or College Station TX --89.9 MHz and 89.7 MHz, respectively. Two applicants for a new FM on 102.5 MHz in Arkansas City, KS will go to a hearing, as well.

Chymes are still on the air despite an on -air incident that began with a tirade about the lack of attention paid to "white history" and led to the team telling an offended caller, "You're acting as if you're a n - --r." Local press reports suggest that GM Michael Frischling had asked the pair not to use the N -word but had otherwise been aware that the bit was planned, which is particularly disturbing in that WKBQ's duopoly partner is urban /AC KXOK- AM -FM. Wonder what the mood is like in the halls at that station this week?

Nashville -based performing rights organization SESAC has teamed up with Billboard's Broadcast Data Systems monitoring service for a new "per play" music licensing system so that stations can pay only for single servings of SESAC product as opposed to blanket or per -program licenses. SESAC will start with a Spanish - language program this month before moving on to other formats.
Proof that Westwood One really is more conservative these days: Former presidential candidate Pat Buchanan will debut a talk show beginning July 5 on WW1 that puts him head to head with Rush Limbaugh. Buchanan will have a series of liberal stoo, er, co- hosts.
Duopoly News: WFMS Indianapolis, which had initially planned a duopoly with new suburban outlet WGGR, will instead be paired with previously non -commercial outlet WAJC. Sale price for WAJC was $7- million ... Keymarket is purchasing WSPD /WLQR and crosstown WVKS Toledo to form a duopoly. Elsewhere in the glass city, WRQN is now moved in with crosstown WTOD /WKKO despite the fact that WTOD has an LMA partner of its own in WRED ... Bud Paxson's purchase of WAIA, WNZS, and WZNZ Jacksonville has been approved by the FCC ... Saga is buying Buckley's WYNZ -AM -FM Portland, Me., to pair with its WGAN /WMGX ... WTKW Bridgeport (Syracuse) N.Y., has filed a petition against the WSYR /WYYY /WKFM duopoly claiming that the books that allow it to avoid the 25% share cap are. "anomalies."
Becky Brenner, who joined Broadcast Programming, Inc., as a country programmer /consultant last year, has been upped to Director of Programming for the format syndicator.

Kurt Hansen's Accuratings service adds five new markets to its spring schedule -- Lexington, Saginaw, Benton Harbor, Fayetteville, N.C., and Columbus, Ohio -- bringing the firm's total to 14 books.
Freudian slip of the week: Following the live broadcast from Havana by Pierre Wolf, host of Business Radio Network's show, "America's Dining & Travel Guide," BRN put out a press release declaring this "the first liver radio broadcast in over thirty years from the communist nation." Unfortunately, the bold inter- cultural experiment ended in tragedy when the angry Cubans refused to eat their liver, no matter how nicely Pierre arranged it on the plate or even if he allowed them to chew it with plantain at the same time.

ST. LOUIS BLUES, PT. II: According to the St. Louis Post Dispatch, morning men Steve Shannon & D.C. Chymes are finally out at top 40 WKBQ Granite City (St. Louis) which is also suing the pair for $50,000 in lost revenue. As of press -time last week, the station was standing behind the duo despite its reference to a black listener as a "nigger" and its suggestion that Jesse Jackson be assassinated. Several days later, however, the pair were finally suspended. As for our own question about the mood in the halls at WKBQ's sister urban AC outlet KXOK- AM -FM, locals say the jocks on that station have been campaigning on -air for listeners to call and urge that WKBQ's morning team be ousted. The rest of this week's news begins on page 7.
THE LAST HOLDOUT? Years ago, when the station we know now as KKSF was still KSFX, San Francisco was the market that consultant Fred Jacobs had in mind as the pilot market for classic rock. But KSFX went news /talk on FM, then AC, then NAC and the only time the Bay Area really got a classic rocker --aside from San Jose's KUFX (Gilroy) --was when KFOG, now an adult progressive outlet, put a few toes in the water several years ago. Now, album outlet KRQR has made the move to classic rock. In other format news this week, WYHY Lebanon TN (Nashville), which moved to full blown rock -40 a few weeks ago, has readded some black product, although it maintains a strong rock lean. WASHINGTON THIS WEEK The FCC has upheld its $6,000 fine against Infinity's WXRK New York /WYSP Philadelphia /WJFK -FM Manassas VA (Washington DC), for the now legendary Howard Stern 1988 Christmas party show. The stations have one more appeal to the FCC before having to go to court a -la WLUP (AM) Chicago.
Meanwhile, R&R reports that D.C. federal judge Royce Lambert has thrown out the industry coalition lawsuit that sought to immobilize the FCC's indecency crusade. Lambert declared that broadcasters "serve at the pleasure of the public interest" and do not have full First Amendment rights.
The NAB, along with CBS and the news directors' association RTNDA have filed a U.S. Appeals Court brief asking the court not to reinstate the Fairness Doctrine and not to remand the case in which it is considered -- Arkansas AFL -CIO v. FCC --to the FCC itself.
ELSEWHERE
Unistar Radio Networks has realigned its two adult networks, Super and Ultimate. Super will now be made up of Unistar 24 -hour music format clients. Ultimate will become CNN Plus --a 1053 affiliate national news network encompassing CNN Headline News, CNN Radio News, and Unistar Radio News affiliates.
The Radio Advertising Bureau has announced that it will team up with the National Infomercial Marketing Assn. (NIMA) to create self -regulatory marketing guidelines for radio infomercials. The two bodies will also "arrange a series of meetings between product marketers and radio broadcasters to explore the opportunities (of] direct response programming on radio. Also, congrats to RAB director of communications Laura Morandin who becomes VP /communications this week making her the youngest VP in RAB history.

* WBBF /WBEE -FM Rochester, NY, owner Heritage has entered into an LMA -to -buy with oldies rival WKLX.
* WSSX -FM Charleston, SC, is in the process of being sold to crosstown WSUY, despite the fact that both stations have duopolies of their own. WSUY's partner, WDXZ Mount Pleasant, will be spun off after the WSSX purchase closes. The fate of WSSX's partner, WSSP Goose Creek /WUJM Charleston, is still uncertain.
* KOIL Omaha is being sold to the owners of crosstown news /talk KKAR Bellevue NE, Aegeus, Inc.
The crowded sky gets a little more crowded this week following the announcement that Major Broadcasting, owner of WWBZ Chicago, will acquire the Superadio networks and roll out three new formats within the next six months, one of which can reasonably be expected to be the hard rock format that Major does on WWBZ.
WPGC Washington, DC, GM Ben Hill has been named president of Cook -Inlet replacing new Group W head Dan Mason. Hill will remain GM of WPGC.
On the heels of his predecessor Mitch Michael's $300,000 emotional distress s -it against WCKG Elmwood Park IL (Chicago), new morning man Steve Cochran now -.as
decided not to join the station either. The Chicago Sun -Times says Cochran "clashed" with management over the makeup of the morning show and its sp :r-s orientation.

ALL GAY AM NEVER SHOWS: Five months after the announcement that Colorado Springs area station KXRE would sign on with a new gay -themed satellite network, that station has finally materialized but is instead simulcasting co -owned Spanish outlet KRRU Pueblo's international format. WASHINGTON THIS WEEK The sale of WJMO -AM -FM Cleveland Heights OH to Zebra Communications has been approved by the FCC, several months after local minority lobbies had filed a petition to deny. Zebra is owned by Lynn Tolliver and Bobby Rush from white -owned crosstown WZAK Cleveland; critics had charged that the two were being used as a front for a white -owned station's duopoly efforts.
The Commission was in denial this week. Here's the review board decisions:
- -Denied Beth Knight reconsideration of the dismissal of her application for a new FM on 93.7 MHz in Sebastopol CA.
- -Denied an application for review filed by Crystal Clear Communications, Inc. seeking reconsideration of the dismissal of its application for a new FM on 95.9 MHz in Seelyville IN.
- -Denied application by the State of Oregon's Board of Higher Education seeking reconsideration of a Mass Media Bureau action returning as untimely filed its application for a new educational FM on 88.9 MHz in Redding CA.
-- Denied approval of a settlement agreement in the proceeding involving five mutually exclusive applications for a new FM on 94.7 MHz in Gifford FL.
The Commission upheld a Review Board decision which granted the application of Luipold Broadcasting, Inc. for a new FM on 96.1 MHz in Huron OH and denied the competing applications of Great Lake Broadcasting, Inc.; NCB Enterprises, Inc.; and Huron Communications Company, L.P.
Tichenor Media Systems VP /operations Ricardo DelCastillo has been elected to the NAB's radio board of directors.

In another blow for Arbitron's embattled attempts at on -air survey announcements, the Electronic Media Ratings Council has suspended its accreditation of the Atlanta spring book, the one that was the pilot program for such announcements. Arbitron will plug along with its tests which began in late April.
EFM Management, the people who distribute the Rush Limbaugh Show, may have finally drawn one too many lines in the sand. Two Albany NY area papers are reporting the breakoff of renewal negotiations between EFM and WGY Schenectady. According to The Daily Gazzette, EFM wanted S40,000 per year from WGY, in addition to spots. WGY will drop the show July 30.
O.K. So, just when you thought radio programming couldn't fragment one iota more --how about "Anti -Crime 102 ?" The State of Florida's Division of Communications has applied for an experimental, low -power license for 102.3 MHz in Miami to "disseminate important public safety information in response to recent crime directed at foreign tourists unfamiliar with urban American criminal enterprise." According to the application filed with the Commission last week, the station will also provide security tips and directions from the airport to tourist areas in several languages.
Katz Communications President Gordon Hastings announced the addition of another show to its expanding line -up of syndicated radio products. Former Cincinnati Reds star Pete Rose's sports talk show, launched last year in Florida, will be Katz's second sports program after "This Date in Baseball History" with Mel Allen. Katz also distributes "Rick Dees' Weekly Top 40."
Katz also announced the addition of Arthur Kriemelman to head up the division as Vice President /Syndication. Kriemelman's company launched the Pete Rose show last year through the Florida Network.
Merrell Hansen, Exec. VP of Gannett Radio, has been chosen as steering committee chair for RAB's 1994 Managing Sales Conference. The meet will take place Feb. 17- 20 at the Lowes Anatole, Dallas. Meanwhile, Infinity Broadcasting president /CEO Mel Karmazin has been named to the Executive Committee for the RAB's Radio Creative Fund.
Inside Radio reports that KIEV Glendale (L.A.) financial advisor Morris English, Jr., has been charged with $30- million in fraud for allegedly continuing to plug a real estate investment opportunity after it filed for bankrupcy.
Broadcast Programming VP /general manager Edith Hilliard adds GM stripes for its co -owned Sentry Systems digital equipment outfit ... Radio Today's "On California" travel program has been awarded a bronze certificate in the ninth annual Society of American Travel Writers competition ... Wegener Communications will provide the DR180 Digital Audio Subcarriers to Jones Satellite Networks for its new CD Country format.
