provides a mechanism to jumpstart a new level of commerceand industry in this crossroads for Clayton, Dekalb, Rockdaleand Henry Counties. It will be the first phase of a majormixed use campus planned for the area to include an upscale,village concept retail component. Preliminary plans call forapproximately 88,000 square feet of medical office space and80,000 square feet of retail/hospitality space, withopportunity for additional development. The campus willfeature a park-like setting with splash fountains, greenspaces, and walking trails. Planning and site development isexpected to be completed by the end of first quarter 2014.

“As hospitals have begun to move away fromcentralized care to ambulatory settings, the Fairview conceptwill be at the forefront of that trend,” explained Dr. GregDaniel, CEO of Nidus Development. “We’ll provide vitalhealthcare services to a medically underserved communityrecognizing that there are over 400 fewer physicians thanneeded in the Henry County region. And we will workdiligently to alleviate this shortage which will benefit theresidents of the community.”

Upon completion, the Fairview Medical Center isprojected to employ over 1,300 persons directly and

indirectly, with an estimated economic impact of $185 million.

Project 2: Fairview RoadThe Fairview area is expected to be one of the fastest

growing areas in the County over the next few years. Inaddition, Fairview Road serves as a major thoroughfare forthose traveling to and from Fulton, Dekalb, Rockdale andClayton Counties on a daily basis.

With this demand in mind, Commissioner BruceHolmes has remained steadfast in moving forward withprogress on Fairview Road, which is unquestionably one ofthe biggest transportation projects remaining on HenryCounty’s SPLOST III project list. It consists of widening tofour lanes 1.85 miles of roadway from Anvil Block Road tojust beyond the intersection of Panola and Fairview roads.Four signalized intersections will feature decorative stampedconcrete crosswalks, mast arm signal poles and lighted streetnames. In addition, decorative light posts and enhancedlandscaping will add to the curb appeal in the commercial area.

Henry County’s District 5 into a “health and wellnesscommunity,” this road will also be the first in the County toinclude the installation of eight foot wide, multi-use paths onboth sides of the road.

The Fairview Road Widening Project was designed byKimley-Horn & Associates, Inc. and is being constructed byConstruction Management Engineering Services (CMES).The total cost of the project is $13,291,079.61. It is expectedto take approximately two years to complete.

“The two projects together signify a new economicera in Henry County and the southern region of Atlanta,” saidCommissioner Holmes. “The combined projects will re-brand the Fairview community and stimulate positive growthin this part of the southern crescent. Providing capitalinvestment, job creation, beautification, walking/ bike trails,and quality of life improvements is just the start of my longrange goal to establish a ‘Health and Wellness Community’in North Henry. The community, both private and business,has shown great support and pride and, to that point, I simplysay, ‘the best is yet to come.’”

In order to foster quality development that will meetthis burgeoning area’s anticipated needs, Henry County hascontracted with The Collaborative Firm to develop an OverlayDistrict for the community. The Overlay District is intendedto encourage improvements through the use of developmentand design standards while conserving the integrity of thecultural resources and property values within the corridor.

Commissioner Holmes, together with the Board ofCommissioners, the SPLOST Department and the Planning& Development Services Division, have worked diligently tosee these projects to fruition and Commissioner Holmes inparticular is encouraged by what these projects will mean forthe community.

“This overlay district is meant to create standards forthe Fairview area, to prevent unwanted types of businessesfrom coming into the area. It’s also going to help brand thearea, and create an inviting appeal as you enter Henry County,so people can see how beautiful Henry County really is,” saidCommissioner Holmes.

The Henry County Police Department’s projectentitled “Specialized Traffic Accident Reconstruction” or“S.T.A.R.” is applying for a grant of $24,771.00 under theEdward Byrne Memorial Justice Assistance Grant (JAG)Formula Program: Local Solicitation, CFDA 16.738, fundingopportunity number BJA-2013-3599.

The Henry County Traffic Unit, part of the UniformPatrol Division, is tasked with investigating all fatal motorvehicle crashes; responding to serious injury crashes; andinvestigating/reviewing all hit and run accidents. Sgt. DavidGagnon supervises 5 officers in the Unit and maintainscertification through the Georgia State Patrol’s SpecializedReconstruction Team as a Forensic Mapping Specialist.

The “S.T.A.R.” grant will request funds to purchase areplacement GPS mapping station, laptop computers andsoftware updates, which are used extensively with allinvestigations. When producing a forensic map, a GPSmapping station aids the prosecution in criminal cases andthe victim’s family if a civil case should arise following amotor vehicle accident. The current system is outdated andhas suffered several major errors on the data collector which

have in turn required assistance from the Georgia State Patrolto complete the investigation. The new GPS mapping stationwill require significantly less time and eliminate the need foroutside agencies on most investigations. Henry County hassuffered 10 fatalities thus far in 2013, compared to just 6 thistime last year.

Submission deadline for this grant application is July9, 2013. A public comment period, as required in the officialsolicitation, allows citizens to inquire about the proposedprogram, and to voice comments. The Henry County PoliceDepartment’s grant administrator, Kimberly Monast, isavailable for questions or comments at 770-288-8133 or [email protected].

After July 9, a copy of the application can be viewedin-house by scheduling an appointment with Ms. Monastduring regular business hours, or by requesting a copy beprovided to you via email, postal mail, or direct pick-up. TheHenry County Police Department and Henry County Board ofCommissioners maintain strict financial stewardship offederal and state grant award dollars and welcome your inquiry.

The July Town Hall will focus on the future of Henry CountyPublic Schools and Henry County School Superintendent Ethan Hildrethwill be the featured guest speaker.

The SPLOST Committee wrapped up its 14-weekseries of meetings Thursday night, and announced the list ofprojects they recommend the Henry County Board ofCommissioners include on an upcoming Novemberreferendum for a potential SPLOST IV program for Henry County.

Over the course of the last 14 weeks, the SPLOST IVCommittee has taken public input and workedclosely with County staff to formulate the listof recommended projects. Though it issubject to change by the Board ofCommissioners, the list iscurrently based on projectedrevenues of $190 million anda 75/25 split between theCounty and its fourmunicipalities. Thatleaves $142.5 million forthe County’s share.Using that figure as aguide, committeemembers first establisheda list of county-wideprojects to recommend tothe Commissioners ashigh priorities. Thesecounty wide projectstotaled nearly $36 million,or about 25 percent of theCounty’s portion, and include the following:

• 911 Radio Communications System for the County and Cities $6 million

• Ambulances $380,000• 2nd Building of Southern Crescent Technical College $5 million

• DOT Construction Equipment Replacement $2.2 million

• Jail Expansion $5 million• Airport FOB $1 million• Animal Control Facility Improvements and

Equipment $100,000• Replacement Police Patrol Vehicles $1.4 million• Replacement Fire Stations (Stations 2 and 8) $4.5 million

• New Interchange on I-75 South of SR 155 $5.5 million

• SPLOST Management $4.75 millionThe committee then recommended that thebalance of $106.6 million be divided equally

among the five commission districts,providing each one $21.3 million to

allocate for either capital ortransportation projectsaccording to their district’sneeds and priorities. Toview a list of all theSPLOST IV projectsrecommended by theCommittee, includingdetails about the districtprojects, please visitwww.henrycounty-ga.org/SPLOSTIV/.

The Henry CountyBoard of Commissionerswill consider these

recommendations andmake any changes to theestimated revenues and

corresponding project list on or before August 2, 2013. Theproposed SPLOST IV referendum will then be submitted tothe Secretary of State’s office for approval to be placed onthe November general election ballot. If approved by votersat that time, the SPLOST IV program would continue thepenny sales tax for another six years.

On June 21st in McDonough, a large plume of darksmoke could be seen from the parking lot of the Target Storeon Jonesboro Road as firefighters battled a house fire justone exit north. At just before twelve-thirty this afternoon,Henry County Firefighters responded to a house fire at 315Meadowbrook Drive, in McDonough. First arriving units werefaced with a heavily engulfed structure fire. Although thefirefighters were confronted with heavy fire conditions, entrywas made into the structure in an aggressive attack to savethe home. Fortunately, crews were able to quickly knock thefire down containing it to the area of origin and saving theremainder of the home.

On arrival there was heavy smoke showing from thegarage area of a one story residential structure. During initialwalk around, heavy smoke and flames were reported.Despite the amount of fire present in this one-alarm fire and

due to an aggressive interior attack, fire spread and extensivefire damage was prevented. "Fortunately, there was no onehome at the time of the fire and there were no injuries.

We would like to encourage homeowners to practicefire safety in their home and with their families. If you do nothave a fire escape plan, take time to make one, review withall persons residing in home, and then practice it regularly.Also, we would like to remind citizens of the importance ofnot only having a smoke alarms, but checking them monthlyto ensure they are working properly. Prepare today topossibly save you from devastation later!” stated CaptainSabrina Puckett.

Origin and cause of the fire are unknown at this time.Fire investigation is underway by Henry County FireInvestigators. Fortunately, no injuries reported.
