The eight stages KOTTER The first stage is called establishing a sense of urgency. - according to the president regulations which target a number of consumers to reach 1,2 million litres per day and government regulations about minimum standard of public service forced this company to change. - the assets that belongs to PT. PERTAMINA is not well managed. As the result, the organization gained no revenue from its own asset. For example, the parking lot and marketplace at gas station owned by PT. PERTAMINA. However, no revenue is gained by PT. PERTAMINA. - PT. PERTAMINA experienced loss with amount of Rp 1,73 billion. Its management cost reached the amount of Rp 107,72 billion and was debted to its holding company. The second stage is called building a coalition. -PT. PERTAMINA created its alliance consists of the government and PT. PGN. Cooperation with the top level government specifically the minister of state-own enterprise would be beneficial since every decisions and permits are issued by them. The third stage is called creating a vision for change. -make a new brand to change an old image with “PASTI PAS”. -give best experiences to the consumers with some tagline such as “dimulai dari nol yaa”. -always give 5S “Senyum, Salam, Sapa, Sopan dan Santun” for the consumers that will be presented by oil station crew. -maintaining every oil station professionally.

The first stage is called establishing a sense of urgency.

The fourth stage is called communicating the vision.

-As one of the most important figures in the organization, Karen has his own unique way to communicate his mission. Periodically, she broadcasts a message to all of his companions mostly about his desire and heart content. Additionally, Karen also check the situations in the field by his own eyes.

The fifth stage is called empowering broad based actions.

-One of the most troublesome obstacles faced by PT. PERTAMINA is its setting of oil measuring tools that can be changed, make a consumers satisfaction become decrease

The sixth stage is called create short term wins.

-Almost all of oil station that legally registrated with PT. PERTAMINA already implemented PASTI PAS program. PT. PERTAMINA also make a new image of oil station as a convenience place to the consumers take a rest for a while with give a store and restaurant.

The seventh stage is called build on the change.

-PT. PERTAMINA creates a new program to give more experiences as a leader to younger staff, its called as a Transformation Leader Engine.

The eight or the last stage of Kotter eight-stage is called anchor the changes in corporate culture.

-PT. PERTAMINA developed more relationship with other government company such as PT. PGN to create LPG product.
