The Croatian Audiovisual Centre is the Government-backed strategic agency for the audiovisual sector in Croatia. Its remit ranges from supporting development, production, distribution, exhibition, marketing and promotion, to professional training and supporting national film archive through the system of public subsidies. It is funded by the grant-in-aid from the Governement, as well as from mandatory contributions from all those exploiting audiovisual works such as broadcasters, exhibitors, cable operators and telecoms.

04 INCOMING PRODUCTIONSCash rebate scheme exists since January 2012, for film and television productions filmed in Croatia. The rebate applies to feature films, documentaries, television drama and animation. Projects can derive a benefit of 20% of their qualifiying expenditure, which is based on the cost of Croatian cast and crew working in Croatia, as well as goods and services purchased in Croatia, with around 2.6 million € cap per project.

06 CROATIAN THEATRICAL RELEASES
The total number of people who have seen a Croatian film in 2013 amounts to 443,539. The most watched film was the comedy The Priest’s Children by Vinko Brešan (Interfilm) distributed by Continental Film. With 158,130 viewers, it became the most watched Croatian film in the 21st century. It is followed by The Brave Adventures of a Little Shoemaker by Silvije Petranović (Maydi Film) distributed by Blitz Film & Video, which is still being shown in theatres. The Brave Adventures of a Little
Shoemaker is followed by The Mysterious Boy by Dražen Žarković (Kinorama) distributed by 2i Film, which attracted 68,969 viewers, while the romantic comedy Sonja and the Bull by Vlatka Vorkapić (Interfilm), distributed by Duplicato, attracted a total of 97,927 viewers in 2013. Good results were also achieved by Cowboys by Tomislav Mršić (Kabinet) distributed by Blitz Film & Video with a total of 33,367 viewers.

In Croatia, the top 20 feature films represent more than 50% of the total theatrical market value. Since 2008 the market has been fairly stable with around 3.3 milion tickets sold per year. The domestic share has in the same period fluctuated widely, registering all time low as in 2009 and steadily gaining ascendence in 2011, culminating with 8.61 % in 2012 and 11% in 2013.
2013 is significant for digitalization process in Croatia: 29 independent cinema operators went trough the process of digitalization. Today, 87% of screens in Croatia are digitised. According to the Ministry of Culture’s plan, by the end of 2015 the remaining 15 cinemas should be digitised as part of a special programme.

08 PUBLIC SERVICE TELEVISION IN CROATIA
As stipulated in Croatian Film Act of 2007, Croatian broadcasters, both public and commercial have a statutory requirement to contribute towards the funding of the Croatian Audiovisual Centre’s all-encompassing scope of activities in the audiovisual sector. The percentages of their mandatory contributions are fixed by the Law, while their representatives sit on the havc’s Audiovisual Council, the body ulitmately responsible for the havc policy and funding decisions. On the top of that, Croatia’s
public broadcaster – Hrvatska radiotelevizija (hrt) invests into independent productions in line with a minimum of 15% statutory quota for the independents. The hrt also plays a key role in dissemination of Croatian ficition and documentary films on its two terrestiral and especially on its dedicated Arts and Culture digital channel hrt 3 on which 119 Croatian independent documentaries were broadcast in between 1 January 2013 and 1 April 2014.
