A. U ADOPTION OF MINUTES: 1. In connection with the minutes of the Regular Council meeting of October 22nd, the Clerk requested that two corrections be made t o these minutes. The first correction is on Page 9 under Item 7 i n the Clerk's Report in the fourth line thereof where it states the properties are on the east side of 140th Street. The word "east" should read "west". "tennis" in the second line of the resolution should read "tenants". DELEGATIONS: Ms. Hazel Huff of 308, 1371 Blackwood Street, White Rock, was present on her retirement after 16 years service with the Corporation where she was employed as a Clerk Typist at the R.C.M.P. office. The usual presentation was made by the Mayor and Ms. Huff was thanked by a l l members of the Council for her lengthy years of service to the Corporation. C. REPORTS OF VARIOUS COMMITTEES: 1. PLANNING COMMITTEE w a) Following motion tabled pending report from Panorama Ridge Local Area Planning Committee. The Committee recommended tha t the Municipality hold the required Public Hearing as required and tha t the Municipality act as the applicant in t h i s regard.

This motion was Defeated w i t h Aldermen Schrenk, Watkins, Jacobs, Bose and Ross against.

Before this motion was p u t the matter was discussed by the Counc i 1.

Alderman Jacobs spoke against the motion s t a t ing tha t the Municipality was exercising a special power under the Land Commission Act i n order t o a s s i s t a pr ivate developer t o get the land o u t of the Agricultural Land Reserve.

Alderman Bose also spoke against the recommendation.

Alderman Jones s ta ted tha t the application s h o u l d be allowed t o go t o a Public Hearing t o get the reaction of the people i n the area.

Alderman Ross also s ta ted tha t the application should be allowed t o go t o Public Hearing.

Alderman Johnston spoke i n favour of the motion s t a t ing tha t this was not the same type of application as Meadow Creek Farms. There i s no t r a f f i c problem or servicing problem involved. become part of the present operation of a g o l f course and tennis courts.

Alderman Schrenk wanted t o know who was g o i n g t o determine who the surveyor was and whether or not a firm employed t o do the survey was competent t o do so.

A report from the Special Committee was submitted dealing with the establishment of O f f Road Vehicle Parks i n Surrey. The Committee had made two recommendations :

That the Municipality request the Greater Vancouver Regional D i s t r i c t t o designate a 5 acre area within the Tynehead Regional Park t o be used as a t r a i l bike s i te only. The s i t e would be leased t o the pr ivate sector for a f i v e year period and the leasee would be responsible fo r the operation of the t r a i l bike recreation f a c i l i t y . This f a c i l i t y would be for persons 15 years of age and under only.

That the Municipal Council consider submissions from interested par t ies f o r the use of a designated area within the Stokes P i t for t r a i l bike riding and fo r four wheel drive r a l l i e s . The Administration would prepare an advertisement cal l ing for proposals t o operate the Stokes P i t as a recreational vehicle park f o r a f ive year period.

2. The Mayor s ta ted he and Alderman Jacobs had attended t h e Regional D i s t r i c t Review meeting cal led by the Minister i n Delta today. Discussions took place i n regard t o the s t ruc ture and operation of Regional D i s t r i c t s b u t there were no r e s u l t s a t th is time from the meeting.

12. The Manager s u b m i t t e d a report from the Director of Planning dealing w i t h K.G. Developments and Cambridge Homes L t d . dealing w i t h the proposed rezoning o f an additional 100 f e e t of their property a t the north eas t corner o f 68th Avenue and King George Highway t o C-2 use. Council had approved of the additional 100 f e e t being zoned t o C-2. The Planner i n his report indicated he was opposed t o this additional zoning and had advised the applicant accordingly because i t would jeopardize the success of the downtown area fo r Newton. The Manager s ta ted t h a t the Municipality can proceed t o introduce the By-law f o r the rezoning of the additional 100 f e e t if they so wish a t th is time or can hold i t back pending fur ther discussion w i t h the Planning Department.

Mr. Szabo had operated an auto wrecking business a t 11076 - 120th S t ree t under the name of Pa t tu l lo Auto Wrecking. The salvage operation was operating there as a non-conforming use. In November of 1975 the property was rented t o Mr. Zizek. Mr. Zizek applied f o r a business l icense under the name of Pa t tu l lo Used Auto and Truck Parts which he received. Mr. Zizek i n April of this year t ransferred his business to 10870 Scott Road. Mr. Szabo then applied fo r and received a l icense fo r Pa t tu l lo Used Auto Parts a t 11076 - 120th Street. Mr Szabo was complaining about the l icense being t ransferred u s i n g the same name.
