The General Manager, Parks & Recreation advised that on February 19, 1997, a Request for Qualifications went out to bidders for the project. 1. Corporate Report R1139 Fleetwood Highway Sports & Leisure Complex

The General Manager, Parks & Recreation was in attendance to provide Council with an update on FleetwoodHighway Sports & Leisure Complex. The General Manager, Parks & Recreation advised that on February 19,1997, a Request for Qualifications went out to bidders for the project. The Request for Qualifications had to bereceived no later than March 19, 1997. An Evaluation Team was formed. Five submissions were received byMarch 19. One submission was received on March 20, which was rejected. The Evaluation Team developedan evaluation process. Upon opening the submissions it was determined four were acceptable. The EvaluationTeam has selected three proponents who will receive the Request for Proposal and have until June 19, 1997 toprovide a proposal. Mr. MacRae advised that a recommendation should be before Council in early July and anice arena should be available by August, 1998.

It was Moved by Councillor Hunt Seconded by Councillor Lewin That Corporate Report R1139 be received.

3. Proclamation

Acting Mayor Higginbotham read the following proclamation:

LEARNING DISABILITIES WEEK

March 31 - April 6, 1997

WHEREAS learning disabilities are found in over 10% of the total population of individuals ofaverage to above average intelligence who are often not understood to have a disability; and

WHEREAS the existence of a learning disability can be so unrecognizable that it is commonly called"An Invisible Handicap" yet it interferes with the person's ability to store, process, or produceinformation; and

WHEREAS the Surrey Chapter of Learning Disabilities Association of BC has worked for over 20 yearsto inform parents, teachers and other professionals about learning disabilities, their symptoms and theresources available;

NOW, THEREFORE, BE IT RESOLVED that I, Judith E. Higginbotham, do hereby declare the weekof March 31 - April 6, 1997, as "LEARNING DISABILITIES WEEK" in the City of Surrey, and I urgeall citizens to cooperate enthusiastically in supporting the efforts of this organization and encourage thepublic to learn more about "The Invisible Handicap".

Councillor Hunt returned to the Public Hearing at 7:24 p.m.

Reverend Mark Collins, Northwood United Church, 13905 - 108 Avenue, was in attendance to speak in favorof this proposal. He stated they hope to build a 400 seat congregation. They hope their mission will continueto the whole northeast area of Surrey. He advised that thrift shops, AA meetings, and counseling, etc., willcontinue.

Herman Schuetze, 8740 - 158 Street, was in attendance to speak in favor of this proposal. He was concernedregarding the trees. When the property was for sale a few years ago, he suggested that the City use the land fora park. He understands the trees will be saved, but he has seen other projects where trees have not been saved,and have disappeared over time.

In response to questions from Council, the Planner advised that the trees on 156 Street are being preservedthrough cooperation with the Engineering Department. The trees will be saved with the exception of two treeswhich will be removed for driveways.

Joao P. Araujo (Paula), 9427 - 137 Street, was in attendance to speak on this By-law. She stated that her fatherowns property and is wondering how the future lane will impact the property. The Planner advised that 156Street will be widened to four lanes in the next 12 to 15 years.

Herman Schuetze, 8740 - 158 Street, was in attendance to speak on this proposal. He was concerned thatanother neighborhood pub will be put in and questioned whether another pub in the area is warranted. ThePlanner advised that the pub is in the existing CD By-law. This proposal is regarding the drive-throughfacilities, for both the bank and the restaurant.

Councillor Robinson returned to the Public Hearing at 7:40 p.m.

Mr. Rick Hart, 8475 - 166 Street, was in attendance on behalf of the East Fleetwood Ratepayers Association. He was concerned that the application keeps coming to Council and is being changed. He was concernedregarding the town centre and advised the OCP states town centres should be pedestrian-oriented. He believesdrive-throughs do not encourage pedestrian access. He requested that Council defer approval until the towncentre proposal goes through in the next six months. He stated a character study has not been done.

Tom Becker, Weber & Associate Architectural Consultants, #208, 2112 West Broadway, and Marion ClarkRepresentative of the client, were in attendance to answer questions from Council. Ms. Clark advised that thedevelopment will be undertaken by one applicant. She stated that there are walkways running through the towncentre. In addition, there are a lot of patios attached to restaurants. She advised that they are asking for thedrive-throughs as they will not be able to get tenants without it. The developer is not putting a pub on the site. Ms. Clark advised that they are 70% pre-leased, with the anchor being IGA.

Tonette Belich, 16336 - 112 Avenue, was in attendance to speak on this By-law. She stated that she was aresident of Heritage Woods. She advised that a developer made an application to Council on the west side ofHeritage Woods but did not comply with what was approved, and she fears this will happen again. Sherequested Council visit the site before they vote on it. She also requested Council review the setbackrequirements. She stated restrictive covenants should be placed on the property. She was recommending a$10,000 compliance fee. She also requested no suites be allowed and the inspectors ensure the plans arentdeviated from. She stated she is in opposition to the basements and feels the house sizes are too large. Shealso believes that the basements should only be accessed through the houses. She feels that design guidelinesshould be strictly adhered to. She advised that there are two more parcels of land in Heritage Woods that arecoming up for rezoning. She is concerned regarding these parcels of land.

RES.R97-815 Carried

Hubert Culham, Architect for the Project, was in attendance to respond to questions from Council. He advisedthat the applicant is going to build the houses. He stated that they have gone over the design with the PlanningDepartment. He also stated that the houses are 3000 sq.ft. and the basements are 1500 to 2000 sq.ft. Hepointed out that no windows are allowed in the basements facing the street. The houses have been patterned tothe ones on the opposite side of the road. He advised that if the applicant does not conform to the designguidelines, they will bring the issue up with the Planning Department.

Tom Beaton, 13337 - 62 Avenue, was in attendance to speak in opposition to this By-law. He believes the areawill be chopped up. He does not like to see the lots divided. He stated that if the properties are subdivided, thefuture road will take out a large portion of his property.

Dan Parlee, 6275 - 134 Street, was in attendance to speak in opposition to this By-law. He presented picturesof trees that have been cut down on the lot in question.

It was Moved by Councillor Lewin Seconded by Councillor Eddington That the pictures submitted by Mr. Parlee, be received.

Greg Sewell, 13930 - 32 Avenue, Coastline Engineering & Surveying, was in attendance to speak on this By-law. He advised that the clearing of trees took place over two years ago before the By-law was brought in. There is a tree preservation and replanting plan that has been presented, and the remaining trees will beprotected by a restrictive covenant. He advised that an arborist is being brought in to assess the viability of thetrees on the property. He stated that the houses will be situated with sensitivity to the remaining trees on thelot.

Councillor Robinson left the Public Hearing at 8:50 p.m.

Bob Leslie, 7755 - 148 Street, was in attendance to speak against this By-law. He advised that he has beeninvolved in the community since 1977. He believes this is an inappropriate land designation and due processwas not followed in changing it to urban. He stated abutting properties are designated as suburban. He is

Greg Sewell, Coastland Engineering & Surveying, was in attendance and advised that with respect to the roadon the north property line, a storm sewer and adequate drainage will be provided. In regard to the fence alongthe north property, the owner has agreed to erect a wood fence along the north property line and a temporaryfence will be erected during construction.

In response to questions from Council, Mr. Sewell, stated that this is a single family development and theyhave no intention of constructing secondary suites.

Heidi Turnbull, 8373 - 121A Street, was in attendance to speak on this proposal. She would like assurance thatthe development will not exceed 28 townhouses. She would like the existing barrier to be retained at the end of121A Street. She would like assurance that the developer will be forced to follow the guidelines.

Pamela Plunkett, 8327 - 121A Street, was in attendance to speak on this proposal. She stated she is in favor ofthis development as long as she can get a guarantee that the development will not exceed 28 units. She adviseda petition was drawn up to retain the barrier on 121A Street. She advised that her property is two feet lowerthan the proposed site and she is concerned about drainage.

Henry Jong, Representative of the 15 Owners, was in attendance to respond to questions from Council. Headvised that they are aware of the issues concerning the tenants and the neighborhood. He stated they wouldlike to start building this year. This is their first multi-family development. He advised they previouslyrequested an 84 condominium unit be built, but the neighborhood did not want this. In view of this, they havechanged the application to a 28 townhouse development.

Mr. Laing, 13490 Colfire Road, was in attendance to speak on this proposal. He is the owner of a propertylocated at 8292 - 121A Street. He stated that he previously had an application before Council. He requestedthat Council consider the properties that were previously proposed but are not part of this development. ActingMayor Higginbotham advised him that the applicants would have to bring a proposal before Council.

In response to questions from Council, the Planner advised that the area is designated as multi-residential. Dueto the neighborhood concerns, the density has decreased.

Councillor Robinson left the Public Hearing at 10:22 p.m.

Ken Morris, 1829 - 126 Street, was in attendance to speak on this By-law. He is concerned regarding thepotential to subdivide the property. They would like clarification as to what the future holds in regard to LotB. The Planner advised that the CD By-law states this property can be subdivided. If this happens themaximum floor area they can build is 3450 sq. ft. A character study and building scheme would have to beundertaken. He is not opposed to the 200 square foot addition.

Barbara Paton, 3417 - 148 Street, was in attendance to speak on this By-law. She is of the opinion that this wasadvertised incorrectly and the neighborhood believes there will be two houses on this property.

Bruce Carter, 12536 - 19 Avenue, Applicant, was in attendance to respond to questions on this application. Headvised that in 1952 this was zoned for two lots, but the owner built one house in the centre of the lot. Prior topurchasing the lot, he inquired regarding the trees at the front of the lot. He advised that there was a lot ofpartying going on in the trees. There were fires on the property. The tenant has wrecked the house. He statedthat they are requesting a variance for 206 feet to accommodate a laundry room. He advised that he has put anapplication before the City to subdivide the property to satisfy the concerns of the neighborhood, in order thatLot B be zoned as RF.
