RECOMMENDATION

It was recommended that the report be received.

Item C151 - Surrey Dyking Commission Tax

RECOMMENDATION

(4861-002)

It was recommended that Surrey not take over the collection of Dyking taxes until legislative changes are made, including the collection of a fee for the service.

Item C152 - Retirement Planning Manual

RECOMMENDATION

(0415-003)

It was recommended that the report and handbook be received.

It was further recommended that the handbook be amended to provide reference to Council members in regard to their employees.

Item C153 - Impact of Proposed Development at Hazelmere Golf & Tennis Club

RECOMMENDATION

It was recommended that the report be received.

Item C154 - Port Mann Landfill Weigh Scale (4604-004)

RECOMMENDATION

It was recommended that:

1. The scale be purchased from Western Scale Co. Ltd. at a cost of $32,176.

2. The computer system and peripheral equipment be purchased for a total budget cost of $21,000.

Item C155 - Rezoning Application No. 5686-303 Proposed Soil Processing Operation

RECOMMENDATION

(5686-303)

It was recommended that the proposed soil processing operation at 32 Avenue and 194 Street (Application 5686-303) not be approved.

Item C156 - Museum Addition

RECOMMENDATION

It was recommended that the contract for the construction of an addition, approximately 33 x 16 feet, to the museum be awarded to F.J.B. Construction Ltd. for a total price of $20,921.

Item C157 - Use of Land Within Utility Rights-of-way (0023-5942)

RECOMMENDAT ION

It was recommended that Sub-section A.3 of Part IV, GENERAL PROVISIONS of Part 1 of Zoning By-law No. 5942 be amended by adding the following after the word "feedlots" :

except in the following industrial zones, where land subject to a utility statutory right-of-way may also be used for parking and storage, provided that such uses shall be accessory to the principal uses permitted for the site, and are lawfully permitted by the registered utility statutory right-of-way: 1 4 , I-H, I-W, I-P(2), I-S, I-T, I<, I-L(S), I-A.

Item C159 - White Rock Jr. Secondary School Site Improvements and Additions

RECOMMENDAT I ON

It was recommended that the recommendation of the Municipal Manager be approved.

Item C160 - Extension of the Municipal Garbage Collection Area -

RECOMMENDATION

(4557-001)

It was recommended that the Municipal Garbage Collection Area be extended to include the 582 properties within the area bounded by 104 Avenue, 160 Street, 110 Avenue and 168 Street including Parkview Place, Salisbury Drive and Tilbury Place.

It was recommended that Recommendation #2 not be accepted and the matter be referred back to the Municipal Manager to establish a special contract area as outlined in the Deputy Municipal Engineer ’ s report.

It was recommended that Recommendation #3 be referred back to the Manager in light of the decision regarding Recommendation #2.

Item C161 - Townhouse Development 1350 King George Highway Fergus Creek Estates

Item C162 - 11300 Loughren Drive Neiqhbourhood Problem (2152-14920)

RECOMMENDATION

It was recommended that administration be directed to repaint the yellow line and that the Traffic By-law Enforcement Officer and the RCMP be instructed to enforce the By-law in relation to parking on the roads.

Item C163 - Repeal of Zoning By-law No. 2265 and (0023-2265) Clarification of Public and Semi-Pub Buildings (0023-5942)

RECOMMENDATION

It was recommended that

1. That Part VI, RS Suburban Residential Zone, Part VII, R-1 Residential Zone No. One, and Part XIIIB, 1-4 Special Industry Zone of Surrey Zoning By-law, 1964, No. 2265, be incorporated into Surrey Zoning By-law, 1979, No. 5942, as described in Appendix I;

2. That Surrey Zoning By-law, 1964, No. 2265, be repealed; and

3 . That Part 1 of Surrey Zoning By-law, 1979, No. 5942 be amended as described in Appendix 11.

Alderman Schrenk speaking in support of the motion, pointed out that the Municipal contribution is in the ten year Capital Program of the Parks and Recreation Commission for 1988. Alderman Schrenk pointed out that Council is dealing with this matter at the appropriate time.

Alderman Huot pointed out that this is a matter of priorities. Alderman Huot expressed concern that if this motion is approved, funding will not be available for other areas of Surrey.

Alderman Fomich pointed out that this is a matter for the 1987 Council to consider.

Alderman Higginbotham, speaking in support of the motion, stated that there is a growing need for this facility in South Surrey.

Mayor Ross stepped down and Acting Mayor Easton assumed the Chair at 7:13 p.m.

Mayor Ross spoke in favour of the motion, stating that this is a tremendous opportunity for Surrey.

Alderman Kerr indicated that the provision of recreation facilities in South Surrey is a priority at this time.

Alderman Fomich, in speaking against the motion, expressed concern that the second sheet of ice for the North Surrey Rec Centre may be delayed if this is approved.

Alderman McKinnon, speaking in support of the motion, noted that the $500,000 is not a contribution to the gym. The money is for a Parks and Recreation facility, not a school.

Mayor Ross assumed the Chair at 7:31 p.m.

It was Moved by Alderman Easton Seconded by Alderman Fomich That the Regular Council meeting do

The Regular Council meeting adjourned at 7:32 p.m. and reconvened at 8 : 0 3 p.m. with all members of Council present.

3. Solution of the concerns expressed by the Municipal Engineer ;

4. Approval from the Ministry of Environment; and

5. Provision for the widening of 144 Street to arterial standards.

Such approval to be valid for six months from this date.

Alderman Schrenk asked if Mr. Vander Zalm's application fee would be refunded as he was given incorrect info 1-ma t ion.

dealing with parking requirements for schools be referred to Surrey's MLA's for their information.

The Mayor is requesting Council's ratification of his approval for an October 25th fireworks display sponsored by the Beta Upsilon Chapter of Beta Sigma Phi Sorority at 6077 - 140 Street.

1. Surrey Expo 86 Committee.

Alderman Higginbotham distributed a report on the work of the Surrey Expo 86 Committee. Committee involved 135 volunteers and 93 businesses and organizations in Surrey. Alderman Higginbotham pointed out that the calendar cost has been entirely paid off. Alderman Higginbotham also noted that through the Expo 86 Committee, Surrey had its first Canada Day celebration. Alderman Higginbotham thanked the Surrey Leader for supporting the Expo 86 Committ.ee.

2. Fleetwood Community Hall

Alderman Kerr stated that the Fleetwood Community Hall, owned by the Fleetwood Community Association, is 56 years old. Alderman Kerr advised that the Association has notified her that the foundation has rotted and the Hall is sinking.

3. Letter From Mr. Gould - Liquor Control and Licensing Branch

Alderman Schrenk made reference to a letter from Mr. Gould concerning pub policy, pointing out that it is not Government policy to locate neighbourhood pubs in single family residential areas.

Alderman Schrenk asked that the Municipal Manager report on the Director of Planning and Development Services meeting with Mr. Anderson of the Liquor Control and Licensing Branch.

4. OCP Mailout

Alderman Schrenk asked that the Planning Department note that her name was spelled wrong in the OCP mailout and asked that it be corrected for any future printings.

5. Council Policy on Back Yards

Alderman Schrenk asked that the Municipal Manager bring forward a report as soon as possible on Council's Back Yard Policy.

Port Mann Landfill ~- 6.

Alderman Schrenk advised that she has received a number of complaints from the residents concerning the smell in the area of the Port Mann Landfill.

The Municipal Manager advised that under normal circumstances methane gas slowly leaks through seams. sealed, and the Engineering Department had to open the seals, which resulted in the smell. The Municipal Manager has advised that the Engineering Department have completed the works and the smell has dissipated.
