CLARENDON TOWN BOARD—Meeting Highlights June 2017

HIGHWAY/WATER DEPARTMENT REPORT - Superintendent Swanger reported that the Clarendon Highway Crew has been helping other towns with paving jobs; will be helping the County tomorrow. The Highway Department shut down the week of July 4th. Superintendent Swanger reported finding the water service leak in the hamlet that had been leaking for a couple of months. A new line had to be installed under the state highway. The existing line couldn’t be removed; the bor-rowed line puller broke and the town had to buy a new one, but the leak is stopped. Superintendent reported that flushing the hydrants is in progress; there are 410 hydrants total. The Village of Holley is spraying the weeds around the hydrants. In regard to replacing the 2004 Ford pick-up truck, Superintendent Swang-er reported that in talking with other towns, they’ve found it a waste of time to put it out for bid; that none have come back less than state bid, so he hasn’t put it out for bid. Carlton has pur-chased a 2017 Chevy ¾ ton pick-up with extended cab for ap-proximately $29,000. Superintendent Swanger wants a regular cab with a big box to be used as a work truck which should be even cheaper. It was said that on state bid, the truck needs to be built; most towns go through the VanBortle dealership. Coun-cilman Major suggested Superintendent Swanger go to the deal-er and get a cost estimate for what he needs, for the August board meeting. PLANNING BOARD REPORT - Chairman Dave Griggs submitted the following written report: Regular Meeting, June 13, 2017 - The Planning Board held a pre-conference for a site plan review (SD 17-04) for the installa-tion of an Alternative Energy System (solar power-private), Dom-inic DeMaria/Solar Liberty 16852 Fourth Section Road tax id# 98.-1-30.11. Chairman Griggs reviews the application with the board. This is in the RA district and an allowable use. The frame will be of steel racking and approx... 14’ high. The panels are fixed and the overall dimension is 33’ x 17’ x 14’. Concerns regarding potential glare to neighboring properties was ad-dressed. Specs indicate panels have a non-reflective coating so there should be no glare. It was noted that an electrical inspec-tion will be required from a third party and approval from National Grid for any connections to their system. No other issues noted. At the request of the applicant a motion was made, seconded and approved to move to a formal application. Regular Meeting July 11, 2017 - Meeting cancelled due to lack of sufficient agenda items. The next regularly scheduled plan-ning Board meeting is on August 8, 2017 at 7 PM, at the Town Hall, 16385 Church Street. HISTORIAN/HISTORICAL SOCIETY REPORT – Historian Melissa Ierlan reported that on the 19th at 7:00 PM the Historical Society will have a presentation on Joseph Santens, respected taxidermist, given by Ray MacConnell the Village of

Bergen Historian. GCC students again need to complete com-munity service; some are working with Melissa at the CHS Muse-um. Holley School students need to complete community ser-vice also. Grant Moy was in and put together/set up the tripod used to lift cemetery stones. Caley Updike has been coming in on Wednesdays and helping with Historian files. Historian Ierlan informed of her receiving 800 photos of people from all over the county from the Civil War thru 1890; some family names are fa-miliar to this area. She is scanning them in for record. The County Genealogical Society is having a booth at the Orleans County Fair. They will be helping people interested in their family genealogy. SUPERVISOR REPORT – Supervisor Moy read aloud a note received by Court Clerk Jo-anne Major thanking her for all her help in the Court. Supervisor had spoken with a resident who recently sold his house and praised our town for all the help he’s been given throughout his years of residency. Supervisor Moy reminded those present of the annual August event at the Historical Society; music at 5pm, free hotdogs and soda and meeting afterward at 7PM. CORRESPONDENCE – NYSDOT has sent notice; it’s planning a maintenance paving project on the Lake Ontario State parkway from Route 237 (Kendall Road) to Route 19 (Lake Road) during the 2018 con-struction season. The Orleans County Soil & Water Conserva-tion District has approved the District’s offering up to $1000 to the Highway Departments toward supplies for the Hydro-seeder that the District owns and makes available for towns to use. The Orleans County Self-Insurance quarterly meeting has been scheduled for August 14, 2017 at 11:00 AM at the County Office Building. The NYS Department of Public Service has sent notice that National Grid is requesting approval of a proposed increase in its electric and gas delivery rates that would increase delivery revenues by 22.8% or 13% increase in total revenues. Supervi-sor read the listed locations scheduled for the public statement hearings; comments can also be made by calling the Commis-sion’s Opinion Line at 1-800-335-2120 or by submitting an email to Kathleen Burgess, Secretary at [email protected]. Con-tact the Supervisor if you’d like additional information. The Jew-ell Buckman American Legion Post 529 has sent the bill for ex-penses on Memorial Day for wreaths, flowers, flags and grave markers at $1601.91. Clarendon and Murray share this expense 50-50. Revenues received include $89,053.40 from Orleans County for 2017-18 sanding & plowing and 1st mowing 2017; $86,212.77 from Orleans County for 2nd quarter sales tax and $8,198.82 from NYSDOT for Snow & Ice 2016-2017. Orleans County has sent notice of three public hearings scheduled to allow input for the mandated County-wide Shared Services Prop-erty Tax Savings Plan; July 19 in Shelby, July 20 in Murray and July 21 at the County Legislature Suite, all beginning at 3:30 PM. The Association of Towns sent correspondence regarding new

Hi, everyone! Seems like time is going faster these days. I

feel like I just finished last month’s article and here I am again. Whoever said time goes faster the older you get sure was right.

At my age, it seems like just about all the new people I meet

have the first name ‘doctor’. You can complain because rose-

bushes have thorns, or rejoice because thorn bushes have ros-es. We long for affection altogether ignorant of our faults.

Heaven has accorded this to us in the uncritical canine attach-

ment. Bartender: “The customers love the new cushions.”

Boss: “That’s great, but please stop calling them stool soften-ers!” The reason the pro tells you to keep your head down is

so you can’t see him laughing. The secret of staying young is to live honestly, eat slowly and lie about your age. I just got an

email about how to read maps backward, but it turned out to

be spam. Grandpa: “Young man, I’d like to tell you a joke

about social security.” Grandson: “What’s that?” Grandpa:

“Never mind, you probably won’t get it.” Singing in the shower

is all fun and games until you get shampoo in your mouth, then

The town recently purchased a tripod and chain fall for use in the cemeteries to upright headstones. The picture shows the first use of the new equipment. This particular stone was actually broken as well as tipped over. It was only safe to place one piece back on the base. This equipment can also be used to raise crooked stones and put new foundations under them if needed.

TOWN BOARD MEETING HIGHLIGHTS - Continued from page 3 legislation of the NYS Volunteer Firefighter Enhanced Cancer Disability Benefits Act (S.1411-b/.711-b) which requires fire districts, departments and companies to provide a new benefit to eligible volunteer firefighters who develop certain forms of cancer. To qualify, one needs to be an active member and be an interior fire fighter. News 8 Summer Tour will be in the Village of Holley for a live broadcast July 26; there will be free Lugia’s ice cream for the first 150 people. OLD BUSINESS – Supervisor Moy met with the Barre Town Board and he, with Councilman Robinson, met with the Byron Town Board about inclu-sion of homes outside of Clarendon in the proposed Water Improvement Benefit Area No. 12. They were

agreeable to this. Income surveys should be out this week. Mr. Grazzo has received an address spreadsheet from the Assessor. Historian reported specific paperwork needed by the contractor awarded the roof repair of the Hillside Cemetery Chapel. A-1 Con-struction, low bidder for Window repairs, has been asked to submit additional references of their work. No response to date. The trim work needs to be taken out of the window contract specs and included with miscellaneous repairs – then rebid. NEW BUSI-NESS – The Town Board unanimously voted to change the Hillside Cemetery Rules & Regulations to allow burial in one lot up to as follows: one casket and two cremations or three cremations. General discussion was held about the Town Park and how to ensure it will be cleaned up after used. People reserve use of the park and Supervisor had to clean it up from a late night ‘party’ before per-sons with the reservation got there. It was suggested that the neighbors by the park contact the police department if they know someone is in the park after dark. Supervisor Moy attended a seminar where health insurance was discussed. Some health plans will increase 18 to 19% next year; Clarendon’s MVP Plan is asking for a 5.5% increase. Supervisor reviewed the current cost for health insurance and suggested the board consider a ‘new hire’ policy for health care. Supervisor also reviewed an option for paid family leave; a state sponsored program that allows eligible employees paid time off. Supervisor Moy will contact the agent from the seminar for a town board presentation. Supervisor Moy has sent a request for a street lighting pricing proposal to change over to LED lights. The Board authorized Supervisor Moy to sign a non-disclosure agreement with National Grid to proceed with the pricing.
