david nickle | the city
David Nickle is Metroland Media Toronto’s city hall reporter. His column runs every Thursday. Reach him on Twitter: @DavidNicklei
You can get into a lot of trouble, writing a column for a newspa-per.
Even if you’re a professional, it can be hazardous: sticky fin-gers for other people’s ideas and phrases will (or should) sink you; you can get facts wrong, or get caught making it up, which should and does sink you.
Or, like this columnist, you can realize a couple of days after you tried to link Brexit with spuri-ous transit plans and bad public finance, that you may have just overreached – in which case you’ll get called on it, often on Twitter. And that stuff never goes away.
It’s worse when you’re not a professional. Worse still, when you’re not a professional who has skin in the game.
And so we come to Mayor John Tory, who tried his hand writing a column for a newspaper, The Toronto Star, on Tuesday: a column about his besieged $3 billion Scarborough subway plan, on the eve of its debut on the floor of Tuesday’s Executive Committee. It was a substantial piece in the Toronto Star, just a hair over 800 words long, noting that he ran in 2014 promising to build a subway in Scarborough, that we are behind on transit construction, that there’s political consensus between the three levels of government that the subway’s the way to go, and that city staff have said the Scarborough subway could help boost ridership in a part of the city where it’s currently low.
So far, Tory has penned a good and boring op-ed. It gets troublesome when he goes for what some of us professionals might call “the dig”: that part where you try and nail down just what’s wrong with the thing we’re
critiquing.Writes Tory (at about the
600 word mark): “But many of the subway’s loudest critics do not live or work in Scarborough, where more than half the popula-tion is born outside of Canada. When they say this is too much to spend on a subway, the infer-ence seems to be that it’s too much to spend on this part of the city.”
Oh dear. It’s hard, indeed impossible, to parse that down to a particularly ugly accusation – that those who fancy a light rail network in Scarborough and not a subway are anti-Scarborough nativists. Indeed, at least one of Tory’s colleagues on council, the subway-opposing, light-rail-loving Josh Matlow, parsed things exactly that way.
“Sad, desperate and shameful. I had hoped for much more from a mayor who preached civility,” tweeted Matlow.
This is the kind of trouble that isn’t really very much trouble at all for professionals. We’re used to people crossing the street to avoid us after a particularly vigor-ous application of fair comment on their dealings. It goes with the territory.
For a mayor, who’s built his brand on civility and teamwork as Tory has? Both Tory and his office tried to make it clear that the column wasn’t intended to be divisive, but to point out that Scarborough’s poorly served by transit. They weren’t out of line: Josh Matlow was out of line.
It was too late by then. It is one thing that those of us writing columns for the newspapers learn early: there are no take-backs when you write something, however unintentionally it may have been, that makes you look a bit of a jerk.
Mayor Tory’s column stirs controversy

Every day here in The Big Smoke each of Toronto’s 2.79 million inhabitants inhales an average of 22,000 times– totalling 61.38 billion collective daily breaths.
Is it any wonder, then, that in a city whose air pollution is estimated to give rise to 1,300 premature deaths and 3,550 hospitalizations each year, that many residents have begun to take a more vested interest in learning what it is they’re breath-ing in?
The Toronto Environmental Alliance (TEA) doesn’t think so. In fact, the not-for-profit environ-mental watchdog banked heavily on Torontonians’ willingness to take a hands-on approach to air monitoring with the launch of the INHALE – Initiative for Healthy Air & Local Economies – Project.
And they haven’t been disap-pointed, said TEA’s campaigns director Heather Marshall.
“What we’re doing with INHALE is making the invisible reality of air pollution visible for people, using tools like mobile air quality monitors and our Fresh Air Finder map to make them more aware of the fact that air pollution still poses risks to their health,” Marshall said of the Metcalf Foundation-funded project, which has attracted more than 150 volunteers in Toronto.
Lauded as Canada’s first com-munity air monitoring initiative, TEA’s INHALE Project arms vol-unteer “citizen scientists” with compact and easy-to-operate air quality monitors and GPS devices, which they can strap to their backpacks, bicycles, strollers or wheelchairs.
As those volunteers pound the pavement around their neighbourhoods, the monitors automatically draw in air and count the volume of fine particu-late matter (or PM2.5, defined as those particles 2.5 microns or less in diameter) that passes through its internal laser.
“Our monitors are such a unique tool, in that they can make people understand that,
even though you might not see them, (these particulates) are definitely out there in the air we breathe and they can have an impact on people’s health,” said Dusha Sritharan, TEA’s climate change campaigner.
What are these particulates, one might ask?
Defined by the Ontario Ministry of the Environment and Climate Change (MOECC) as “the term used for a mixture of solid particles and liquid droplets in the air,” particulate matter can include anything from aerosols, smoke and fumes, to dust, ash and pollen.
But it is the smallest amongst these particles of matter – the PM2.5 particulates that TEA’s INHALE Project focuses on – that ministry officials assert cause the greatest adverse health effects, especially amongst people with asthma, cardiovascular or lung disease, as well as children and elderly
people. Those particles – which can
include cancer-causing heavy metals, carbon, and gas-related particles like benzine – Marshall added, are “the ones that get into your lungs and are really hard for your body to deal with.”
Identifying neighbourhood hot spots for such air particulate pollution, therefore, is an impor-tant first step in TEA’s mission to spark community dialogue around neighbourhood-level solutions designed to improve air quality.
To those ends, all street-level data collected thus far by TEA volunteers who have partici-pated in the INHALE pilot proj-ect – the monitoring of which kicked off in south Etobicoke last summer and just launched in Toronto’s downtown core last month – has been collected, collated, and illustrated on TEA’s Fresh Air Finder online map at inhalemap.com
“With south Etobicoke, what we consistently saw with the data – especially for areas along Lake Shore Boulevard – was pretty poor air quality,” Marshall said, pointing to the many red zones on the map in the New Toronto area, which she said is considered a virtual “tree desert”.
While south
Etobicoke was chosen by TEA as one of its INHALE pilot project study areas because of its rap-idly changing condo landscape, waterfront location and urgent transit needs, Marshall said the downtown core study area – bounded by Dupont to the north, DVP to the east, waterfront to the south, and Bathurst to the west – was selected for its bustling nature.
In the span of just one city square city block, Marshall’s monitor displayed PM2.5 read-ings that jumped from the mid-300s at the foot of TEA’s relatively quiet Duncan Street offices, to well into the 3,000s on construction- and traffic-heavy Richmond Street.
“For us, the INHALE Project isn’t just a way to activate com-munity members to get involved – although it’s certainly been successful in that. Our big focus as an environmental organiza-tion is to see major changes in what we, as a society, do to improve air quality,” Marshall said, citing anti-idling campaigns and tree-planting initiatives at the local level, as well as larger-scale discussions about tran-sit expansion and particulate matter bylaws.
“So our next step with this project is going to be talking about how we can use this data that our INHALE volun-teers have collected to engage with decision-makers and to prompt air quality solutions in the community. Cleaner air is our ultimate goal.”

Staff/MetrolandToronto Environmental Alliance (TEA) campaigns director Heather Marshall (left) and climate change campaigner Dusha Sritharan demonstrate the use of a mobile air particulate moni-tor on Tuesday at the intersection of Richmond and Duncan streets. TEA is in the midst of an initiative that has volunteer community air trackers carrying the devices in order to map the city’s air quality.
Toronto Environmental Alliance launches INHALE project to educate about pollution
This easy-to-operate mobile air particulate monitoring equipment is designed to be attached to backpacks, bikes, baby strollers, walkers or scooters. Volunteers walk, run, roll or ride through their neighbourhood collecting air quality data as they go.

In 1991, 15-year-old Yvonne Bambrick rode the streets of Toronto with brash confidence – making the considerable daily commute from her family home at Victoria Park in East York to Jarvis Collegiate by bicycle, along busy down-town streets that made scant accom-modation for bikes.
“Back when I was a naive teenager, I didn’t think twice about it,” recalls Bambrick 25 years later, sitting on a sunny patio in Kensington Market, steps from one of the city’s massive on-street bike racks and just over a block from the busy College Street bike lanes.
“The concept of bike lanes wasn’t on my brain at all. I did know it wasn’t safe – I got doored on the Danforth and had a wipeout on bad road conditions. Otherwise I was just a teenager on her bicycle, happy to be free getting where she’s going. It meant I could have all the ice cream I wanted.”
In 2016, the Toronto that Bambrick bikes around is a much safer place. Toronto has a total of 558.4 kilometres of on-street bike lanes, including white bicycle lanes, contra-flow lanes that run against the flow of traffic, so-called “shar-rows”, signed routes without pavement markings, and even a few kilometres of cycle tracks that are fully separated from traffic.
A lot of people use those lanes. According to the 2006 Census, Torontonians bike to and from work like nobody else in the Greater Toronto and Hamilton Area, with 19,780 commuting by bike compared to 14,925 in 2001.
In 2015, Bambrick published a book for those cyclists: The Urban Cycling Survival Guide: Need To Know Skills and Strategies for Biking in the City. It was a book culled from her work advocating for cyclists as the head of the Toronto Cyclist’s Union – now Cycle Toronto – and her years riding Toronto’s sometimes tricky streets.
There’s a lot to know: how to make a safe left turn (there’s more than one way); how to suit up for cycling in bad weather; dealing with potentially hos-tile interactions; and how to navigate all those different styles of bike road infrastructure.
Currently, most of those routes are in neighbourhoods surrounding the down-town core – including the relatively new cycle tracks on Sherbourne, Adelaide and Richmond streets.
“Richmond-Adelaide were a game changer,” says Bambrick. “I was having to ride there all the time (before), and I’m a confident rider but even for me it was tough. This is amazing. Transformative.”
With more than 500 kilometres of bike lanes mostly in downtown – cycling advocates hope Toronto politicians stay on track to connect the entire city

Bambrick and other cycling advocates are hoping for more change like that, on roads that extend beyond the downtown. This summer, the city will be embarking on a pilot project to try a cycle track along Bloor Street through the Annex neighbour-hood – a test, to see whether a city-spanning track could be installed the length of Bloor Street and Danforth Avenue.
And the outcome of that could determine the implementation of parts of the city’s next big plan for cycling expansion: the Cycling Network 10 Year Plan. Under that plan, Toronto’s bikeway and bike trail network would be extended to the ends of the city: north along Yonge Street to Steeles Avenue; on Kingston Road in Scarborough from Eglinton Avenue to the Highland Creek Trail; Kipling Avenue from Bloor Street to the Waterfront Trail; and Midland Avenue, from Steeles to Lawrence avenues.
Toronto’s Chief P lanner Jennifer Keesmaat said to provide an effective cycling alternative, the network needs to expand in the same way that transit networks expand – in a continuum. Do that, she says, and it becomes viable to commute, at least to downtown, from nearly anywhere in the city.
“With cycling, distance isn’t that much of a problem,” says Keesmaat. “The city is really not that big, and 10 kilometres, 20 kilometres isn’t really a big deal. And from the centre of the city you can get pretty much any-where on a 10 kilometer bikeway. If you’re cycling from Scarborough to Etobicoke, that’s a big trip. But from the centre of the city you can get anywhere – all you need is safe infrastructure.”
The other thing that a cyclist needs, of course, is the will, and a bit of know-how. Bambrick is an evangelist for the former and a resource for the latter. When asked what it takes to get on a bike, after dutifully recommend-ing a careful read of her book, she suggests a step-by-step approach. Borrow a bike-share bike; go riding with a friend on a quiet street. If it’s been awhile, take a BikeShare course.
And remember: roads were originally for bikes.
“We paved our roads because wheelmen’s clubs advocated to get the roads paved. The bicy-cling movement has been around for a long time,” says Bambrick. “It’s never gone away.”
Staff/MetrolandCyclists make their way in traffic along the Sherbourne Street bike lane at Carlton Street on a recent Thursday afternoon.

Elevate your curb appeal with interlocking stoneWith summer in full swing, so too are landscap-ing and outdoor renovations. Now that we arespending more time outdoors, many home-owners are looking for ways to elevate theirhome’s curb appeal. A new driveway or outdoorspace is a great investment you can enjoy formany years to come. There is nothing like theelegance of interlocking stone paving to help aproperty stand out.
“Interlock is much more aesthetically pleasingthan asphalt and the broad range of colours anddesigns you can choose from mean interlock cancompliment any style home,” says Gillian Yazdani, office manager at Northland Paving in Toronto.
“One trend a lot of our clients are opting for is asoldier course - an asphalt drivewaywith a borderof interlocking stones along the sides,” Yazdanicontinues. The soldier course is more affordable
than an entirely interlock driveway, butmaintainsthe style.
Yazdani advises homeowners looking to up-grade their driveways to call in advance, as theseason for landscaping is well underway.
“Timing is a factor, and in Toronto, home-owners need to obtain a permit for the drive-way.” Northland Paving is a full-service pavingcompany - they take care of everything from ob-taining the permit, peeling away the asphalt layerand laying down the new driveway. NorthlandPaving does interlocking stone, asphalt, concrete, concrete resurfacing and liquid concrete, fen-cing, railing and waterproofing.
