Within a seven hour stretch on a Sunday afternoon, mainstream media reported that the City of Cleveland southeastern area experienced three deaths. The cause of death appear to be Black on Black crime. The police were not involved. There were no protest, looting or fancy speeches. Silence was the master of ceremony. We are asking protesters, is it only the Police or are we concerned about the issue of inner-city violence? Regina Brett of the Cleveland Plain Dealer asked this question seven years ago, and the Black Community told her to sit her a-- DOWN! Let's be honest with ourselves. We should address real issues regarding violence in our City, and within the Black Community? We should address our Cleveland Municipal School District. Our children are failing. We should address our church leaders. Our communities are dying. We should address our community centers. Our community resources are lacking substance. They are too political. At what point, do we hold ourselves accountable? A lot of times, it appears to be civilian on civilian crime. MURDER! Where is the Outrage? We are receiving lots of calls. Folks are constantly asking The Brown Report to talk about recalling Mayor Frank G. Jackson. We will not. You elected Jackson. At this time, hold him and the administration accountable. The NAACP is finally coming out of hiding. Hilton Smith and Sheila M. Wright are speaking up. Put pressure on them if they want to represent what is BLACK in this community. Where is the Outrage? You have council persons and a safety chair that will not show up for community meetings -put pressure on them. You have a new county executive, a new transition team, county council persons, (selling us out before they are sworn in) state representatives, state senators, and Congress persons - Call them to the carpet. Where is the Outrage? You have pastors - and some of them have sold the community out for Faith- Based Dollars. They serve as BUFFERS for elected officials. If they are not right, find another CHURCH! The BIBLE says - "We Worship GOD in Spirit and in TRUTH" We welcome your comments - The Truth Hurts, but this is the only way we will be able to deal with this epidemic of Inner- City Violence. Where is the Outrage? Is this about getting media attention - 5 minutes of fame- or about our collective whole receiving the quality of LIFE that we deserve! McGrath Councilman Jeff Johnson Taunting Issues Affectingour Community- We Want Plans, NOT DEMANDS. Cleveland City Council meeting erupts with tension, chaos and demands. At a recent city council meeting, Councilman Jeff Johnson calls for the resignation of Safety Director Michael McGrath. As a result, Mayor Jackson's administration walked out of the council meeting. Reliable sources tell us that Sharon Dumas, the Finance Director for the city of Cleveland found Johnson's behavior to be out of control. Dumas is said to have taken the lead to illustrate to council and others that she, and her colleagues did not approve of Johnson's request. "I don't care who walks out on me," Johnson shouted, as the officials paraded from council chambers. "But you cannot walk out on the people of Cleveland," says Johnson. Due to recent allegations of police brutality and heighten awareness of black males being killed by the police. The city remains in an uproar. Since the police shooting of 12 years-old Tamir Rice and the 137 atrocity, protesters are commanding transparency and police body cameras while city council members and Mayor Jackson are trying to make sense of systematic failures of the Cleveland Police Department found by Attorney General Eric Holder. Holder informs Jackson that there is a reasonable cause to believe that the Cleveland Division of Police engages in a pattern of using excessive force and civil right violations. Although Jackson appeared to be open to Holder's visit and investigation of the Cleveland Police Department, Jackson appears to be reluctant to admit that the department suffers from a lack of supervision, poor communication and exasperated community relations. "I blame Mayor Jackson. He is a black mayor. Tell me. How does this happen? Jackson only cares about downtown. Someone needs to recall him. All of them need to go," says Cleveland's resident Valerie Lucas. Others are echoing Lucas. On social media, readers can locate an active group found by the News Junkie Daily Publisher Marcia Lane called "Recall Mayor Frank G. Jackson." Members of the face-book community can log on and join the crusade to begin the process. Roldo Bartimole of The Cleveland Leader asked readers in February 2014, How Do We Get Rid of Mayor Frank G. Jackson? "An incompetent mayor tries to cover his ass and pleases no one. Oh, yeah. He did please a few safety force leaders with salaries of some $120,000 for their incompetence. Apparently, failure is the new marker for $100,000 salaries in the city of Cleveland. The city of Cleveland is in trouble. The political leaders are now fighting, and the people continue to suffer. One officer fired at least 30 rounds while a second officer fired at least 17. Another officer reportedly jumped on top of the car and fired off several rounds directly into the vehicle. Williams and Russell was viciously gunned down. They were unarmed. In 2013, Pruitt tells the Final Call Newspaper "Attorney General report was jaded." The Attorney General can file charges too. I mean he said that it’s his opinion that there are no rules, and regulations, supervision or lack of discipline basically for the entire department. I mean that’s not true. I don’t believe that to be true.” He tells the Final Call reporter.

Cleveland City Council meeting erupts with tension, chaos anddemands. At a recent city council meeting, Councilman Jeff Johnsoncalls for the resignation of Safety Director Michael McGrath. As aresult, Mayor Jackson's administration walked out of the councilmeeting. 1. You have the right to remain silent and make a statement. Exercise this right

2. Think carefully about your words, movement, body language, and emotions

3. Don't get into an argument with or lie to the police.

4. Don't run. Don't touch any police officer. Don't resist even if you believe you are innocent

5. Don't complain on the scene, tell the police they are wrong or that you are going to file a complaint orlawsuit.

6. Do not make statements regarding the incident.

7. Ask for a lawyer immediately upon your arrest

8. Write down everything you remember ASAP. Remember the officers' badge number and patrol carnumbers. If you are injured, take photographs of the injuries - be sure to seek medical attention.

9. Do not interfere with or obstruct the police-you can be arrested

10. If you're stopped for questioning - you are required to provide your name, address, and your date of birthif the law enforcement officer asks. You may refuse to answer any additional questions.

11. If you are stopped while driving, you must show the officer your driver's license, registration, and proof ofinsurance upon request. In addition, your passengers must provide name, date of birth, and address uponrequest.

If your rights have been violated, don't try to deal with the situation at the scene. You can talk to a lawyerafterwards, file a complaint with the Internal Affairs Division or Civilian Complaint Board, or with the ACLUof Ohio. Call (216) 472-2200.

What are Pay to Play Activities?"He created a 'pay-to-play' system for theprovision of city goods and services, whichcompromised vast swaths of city government,including the water and sewer system, the convention center, the pension system,casino developments and recreation centers," prosecutors said in a court filing. "Citygovernment essentially became up for grabs for the right price." In October 2013,Kwame Kilpatrick was sentenced to 28 years for public corruption. Jimmy Dimoraalso received a 28 years sentence.

Daily we are witnessing pay-to-play activities. Pay to play activities are those whichone pays (or must pay) money to become a player. Typically, the payer (anindividual, business, or organization) makes campaign contributions to publicofficials, party officials, or parties themselves, and receives a political or pecuniarybenefit such as no-bid government contracts, influence over legislation, politicalappointments or nominations, special access or other favors. The contributions maybe to nonprofit or institutional entities, or may take the form of some benefit to athird party, such as a family member of a governmental official. This is a practice inwhich a politician encourages monetary contributions in exchange for benefits for anindividual or company. Paying to play may involve outright bribery. It can also referto more subtle payments. A company may make large contributions to a politician re-election war chest, and the politician may then be inclined to vote in the company'sor individuals interest. Paying to play is often in a legal gray area (FinancialDictionary 2013).

Most recently, CEOGC - Council of Economic Opportunity of Greater ClevelandCEO/President was sentenced to 30 months. Jacqueline Middleton. According to lawofficials, Middleton was charged with accepting more than $24,000 in cash, homerenovations and other things of value in exchange for steering work to specificcontractors. From 2008 to Aug. 7, 2012, Middleton used her official position toenrich herself by soliciting and accepting gifts, payments and other things of valuefrom contractors who did business with CEOGC. These gifts and payments weremade in exchange for favorable action from Middleton for the payors and theircompanies, according legal officials. Former Congressman Louis Stokes and hiscronies could not help her. Middleton was found guilty.

Last month, The Brown Report told you about the story of Malcolm Spencer.After 16 years of employment with Shaker School System, Spencer was terminated after hestarted asking questions about the union. According to Spencer, Shaker School system does nothave a union yet they are collecting union dues from employees. On November 13th via email,The Brown Report asked Gregory Hutchins, (School Superintendent) and Bryan Christman(Treasurer) if the school system has a union, how long and if so the name of the union servicingemployees. After more than a month, Shaker School System stated yes we do. According toShaker, there were three collective bargaining units in existence including the NationalConference of Firemen and Oilers, Local 200, SEIU, AFL-CIO, CLC (referred to as Local 200)which covers all custodians, bus drivers, grounds, maintenance and food service workers. OhioAssociation of Public School Employees, Local #149 covers all clerical employees, while theShaker Heights Teachers' Association represents certificated employees. Investigation Matters.

Where is the Balance?

According to the United States Census Bureau for 2013, Cuyahoga population isestimated at 1,263,154 people. 64.6% are Caucasian, and 30.24% are black. 52.4%(2010) of Cuyahoga's population are female. The remainder is other. As we look at theCity of Cleveland, the US Census Bureau for the same years estimates 390,113residents - 53.3% Black and 37.3% Caucasian. 52% (2010) of the population arefemale. Based upon the statistics, it should be part of the master plan to includewomen in the steering process of this region. Women should hold leadership positionscomparable to those of their male colleagues. Our region is dysfunctional andhandicap. To ensure an effective, efficient and fair community, we need plans ofbalanced leadership. County Council should do what is right, not what is paid for.

Where were the activists? Many of them joined together at the Martin Luther King Library working on civilright issues while others attended a 10-hour protest with protesters from Ferguson Missouri marching forTamir Rice &Tanisha Anderson. Protesters were said to have taken to the streets of Cleveland tauntingmotorist, barging into the First District Police Department - standing on tables and chairs, and attempting toflip over a moving van. It was an eyesore for Cleveland. Immediately following, protesters were said to haveattempted to go to the home of Cleveland Mayor Frank G. Jackson. Protesters were met by the ClevelandPolice Department. Although no one was arrested or seriously hurt, this protest was supposed to be peacefuland civil. It wasn't. It was another black-eye, and embarrassing moment for our city.

"Police brutality is first on my agenda. They must stop killing our young black men. I am against all killings,but this is a priority "says, Mary Keith. Keith is a community activist in Cleveland WARD 6. She has beenadvocating for the rights of citizens for 40 years. "Cleveland is a mess. We need a new mayor and a newcouncil. I am tired of them not opening their mouths when things happen in our city." The Brown Report metwith Keith following comments on social media. Keith is calling for reform of Cleveland City Hall. She andother activists are working on initiatives for a safer Cleveland. "We have to start with home first" says,Keith. When Ferguson Came to Town - Denied Violence Explodes?

The Investigation of the Cleveland Police DepartmentUnited States Department of Justice Civil Rights DivisionUnited States Attorney's Office Northern District of Ohio

In March 0f 2013, The Department of Justice started a civil investigation following a series of publicizedincidents that suggested unbearable practices used by the Cleveland Police Department. To be fair, the DOJalso looked at approximately 600 uses of force incidents that occurred between 2010 and 2013. Theyrecognized the tension between the police and certain communities. According to the DOJ report, numerousleaders and organizations, including members of the U.S. Congress requested assistance from the Departmentof Justice. Too many incidents have occurred raising the eye-brow of citizens, The plight of members of somecommunities appears to be targeted by members of The Cleveland Police Department. Minorities are beingkilled and abused at an alarming rate. In response to the plea for help and following a thorough investigation,the DOJ concluded that they have reasonable cause to believe that the CPD engages in a pattern or practice of usingexcessive force in violation of the Fourth Amendment of the United States Constitution. The DOJ found structural andsystemic failures and practices. They reported, CPD lack of accountability, inadequate training and ineffective policies. Thefailure to successfully engage with the community weighed in. A mandated Consent Decree is underway. The DOJ iscommanding a scale of justice. The Mayor must start talking, and city council must confront difficult issues. Keith and othercommunity activists have pledged to hold them accountable, oust them from office and create a culture of change.

They needed to vent their anger and frustrations. Hell some even said "Let theB---- Burn Down." "Let the Mother F----- Burn." The rage, the disgust, the pain, the hurt, the lies, the politricks, thekillings, the killers, the aggressors, the passive-aggressive behaviors, the snitch and the snitch not, the silent, the groupthink, the corporate board members, the politicians, the media, the pimps and the pastors, the President, the mayors,the governors, the judges, the magistrates, the playground bully, the street hustler, sisters, and brothers, mothers andfathers all play a part in the perils of societal failures and the dysfunctional structures for ill laws and systematicprocedures of which we must abide. Save your fancy speeches, it is no longer welcomed. America deserves qualityand transparent resolutions.

Understanding Public Policy - Blood is on the Steps of the White House

Public policy is created by government, and special-interest groups. Public policy is an attempt by a government toaddress a public issue by instituting laws, regulations, decisions, or actions pertinent to the problem at hand. Whennew public policies are created, there are generally three key things involved within the process: the problem, theplayer, and the policy. The problem is the issue that needs to be addressed. The player is the individual or group that isinfluential in forming a plan to address the problem in question, and the policy is the finalized course of action decidedupon by the government. It is not uncommon for the general public to make the government aware of an issue. This isoften done through writing letters and emails, making phone calls, and protest. In the most-recent days, we witnessedAmericans tell local, state and federal government that there is a major crisis in America; Police Brutality, Blue vsBlack and White America vs Black America, and Black America's discord with White America. The ultimate streetremedy of this matter appears to be death and bloody murder; men in blue killing everyday citizens without properjustification. It's not a black thing. It's not a white thing. It's folks killing others because they believe no one mattersbut themselves. Some officers believe they have been given a pass to harm others. Police believe their badge givesthem a right to threaten, disrespect and kill civilians. They think that they have a free pass to do whatever the hell theychose. Government created this cycle of war on civilians by cops, due to the judicial system not holding police to thesame laws and regulations as the general public. The monstrosity of the vile acts of America's Police force is out ofline and needs to be restructured. There should be a swift measure of destructive technology that would allow thetearing down of the system called protect and serve, and develop the idea of communicate and build positiveneighborhood relations. Federal, state and local leaders must be able to engage the entire community. No one shouldbe left behind. Our community must learn to understand that it is through public policy that change will occur.

President Obama should be asking America "Can We Talk?"From the Huffington Post, Sam Levine. A former Philadelphia police officer says thathe’s standing with protesters in Ferguson, Missouri to send a message that police areoppressing the majority of Americans.

“Number one, I want to give the residents of Ferguson the knowledge that there aresome police that do support them,” says Ray Lewis, a former Philadelphia Policecaptain. “I want to try and get a message to mainstream America that this system iscorrupt. The police really are oppressing not only the black community, but also thewhites,” he said. “It’s an oppressive organization now controlled by the one percent ofCorporate America. Corporate America is using police forces as their mercenaries.”

Williams were shot 137 times by officers of the Cleveland Police Department. At this time, no one has been heldcriminally responsible for this massacre. The families filed civil lawsuits and was awarded a three-million dollarsettlement. As a result, members of the Carl Stokes Brigade and community activist wrote to the department of justice.The DOJ did not respond to their plea for help. "There was not a big outcry for 137. We asked them to investigate thisincident. We made demands and the DOJ did not respond", says activist Genevieve Mitchell. "Who's shoulders do westand on? Who can we trust. Snakes will come in many colors. Cleveland is a city of many struggles. We have tocontinue ot organize and unite", says Khalid Samad. Activist Gerald C. "I would definitely attend this, but unfortunately I have to work tomorrow. Though I do disagree with some of the militantuse of force by some police officers, I want to know what the black community is going to do about this thug culture theyseem to embrace and ignore? Ignorance breeds ignorance in all races. I am tired of hearing that they are the only race thatsuffers, yet they do nothing to prevent crime in their own neighborhood nor do they take the time to teach children to respectthemselves or authority. By authority, I mean adults, teachers, law enforcement, etc. I want to know what people of all raceswould do without law enforcement? I don't like seeing a child die at the hands of anyone whether it be law enforcement orsome thug bastard who does a drive by and kills innocent people. Where is the outcry for the victims of senseless crimes thatthis thug culture embraces? Where is the outcry for the rape victims, those that were robbed or beaten up by thugs, howabout the shop owners in Ferguson, that lost businesses? They spent a lifetime building? Where is the outcry for thesepeople? Sorry, but if you throw a punch at a cop, you better get ready for the consequences. I am sick and tired of beingguilty of being white, but yet the black community takes no action in extinguishing this thug culture they so embrace. I wouldlove to tell their leaders this to their faces. Truth hurts doesn't it? If you are going to protest, protest to clean up your ownbackyard, and the thug culture that haunts the neighborhoods."

Pettigrew toldus, she was scammed out of her life savings by a local contractor. Thecontractor is the husband of a Warrensville Height Councilwoman. Last weheard, Pettigrew was seeking an attorney to aid her with this issue. She has notheard from any officials from Warrensville. Update: In the fall of 2014, TheBrown Report met with Cheryl DeBose. Mrs. Debose is the wife of the lateMichael DeBose. Debose was a State Representative of the State of Ohio. Hedied of Parkinson disease approximately three years ago. The Brown Reportcampaigned for a secondary street name of Holly Hill Drive. DeBose raised hisfamily on this street. The Brown Report gathered signatures from residents.We submitted documentation to the councilperson of Cleveland WARD ONE,The Council President and Mayor Frank G. Jackson. On October 6, 2014,ordinance 1330-14 passed through Cleveland City Council. According toJames Richard's, assistant to Terrell Pruitt, signage was ordered. We wishyou a Merry Christmas.We are angry because the purveyors of institutionalizedracism advance the notion that black life has no value asblack men, women and children are killed with politicalimpunity.

We are frustrated that a system that we recognize, hasfailed us.

The civil unrest in Ferguson New York, Cleveland andthroughout the nation is the direct result of state sanctionedabuse of police power and authority.

It is a problem that requires a political solution.

The tragic deaths of Michael Brown, Tamir Rice, EricGarner, Timothy Russell, Malissa Williams and thousandsof others have a historic premise. Long before “911” everexisted, blacks, minorities and the poor have seen thepaddy rollers, posses, gulags, and the Klan.

Our mothers and fathers have seen a few things. They’veseen lynchings and bombings. They’ve seen their countrychurches and homes burned to the ground. They’ve seenEmmett Till, Medgar Ever, Fannie Lou Hamer, andCarolina's skeleton - black men in military uniform with arope around their neck, swinging from a tree.

Mama, done seen a few things.

They’ve had to sit in the back of the bus and be denied theright to read and be educated. They’ve been remanded tothe nations’ jails and prisons for vagrancy and peonage,with life sentences. They’ve seen “no nigger signs onstores and restaurants and hotels." And been deniedhousing or had to pay more for less.

Mama, done seen a few things.

They sharecropped and no matter how hard they worked. Itwas never enough to do more than break even or still owethe plantation boss. They couldn’t ever get free! They haveseen the aftermath of what happened to three civil rightsworkers trying to register blacks in the Mississippi Delta tovote.

Terrorism to black people then, is a relative term. Werecognize it when we see it.We recognize when someone isn’t treating somebody right.We recognize it when we don’t get treated right.

It is all part of a much larger narrative on slavery, race,racism, class, privilege, and the residual effect of statesanctioned violence, social control and power over peopledeemed expendable.

It’s a sad day in this country, but I’m hopeful. I am so veryhopeful, because I saw young folk; white, black, Hispanic,

Asian marching in the street forjustice and social change and that’s agood thing. It’s a good place to start,but the real work has yet to be done.

The internal work is to perform an“exorcism” on the American psyche,to excise the racism and hatred thatcreates the rules that allow a grownblack man to be murdered oninternational television with no onecalled to account.

The real work is to change the modusoperandi of the institutions thatdefund black studies. The real work isto change institutional behavior thatwon’t allow black institutions to existand thrive with the same propensity asother institutions.The real work is to Change the core ofpolice departments nationwide. Thereal work is judicial reform. The realwork is to change court dynamics,which remand black and poor to thenation’s prisons. The real work isfighting for government systemreforms that create an environmentinclusive of everyone. The real workis to change the internal operations ofthe nation’s academic and culturalinstitutions to include the youthlocked out and on the street, givingthem an opportunity to succeed.Additionally, the real work is to workfor changes in sentencing and shutdown the nation’s privatized prisonsystems. To create campaign financereforms that does not allow politicalincumbents, beholden to privateinterests with ulterior motives and notpublic interest, to exist and proliferate.

To work to protect and value the livesof all of us in a way, that is growthoriented and sustainable. That issubstantive and not superficial.

Dr. King said, America has beenissued a blank check that has beensent to the nation’s repositories for theblack, brown and poor white folk,marked insufficient funds. This checkis now payable and owed. Thecollateral must be paid in full. Thisthen, is the great work which must bedone if America is to save itself, fromitself. This is our charge. This is ourmoment. This is our time…..carpediem!

"I want a shower, and she told me no because I amnot on the schedule." "My momma clothing is soiled. Why has she not been changed?" Theytried to kill my wife. I told them something was wrong with her. I have been married for 50years, and I know my wife. They argued with me. My wife will not be returning." "They put mymother on a van and they have no idea of where she is going. I always take my mom to herappointments. She failed from her bed because the bed was broke. What kind of s--- is this. Ihave a lawyer." "My momma was threatened by another resident". How do you know? "Theactivity coordinator told us. When we had a meeting, she retracted her statement for fear ofbeing terminated. They will not mistreat my mother, " says another family member. These arereal comments and complaints made by family members. The family members have and had aloved one at several local Skilled Nursing Facilities and Rehabilitation Centers. Facilities rangefrom 55 beds to a 180 bed center. They offer long-term care, skilled nursing and rehabilitationservices. The facility depends on referrals from local hospitals, home health care agencies,senior high-rise communities, churches, and senior community organizations. The goal is tolook for seniors who are in need of long term placement.

The nursing home industry is a lucrative business. The average cost for long-term careresidents is approximately $91,000.00 per year for a private room. Semi-private rooms will costa long-term resident a little more than $81,000.00 per year. Nursing homes charge a daily rate,which include room and board, meals, activities and care services. The Brown Report visitedmany of the neighborhood nursing homes in the 44128, 44122 & 44124 areas. We founddisgruntled adult children, soiled residents and poor customer service. We contacted a localhospital. We asked the Supervisor of Nurse Care Manager and the President of South Pointequestions. They both declined to respond. We wanted to know; 1. What is the hospital'srelationship with nursing homes? 2. Do nursing homes offer gifts to clinic employees(Discharge nurses, Social Workers and Case-managers for referrals)? Does the hospital solicitlunches and "Lunch to Learn" seminars from nursing facilities? If so, who is responsible forproviding the paid for lunch and trainers? If an organization decides not to participate in thispay to play activity are they penalized? Will the hospital deny the organization referrals? Howoften does the hospital Community Outreach Worker visit facilities? 3. How is a referral madeto a skilled nursing facility - under what premise? Has the hospital ever made referrals to skillednursing facilities knowing that the facility was/is under staffed, abusive to residents, and offerpoor services? 4. Are hospitals operating a pay to play activity with nursing homes on thebacks of the senior community? 5. What is the mission of the Hospital? 6. How many nursinghomes is the hospital making referrals to? 7. Why is it necessary for nursing facilities to spendlarge amounts of money on physicians and hospital staff? 8. Who is the point person to over-seethe transaction between the hospital and the nursing homes?

South Pointe Hospital Communication Manager responded, but she did not offer any viableanswers. "I pray to GOD, I will never have to go back to a nursing home. All they want ismoney," says Ms. Marks

A nursing home is a place for people who don't need to be in a hospital but can't be cared for athome. The staff provide medical care and occupational therapy.
