The first day of Leadership Conference will kick off with four Skills Sessions from 8:15 a.m. to 9 a.m. Thursday, January 16 (see Page 2 for more details): “Board Chair Q & A with MSBA” with MSBA Executive Director Kirk Schneidawind “2014 ‘Unsession’ — Legislative Issues for Schools” with MSBA Director of Governmental Relations Grace Keliher and MSBA Associate Director of Governmental Relations Denise Dittrich “Open Meeting Law” with MSBA Director of Legal and Policy Services Cathy Miller “Understanding the MSBA/MASA Superintendent Contract” with MSBA Director of School Board Services Sandy Gundlach Click here to view the conference program. Seven members selected to the MSBA All-State School Board ■ Seven school board members have been selected for the 2014 MSBA All-State School Board and will be honored at the Leadership Conference Recognition Luncheon scheduled for Thursday, January 16, at the Minneapolis Convention Center: Ronald Evenson (Houston), Patsy Green (Robbinsdale Area), Tom Grundman (Osakis), Robert Olson (Mesabi East), Nadine Schnettler (ROCORI), Robert Shuey (Pine City) and Alan Zeithamer (Alexandria). ■ MSBA will also recognize the Canby and Hopkins school districts with the District Award of Distinction. is award is bestowed to districts having a majority of board members who have received a Director Award (awarded to members who have earned 100 points or more from MSBA training programs within the past four years) or a President Award (awarded to members who have earned 300 points or more from MSBA training programs). Osseo Area Superintendent Kate Maguire will also be acknowledged at the Recognition Luncheon for being named the 2014 Minnesota Association of School Administrators Superintendent of the Year. School board chairs from across the state are invited to meet with MSBA Executive Director Kirk Schneidawind in this question-and-answer session. Let Kirk know what MSBA can do to support, promote and enhance the work of public school boards and public education.

“Understanding the MSBA/MASA Superintendent Contract”

The Model Superintendent Contract provides a template for school boards and superintendents to use as the basis for negotiating all superintendent employment contracts. This session — presented by Sandy Gundlach, MSBA Director of School Board Services — will provide an overview of relevant statutes and Model contract language.

“2014 ‘Unsession’ — Legislative Issues for Schools”This session — presented by

Grace Keliher, MSBA Director of Governmental Relations, and Denise Dittrich, MSBA Associate Director of Governmental Relations — will focus on the issues likely to arise during the 2014 legislative session. These issues include: sales tax, mandates, special education, the World’s Best Workforce, career and technical standards, publication requirements, pensions, Location Equity Revenue, health insurance and much more.

“Open Meeting Law”Cathy Miller, MSBA

Director of Legal and Policy Services, will cover the provision of Minnesota’s Open Meeting Law. Cathy’s presentation will also cover expectations requiring or allowing school boards to close meetings. School board member use of e-mail and other digital communication and the concerns about serial meetings and public data requests will be emphasized.

Wednesday, January 15 — 2 p.m. to 4 p.m.“World’s Best Workforce for School Board Members”

Minneapolis Hilton (1001 Marquette Avenue South, Minneapolis) — Cost: FREESchool districts are to begin developing the World’s Best Workforce plan for

this school year and will report next fall on the district’s progress on that plan. This session will assist school board members to understand the components of the legislation and to provide leadership in the creation and implementation of a locally designed student achievement plan, focusing on strategies to engage district stakeholders in the process. This session will be presented by Steve Dibb (Assistant Commissioner of the Minnesota Department of Education) and Mary Cecconi (Executive Director of Parents United).

Wednesday, January 15 — 7 p.m. to 9 p.m. “Student Expulsion and Staff Discipline — It Takes Grit!”

Minneapolis Convention Center — Walk-in registration fee: $85Expelling a student and disciplining a staff member can be two of the most difficult decisions made by school

board members. Three in-district attorneys — Jill E. Coyle (attorney for Rosemount-Apple Valley-Eagan Public Schools), Nik Lightfoot (Director of Administrative Services, Hopkins Public Schools) and Margaret J. Westin (General Counsel, Osseo Area Public Schools) — will present the policies and processes leading up to the superintendent’s recommendation to the school board regarding employee or student discipline, including a mock expulsion hearing.
