the situation and protestors fled ingroups, leaving the police to monitor thesituation.Police spokesperson Constable Glen

The BEAT, a group of residents fromvarious political parties gathered todiscuss staging a protest in the interestof the community and regardless ofpolitical affiliation.Councillor Ngobeni said that he had not
had any contact with the protestors. He

was not at home during the protests, andhe said that by the time he arrived at hishome they were already dispersing.Ngobeni said that regarding the issue
of youth employment, he saw fit toemploy ward committee members fromhis ward because they have been helpfulin the past with voluntarily, unpaidcommunity work.He added that those he employed were
family heads, and their employmentserved to lessen the burden of poverty ontheir families. He said that he had neverexpected such an emotional responsefrom the community, especially sincethese were fairly low-level positions.A different situation pertained at
Councilor Maluleka’s house, where shewas rumoured to have had an argumentwith an EFF party member aboutpersonal grudges. Maluleka is rumouredto have not been on speaking terms with
the woman for some time. The woman alleged that the councilor
swore at her during the protest.According to her, she was not evenpart of the protest. The BEAT could not find anyone who
was prepared to admit to staging theprotest.Councillor Maluleka and the mayor
Lucas Nhlapo could not be reached forcomment in the matter.Meanwhile, foreign nationals in the
township kept a worried eye on theirbusinesses during the night and kept incontact with the police, fearing that theviolence may spread to them. Thesefears were aroused by an incident inKwa-Zulu/Natal recently. The police were eventually able to
reassure them that the violence wasunlikely to spread further, and theywere able to leave for their homes.

For nearly a decade, residents of Bela-Bela have been yearning for a library oftheir own. The municipal library wasdamaged in a fire several years ago, butthe majority of books inside had beensalvaged.Residents claim that the library has
been closed since then while others saythat the library is open and fully staffed. Some residents have even said that it
is a human right for the public to accessbooks and information which they cantake home, as is the case with everyother library, and to deny this is aninjustice. The BEAT investigated the current
status of the library, located a fewmeters on the left side of themunicipality’s entrance. Inside, severalindividual bookshelves were found withbooks stacked on them. A fullyfunctioning internet station across fromthe librarian counter was also seen. The BEAT spoke to one of the
employees who said that the library isopen, but no books were allowed to belent out.

out for help. Colleagues rushed in tohelp me and I was rushed to MediClinic. That first night my tongue was very dryand I experienced a burning sensationon my leg, but I was injected with anti-venom soon thereafter.”The following day, Hamilton was taken
to the Muelmed Hospital in Pretoriawhere dead tissue, reportedly the size ofa tennis ball, had to be removed fromher groin.Hamilton said that she is not afraid of
snakes, but she does not know if she willbe comfortable going back to work afterher recovery.SPH Kundalila could not be reached

The municipal spokesperson, MatomeSebelebele, said that he acknowledgedthe need for an open accessible librarybut explained that the library is currentlyan asset of the Department of Arts andCulture.“The municipality does not own the
library as it used to and we now rely oncompetency from the Department of Artsand Culture,” he said.He explained that the municipality is
going to enter talks with the departmentto reinstate the library to its originalfunctionality. When asked about claims about staff
who are employed at the library,Sebelebele said that there areemployees from the municipality whowork at the library and that is not theirfault that they work there given thecurrent state of the library.“There are people who are employed at
the library and these are municipalemployees. Given the current uncertainstate of the library it is easy for peopleto paint some negative connotationsabout the library and who it employs. Itis not these people’s fault that they workthere,” he said.
The secret of many a man’s success in theworld resides in his insight into the moodsof men and his tact in dealing with them.

outcomes and strategic objectives whichwill have positive impact and addresschallenges confronting municipalities, was held at the Bela-Bela ForeverResorts on Thursday, 5, and Friday, 6February. Mogotlane added that themunicipalities must ensure that allprograms implemented at local level areclearly communicated and reported tothe community. The event was also held in line with
President Jacob Zuma’s localgovernment summit in 2014 under thetheme, “Back to Basics: Serving ourcommunities better,” when he calledupon local government and stakeholdersto get the basics right,” in order tocreate conditions for decent living andhappiness for all — in particularchildren, the youth and the elderly — byproviding quality service and amenities.“Going back to basics could be
achieved by local government focusingon its key constitutional and legislativemandates through putting people first, delivering sustainable service to thepeople, ensuring good governance, enduring sound financial managementand developing and maintaininginstitutional capacity,” said Mogotlane.“We must go back to the basics in thereal sense and commit to ensuring thatour local municipalities are able toprovide water, electricity, parks, street

The Department of CorrectionalServices (DCS) in Bela-Bela recentlycontinued their cleaning campaign, thistime tackling the local hospital. The longgrass within the hospital grounds wasan especial cause to concern at ameeting between the management ofthe two organizations. The DCSresponded to the hospital’s request onSaturday, 7 February. As part of their community services,
ten parolees and probationers led byCluster Head Fani Pholosi cleaned thehospital from the entrance toward thematernity ward. These offenders are those who have
been judged ready for reintegrationinto society and the DCS supervisesthem until the end of their sentences. To ensure proper sentenceadministration by the Department, these offenders are compelled tocomply with supervision conditionsincluding house arrest, communityservice, and movement restrictions,
Correctional Services makes adifference at Bela- Bela Hospital
among other things. With regards to serious offenses and
those serving long sentences, electronic monitoring is in most casesinsisted upon as a condition. Underthese conditions, the offenders’movement will be monitored at all times.“Offenders with community service
conditions in their placementsconducted the campaign. Communityservice is regarded as one wayoffenders are made to pay back to thecommunity for crimes they committed,”said Pholosi.“It is again utilized to educate
offenders to work hard for a living asopposed to relying on criminalactivities for a living,” she said.Pholosi highlighted that the cleaning
project at the hospital will be anongoing process until the hospitalbecomes able to maintain its ownsurroundings. The DCS campaign thisyear started at Raeleng SecondarySchool in January, where the aim wasto ensure that the school was ready forthe reopening period.

lighting, refuse removals, repairing ofpotholes, dealing with serviceinterruptions and billing problems. Goingback to basics also means acommitment to provide these services ina professional and caring manner whichrecognizes each residents as a valuableclient.”Since 2011, the district has improved
integrated planning and performancemanagement, established an efficient, effective and accountable administrationand improving public participation inplanning, development and decisionmaking during IDP processes. Theyalso strengthened the IGR Forum,Municipal Manager’s Forum and ClusterCommittees, and established the Anti-Fraud and Corruption hotline district-wide. Local municipalities were assistedin infrastructure projects such as streetpaving, regional landfill sites, CBDcameras in Modimolle and Bela-Bela,disaster management centres and drop-in centres. The municipality also saw the
functionality of the district coordinatingstructures such as HIV/AIDS, disability, youth, older persons, moral regenerationand traditional health practitioners.“The district is however, still facing
challenges. These include resolving theissue of roads classification, lack of staffin certain functional areas, job creationand skills development, reducing thecurrent 30.3% HIV/AIDS prevalence andland Claims and implementation of SpatialPlanning and Land Use Management Act.In dealing with these challenges, weshould be motivated by the good storythat has unfolded in South Africa during20 Years of Freedom,” Mogotlanehighlighted.

“My DNA is a funny little dictator. Itdictates that I will see the worldthrough brown-coloured eyes, thatmy narrow hips will limit the rangeof my movements. It dictates thatmy features are too flat to showemotion, that my legs are too shortto be graceful. It dictates that I willbe too petite to stand out. But mostof all, my DNA dictates that Ishouldn’t listen to little dictators.”These are the words to Misa
Kuranaga, the first Asian woman tobe appointed as a principal dancerfor the Boston Ballet.Misa is, at 5’1”, much too short to
be a ballerina. Her hips, they toldher, are too narrow, and will limither, and her legs are too short. When she was seven years old,
however, Misa Kuranaga decidedthat she was going to be a ballerina, come hell or high water. She was a reasonably successful
dancer in Japan, but when she wasapprenticed to the world famousSan Francisco Ballet company, herconfidence took a knock. Too short, they said. Not sturdy enough, theysaid, and at the end of herapprenticeship, she wasunemployed. She questionedherself, questioned whether sheshould just go back to Japan andperform there, but she wanted to gointernational — she knew she couldgo international.Misa persevered. She found a
place at the School of AmericanBallet, to learn a new way to dance, and eventually found work and now,at 31, has reached the pinnacle ofher career, and not before time —she is already old, as ballerinas go.Misa never let anyone tell her no.
She danced until her feet bled, andthen danced on her bleeding feet. She danced until her toes brokeand her toenails came off, becausethat’s the way it is, when you’re aballerina. She lived and breathedthe thing she wanted for her entirelife, and she got it, because shecouldn’t conceive of not getting it.There was no other choice for her— she knew when she was sevenyears old that this would be her lifenow. Not many of us are lucky enough
to be so sure. Not many of us canknow, in our heart of hearts, whywe were put on this earth. But we can be a little bit like Misa.
We can all have a little bit of thatnever-say-never attitude, thatdetermination. We can all try thathard, and not admit the possibilityof failure. We just need to want it enough.

In honour of Valentine’s Day, on the14th of February, what follows is apoem, written by Elizabeth BarrettBrowning (1806 – 1861) one ofhistory’s most renowned female poets. This poem is a love story, a woman
unashamed of her love, andacknowledging her love as somethingvast, beautiful and complex. BarrettBrowning’s poem is the Platonic Idealof love, one we should all look up toand strive for.How do I love thee? Let me count
the ways.I love thee to the depth and breadth
and heightMy soul can reach, when feeling out
of sightFor the ends of being and ideal
grace.I love thee to the level of every day’sMost quiet need, by sun and candle-
light.I love thee freely, as men strive for
right.I love thee purely, as they turn from
praise.I love thee with the passion put to
useIn my old griefs, and with my
childhood’s faith.I love thee with a love I seemed to
loseWith my lost saints. I love thee with
the breath,Smiles, tears, of all my life; and, if
God choose,I shall but love thee better after
death.Take a little time to think about each
line and what it means to you. The firstline is almost a rhetorical question, almost doesn’t expect an answer, butthe poet goes on to answer it anyway. The next three lines go together. Her
love for her beloved, she says, is asbig as she can possibly imagine, thebiggest thing in the world. Then there are the next two lines,
which says that she loves her belovedin even the quiet times — that shedoes not need the flame and fury ofpassion all the time, but is happy to bequiet with her beloved. The next two lines say variously that
she loves her beloved without fear andpurely (without jealousy or negativefeelings). Then, in the next three, she says that
she loves them in the way a childloves, intensely and withoutreservation, and in that sadnessrejoices, because she thought that shehad lost that single-minded passion, and the poem closes with the promisethat, should they be together inHeaven, she would love them evenmore then.

Jinnah Park Primary School in Bela-Belawas full of hope when the Department ofEducation granted them new classrooms, which should be completed shortly, but onFriday, 30 January, the school’spersonnel complement was halved when itemerged that six of the school’s teachershad been allegedly appointed illegally. The teachers, who refused to be named,
said that they were appointed last yearand were fully paid in December. Theywere allegedly told that they would have toreapply for their positions in 2015, sincethese were temporary positions. Theywere also told that they would beappointed only after the tenth school dayof 2015, and would be paid at the end ofFebruary for both months. The appointments never came through
and the teachers are now at risk of losingtheir salaries despite having reported towork, they said. The teachers think that someone at the
Department of Education neglected toinform them timeously of any decision, and did not provide the necessarypaperwork, even though they were told toreport for work in January.“We received no appointment letters,
even though we were promised that wewould definitely be appointed,” one of theteachers said. They also find it strange that they were
assigned classes, as well as schedules, atthe beginning of term, to enable them tobegin to work. Their names were allegedlyabruptly removed from the rosters onFebruary 2.Two other temporary teachers would
have started at the school at the beginningof 2015, but were shown the door.
