Murder or self-defence?The Democratic Alliance of Bela Belaserved a motion of no confidence againstBela Bela mayor, Mr Freddy Hlungwane,on Tuesday, 31 July, during the munici-pality’s monthly meeting.Mr Kobus van der Merwe, DA councillor

on the executive committee, suggestedthis motion on behalf of the DA. He toldthe council that the Bela Bela municipal-ity had been functioning without a chieffinancial officer for the past ten months.He also said that there is no progress

being made in the appointments of newdepartment heads for corporate services

Was it murder or self-defence? This is whatthe police now have to determine throughtheir investigation into a fatal shooting inci-dent involving two female police constablesin Makhado (Louis Trichardt) last Wednes-day afternoon. The 33-year-old Mr JusticeMulaudzi died instantly when he was shot inthe head, following an altercation with thetwo constables near the railway crossing inGrobler Street. Immediately following the in-cident, Makhado police spokesperson Capt.Maano Sadike confirmed that the police hadopened an inquest docket regarding the fa-tal shooting. It would, however, now seemthat there could be more to the rumours thatMulaudzi’s shooting was unjustified, after itwas confirmed by the Independent PoliceInvestigative Directorate (IDIP) on Tuesdaythat the police are no longer conducting aninquest but possibly investigating a case ofmurder.Mulaudzi had run-ins with the law on sev-eral previous occasions. Over a period ofsix years, he went by five different aliases,even spending time behind bars under oneof his aliases. From 2006 until 2009, he wasconvicted five times on theft charges. Hislatest convictions were in 2011 and 2012,when he was found guilty of housebreakingand trespassing respectively. At the time ofhis death, he was standing trial on yet an-other housebreaking charge.According tothe police, the two female constables wereon routine patrol when they spotted Mulaudziand noticed that he seemed to be under the

influence of alcohol. They stopped and triedto question him about it. Mulaudzi allegedlyrefused to be questioned and, when orderedinto the back of the patrol vehicle, he lost histemper and became aggressive. He then al-legedly snatched one of the constables’ serv-ice pistols and threatened to shoot them withit.Sadike said the constables immediately

retaliated and tackled Mulaudzi to try to re-gain control of the weapon. In the process,two shots went off, hitting Mulaudzi in thehead and killing him instantly. Neither of thepolice constables was injured. On the otherhand, rumour has it that Mulaudzi was shotwithout provocation. Some allege thatMulaudzi was walking with a friend when theconstables pulled up alongside of them. Oneof the constables then apparently got out ofthe vehicle, cocked her service pistol, hitMulaudzi over the head and then orderedhim to get into the back of the police vehicle.When he refused to do so, he was appar-ently shot. Both police constables’ servicepistols were taken and handed in for ballistictesting to determine who had fired the fatalshot. Sadike also confirmed on Tuesday thatboth constables are still on active duty. Inthe meantime, the outcome of Mulaudzi’spost mortem is awaited. “Based on the out-come of the post mortem, we will take fur-ther action,” said IPID spokesperson Mr Mo-ses Dlamini. This year’s Limpopo provincial event on thenational Polio Eradication Awareness Weekwas hosted in Raphuti Village, a rural areaunder the Thabazimbi Local Municipality.The event, an initiative between the

Waterberg district Municipality, district depart-ment of Health and Social Development andThabazimbi Local Municipality, was held atthe local sports grounds on Monday, 6 Au-gust.Acting Health MEC Ms Tlotlanang

Mogotlane, accompanied by local mayor MsPatricia Mosito, councillors, members of themayoral committees, health workers as wellas officials of the department and the twomunicipalities attended the event.The community of Raphuti came out in

numbers to support the campaign for thefight against polio, which the theme was “Kick

A suspected serial rapist, residing in BelaBela, is in hospital, under heavy guard bymen of law, following a series of incidentsin the past two months.Lieutenant-Colonel Abel Phetla said that

the man was admitted in the Bela BelaHospital on Friday, 3 August and is origi-nally from Zimbabwe.The suspect have allegedly been attack-

event for immunisations and parents wereinformed on signs and symptoms of thedisease, including other health related is-sues.The event kick-started with a briefing ses-

He said that the aim of theevent was to create awareness in commu-nities so that they can fight the disease be-fore spreading, because prevention is bet-ter than cure.Mosito was amongst the speakers at the

by inflammation of the nerve cells of thebrain and spinal cord. This viral disease canlead to paralysis, breathing problems andeven death and this disease is caused bythe poliovirus, a highly contagious virus spe-cific to humans.Since we are part of the global world and

interact with people from different parts ofthe world, we are not immune from this vi-rus unless we take prevention measures,”she said.Having said that, the mayor believes that

the relevant experts informed the publicmore on this very critical issue. She indi-cated that she hoped that the polio aware-ness programme will ensure that the peo-ple are further enlightened so that they canensure that they remain free of the poliovi-rus.

especially among unemployed youngpeople who end up finding themselves onthe wrong side of the law. To be able tobuy the drug, the drug users often turn tocrime to fund their expensive habit.On Tuesday, 7 August, angry residents

of Bela Bela and members of the ANCWomen’s League protested in front of theMagistrate’s Court against an allegedsupplier of drugs to the local community.The unseasonal, freezing, morning air

could not discourage the furious protest-ers from having their voices heard whenMr Bongani Chauke appeared before thecourt on drug related changes.The ANCWL and other protesters sang

their songs in front of the Magistrate’sCourt, demanding for justice to be done.According to Ms Johannah Maseko, resi-

dent spokesperson, the residents of BelaBela are tired of the drugs that are being

peddled in their township. “This is killingour future and we are appealing for jus-tice to be done in this regard,” she said.Maseko added that they do not want

people with criminal tendencies livingwhere they live and that their wish is thatdrug offenders could be given longer jailsentences.Ms Tilly Radebe, spokesperson of the

Women’s League in the region, said thatthe ANCWL demand the full force of thelaw to prevail. “We can’t take it anymoreand we say enough is enough. We arepleading that he (Chauke) should be jailedfor life,” she said.“We are sick and tired of children who

go on smoking this illegal substances andselling it. Because it is Women’s Month,we are making it our priority to make ourvoices heard,” Radebe said.Chauke has appeared before the Bela

Bela Magistrate’s court before on drugrelated charges. At the time of going topress, no ruling has been made in hiscase yet. The case was postponed to 17August for the final judgement in the mat-ter.

that labour laws should make it pos-sible for business to operate with-out sacrificing workers,” he said.COSATU’s Ms Prakashnee

Govender said that, subsequent tothe National Economic Develop-ment and Labour Council processon the amendments of these bills,they had several meetings with theleadership of the ANC.The meetings were meant to ad-

dress their call for a complete andfull ban on the usage of labourbroking.

Govender also deliberated on the ex-pansion of scope of “essential service”to include public officials exercising au-thority in the name of the state, therebyexcluding them from exercising theirrights to strike.She further suggested that there

should be a provision for a new proba-tionary type clause that would effectivelyallow employers to hire and fire employ-ees during the first six months of em-ployment, during which time the employ-ees have no recourse to challenge anunfair dismissal either on substantiveor procedural grounds or on fairness.AmCham said with these amend-

ments, labour productivity will push upthe cost of the least skilled labourwithout any corresponding increasein productivity and “this will result inhigher cost of doing business in SouthAfrica.”Agri-SA said a larger number of the

permanent employees on farms areprovided with accommodation and itdoes not make sense to require farm-ers to provide seasonal workers withsimilar accommodation.The union said, on the section that

empowers Labour minister MsMildred Oliphant to make a sectorialdetermination regulating minimum in-crements, that this will punish em-ployers who are paying in excess of

the minimum wage and act as an unde-sirable disincentive to employ new em-ployees than minimum wages.“It also constitutes an unwarranted en-

croached by the state in collective bar-gaining,” stated the union.Solidarity called for the study on the

regulatory impact assessment of thebills prior to them going through parlia-ment. The union also welcomed the pro-posed amendments to section 21 of thelabour relations act aimed at extending

the rights of minority unions.They said this would strengthen col-

lective bargaining particularly in themining sector where “we have oftenborne the brunt of majoritarian ap-proach.”As expected, Labour Broking Divi-

sion of the Construction EngineeringAssociation of South Africa called forthe proper regulat ion of labourbrokering as opposed to a total banas demanded by the union members.

The Limpopo Department of Labourreported on the debate around theproposed labour amendments law,which rages with some stakeholderssupporting the laws while others ve-hemently oppose them.Spokesperson for the department in

Limpopo, Mr Johannes Mokou, saidthat there are two sides of the divi-sion about the amendments.On the one side of the divide are the

South African Local Government As-sociation (SALGA), National Councilof Trade Union (NACTU), and Con-gress of South African Trade Union(COSATU), while on the other sidethere is the American Chamber ofCommerce in South Afr ica(AmCham), Agri- SA as well as Soli-darity.The department reports that SALGA

supports the objective of the amend-ments, especially that the amend-ments will create employment anddecent work and protection for vul-nerable employees against abusivepractices.They indicate that waste manage-

ment should be declared an essen-tial service since it is a public healthissue that should be managed prop-erly as failure to do so could nega-

Octavia Mabaso (18): These days’women are allowed to men’s jobs. Thereare women in construction companies.They do what men can do. They havethe same opportunities unlike in the past.In my opinion, women are equal to men.

Itumeleng Thlabela (14): Men andwomen are not treated equal. Men stilllook down on women. They cannotstand the challenges so they end upcriticising women especially in workingenvironments.

Tshepo Rampou (18): I think men andwomen are equal in a new South Africa.They are allowed to have the same ca-reers opportunities as men. They can doalmost everything that men including par-ticipating in sports.

Piet Sibasa (18): Women are not givenenough opportunities especially when itcomes to leadership roles. In most compa-nies, women do not have top positions.People still have that mentality that womenbelong at home in the kitchen and theirpurpose is just to give birth. There arethose who believe that women are notgood enough to have leadership positions.Frank Magobisa (19): I think men

and women are equal in a new SouthAfrica. Since democracy, womenhave equal opportunities as men. Inthe past, there were other groups,who believed that women should noteven go to school. They were onlyconsidered for household purposes.Nowadays women run their ownbusinesses and they are contributingto the economic growth.

National Women’s Day is an annualpublic holiday in South Africa on 9 Au-gust. This commemorates the national

Hleketani Primary School principal, MsJulia Mogashoa, is very proud of the twolearners who are going to represent theschool at district level in a reading com-petition. The two learners excelled at thecluster level of the competition that washeld on Thursday, 2 August, at BlaauwkuilPrimary School in Masakhane. Threelearners were competing against learn-ers from Thabazimbi, Mookgopong,Modimolle and Vaalwater.Three grade 3 learners, Mpho

Mohebedu, Betty Ditsele and Mpho Maiterepresented the school on cluster level.Mpho Mohebedu won in the Sepedi cat-egory, while Betty Ditsele won in theTsonga category. Mpho Maite repre-

sented the school in the Tswana category,but did not go through to the next round.The two learners, who did go through to

the district level, will represent their schooland the cluster at Lekkerbreek PrimarySchool in Modimolle on 23 August.“We are very proud of these children and

want to influence them to keep readingso that they don’t struggle with reading athigher grades,” Mogashoa said.Mogashoa said that the reading pro-

gramme competition was introduced inthe school last year.“Now our leaners know they have to do

well and every Friday and Wednesday, wehave learners competing at school.”“We give the best readers certificates at

the end of every term as part of motivat-ing them to do well,” she added.

Confusion, division, and disagreementabound in religion. Religious people aredivided into hundreds of different de-nominations, wearing different names,worshipping in different ways, andteaching different doctrines. Some peo-ple think God does not object if sincerepeople are religiously divided. “All thechurches follow Jesus, so just join thechurch of your choice.”John 17:20,21 - Jesus prayed for all

who believe in Him to be one as He andHis Father are one.1 Corinthians 1:10-13 - Paul told the

Corinthians to cease their divisions.Jesus is not divided, so His followersmust not be divided. If “all the churchesare following Jesus,” why are they di-vided? His teaching does not dividepeople. Therefore, they must be dividedbecause some are not following Jesus.Ephesians 4:3-6 - True unity is based

on seven things of which there is onlyone each. Following many false godscreates confusion, but following the one,true God would promote unity. Likewise,there are many false faiths and falsechurches, which create division.Hosea 4:6 - My people are destroyed

for lack of knowledge. Ignorancecauses confusion and division. Matthew22:29 - The Sadducees were in errorbecause they did not know the Scrip-tures. Romans 10:1-3 - The Israeliteshad zeal for God, but not according toknowledge.Many circumstances may lead to a

lack of knowledge of the truth. Considersome of them. Some people simplyhave never had opportunity to learn thetruth. This was the case of Cornelius(Acts 10:1-11:18) and the Ethiopiantreasurer (Acts 8:26-39). Such peopleneed to hear words whereby they canbe saved (Acts 11:14). Some people simply do not study the

Bible diligently enough. To discern goodfrom evil, we must have our sensesexercised by reason of use - Hebrews5:12-14. We must “search the Scrip-tures daily” - Acts 17:11. Much religiouserror and division result from lack ofstudy. Some people do not handle the Bible

properly - 2 Timothy 2:15. Even if a per-son studies and quotes the Bible, hemay not be using it properly (Matt. 4:5-7). For example, some people try toprove their practices by the Old Testa-ment, not knowing it has been removedby Christ and is no longer in effect (Rom.7:2-6; Heb. 10:9,10; Gal. 3:24,25; Col.2:14,16).To accept the truth, we must “hunger

and thirst after righteousness” (Matt.5:6). We must honestly study whatGod’s word says, then accept truth with“readiness of mind” (James 1:19-21;Acts 17:11). Personal Desires and Self-Will-Matthew 13:20-22 - Serving Godrequires self-sacrifice and effort.2 Thessalonians 2:10-12; 2 Timothy

4:2-4 - Some reject truth because theyjust enjoy unrighteousness. They wantpreachers to justify their sins.All such attitudes as these contribute

to religious division, disagreement, andconfusion.

August is Women’s Month and this weekThe BEAT is proud to report on a groupof women who decided that they wouldno longer sit still and let drug pushersruin the lives of the young people in theirneighbourhoods. “We are sick and tiredof children who go on smoking this ille-gal substances and selling it. Becauseit is Women’s Month, we are making itour priority to make our voices heard,”Ms Tilly Radebe, spokesperson for theANC Women’s League, said. Thesewere also the women who protestedoutside the courthouse in Modimollewhen the so-called Modimolle Monster,Johan Kotzé, appeared after his allegedbrutal attack on his wife. This is whatmakes women special. Women are ableto look beyond social backgrounds andskin colour and see another woman inneed. Women are able to reach out toeach other without taking political affilia-tion and other differences into account.Women can stand together simply be-cause they share each other’s burdens.That is what made the women’s march

in 1956 such a success. On 9 August,1956, 20 000 women staged a marchon the Union Buildings in Pretoria to pro-test against the proposed amendmentsto the Urban Areas Act, commonlyknown as the pass laws, of 1950.They left bundles of petitions contain-

ing more than 100 000 signatures atPrime Minister J.G. Strijdom’s officedoors. Outside they stood silently for 30minutes, many with their children on theirbacks. These were not only the womenwho had to carry the “pass books” butall women who realised that a cruel in-justice was being committed. Womenshould celebrate women, but womenshould also be held accountable for theirroles that they have to fulfil in our soci-ety. A mother that goes out drinking,leaving her 4-month-old baby alone inthe house should be brought to justice.A minister that does not deliver on herpromises for a better education for eve-ryone, should be forced to explain heractions to the public. A nurse in an old-age home, who is caught on camerabeating an old man, unable to defendhimself, should be arrested and pun-ished by the law. In today’s society,women have many new powers and re-sponsibilities. Generations of womenhave fought for womanhood to standwhere it does today. Agriculture, and Ms Maria Ramoshaba, ofthe Government Communication and Infor-mation Systems (GCIS) in the Waterberg,saw a need to talk to the learners to guidethem to take the right career paths for theirfuture.The two teamed up in this initiative follow-

ing a concern about the low matric pass rateand the number of learners who drop out ofschool.The aim was to take part in the govern-

ment’s biggest wish, which is to be able tocombat poverty and unemployment, result-ing in a better country that citizens will beproud to live in.

Career advice for Modimolle learnersIn her address, Ramoshaba outlined the

government’s main priorities, which includehealth, education, rural development, safetyand security. She encouraged the learnersto pursue education more than anything didso they can be better people tomorrow.Ramoshaba advised the learners to have

successful people whom they look up to, sothey can be encouraged to also have goalsand work very smart and hard to achievethose goals. “Having a role model in life usu-ally helps a person to be able to draw a pic-ture of where he or she wants to be in thefuture. Engage with government depart-ments, private sector and youth organisa-tions for information on what career oppor-tunities are available for the youth currently,”she said.She spoke about the pamphlets and book-

lets she usually distributes, including thegovernment’s Vukuzenzele newspapers andyouth guides, encouraging the learners to

look into them for available job and careeropportunities.Moloto talked about his department that its

mission is to contribute to the economicgrowth of the province through sustainableagricultural sector and food security pro-grammes for better life for all.He gave the learners information on list of

scarce skills in his department and a list ofcolleges and Technicons that can be ap-proached for studying.Young people of Waterberg who are inter-

awareness is the Limpopo Economic De-velopment and Tourism (LEDET). Tourismis regarded as one of the largest industriesin the country and is considered one of themajor economic boosters.The benefits are that the sector generates
