ANC Lekgotla declared asuccess

Heavyweights from the ANC in Limpopoand the national parliament graced Bela-Bela and Mookgophong for their two-daylekgotla meetings recently.

The ANC Party Caucus in the LimpopoLegislature hosted the events, with theBela-Bela one held at the Forever Resortsfrom Monday, 17 August to Tuesday, 18August, while Mookgophong’s was onThursday, 20 August to Friday, 21 August.

The ANC Party Caucus spokespersonPhuti Lekganyane said that the CaucusLekgotla was held with the intention ofstrengthening the ANC’s oversightmachinery in the legislature. He added thatit also considered ways of maximisingconstituency work as a build-up to the 2016Local Government Elections. Lekganyanefurther said that the ANC’s Members of theProvincial Legislature attended the event torenew their commitment to serve the peopleof Limpopo.

Lizzy Bapela should be tighten up to combat acts ofunruly behaviour as recently demonstratedduring House Sittings. They also said thatthe ANC Study Groups should take the leadin ensuring that government departmentsare held accountable for delivering on theANC’s 2014 Elections Manifesto.Lekganyane indicated that it is incumbentupon the Caucus of the ANC in theProvincial Legislature to ensure that theExecutive is held accountable.

“The lekgotla reaffirmed that constituencywork remains central to communityactivism and constituency offices are anextension of the ANC within communities;and should be used optimally to create anaudience between the ANC Structures andcommunities. Also, that the ANC, as aleader of society should ensure that peopletake an interest in the law-makingprocesses, through robust publicparticipation programmes. The lekgotlafurther resolved that the legislature as alaw-making sector should assistmunicipalities in the province to formulateby-laws, which will enable them to governtheir constituencies better,” saidLekganyane.

Three arrested for businessrobbery

Three suspects who had allegedly beeninvolved in a business robbery at a shopbelonging to an Ethiopian citizen havebeen arrested. The police received a tip on Tuesday, 18

August, at around midnight, regarding thewhereabouts of the suspects. They arealleged to have robbed the shop earlier thatsame night.The victim, who according to the police

recognized all three of his attackers, saidthat three men pushed him into the shop

TK Mashaba and stole cigarettes, airtime, cash and a cellphone while holding him at gunpoint. Oneof the suspects was also alleged to haveheld a knife on him.The perpetrators fled, and the three men

were later arrested in connection with thecrime.Business owners are advised by the SAPS

not to keep large amounts of money in theirstores, avoid staying open past 20:00, andreport suspicious people, vehicles andactivity to the police.The three men are expected to appear in

the Bela-Bela Magistrate’s Court onTuesday, 1 September.

Working on Fire South Africa welcomedback the country’s firefighting heroes whoreturned home after successfully helpingCanada with their wildfires.

The first group of the 48 South Africanfire fighters originating from differentprovinces in the country received highpraise from the Canadian InteragencyForest Fire Centre (CIFFC) for their highwork ethic while they were part of theinternational wildland fire fighting teamsand fighting multiple fires in Canadaduring the months of July and August.They landed at the OR TamboInternational Airport on the morning ofFriday, 21 August - Air France flightAF990.

“The 24 fire fighters were part of the 48crew members who are made up ofparticipants from the South AfricanWorking on Fire programme and havebeen in Canada since 21 July as part of aresource sharing arrangement betweenCanadian firefighting agencies and SouthAfrica,” said the programme’sspokesperson in Limpopo MatemaGwangwa.

The MEC for CoGHSTA (Co-operativeGovernance, Human Settlements andTraditional Affairs) in Limpopo MakomaMakhurupetje deployed the Department’sChief Financial Officer, Patrick Khunou tothe Thabazimbi Local Municipality to serveas a Financial Specialist for a period of threemonths.According to the Department’s

spokesperson Callies Matlala, this happenedafter the Rapid Assessment Report showedthe municipality’s inability to honour itsfinancial obligations. He added that it is alsocompounded by the recent ESKOM’sintention to switch off power as well assubsequent engagement which includedSALGA’s involvement in this regard. Themunicipality is reported to be owe ESKOMover R92 million in electricity bills.“In terms of Section 105 of the Municipal

Systems Act, no. 32 of 2000 as amended, andsection 154 of the Constitution of theRepublic of South Africa, the MEC has anobligation to assist the municipality to moveout of the current situation. Khunou will besupported by a team that comprises of

What was intended to be a jolly occasionfor two friends took a tragic turn when a manfrom Bela-Bela, Pieter Aucamp (43)allegedly drowned on Monday, 24 August, atthe old Bela-Bela dam.His brother, Jan Aucamp, spoke to The

BEAT’s sister paper The Post at the scene.He said that he had spoken to his brotherearlier the same day, but had no inkling ofthe tragedy that would occur later in the day.Aucamp was seen at Shoprite in Bela-Bela

earlier in the day where he was allegedlydrinking with some friends. His life-longbest friend, James Behrens, phoned Aucampearlier in the day to ask if Aucamp wouldlike to join him at the dam.They set out to the dam, where they spent a

plastic bottle into the dam and dared Aucampto fetch it. At that point the bottle was roughlyseven metres from the edge of the water.Aucamp accepted the challenge and dove intothe water.“He even held his hand in the air just before

he got the bottle,” said Behrens. “When heturned over I thought he was making a joke.When I figured out that something waswrong, I dove in with clothes and all andfetched him.”The two men who had joined them

immediately went to the police station tosummon help, but by that time Aucamp wasalready dead.Behrens said that he tried his best to

resuscitate his friend, but it was no use. Theforensics department moved Aucamp to thelocal morgue.

Overflowing bins and skips a common sight inthe town and a landfill/re-cycling depot whichis inoperative — that is the sad story ofVaalwater.

“The Modimolle Municipality apparentlyburies its head in the piles of rubbish andignores all pleas, requests or demands for someaction. Its own town, Modimolle, is clean andyou even see that at the end of each day thestreet traders clean up and there is very littlelitter to be seen. Why not the poor relativeVaalwater?” asked Robin Taylor from theWaterberg Nature Conservancy.

“The sterling efforts of Yvette Muldoon’sDream Vaalwater Team, that included Rethavan der Merwe and Anne Scotting, have beenthwarted and overwhelmed by the ModimolleMunicipality’s total lack of support. There areother initiatives which are attempting tobeautify and keep the town clean, but where isthe municipality?” Taylor told The Post. “Thisis a serious matter. The piles of rubbish are notjust unsightly and a turn off for tourists but a

very grave health hazard. It is a common sightto see children playing amongst the garbage nodoubt along with the rats and other disease-carrying vermin,” Taylor said.

“There are other matters too, the terriblecondition of the town’s roads, the plethora ofsigns at the entrance and through town,unkempt verges and yes, litter everywhere —except where some private concerns havebeautified and keep their areas clean and tidy,”Waterberg Nature Conservancy members said

“The matter has been sorted out,” said EdwinMogoane from the Modimolle Municipality inan email. “We had a week from 7 14 Augustwithout a truck for refuse collection. The truckwas repaired and the team started working onSaturday, 15 August, to solve the problem.”

When a reporter from The BEAT went tocheck up on the condition of the town onMonday 24 August, Leseding and Vaalwaterwere both in an even worse state than before.

Attempts to contact Nozi Molteno of theEnvironmental Management team at theWaterberg District Municipality were met withpolite referrals to various parties in theModimolle Municipality, Mogoane included.

Concerned representatives of variousgovernment departments and private sectorsaddressed learners from Bela-Bela andsurrounding areas on harmful religiouspractices and the Children’s Act during arecent event.

Justice Shabangu of the Department ofJustice said that the event was meant tocreate awareness of harmful religiouspractices in schools and legislation relatingto the protection of children.

The Department conducted the event inpartnership with the local SAPS and thedepartments of Social Development,Judiciary and the National ProsecutingAuthority. These departments visitedvarious schools to address and advise the

learners as build-up to the main event. Theaddresses mainly focused on such things aschildren’s justice, maintenance, domesticviolence, and protection from harassmentand sexual violence.

“The Department of Justice as a custodianof legislation affecting children embarked onthe school visits, teaching the learners aboutthe acts, and used the event as a platform toelaborate more on the topics. The event wasalso intended to allow our Justice CrimePrevention and Security Cluster units toemphasize the prevention of harm. Thediscussion and Question and Answer sessionbetween the learners and the stakeholderswere aimed at measuring the learners’understanding of the topics,” said Shabangu.

All the attending learners were given red T-shirts with the message of the day to spreadawareness.

Non-profit organization Light of Africa isset on developing sports in Bela-Bela/According to the organization’s project

manager Josias Ramalekana, they are tryingto develop various sporting activities withinthe town. This, he says, is part of Light ofAfrica’s drug prevention plan.“We are trying to increase sporting

activities in Bela-Bela so that young peoplehave alternatives to illegal activities such asdrug abuse,” he said.Light of Africa’s first successful endeavor

into life as the weather turnswarmer, we can bring ourselves tolife, granting ourselves new vigorand energy for the challenges weface.Spring Day is like the poor man’s

New Years. While many do notcelebrate it at all, others use theopportunity to say to themselves“Now is the time for change!”You don’t have to wait for New

Year’s to make resolutions, althoughsome think it is a good idea to startthe new year with a clear set ofgoals.As a matter of fact, you don’t have

to wait for any special day at all.Each day can be your New Year’s;each day can be the day that youdecide that ‘today, my life willchange for the better.’Take a moment on Spring Day and

think about a goal you want toachieve.It doesn’t have to be big – it can be

something as simple as stoppingsmoking, or finishing a projectyou’ve been working on for months.Or it can be to do really well in the

upcoming Matric examinations, ifyou are in school.Make it something that can be

achieved in the next few months ifyou like — that gives you thechance to look back on New Year’sand judge how you did in yourgoals.Or make it something that will take

a lifetime to complete.The important thing is that the only

person who will be judging yoursuccess or failure in this goal is you,yourself.Nobody else is making your

choice, nobody else is watching tosee what you do.The choice is yours — make it

count.

Malesela Musana, a Bela-Belaresident, writes: It is most strangethat in our spotless democracy we arehaunted by zombies from the politicsof the dead homelands, evil creatureswho, after failing their communitiesas councillors and mayors, exercisemonkey tricks to soil elections sothat they still hols their positionsagainst the choice of the community.

To supply healthy, clean water toour ward is apparently too much hayfor the municipality’s fork. Our wateris clean but not pure and not healthy,but the council says that it is goodenough for us.

When I cook, I have to boil thewater, leave it to cool, filter it andboil it again and still, white, gravel-like substances remain in the boiledwater. Boiling the water twice atleast saves me from swallowing thesubstances, but it increases myelectricity consumption. Those whodo not do this, on the other hand, runthe risk of becoming sick.

On top of this, we are very far fromclinics and hospitals. The mobileclinic that we have to rely on is notvery reliable.

The municipality pressures us topay for this troublesome waterregardless of our never-endingrequests to the municipality toconsult and involve us inconstructive talks about the issue.

Instead of letting us participate inthis matter as it affects our lives, themunicipality has unilaterally decidedto regard us as trivial and forces usto pay for the unsafe drinking waterthat is all we have access to.

The white substances I collect frommy drinking water are alwaysavailable in my house for any eyethat wishes to see.

My township, Masakhane, is aninseparable part of a liberated SouthAfrica and our constituency formspart of SANCO, the governing bodyof the nation.

Our municipality should be advisedthat when SANCO sneezes the wholeof South Africa, even the Parliament,catches cold.

From the branch to the nationallevels it takes SANCO just a wink tosteal the show. SANCO are thepeople who enthroned thegovernment, and have the power todethrone it.

Former Miss Thabazimbi 2013, TinaMakwakwa from Bela-Bela will behosting her first Mr and Miss Springbeauty pageant on Saturday, 5 Septemberat the Bela-Bela Community Hall.

Registration is open to all between theages of 13 and 20 years for a registrationfee of R50 per participant, and theentrance fee for the event is R40 perperson.

“We will be welcoming spring andhelping the youth to become part of theevent by having fun with us whileshowcasing their talents,” saidMakwakwa.

According to Makwakwa, the main aimof hosting the pageant is to help promotea positive image of the Bela-Bela youthand create role models among themselves.

‘We want to empower Bela-Bela youthand encourage them to enter pageantsso that they can be more confident and

believe in themselves.’

“There will be prizes to be won and thiswill help the youth to build a better futureby partaking in community socialdevelopment and engage in differentsporting codes to stay mentally,physically and emotionally fit,” saidMakwakwa.

“We want to empower the youth andencourage them to enter pageants so thatthey can become more confident andbelieve in themselves, and have a positiveattitude to their peers.”

She said that it would be the firstpageant, but that the plan was to hold itannually.

“It will bring sustainable change to theyouth in the community by promoting alife free from drugs and a healthylifestyle.”

Modimolle’s Dagbreek Primary Schoolfootball team quenched their thirst forvictory after winning the annual Build-itSoccer Tournament on Saturday, 15 August.

The tournament is held annually byModimolle Build-It, with local primaryschools competing for the trophy, soccerkit, and assorted goodies.

Educator and team manager MemeruMolebalwa said that their final matchagainst Modimolle Primary School was atough one, as they had lost to the teamtwice in the past two years.

“We were a bit nervous when we realizedthat we will be playing against ModimollePrimary School in the finals.

The team has always been troublesomeand they snatched away first prize in thefinal match for the past two years,” saidMolebalwa.

Molebalwa said that the young playersshowed commitment, which was why theymanaged to win the tournament.

She was delighted that the school hasmanaged to win the third Build-ItTournament.

Mabatlane star soccer teamM.Mammoet Arsenal is furious afterreceiving the news that they had losttheir case against Happy Hearts inarbitration.

The drama started several months agowhen Happy Hearts refused to play agame against Arsenal, citing a lack oflines and corner markings as theirreason.

Their decision not to play put Arsenaland Qualitho on equal points, althoughQualitho had more goals.

tournament 5-4 on penalties, after a 0-alldraw in regulation time.

Rabalao said that as part of theirpreparations, they split up their team intofour squads and selected their finest playersfrom there. The team focused their trainingon target shooting during their preparationsfor the tournament, a move that helpedthem to convert most of their penaltiesduring the tournament.

He said they always give full attention toyoung players who show potential, bynurturing their skills and developing theminto quality players.

Deputy Principal Mmasello Mahapa saidthe Dagbreek Primary School staffmembers are supportive towards each other,and that enables them to prosper both inclass and on the field.

“We do not only focus on class exercises,but we also give attention to sportingactivities. If the kids are physically fit, theywould also perform well in class.

We are working hard as teachers and thelearners are also cooperating, that is whywe managed to win this tournament”, saidMahapa.

Mahapa thanked Modimolle Build-it forcontinuing to support sports development interms of soccer at schools level.
