All,

Chapter elections are this week. We have heard from your in-coming president, Matt Gossett, who with the help of the chap-ter board compiled a slate of officers to be elected, sworn in to carry on the leadership roles of this chapter. Chapters are the life blood of this organization.

Here is a thought I know most of us have thought before, at least once; who was it or how was it I ended up in Right-of-Way. Not a profession my school aged children run around pre-tending to be or dream of being sometime in the future.

Never the less, we are essential profession that literally make this country and world go round with the building of infrastruc-ture, roads and the like.

The Right-of-Way profession is an integral part of the foundation of the transportation and infrastructure that the citizens of our

Our local chapter provides educational opportunities included classroom education here in Oregon and SW Washington these professionals.

The International Right of Way Association along with its local Chapter 3 provides the thread that bonds these various professions, the companies and agencies together. It provides increasing opportunities for professional development for each individual who provide these services on a daily basis to make our City of Portland such a great place to live, work and play.

Come join me at our Education Symposium and the Region 7 Forum, April 10, 11th & 12th.

I encourage you, the chapter membership and potential membership to bring your clients, colleagues, su-pervisor and/or manager to one of our Chapter General Membership Meetings, education offerings or spe-cial events. Help them experience the value of your IRWA and Chapter 3 membership first hand.

Have a creative idea for holding an educational offering for your agency, employer or the chapter, a commu-nity service project, job fair or special offering you would like to see our chapter provide or participate in? 3 “Member Spotlight”Diane McLaughlin Chapter 3 Meeting Coordinator How does a dinner of salmon with fresh vegetables and freshly-baked bread sound to you? Sumptuous? Satisfying? Heavenly? Healthy? (if you can resist overdoing the bread… what are we saying, no one can resist homemade bread)

Did we mention good wine, too? This irresistible repast would not be com-plete without, of course.

To Diane McLaughlin, all of the above sound like preparations that are all in a Diane McLaughlin

day’s work. That is, when she’s not working as an agent and relocation specialist for Right of Way Associ-ates.

Ms. McLaughlin is Spotlight Member for this edition of the award-winning Beaver Tales, and she made Bucky himself drool all over his keyboard reading the rundown of what she does in her spare time.Here’s how she put it In her own words, “I love working in the yard and gardening. I love salmon fishing on the ocean with my dad. I enjoy cooking with Douglas, and love wine tasting locally. Oregon is so beautiful! I am a baker and love making bread and cupcakes when I have time...”

Diane’s real work, in the Right of Way field, started with Right of Way Associates in November of 2010, as a project assistant. In 2012, she became licensed as a Oregon broker and was promoted to Agent and

Relocation Specialist.

“ I really enjoy relocation work and am looking forward to gaining experience negotiating,’’ she says. “I also enjoy aspect of property management, both residential and commercial properties.’’

Last October she became the Meeting Coordinator for Chapter 3 of the IRWA and tells us, “I enjoy attending the board meetings and meeting other professionals in the Right of Way field.’’ This is no small task says Board mem-ber, Leslie Finnigan. It takes a really dedicated person to be available each month, send meeting notices, take

reservations from members for the luncheon (many who often wait to the last minute,) and be present to check folks in and take their payments. She also handles meeting arrangements at other facilities, like the Christmas Dinner. Her job for the Chapter is often hard to fill - it takes real commitment.

Last October she became the membership coordinator for Chapter 3 of the IRWA and tells us, “I enjoy at-tending the board meetings and meeting other professionals in the Right of Way field.’’

Diane is currently studying for her Washington real estate license and plans on beginning the education re-quirements towards a SRWA designation. As far as education goes, in her pre-Right of Way days, she earned an Associate’s Degree in graphic design.

As to family life, she says, “I have two teenagers that keep me busy. Avory just turned 18 and is almost a black belt in karate. He attends PCC.

Course Description: This course teaches the skills required to win at bargaining negotiations. Problem-solving negotiations are widely accepted as the preferred type of negotiations. However, successful acquisition professionals must be effective at both bargaining and problem-solving negotiations so they are thoroughly prepared in the event that they encounter an attorney or property owner who insists upon a hard bargaining stance.

FACILITATOR: Edward Opstein, SR/WA, R/W-NAC, R/W-RAC: Ed began his career in real estate as a broker in 1974 and started work in right-of-way in 1980 for a local public agency in Arizona where he became Chief of Land Management. Ed has also been the Right-of-Way Administrator for several, large municipalities, acquiring thousands of parcels and negotiating scores of condemnation cases. Ed now has various management responsibilities for Universal Field Services, Inc., working from their headquarters in Tulsa, OK. Ed has a Bachelor’s Degree in Business, a Masters Degree in Public Administration, and is an IRWA facilitator for many of their communication, negotiation, and property management courses. Ed has provided hundreds of hours of pre-sentations to government and business professionals on negotiation skills and right-of-way practices. He has spoken at both Federal Uniform Act Symposia and at several of IRWA’s Annual Education Conferences. He was Vice-Chair of IRWA’s Interna-tional Professional Development Committee (IPDC) and served on the IRWA Task Force for Certifications and Designations. Ed is active in many other roles for the Association. He’s also a published author of historical fiction.

FACILITATOR: Donald J. Sherwood, SR/WA, MAI, is the Managing Director of the Fort Worth office of Integra Realty Resources, an international real estate valuation and consulting firm. He served as the 1998 President of the Dallas/Fort Worth Chapter of IRWA and was named “Professional of the Year” in 1998. He has also served as past president of the Central Texas Chapter of the Appraisal Institute. Donnie is a State Certified General Real Estate Appraiser and Real Estate Broker. He teaches for both IRWA and the Appraisal Institute and has been an adjunct professor in the Finance Department at TCU. Donnie is a graduate of Southwestern University and holds a Masters Degree in Land Economics and Real Estate from Texas A&M University. He is the author of “Easement Valuation” published by the Southwestern Legal Foundation and written numerous articles for Integra Realty. He is the author of several seminars including “Skills of the Expert Witness” and “Reviewing Appraisals for Eminent Domain”. He is a qualified expert in both state and federal court. Donnie has been appraising real estate since 1978. His assignments include a wide variety of property types ranging from single family homes to major commercial projects including Reese Air Force Base, Six Flags over Texas in Arlington, and Texas World Speedway in College Station. In June 2010, Donnie was selected as the 2009 recipient of the Frank C. Balfour Professional of the Year Award at IRWA’s 56th Annual International Education Conference in Calgary, AB. This prestigious award is the Association’s highest honor bestowed upon an IRWA member.

FACILITATOR: Carol L. Brooks, SR/WA is owner of Cornerstone Management Skills. She is an internationally recognized author and lecturer on conflict management, interpersonally skills and success strategies. She entered the right-of-way profession in 1989. Her ex-pertise includes easement and land acquisition, negotiations, easement valuation, permitting, easement law, project manage-ment, and eminent domain support. Brooks authored four articles on “The Art of Successful Negotiations” for which she was awarded the International Right of Way Association’s Mark A. Green Award, 2000. She is a Master Facilitator for the IRWA and has served in leadership for international, regional and local levels of the association. Brooks has received the 1999/2004 Pro-fessional of Year, Chapter 11 and 1999 Frank C. Balfour Professional of the Year Finalist. Since 2010, she has authored a column in ROW entitled, “Back to Basics” and, since 2004, a member of the ROW Editorial Board. She graduated from the University of Redlands, receiving a Bachelor’s Degree in Business Administration and Management with Distinction and a Fellow of the Leadership Society of Alfred North Whitehead Center for Lifelong Learning.

Diane’s life partner, Doug, owns his own business called Furniture Clinic of Oregon, where he fixes furniture for a living.

“I have a twin sister, but we are fraternal, and enjoy spending lots of time with my big family, brothers, sis-ters, nephews, nieces and their families’’ she told Bucky. “We have a family dinner every Thursday night at my dad’s house.’’

For fun closer to home, when she is not gardening or fishing or baking, she tends bar, “at a place in Tigard, for 10 years… I love the social aspects of tending bar.’’

Old BusinessMeeting Location Options & Technology Options: Next meeting at the Hilton (Spring Forum) CHAPTER OFFICER ELECTION as part of the IRWA Region 7 Spring Forum, 12:01pm - 1pm, April 12, 2013, Downtown Hilton Hotel - 921 Southwest 6th Avenue, Portland, OR 97204. No Ernesto’s meeting.

New Business• New Members: Traci and Gary from HDR Inc.; Heidi from PBS Engineering & Environmental Inc. a motion

was made to approve and seconded, Board approval.• 2013 Spring Forum Update: 15.4 credits for IRWA and real estate Idaho chapter, a couple people from

Idaho chapter. No meeting at Ernesto next month. Ken Hatch is still available for speaker at forum.• 2018 International Conference: a motion was made that the chapter pay for Jim Lingeman to travel and

attend the conference stipulating Jim purchase before the March 22 early registration date, seconded, board approval.

• March 22, 2013 email from Jim Lingman about RWIEF donation at Region Forum. a motion was made we donate $400; and seconded; board approval also via email.

• March 25, 2013 email from Matt Gosset about the IRWA Chapter 3 Planning Session (March 9, 2013 at http://www.historicoverlookhouse.org/)

Committee Chair Reports

• Education: Lori Hathaway: enrollment for classes is up. Dan Benson shared about partial acquisition class. Jim L.: scholarships available for IRWA courses and only for chapter 3 members. Jo Ellen Jarvis mentioned 24 folks attended the appraisal class.

• Awards: Matt G. appointed Sharan Hams-La Duca to Awards Committee Chair. Eilene moved to another area.

Luncheon Speakers: Jorge Guerra, President of the Oregon Association of Minority Entrepreneurs, OAME (http://oame.org/default.cfm ).

Jackpot: Leslie Finnegan of Universal Field Services, Inc. was the winner of the free lunch (drawing). Kathy Nolte won a free lunch for bringing a potential new member. Lincoln Herman of HDR Engineering Inc. was the $450 jackpot name drawn but was not present to win (attendance required).
