2020 – AN EXCITING YEAR AHEAD: It is hard to believe we
are well into the new year. 2020 promises to be another excit-
ing and busy year with lots of projects on our calendar. The
team at the Shire believe that we will have our best chance of
succeeding if we work together with our community. That
does not mean we will all always agree or that we will always
get everything right. What is more important is that as a Shire
we engage effectively and are very open to constructive feed-
back to help us move forward. Our draft Customer Service
Charter will provide us with a framework to ensure our ser-
vice is customer-focused and that we have a process for re-
ceiving and acting on customer feedback. The draft charter is
available for public review and comment. Please contact Ibra-
him Macrae ([email protected]) at the Shire for
a copy and get your feedback to us by 4pm on Monday 17
February.
2020 – TAHUN YANG MENARIK: Susah untuk dipercaya
yang kami sudah berada di dalam tahun baru. 2020
menjanjikan tahun yang menarik dan sibuk dengan banyak
projek di kalendar kami. Pekerja Konsel percaya yang kami
akan mempunyai peluang terbaik untuk berjaya jika kami
bekerjasama dengan masyarakat. Itu tidak bermakna kami
semua akan sentiasa bersepakat atau kami akan mendapat
semua yang betul. Apa yang lebih penting ialah sebagai
Konsel kami sangat berkesan dan sangat terbuka kepada

FAREWELL ADIM AND WELCOME TO OSSIE AND
FATIN: Many of you will have heard that Adim has secured a
fantastic position working with Youth at the CIDHS. We are
so sorry to see Adim leave the Shire but know we will contin-
ue to work with him in his new role. We wish him every suc-
cess and thank him most sincerely for all his amazing efforts
at the Shire.
After a robust recruitment process, we have engaged Osman
(Ossie) Macrae and Fatin Rachel Hutchinson to job-share the
community development role. A job-share was seen as the best
way to cover the range of services and demographics. We wish
Ossie and Fatin a long and rewarding career with the Shire.
SELAMAT JALAN ADIM DAN SELAMAT DATANG OSSIE
DAN FATIN: Ramai yang sudah dengar yang Pak Sha telah
dapat kerjaan yang sangat bagus dengan anak2 mudah di
sekolaan. Kami sangat bersusah hati melihat Pak Sha
meninggalkan Konsel tapi tahulah bahwa kami akan teruskan
bekerja dengan dia di kerjaan nya yang baru. Kami
mengucapkan semoga berjaya di kerjaan yang baru dan terima
kasi di atas kerjaan yang sangat bagus
dengan Konsel.
Setelah proses mengambil pekerja,

kerjaan adalah cara yang terbaik untuk

Osman Macrae, Sport and Recreation/Youth Officer
My name is Osman Macrae (Pak Azie or Ossie). I previously
worked as a relief Youth Officer with the Shire. My role as a
Sport and Recreation/Youth Officer is to encourage youth and
the community to come together to participate in sporting activi-
ties.
I have been organizing sport events on a volunteer basis for the
past 10 years. I’ve enjoyed the challenges during this time,
which I hope to utilise in my current role.
I am excited to what is coming ahead and look forward to work
in this role.
Osman Macrae, Opisa Olahraga dan Rekreasi/Muda Mudi
Nama saya Osman Macrae (Pak Azie atau Ossie). Saya pernah
bekerja sebagai Opisa Muda Mudi dengan Konsel. Tugas saya
sebagai Opisa Olahraga dan Rekreasi/Muda Mudi adalah untuk
menggalakkan anak2 muda dan masyarakat untuk bersama-
sama berolahraga. Saya telah menguruskan acara olahraga
secara sukarela selama 10 tahun.

PROGRAM CUTI SEKOLAH: Bercerita tentang Adim dan tim
Community Development kami yang hebat, mereka mengu-
ruskan program cuti sekolah yang sibuk dan menarik pada
bulan Januari tetapi mendapakan tidak banyak peminat. Kami
kuatir yang program (aktiviti, masa, hari atau tempat) mungkin
bukan yang paling sesuai dengan masyarakat jadi kami akan
berusaha untuk meminta pandangan supaya mengikut keper-
luan masyarakat. Sila hubungi Isa Minkom

Sekiranya kami masih lagi mendapatkan minat yang rendah,
kami akan bekerjasama dengan masyarakat untuk mencari
kawasan lain untuk mengunakan invesmen kami yang sangat
di hargai.
DIRECTION ISLAND RESORT PROPOSAL – UPDATE:
Further to the updated in the Atoll on 12 December which called for public submissions on the intent to dispose of prop-erty, we can advise that six public submissions were received. Council will review the submissions informally at the Council-lor Workshop on 22 January. A table outlining the submis-sions and responses to questions and requests raised in the submissions will be available as part of the Council agenda for the 26 February Council meeting. Anyone with queries on any aspect of this proposed project or wanting more infor-mation about the process we have followed is welcome to contact me at the Shire ([email protected])
BERITA PROPOSAL PULU TIKUS: Selanjutnya yang telah
di beritakan di Atoll pada 12 Disember untuk meminta pan-
dangan masyarakat atas niat untuk melepaskan harta, kami
boleh beritahu bahwa enam orang telah masuk kan submis-
sion. Konsel akan memriksa submission secara tidak rasmi di
Workshop Konsel pada 22 Januari. Table yang menggariskan
submission dan jawaban kepada pertanyaan dan permo-
honan yang di tanyak dalam submission akan di sediakan
sebahgian dalam agenda mitingan pada 26hb Februari.

Saya menikmati cabaran pada masa ini, yang saya berharap

Fatin Rachel Hutchinson, Sport and Recreation/Youth
Officer: My name is Fatin AKA Mak Amelia and I am married to
Fareez Bluedy. We have 2 children together Amelia and Aiman,
and I also have 2 boys who live on mainland. I grew up in Bun-
bury and about one year ago Fareez and I decided to call Co-
cos our new home. Previously I worked in the banking industry
where I worked various role with BankWest and PN Bank.
This is my first week in my new role as the Youth and Recrea-tion Officer which I am sharing with Pak Azie. I am enjoying it so far organising Cocos Islands Australia Day celebration and participating in the School Holiday program on West Island. I look forward to getting out into the community and getting to know everyone.
Fatin, Opisa Olahraga dan Rekreasi/Muda Mudi
Nama saya Fatin atau Mak Amelia dan saya menikah dengan
Fareez Bluedy. Kami mempunyai 2 orang anak Amelia dan
Aiman dan saya jugak mempunyai 2 anak lelaki yang tinggal di
nageri besar. Saya di besarkan di Bunbury dan setahun lepas
Fareez dan saya buat keputusan untuk tinggal di Cocos. Sebe-
lom ini saya bekerja di BankWest dan PN Bank.
Ini adalah minggu pertama saya bekerja sebagai Opisa
Olahraga dan Rekreasi/Muda Mudi yang saya kongsi dengan
Pak Azie. Setakat ini saya menikmati menguruskan perayaan
Hari Australia dan program Cuti Sekolah di Pulu Panjang. Saya
tidak sabar untuk berkenalan dengan masyarakat.
SCHOOL HOLIDAY PROGRAM: Speaking of Adim and our
fabulous Community Development Team, they organised a
busy and exciting school holiday program over January but
found that participation rates were very low. We are concerned
that the program (activities, times, days or venues) may not be
what best suits our community so will be actively seeking

AUSTRALIA DAY: Australia Day, one of the best community
celebration events, is around the corner. Please join us on
Monday 27 January for a day of fun at Direction Island. A spe-
cial ferry service has been secured - our sincere thanks to the
Commonwealth Government. The ferry departs Home Island at
8am and West Island at 8.30 to arrive at DI at 9am and leaves
DI for the return trip at 2.30pm.
AUSTRALIA DAY: Australia Day, salah satu acara sambutan
masyarakat terbaik sudah dekat. Mari ikut kami di Pulu Tikus
pada hari Senin 27 Januari untuk hari yang menyeronokan.
Feri khas telah dijamin - terima kasih dengan ikhlas kepada
Kerajaan Commonwealth. Feri berlepas dari Kampong jam 8
pagi dan dari Pulu Panjang jam 8.30 sampeh di Pulu Tikus pa-
da jam 9 pagi dan lepas Pulu Tikus untuk perjalanan balek jam
2.30 petang.
MAJU PULU KITA MASTERPLAN PROJECTS: The next ship
has a few goodies to progress our Maju Pulu Kita Masterplan
projects. The play equipment for Trannies Beach; Shade Sails
for the Home Island Playground; a new gas BBQ for the Spot;
public toilets for Sandy Point and the Yacht Club; and shade
structures over Pondok Abang and the Home Island Cyclone
Shelter. These will be installed in the coming weeks so please
keep an eye out and let us know what you think.
We have noticed that the pumptrack needs some ‘finishing’ to
make it more appealing. We are considering softfall around it;
some seating with shade and painting the sides of the track with
a mural. Any other ideas are welcome.
BERITA MAJU PULU KITA MASTERPLAN: Kapal yang akan
datang mempunyai beberapa barang untuk memajukan projek
Maju Pulu Kita Masterplan. Bekakas kemainan untuk
belakang Batu Karang; Perlindungan untuk Playground Home
Island; BBQ baru untuk The Spot; jamban untuk Sandy Point
dan Yacht Club; dan perlindungan di Pondok Abang dan Ru-
mah Seklon. Ini akan dipasang pada minggu yang akan da-

da.

WORKS UPDATE: I am sure members of the community will
have noticed the effort that has gone into the public grounds/
gardens at Lot 14. With this extra care, they are once again
looking fantastic. We warmly encourage members of the com-
munity to come and enjoy this landscaped area. To aid in
community enjoyment of the space, we are considering in-
stalling a few picnic tables and chairs.
Please note that Tuesday every week is our day for working on the grounds (e.g. mowing, whipper snipping and mulching) so from about 7am to 3.00pm on Tuesdays it could be a bit noisy. Thank you for your support. The toilets at Trannies, the Yacht club, and Scout Park have now been fitted with solar lighting. The switches are located to
the left hand side of the door and are illuminated.
The cardboard drop off points at each transfer station are working well. Some boxes are still being deposited in the open burn area so we would encourage all members of the
community to assist us with this recycling effort.
The drop off points for the Cardboard are positioned at the entrance to both Home Island and West Islands Transfer Sta-
tion, these are clearly signed.
We have been busy re-sheeting and replacing the wall on sections of the Home Island Recycle centre to fix the deterio-
ration from the prevailing winds.

The shed is now weather proof for the arrival of the new Glass Crusher and Aluminium and Tin Baler which will be installed to-
wards the end of March.
BERITA KERJAAN: Saya yakin masyarakat dapat perhatikan usaha di Kawasan publik/kebon di Lot 14. Dengan penjagaan
tambahan ini, tempat ini sekali lagi kelihatan cantik. Kami sangat menggalakkan masyarakat untuk datang dan menikmati Kawa-
san ini. Untuk membantu masyarakat menikmati tempat ini, kami sedang mempertimbangkan untuk memasang beberapa meja
piknik dan kursi.
Sila ambil perhatian bahawa hari Selasa setiap minggu adalah hari untuk kami bekerja di tempat ini (contohnya memotong
rumput, mulching) jadi dari jam 7 pagi hingga 3.00 petang saban hari Selasa mungkin agak bising. Terima kasih atas sokongan
anda.
Jamban di Belakang Batu Karang, Yacht Club, dan Scout Park sudah dipasang lampu solar. Switnya terletak di sebelah kiri pin-

Kami sedang sibuk menggantikan dinding di bahagian tempat recycle di Kampong untuk memperbaiki kemerosotan angin yang
berlaku.
Sekarang tempat recycle dapat bertahan dari cuaca untuk kedatangan Penghancur Kaca dan Aluminium dan Tin Baler baru
yang akan dipasang ujung bulan March.

chanical workshop. Options the shire will consider:
• An unqualified individual who has the desire to complete a mechanical apprenticeship
• A partly qualified individual keen to complete their qualifications
• A fully qualified mechanic
Remuneration will be commensurate with qualifications.
This exciting opportunity offers a chance to work for a Shire that is focused on quality customer service and takes pride in

PUBLIC NOTICE - MAJOR LAND TRANSACTION RESORT DEVELOPMENT DIRECTION ISLAND
COCOS (KEELING) ISLANDS SHIRE COUNCIL ACTING IN ITS CAPACITY OF TRUSTEE OF THE (COCOS) KEELING ISLANDS LAND TRUST, 1984
Further to the public submission period that closed on 15 January 2020, six public submissions were received. A copy of the table of submissions will be available from the Shire as part of the agenda for the Ordinary Meeting of Council on 26 February 2020. Following that process, formal public notice is given that the Cocos (Keeling) Islands Shire Council acting in its capacity as Trustee of the Cocos (Keeling) Islands Lands Trust, 1984 proposes to enter into a major land transaction by way of a lease described below.
References: Section 3.59(4) of the Local Government Act (WA) (CKI) 1995 Deed between The Commonwealth of Australia and The Cocos (Keeling) Islands Council, 1984.
1. Property details: Portion of Lot 102 on Plan 18500, upon volume 2103 of Folio 111 (the Trust Lands) , Direction Islands (area
approximately 18 ha (building envelope hotel building – approximately 7ha eastern boundary of which run on a bearing of 50 degrees form the high tide mark 20 metres to the west of the Jetty thence to the high tide mark on the northern shoreline of the Island).
2. Lease details:
A) Parties: • Head Lessor: Cocos (Keeling) Islands Shire Council acting in its capacity as Trustee of the Cocos (Keeling) Islands Lands Trust • Lessee: Cocos Boronia Resorts (ACN625 703 960 )

Your house, My home – rethinking renting in WA
Laws that cover the renting of homes in Western Australia are being fully reviewed for the first time in more than a decade and Consumer Protection (CP) wants to hear from all tenants and landlords in the IOT. Commissioner for Consumer Protection, David Hillyard, said a lot has changed since the last full review of the Residential Tenancies Act 1987. He is encouraging the IOT community to get involved and have a say to make lasting improvements. For example: Should tenants be allowed to hang a family portrait on the wall, keep a pet, or plant a veggie patch? Should landlords tell tenants if they intend to sell within the next 12 months, or if asbestos or meth residue is present? What do you think? The Commissioner said an attitude shift may be needed when it comes to how we view investment properties and the maintenance of those homes for paying tenants. We hear of tenants who are afraid to report problems for fear of eviction, while on the flipside there are horror stories where properties are trashed. Should CP have powers to step in and prosecute tenants for an offence of wilful damage?
The review will consider whether landlords should be registered, if CP should act as a
mediator between owners and tenants, and if the Commissioner should rule on tenancy disputes to make the dispute resolution process quicker and easier for all parties - freeing up the Courts’ time to deal with other more serious matters. The discussion paper closes 1 May 2020 and covers key issues, such as:
• security of tenure (guaranteeing tenants can stay and make a house their home); • reasons for ending a tenancy / doing away with “no grounds” terminations; • disclosure of important information before a tenancy begins; • minimum standards for rental properties; • liability for damage – fair wear and tear versus negligence; • maximum bond amounts, payment of rent and other fees or charges; • the right to keep pets and make minor modifications; and • regulation of boarding, lodging and room-by-room rental arrangements.
As well as the online submission process there are various options available to share your thoughts, such as social media polls and information sessions during CP’s next visit to the IOT. Undang undang untuk menyewah rumah di Western Australia sedang di perlihatkan dengan sepenuhnya untuk yang pertama kali di dalam satu dekad dan Consumer Pro-tection (CP) ingin mendengar semua pandangan dari penyewa dan pemilik di IOT. Commissioner dari Consumer Protection David Hillyard berkata bahwa banyak yang telah berubah sejak review yang terakhir untuk undang undang Residential Tenancies Act 1987. Perbincangan ditutup 1 May 2020 dan melengkap masalah-masalah utama, seperti:
• keselamatan penyewa (menjamin penyewa dapat tinggal dan membuat rumah sebagai rumah mereka); • alasan untuk menamatkan penyewaan/penghapusan dengan penghentian “tanpa alasan”; • nformasi penting sebelum penyewaan bermula; • standard sekurang kurangnya untuk tempat sewa; • tanggungjawab untuk kerusakan - bekas pakek lawan keceroboan; • jumlah bon maksimum, pembayaran sewa dan bayaran lainnya; • hak untuk piara binatang dan membuat petukaran kecil; dan • Ondang ondang tempat tinggal, penginapan dan penyewaan kamar ke kamar.

Slick Investment Scammers Targeting the IOT
Have you received a phone call out of the blue with an offer to buy shares in a company for a really good price? If you have you’re not alone. Investment scams are on the rise and are one of the most professional and slick scams around – in fact, they are so sophisticated that it can be very hard to tell them apart from genuine investment oppor-tunities. Scammers will pretend to be stock brokers or portfolio managers and promise quick and high returns. Some will en-courage you to invest in overseas companies and, in a recent twist, some even pretend to represent or promote Aus-tralian based companies. These crooks are incredibly persistent and may keep calling you back until you agree to transfer funds. Afterwards, when they think they have developed a business relationship, the scammers may try to take advantage of you again through a follow up scam. Recent reports to WA Scamnet indicate that a sophisticated gold trading and investment scam is currently targeting the IOT using email, social media, fake websites, fake ‘endorsements’ and cold calling. These scammers are slick and the investment returns will seem too good to be true. You’ll find this to be the case when you try to withdraw your money and ‘investment profits’. In fact, some on Christmas Island have already discovered this, losing many thousands of dollars in the process. To protect yourself against investment scams, always be suspicious of investment opportunities that promise a high return with little or no risk. Never give out your personal details to unsolicited callers or reply to emails offering financial advice or investment opportunities - just hang up or delete the email. If you think you have been scammed, contact your bank or financial institution immediately. Fraud attempts should be reported to the WA Police Financial Crimes Squad on 131 444 and the AFP on the island. Penipuan invesmen sedang meningkat dan merupakan salah satu penipuan paling profesional dan pintar - pada kenyataan nya, mereka sangat canggih sehingga sangat susah untuk membezakan mereka dari peluang invesmen yang asli. Penipu akan berpura-pura menjadi broker saham atau manager portfolio dan menjanjikan untung yang banyak. Separoh akan menggalakkan anda untuk inves di syarikat luar negara dan, baru baru ini, ada yang berpura-pura mewakili atau mempromosikan syarikat di Australia. Back to school healthy tips!
Get adequate sleep Help your child establish a c o n s i s t e n t b e d t i m e rou t ine . Ch i l d ren in kindergarten through grade 6, should get between nine to 11 hours of sleep a night. Lack of sleep increases cravings for junk food and often results in mood swings, temper tantrums and greater risk for infections.
Reduce screen time. Any screen time not associated with homework should be limited to less than two hours a day. This includes phones, television, tablets, video games and computers. The type of light emitted from these screens can reduce melatonin levels, making it more difficult to fall asleep.
Practice healthy eating habits. Healthy eating begins with a
good breakfast – the most important meal of the day.
A healthy breakfast that includes protein, dairy and/or whole grains is directly correlated to posit ive behaviours throughout the day and improves your child’s ability to focus and concentrate.
Keep your child hydrated. Staying hydrated has numerous benefits. It can help prevent fat igue, improve mood, aid in digestion and improve brain function.
Keep them active. Regular physical activity is important for your child’s overall health and wellbeing. At least 60 minutes of activity every day is essential for kids to grow and keep fit.
