Welcome from Sandra Taylor, 2008 Conference Director

Welcome to Whistler!

It is with great pleasure that I welcome you to The 2008 LearningSummit, in the picturesque village of Whistler. Our 45th annualCIAA conference intends to deliver a high calibre business program,as well as an entertaining social program.

We have really taken advantage of holding the conference on theWest coast. Our keynote speaker Don Bell, is a founder of WestJet.Our CFO Panel, welcomes Geri Prior from ICBC and BC Financerepresentative Doug McLean gives us the regulatory update. Surrounded by such natural beauty, we were compelled to inviteJay Goldman of zerofootprint to talk about our Carbon footprint(how small is yours?) and learn about the changing weather patternsacross our country from Canada’s resident expert, David Philips.

Many thanks to my conference committee, especially those who chairedthe sub committees – Kate Tang of AIG; Jim DeJeu of Lambton Mutual;Lucy Iacovelli of KPMG and Dave Paterson of Ayr Farmers’ Mutual –who have been dedicated to their posts and always had time forCIAA business. I am proud to have worked with this committee andchaired The 2008 Learning Summit.

We should all give a round of applause to the CIAA as an association.After all, this year we celebrate our 75th birthday – what a tremendousmilestone – and a testimony to the people throughout the years whogave their time, energy and ideas to make the CIAA flourish.

1:45 PM - 2:30 PM REGULATOR UPDATE WITH DOUG MCLEAN, BC FINANCIAL INSTITUTIONS COMMISSIONFRONTENAC ROOMIn 2007 the federal Office of the Superintendent of Financial Institutions released anadministrative advisory defining when policies will be considered in Canada. The advisorychanged the regulatory focus from the location of risk to the location of insurance activities.In addition, marine insurance was removed from the exemptions under the legislation.

Doug will talk about the impact these reporting requirements will have on insurancecompanies operating in Canada. He’ll discuss the related provincial issues and howthis change in regulatory focus will affect the provincial premium tax base. Learn whetherforeign insurance branches will have a competitive advantage over domestic insurers.Find out if this change makes it easier for financial fraud by unlicensed entities.

3:00 PM - 3:30 PM RISK MANAGEMENT & LEGISLATIVE COMPLIANCE WITH JOHN CAIRNS OF CHUBBFRONTENAC ROOMOSFI uses an Enterprise Risk Management (ERM) framework to help achieve its mandateand objectives, dividing risks into internal and external categories. John will discuss how toestablish a ERM program, along with the often overlooked importance of operational risk,which can be "catastrophic." He’ll provide operational risk case studies dealing withcompetition law and ethics. Learn about operational risk mitigation and the importanceof employee training and an ethical corporate culture. Finally, he’ll deal with the dangersof complacency.

3:30 PM - 4:00 PM RISK MANAGEMENT & CAPITAL REQUIREMENT WITH JONATHAN STEPHENSON, GUY CARPENTER & COMPANYFRONTENAC ROOMReinsurance plays an important role in the context of risk management for an insurancecompany. Jonathan looks at how reinsurance can contain the company’s net retainedvolatility of results. This, in essence, can reduce the level of capitalization needed to support an on-going business and help make the returns on that capital more predictable.He’ll discuss fundamental statistical measurements and tools he uses and their impact ona firm's capital position.

GERI PRIOR, ICBC AND SWISS RE’S SHARON LUDLOW FRONTENAC ROOMCanadian consolidation, the alternative for capital management?  With the pressure of the softening market and the persistent over-capacity in the CanadianP&C market, is this the time for further consolidation? Sandy discusses whether it’s the solutionto better capital management.

Risk management: Risk management framework, practices and proactive processes arebecoming mainstream and drawing more attention as both financial and reputation risk aretimely issues.   ICBC uncovered a breakdown in controls earlier this year and went publicwith its findings.  This in turn, increased the reputation risk of the company as media attentioncontinued months after the initial announcement.  Geri will tell us how ICBC regained theconfidence of customers and government (shareholder), while maintaining the confidenceof its Board of Directors.  She reveals what management is doing to prevent this fromhappening again.

Capital Management/Capital Markets: Capital Management is key for every organization,and particularly for insurance companies.  In Canada and internationally, the move is towardseconomic capital. Sharon explains the key elements of an economic capital model andoffer perspectives from regulators, rating agencies and investors.  She will also provideexamples of capital relief transactions.

JAY GOLDMAN, VP, ZEROFOOTPRINT Measuring Corporate Footprint, Offsetting, and What You Can Do to Combat ClimateChange: In a low carbon economy, corporations, institutions, cities and governmentswill need to measure their carbon impact on an ongoing basis. This calls for a new function– Enterprise Carbon Management. It also demands software to manage the generation,hedging and reduction of carbon exposure. Jay will highlight the risk of carbon exposureand importance of lifecycle analysis throughout the supply chain. He’ll also explain thebenefits of leveraging software and technology to measure carbon

Don Bell, one of the four founders of WestJet, is widely considered thecompany’s spiritual leader, a ‘culture guru’ who champions teamworkwhile emphasizing an upbeat mood. The recently retired ExecutiveVice-President was known for a unique style that personified theWestJet values and became the Team’s model of inspiration andemotional commitment.

Bell’s ideas and leadership were instrumental in taking a start-up airlinein 1996 to become one of the few airlines in the world to enjoy quarterafter quarter of profitability and sustained double-digit business growth.In particular, he was credited for bringing WestJet to the forefront ofcorporate culture and customer service. During his tenure, the companyexemplified the optimal environment for success, winning variousbusiness awards including 'The Ernst & Young Entrepreneur of theYear' for Canada, and an International Entrepreneurship Award forOutstanding Teamwork in 2001. WestJet was named Canada’s mostrespected corporation for customer service in 2005. Today, WestJetis not only a household name in Canada, but it is one of the mostsuccessful airlines in North America.

SPEAKERS’ BIOS

Alodie is a familiar face at the CIAA conference and a partner in theAudit and Assurance practice of PricewaterhouseCoopers working inthe Toronto office. She is PwC’s Canadian Insurance IFRS leader.

She has a wide range of experience in providing audit and advisoryservices to public and private financial services clients. Alodie specializesin P&C and Reinsurance and has managed a number of OSC and SECfilings. She has also been involved in Sarbanes-Oxley Section 404projects, both in an advisory and in an audit role.

Alodie is leading the PwC Insurance EyeOpener Series, which providesinsights and updates on financial reporting, actuarial, tax and businesstopics to the insurance industry. She is a past speaker at CIAA eventsas well as at the Canadian Institute of Actuaries 2006 annual conference.She is a member of the P&C Insurance Auditor’s Advisory Committee tothe Office of the Superintendent of Financial Institutions Canada.Alodie joined PwC in 1992 in Brussels, Belgium and moved to Torontoin 1997. She holds a Master’s degree in Business Economics from theFacultés Notre Dame de la Paix in Namur, Belgium. Alodie holds CAdesignations in both Canada and Belgium.

Alodie is the Human Resources partner for the Financial Services Auditand Assurance group in Toronto.

Alodie is a Director and Treasurer of Altruvest, a charity that works toexpand the talent pool and enhance the governance skills of charitablesector boards and senior leaders. She is also a champion for PwC CanadaFoundation which supports, encourages, and recognizes the volunteerinvolvement of staff and partners in the community.

Leigh is a partner in the Audit and Assurance practice working in ourToronto office. She has a broad range of experience providing auditand advisory services to the financial service industry. Leigh specializesin all facets of the insurance industry – life and health insurance, P&Cinsurance and reinsurance.

Leigh is currently involved in the development and marketing of PwC’sstrategy for the new International Financial Reporting Standards (IFRS)related to the Canadian insurance industry. In this role, Leigh workswith the PwC Global IFRS committee to ensure Canadian clients areable to leverage from the global IFRS experience. In her IFRS role, Leigh isadvising and educating clients on the new IFRS standards and helpingcompanies develop an implementation project plan and strategy.

Leigh has involvement in a number of other initiatives related to theinsurance industry including the implementation of new auditing andaccounting standards, including the most recently released FinancialInstruments standards. Leigh was responsible for the firm’s publication:Dealing with the impact of the new financial instrument standards forCanadian Insurers – A Guide to the expanded disclosure requirements,December 2007. She also has experience delivering courses andpresenting to various associations in the industry. Leigh has been aspeaker at several CIAA events, the Canadian Institute of Actuaries2006 Annual Conference, the PwC Insurance EyeOpener Series andthe LOMA Canada Life Insurance Accounting Course.

Kim joined the Tax Compliance Practice at Ernst & Young LLP (E&Y) in2001 as a Senior Tax Manager to spearhead the Financial ServicesInstitutions (FSI) area in the Toronto office. Kim’s areas of responsibilityinclude life and P&C insurance, banking and mutual funds. In addition,she facilitates the coordination of client service with her colleaguesin E&Y’s FSI Tax Consulting Practice. A role which was expanded in2005 as she assumed additional responsibilities for projects withinthe E&Y FSI Tax Consulting practice.

Kim’s expertise includes insurance taxation issues relating to bothresident and non-resident insurance companies, including tax planningrelated to corporate reorganizations and to the acquisition and divestitureof insurance corporations and/or specific lines of business. She hasalso been involved with the development of internal procedures andprocesses to enhance the tax compliance process and has preparedinternal tax accounting processes to ensure that appropriate controlsare in place to meet the requirements of the Sarbanes-Oxley Act(SOX 404) or the Canadian MI 52-109 (CSOX) standards.

Doris began her career with Ernst & Young in 2003 as a Senior TaxManager. David, generally acknowledged as Canada’s foremost weather expert,has been called ‘a genuine Canadian legend’ and ‘our unofficial weatherguru’. However, he would rather think of himself as a weather ambas-sador for Canada, claiming that we have been blessed with one of theworld's healthiest and safest climates. As a senior climatologist,David’s work involves the study, promotion and understanding of theCanadian climate. As a spokesperson for the Meteorological Service ofCanada (MSC), he is best suited to discuss weather and climate issueson a national scale.

David has published several books, including The Climates Of Canada,Blame It On The Weather, and the bestseller The Day Niagara FallsRan Dry. He is also the originator and author of Canada’s most popularcalendar, The Canadian Weather Trivia Calendar. He is also a familiarface and voice on national radio and television. In recognition for hiswork, David has received the Patterson Medal for Distinguished Serviceto Meteorology in Canada, the Commemorative Medal for the 125thAnniversary of the Confederation of Canada and the Public ServiceMerit Award.

Dr. Patty Clugston was a gifted plastic surgeon who dedicated her life to giving renewedhope to women with breast cancer. In 1997, she founded the Breast Reconstruction Program at UBC Hospital. Her breakthrough approach enabled women to have breast reconstruction completed as part of their mastectomy. Within 10 years, more than1,000 breast cancer patients had benefited from Dr. Clugston’s efforts.

Dr. Clugston earned an international reputation and was sought out as a teacher, speakerand author in the plastic surgery and breast oncology communities. But privately, shewas fighting her own battle with scleroderma, another life-taking disease. A painfuldisease that attacks the soft tissues of the body, scleroderma altered her looks, andchanged the way she held surgical instruments. Despite the challenges of the disease,she continued her life’s work. Tragically, Dr. Clugston died on March 1, 2005.

Her outstanding work in the area of breast reconstruction was recognized through theendowment of a Chair in her name that will sustain this program in the future. The initialgoal of the fundraising initiative is $5 million. To date, almost $2.6 million has been raisedon the strength of Dr. Clugston’s memory.

The CIAA is honoured to raise funds to continue Dr. Clugston’s important work.
