I hope you like our front cover, as much as I do. It was taken by a member ofthe Thatcham Photographic Club and some of you may recognise the window -which is in St Mary’s.

This is a lovely time of year - we can forget (largely!) the short days anddarkness and look forward to the long summer (hopefully) to come. There areseveral opportunities ahead for you and the family to enjoy. Please see pages56 and 57. One event which some of you enjoyed last year was the EnglefieldFayre - which proved a happy day out for the family - and I am sure this year itwill be just as good - please see page 45.

This is the time of year also when we have a good look round both home andgarden to see if we can make improvements. As you will know, there are manypeople who advertise in Thatcham Connections who can help you maintainand enjoy your home. Most homes can benefit from some extra care andattention and this could be the very time to address this! We also have severalgardeners in this issue - do have a look at their advertisements and see if oneof them could offer you just what you need.

I do try to give free space to charities and non profit making organisations andwould very much like to hear from you if you want help.

If you would like to know more about the Wallace & Gromit BIG Breakfast (fromthe 22nd-28th April) which aims to raise thousands of pounds for sick childrenin hospitals and hospices by enjoying their BIG Breakfast, do pleasecontact me.

P.S A little update: starting at the head of the household, DH (darling husband)is just getting over our family gathering in the Middle East, where we went for tendays, primarily to see where DS lives DD and her husband spend the odd nightwith us, quite regularly - much to the joy of DH and myself.. DS and wife hope tohave more holidays in the UK from now on - but just in case they are unable todo so, I have gone ahead and provisionally booked another long weekend inNovember to go out to see them again! (My motto is ‘you only live once!’)

Mr and Mrs Smith visited Lucy Butcher,Solicitor at Gardner Leader, as Mrs Smith hasbeen diagnosed with dementia and they wereboth concerned about the prospect of havingto pay for care fees in the event of her havingto go into residential care.

Here is an extract of the meeting.

The Local Authority has a duty to provideresidential care. However they are entitled torecover the full cost of care and therefore MrsSmith will be subject to a means test. Thecapital limit in England and Wales is £23,250,should Mrs Smiths’ capital exceed this limitshe would be liable to pay the full amount ofher care. If her assets should fall below thislimit then the local authority will carry out afinancial assessment that determines howmuch she will contribute towards the cost ofcare from her income.

Mr and Mrs Smith enquired whether it waspossible to gift their interest in the property totheir son to protect it from being subject tocare fees. Legally, there is nothing to preventthem from gifting their property to their son.However the Local Authority are unlikely toconstrue that the property falls outside of theirestate if they continue to enjoy the property inthe same way as they did before they made

the gift. The Local Authority will see this as aploy to reduce their estate for the purpose ofmeans testing and it will be rejected as being agift with reservation of benefit.

Furthermore, should the property be gifted totheir son and he came into financial difficultythe property would be considered as one ofhis assets and would be taken into account aspart of his bankruptcy. If he entered into adivorce the house would be considered as anasset of his and could be taken into accountwhen dealing with the marriage assets andfurthermore if he died before them, it wouldn’tnecessarily pass to them in his Will and theycould lose control of the property.

The property would in any event bedisregarded from any Local Authority meanstesting if Mr Smith continues to live in theproperty and it is his principal residence. Ifhowever the property passes to Mrs Smith onhis death then the Local Authority will includethe value of the property when assessing hereligibility to fund her care. To prevent thisfrom happening they were advised to separatetheir joint assets and to sever the tenancy inthe property from joint tenants to tenants incommon, to ensure that their respectiveassets pass under the terms of their will ratherthan by survivorship. Mr and Mrs Smithdecided to proceed with this and to preparenew wills leaving their assets to a trust ratherthan to each other on their death so as toprotect the first to die’s assets from beingsubject to care fees.

New rules have been set in response to theDilnot Commission’s recommendations toincrease the means test threshold from£23,250 to £123,000 and care costs will becapped at £75,000. This change will not comeinto force however until April 2017.

Feature:

I know a lot of people whohave yet to try growing theirown veg and plenty morewho have tried but had somedisappointing results. Butas the new gardening yearis upon us, why not have ago because it doesn’t needto be difficult and has thepotential to be one of themost productive and funthings you’ve ever done.Now I’m no great fan ofgreen wellies (mine areblack) but I am a fan ofgreen-gardening. Yes,plenty of gorgeous greensin the beds and borders, butalso an ecologically greenoutlook. Simply put, homegrown food tastes better,uses little if any air miles,can save you a packet andis enormously rewarding.Grow your vegetables andyou are really getting the topend of the market produceand minimising any harmfuleffects to the environment.Remember to grow what youlike and what your gardencan grow well - this may takesome experimenting, butdon’t be afraid to admit that

some things are trickier thanothers in your plot.If you’re an organic gardeneror you simply want toproduce pesticide freevegetables, you might needto spend more time thinkingabout what to grow and howyou can best nurture it sothat pests, diseases andother problems take a backseat.*Seed and plant cataloguesare now more likely to letyou know which varietiesare relatively pest or diseaseresistant.*If you garden organicallyyou can also encouragesome of the naturallyoccurring insects thatparasite or predate uponthe garden pests, or biggeranimals such as frogs,toads, hedgehogs and manybirds. Insects include:Ladybirds: The larvae andthe adults both consumehuge numbers of aphids.Lacewings: The young orlarvae are brilliant predators,eating mainly aphids, but

It seemed a good idea at the time – thechildren’s Easter egg hunt in the churchyardafter the Easter Sunday service. But now Iwas having second thoughts. There weresome people tending graves by the warmemorial and, even at some distance, Icould see them looking rather startled by thechildren’s excited shouts. ‘Here’s one!’ a crywent up. A boy was waving an Easter eggabove his head right by the war memorial.The other children ran over to him with yelpsof delight...

I rushed across to quieten the children, butwas greeted by the family as they left thechurchyard. ‘Isn’t it lovely to see themenjoying themselves,’ the woman said with abeaming smile, ‘my mum would have likedthat - a churchyard full of the sound ofchildren on Easter morning.’

That’s right I thought – Easter is the greatshout of life in the midst of death. We hadsung our alleluias in church celebrating the

glorious triumph of life over death, and thenin the churchyard, among the graves, thechildren had run around full of that life.

I often think snowdrops in churchyards dothe same thing. In the depths of winter, andsometimes actually peeping out from thesnow, these tiny flowers come up from thegraves promising that spring will come, thateven in death there is life.

In lots of primary schools they sing this song:

All in an Easter garden,where water lilies bloom,the angels gave their messagebeside an empty tomb:'The Lord is here no longer,come, see where once he lay;the Lord of life is risen indeed,for this is Easter day.'Anonymous

Perhaps we should think of churchyards asEaster gardens - because, like the originalgarden where Jesus died and rose again,they are places which declare the victory oflife over death. Every burial in the ‘garden’ ofthe church is in ‘sure and certain hope of theresurrection to eternal life’ - the words arefrom the funeral service but they are Easterwords. And each spring, as the flowers pushthrough the cold earth and children yelp withdelight at finding Easter eggs, we rejoice inwhat we instinctively know to be true – life isindeed stronger than death.

Extreme weather conditions during last spring andearly summer restricted the numbers of birds nestingand raising their broods on Greenham andCrookham Commons, says Berks, Bucks & OxonWildlife Trust (BBOWT) and West Berkshire Council.The two organisations jointly run the West BerkshireLiving Landscape project which, over the last threeyears, has been surveying ground-nesting birds onGreenham and Crookham Commons, and inBowdown Woods nature reserve.

Surveys carried out by Adrian Hickman, a localconsultant ecologist, showed that fewer lapwing andringed plover nested at Greenham and CrookhamCommons during 2012 than in previous years.Although the number of ringed plover chicks thatfledged into adult birds was the lowest in the threeyear project, the number of lapwing chicks thatfledged was slightly higher than previous years,probably due to the increased scrub cover as aresult of the high rainfall.

"The exceptionally dry winter into April last yearmeant lapwings were searching further for foodinstead of preparing to nest," explained Jacky Akam,West Berkshire Living Landscape manager withBBOWT. "The rain from April onwards caused thesebirds to delay their nesting by more than a month,and the cool temperatures meant that fewer chickshatched."

From 30 March BBOWT is starting its weekly guidedwalks on Greenham and Crookham Commons toencourage more people to learn about and enjoy thewildlife of the Commons; everyone is welcome –including dogs on leads.

The BBOWT wardens will be on the Commons atweekends and some weekdays during the nestingseason to answer questions about local wildlife and

point out the well-camouflaged lapwing chicks whenthey hatch. They will also be updating noticeboardswith information about latest wildlife sightings andevents.

Hilary Cole, West Berkshire Council‘s ExecutiveCouncillor for the Environment said: “It’s clear thatregular visitors to the Commons are now moreaware of the need to avoid the sensitive areas forthe birds, so that we can give them every chance tobreed successfully this spring. The guided walks andadvice from the wardens helps everyone enjoy thisbeautiful area.”

The usual red and green zone signs are going upnow on Greenham and Crookham Commons.“These show where walkers are welcome with theirdogs, and the areas that we ask them to avoid whilethe birds of nesting," said Jacky Akam. “We advisepeople to keep to paths and avoid areas such as thegorse where birds, such as the Dartford warbler andstonechat nest close to the ground. It really doeshelp if dogs are kept on leads in these areas, andallowed to run free in the green zones instead."

The popular Secret Seven leaflet gives peopleinformation about the fascinating birds of this specialsensitive heathland habitat. The leaflet is availablefrom the Nature Discovery Centre in Thatcham andthe BBOWT wardens.
