Neighbours never say “no”Thursday, 26 July, 2012

President U Thein Sein has just wrappedup his first-ever visit to neighbouring Thailandsince taking office. The reformist President’svisit to the next-door vibrant economy is toboost economic prospects as the country hasopened up to investments far and wide theglobe.

The President and Thai Premier Ms.Yingluck Shinawatra cleared the doubts thatpersist over Dawei Special Economic Zone,showing their unflagging support for multi-billion-dollar project being implemented byItalian-Thai Co Ltd. The project is scheduledto complete by 2018 and will feature steel mills,refineries, a petrochemical complex and powerplants. Bypassing the Malacca Strait, thestrategic deep-sea port will shorten thetransportation route to Southeast Asia and thePacific.

The two leaders agreed to establishconnectivity between Dawei Special EconomicZone in the southernmost part of Myanmarand Laem Chabang industrial estate ofChonburi seaboard of Thailand.

Another significant agreement sought onthe three-day trip is setting up a ministerial-level working group to implementcomprehensive economic cooperation betweenthe two countries. Thailand also agreed to helpMyanmar get ready itself for 2014 ASEANchairmanship and pursue economic reformsand sustainable development.

Myanmar and Thailand have long-standingeconomic relations along the course of thehistory. Thailand is the second largest foreigninvestor in Myanmar, second only to China,the regional economic powerhouse.

The President’s official visit is assumed tobe renewal of friendly relations between thetwo countries since the good neighbours are adeciding factor behind the development of anation.

AURORA, 25 July—The judge in the case of the manaccused of Friday’s shooting rampage at a Colorado movietheater on Tuesday ruled that no cameras or electronicrecording equipment will be allowed at next week’s hearingwhen formal charges will be filed.

Arapahoe County District Judge William Sylvester issuedthe written ruling in response to a request by Denver-areamedia for expanded media coverage of the July 30 hearingfor James Holmes.

The public defenders appointed as Holmes’ defenceattorneys had objected to the request, according to courtpapers. Monday’s initial appearance for Holmes had beentelevised over the objection of his attorneys.

freighter fails to re-dock with ISSMOSCOW, 25 July — Russia’s Progress M-15M resupply

freighter failed to re-dock with the International SpaceStation (ISS) due to certain emergency situations in thestation’s new Kurs-NA rendezvous system, Russia’s MissionControl Centre (MCC) said on Tuesday. The unmannedProgress M-15M, which arrived at the ISS in April, undockedfrom the station early Monday morning to conduct a seriestests of the upgraded Kurs-NA rendezvous system.

According to a spokesman of the MCC, the Kurs-NAsystem warned of a possible emergency situation and calledoff the re-docking when the Progress M-15M was approachingat a distance of 15 km to the ISS. The MCC didn’t provide moredetails about the operation, only confirming that the ProgressM-15M was now at a safe distance to the ISS. The MCC alsorevealed the Progress freighter would be maneuvered to adistance of 500 km to the ISS later Tuesday and the next re-docking was scheduled on Sunday.

“We are considering to carry out the re-docking again on29 July, after Japan’s cargo spacecraft HTV’s docking with theISS,” the spokesman said. The cause of the failed re-dockinghas been investigated, he said, stressing that the Progressfreighter was still controllable and has not posed any threatto the ISS and its six crew members.The US space agencyNASA said in a statement the re-docking of the Progressfreighter to the ISS has been postponed “due to an apparentfailure in the new Kurs-NA rendezvous system.”

“Progress 47 (classified as Progress M-15M in Russia)flew approximately 1.8 miles below the station to a safedistance away from the orbiting outpost, where it will remainuntil another attempt is made to re-rendezvous with the spacestation,” NASA said. Progress freighters have been thebackbone of the Russian space cargo fleet for decades. Russialost a Progress cargo ship in 2011 for the first time in 30 years.Besides, after the retirement of the US shuttle fleet, Russia’sSoyuz spacecraft have become the only way for astronauts toreach the ISS at least until the middle of the decade.— Xinhua

WASHINGTON, 25 July — Greenland’s massive ice sheethas melted this month over an usually large area, NASA hassaid. Scientists said the “unprecedented” melting took placeover a larger area that ever detected in three decades ofsatellite observation. Melting even occurred at Greenland’scoldest and highest place, Summit station. The thawed icearea jumped from 40% of the ice sheet to 97% in just four daysfrom 8 July.Although about half of Greenland’s ice sheetnormally melts over the summer months, the speed and scaleof this year’s melting surprised scientists, who described thephenomenon as “extraordinary”.

NASA said that nearly the entire ice cover of Greenland,from its thin, low-lying coastal edges to its centre, which is3km (two miles) thick, experienced some degree of meltingat its surface. “When we see melt in places that we haven’tseen before, at least in a long period of time, it makes you situp and ask what’s happening?” NASA chief scientist WaleedAbdalati said.

“It’s a big signal, the meaning of which we’re going tosort out for years to come.” He said that because thisGreenland-wide melting has happened before they are not yetable to determine whether this is a natural but rare event, orif it has been sparked by man-made global warming.

LONDON, 25 July — Hopes of a new, more effectivetherapy for tuberculosis have been raised following theresults of early trials. The study showed three drugs given incombination killed more than 99% of TB bacteria after twoweeks of treatment. The therapy appeared to be equallyeffective on the drug-resistant form of the disease in the trialsof 85 patients, a team led by Stellenbosch University in SouthAfrica reported.Larger studies are now taking place to furthertest the technique.

TB is one of the oldest and most deadly infectiousdiseases. About 1.4m people a year die each year from it,mainly in developing countries.Current treatments usuallyinvolve people taking drugs daily for six months.The drug-resistant strain is much harder to treat and can involve up totwo years of therapy.Of the three drugs used in this study,published in the Lancet, one is new, while another is not yetlicensed.

Japan’s exports slide in June hurt by globalslowdown

TOKYO, 25 July —Japan’s exports dipped inJune, the first drop in fourmonths, as slowdown in keymarkets including Europe andChina, hurt demand. Exportsdipped 2.3% from a yearearlier, compared with a 10%jump in the previous month.Shipments to the EuropeanUnion declined by 21.3%,while those to China weredown by 7.3%. Japan reliesheavily on exports for growthand there have been fears thata global slowdown may hurtits economy. Analystswarned that exports maycontinue to remain weak inthe near term.

“Exports remain sluggishand you can’t expect muchfrom external demand to drivethe Japanese economy in thelatter half of this fiscal year,”said Yasuo Yamamoto a senioreconomist with MizuhoResearch Institute. Theregulator says it expects consumers to start getting servicesin late 2013.It wants to see “at least four credible nationalwholesalers of 4G mobile services” to promotecompetition.The auction will sell chunks of radio spectrumto support future 4G mobile services, which will allow usersto download data such as music and videos at much fasterspeeds.

The national racerepresentatives in the Hluttaw cannot hold open discussionson rules and regulations as much as they can. He said thatwith regard to the rights of national races, it is necessary toenact a law on politically-demanded recognition such asself-administration and autonomy rights in addition toliterature, culture and customs of national races inconformity with the Our Three Main National Causeswhich are three principles of the State.

U Shwe Maung (a) U Abdul Razak of ButhidaungConstituency discussed that the present time is the time thecountry is marching towards modern, developed, democraticnation in line with Constitution 2008. Such measures assupplementing, amending, and revoking of out-of-datelaws posing barriers to establishment of new democraticnation and promulgating of laws beneficial to the State andpeople are in action in the legislature with added momentum.It is of great importance for enactment of a law protecting

the rights of national race people, from which the Statepower comes.

In response to the discussions, Pyithu Hluttaw SpeakerThura U Shwe Mann said that all the MPs are bear sub-section (f) of Section 130 of Pyithu Hluttaw Rules in mindbefore discussing a specific proposal. Hluttawrepresentatives must abide by Section 130 (c) of the rulethat states discussion should not include characteristicsand behaviors of a person in general and the sub section(e) states that discussions about a proposal must be relatedwith proposals under debate at the Hluttaw. The behaviorsmentioned sub-section (e) of Section 130 of Pyithu Hluttawindicate either good or bad ones. The Pyithu HluttawSpeaker then urged the Representatives to strictly abide byHluttaw laws and rules in discussing matters in the future.

The Speaker said he had presented a proposal forenforcement Pyithu Hluttaw law and rules and reiterated it tomakes sure there was no ambiguity. The Speaker said he hadto listen carefully to discussion of U Ohn Kyaing andscrutinize whether it is in line with law or rules before puttingforward to Hluttaw. U Min Thu from Ottathiri TownshipConstituency had asked to make preliminary speech as theSpeaker was clarifying Hluttaw laws and rules to Hluttawrepresentatives. The Speaker said he had interrupted hisspeech as he would like to clarify further for clearer pictureof parliamentary issues and Hluttaw representatives. Thefact that national race representative could not discussfrankly in the Hluttaw was not acceptable, noted the Speakerwarning against it, inviting question to any national racerepresentative about it. The second point, said the Speaker,was that legislation was the major responsibility of theHluttaw. The Hluttaw was never before in the past but it wasin existence now in new era under new system. The mainobligation of the Hluttaw was legislation and the secondresponsibility was to monitor responsible organizationsand people to make sure their adherence to legislationsand existing laws promulgated by the Hluttaw with checkand balance system. Regarding the legislation of theHluttaw, Hluttaw representatives had to discuss the billssubmitted by Union level agencies and legitimate them. Inso doing, bills were published in newspapers to collect theopinions of the people, if a bill was to be submitted. Onlythen, would the participative process be wider. The nearestexample is that members of Pyithu Hluttaw committees,Pyithu Hluttaw representatives including thePyithu Hluttaw Speaker and officials of respective

It is discussed again at the Hluttawbecause the desire of the people is the interests of thecountry and citizens. New Hluttaw representatives and allHluttaw representatives are informed that legislation isbeing carried out by Pyithu Hluttaw representatives andPyidaungsu Hluttaw representatives, considering publicsentiments. Further clarification needs to be made as regardslegislation by national race representatives, instead of theHluttaw. Representatives from 330 townships and Defence

Services Personnel form the Pyithu Hluttaw. Pyithu Hluttawrepresentatives represent the people of each region far andwide the country. The Hluttaw representatives must beaccountable to the people of each region to accomplishduties of the Hluttaw. A considerable amount of time mayneed to carry out legislation and some laws need beamended. The Hluttaw representatives must strive toperform legislative duties with the mindset to revamp theexisting laws. The newly sworn-in Pyithu Hluttawrepresentatives are urged to work in cooperation with theexperienced lawmakers.

U Win Myint of Pathein Constituency submitted aproposal to declare movable and immovable assets andinterests of persons assigned to Union governmentmembers, Region or State government members foremergence of Good Governance and Clean Government.U Pe Than of Myebon Constituency seconded the proposal.

The Hluttaw representatives who are willing to discussthe proposal are to submit their name list not later than 1 amon 26 July as the Hluttaw agreed to discuss the bill.

U Sai Maung Tin of Laikha Constituency and U SaiKyaw Myint of Mongnai Constituency discussed theproposal on drafting the legislation safeguarding the rightsof the ethnic people.

U Sai Maung Tin of Laikha Constituency discussed the2008 constitution granted equitable rights of citizens. Inretrospect, the rights of ethnic people were ignored despiteprovisions granting fundamental rights and duties of citizensin 1947 constitution and 1974 constitution. Respectivelegislation should be prescribed to ensure equitable rightsfor the national races regarding religion, culture, literature,arts, education, health, business and job opportunities.

U Sai Kyaw Myint of Mongnai Constituency discussedthat the law should safeguard equitable rights to ethnicpeople in border regions regardless of race, region, andreligion.

So, theMyanmar governmentwould open more bordertrade camps, more borderindustrial zones andestablish commercial-scaleplantations and productionindustries along the border,revealed the President whoproposed for officiallyopening of border tradecamps in Htiki and otheraccessible places alongMyanmar-Thai border.

The President expressedhis interest in establishmentof border industrial zone inHtiki and Myawady-Thingan Nyinaung,proposing furthercoordination for purchase ofelectric power from Thailandand Thai entrepreneurs’investment in those projects.

The President invitedThai investments in rubber,oil palm and othercommercial plantations tobe established fordevelopment of and job

creation in regions sharingborder with Thailand.

The President noted thatabout 2 million of Myanmarworkers were working inThailand and MoU oncooperation in labour affairswas signed in 2003. The Thaigovernment had allowed fivedocument issuance teamsfrom Myanmar to undertakerelated works in Thailand,achieving some success.

The President thankedthe Thai government for itsdecision to extend theexpiring validity of workpermit of Myanmar workerstill December this year.

However, there stillremained a considerablenumber of illegal Myanmarworkers in Thailand whowere reported to be sent backto border after December.The President tabled hispoint of view that the twoneighbours shouldcooperate in line withinternational procedures forlegalizing Myanmar

in Thailand were issuingrenewed form of temporarypassports for Myanmarmigrant workers in Thailandbut extension of visa neededto be done in officesconcerned in Thai-Myanmarborder, posing difficulties toMyanmar migrant workers.The President proposed forissuance of visas at one stopservice at six temporarypassport issuance offices andthree offices at Myanmarborder.

The President proposedto the Thai government forassisting in guaranteeingsame rights of Myanmarmigrant workers with Thaiworkers whose basic pay wasraised in April, 2012.

The President proposedto the Thai government forrunning direct flight to suchhistorical sites in Myanmaras Mandalay and Bagan andmore chartered flights toMyanmar for promotion oftourism between the twocountries, inviting formutual cooperation inpromotion of border regiontourism and in search oftourism market.

Myanmar was rich insuch renewable energy aswind, solar power, thermalpower, and bio power, saidthe President inviting Thaiinvestors for working inpartnership with Myanmarcompanies for utilization ofsuch renewable power wideand far.

As to foreign relations,pressure from foreigncountries had declinedfollowing the internalpolitical stability andprogressive reform process.The government in office hadbeen more open to foreigncountries and internationalorganizations. However,there still remained sanctions,for example, extension of

sanction against Myanmarby US Congress. But anyway,the incumbent governmenthad released its grip over thebusinesses in country,guaranteeing no threats toforeign investment.

The President extendedthanks to the personnelconcerned for arrangingvisit to Laem Chabang deepsea port which wasestablished with foreigninvestment in his tour ofThailand, commenting it asgood experience forMyanmar.

The construction willbe carried out, depending onthe situation of the Statebudget. There is no plancurrently to carry out theconstruction.

YANGON, 25 July— In a ceremony in Yangon, YomaStrategic Holdings signed on as title sponsor of Myanmar’sfirst international marathon after the country’s many yearsof absence from the sport.

About 1000 participants, including both locals andforeigners, are expected to take part in this historic eventon 27 January 2013. They will have the option of runningone of three race distances: the featured race, a 42kmmarathon, or two shorter races, a 10km run and a 3km run.

The races will begin and end at People’s Park, situatedone block from one of Yangon’s most iconic and picturesquelandmarks, the Shwedagon Pagoda.

“The Yoma Yangon International Marathon will be anhistoric event for both Yangon and Myanmar, as the countryre-establishes its international sporting credentials. agreement has been signed toensure that the ParalympicGames will be held in the samecity as the Olympic Gamesthrough until 2020. Theagreement was reached at the124th International OlympicCommittee (IOC) session heldin London, just three daysbefore the Olympics begin and36 days before theParalympics.

Jacques Rogge, thepresident of the IOC, andPhillip Craven, the presidentof the International ParalympicCommittee (IPC) extended thecurrent co-operationagreement that was signed in2006 and ran through to the2016 Games.”I’m delighted toextend our close co-operationwith the IPC through to 2020.They have a fundamentallyimportant role in the Olympicmovement and we are pleasedto continue to support this

— Some of us complain theirdoctors are too stiff, lack warmthand are too robotic. But callingsuch doctors “robots” may bea disservice to RP-Vita — thelatest telepresence, healthcarebot from InTouch Health andiRobot. RP-VITA (RemotePresence Virtual + IndependentTelemedicine Assistant),unveiled this week at the ClinicalInnovations Forum in SantaBarbara, is a remote-controlledtelepresence robot thatcombines InTouch’s“telemedicine” technology andthe autonomous navigationinnovations introduced iniRobots’ AVA robot at CES in2011.

iRobot, which also makesthe popular Roomba robothome vacuum, made a $6million investment in InTouchin January of this year. It maybe controlled via joystick,but RP-Vita does havesome awareness of itsenvironment. It employs adazzling array of sensors thatinclude PrimeSense Sensors(the same ones you find in theKinect for Xbox 360), twocameras that togetherapproximate normal humanvision, sonar and a laser rangefinder. It also creates a map ofthe hospital and knows thelocation, for example, of itsroll-into charging base.

When the caregiver logsoff, RP-Vita, which gets aboutfive hours of activity on acharge, automatically returnsto the base. It also features alarge screen where theattending doctor’s face willappear. That doctor could beanywhere she has access tothe Internet (and a Webcam).

RP-Vita’s web portal currentlyworks on an Apple iPad or alaptop or desktop. RP-Vita isnot, at least for now, designedfor run of the mill checkup andhouse calls. It focuses onurgent care in the emergencyroom and ICU. Once RP-Vitais in place, it can, via local Wi-Fi and a cloud based medicalrecord system, collect patientdata and, with another care-giver present, check vitalsigns via connectedoctoscopes, ultrasounddevices and a built-instethoscope.All theinformation collected and sentthrough InTouch’stelemedicine system isencrypted and then sharedwith the attending doctor(who is controlling the robotfrom her remote location).

For as smart as RP-Vita isright now, it’s likely to geteven more so by the end of theyear. It already has built-inautonomous navigation, butwon’t be able to use it in ahospital environment until theFood and Drug Administration(FDA) give its approval,perhaps as early as the end ofthis year.—Internet
