• Terrorists can disrupt superior forces using minimal resources.
• Belief in martyrdom---religious faith

• Leader of Al-Qaeda at the time of the 9/11 attacks; killed by navy seals in 2011.

• Fundamentalist Islamic oligarchy that controlled Afghanistan from mid 90’s to 2001.

were harboring terrorists and refused to give up Osama Bin Laden.
