TERM & CONDITIONS
1. General:
I. This tender is called for the purchase of Cloth for Uniform of Female Trainees of
Vocational Training Institute Mandi Bahauddin.
II. Only Tax Registered Suppliers/Firms are eligible to take part in bidding.
III. Any offer which is not received as per terms and conditions of this tender documents
enquiry is liable to be ignored. No offer shall be considered if:
Received without earnest money (5% of the estimated budget as published in
advertisement on PPRA web site) in shape of Pay Order from a bank, Bank Draft or
Call Deposit.
Earnest money in shapes mentioned above is not attached with Technical Bid.
It is received after the time and date fixed for its receipt.
The offer is ambiguous.
The offer is conditional.
The offer is from a firm / contractor / supplier black listed.
The offer is received by Fax or e-mail.
Offer received with shorter validity than required.
The offer is not conforming to specifications indicated in the tender document.
The tender documents (all pages) are not signed by the supplier or his authorized
person(s)
IV. Offer/Rates Quoted will remain valid for 3 Months from the date of opening the financial
bid of tender.
V. Signed/ Stamped tender will be received in Principal Office till October 5, 2017 till
3:00 am. The tender will be opened on the same day at 3:30 am, in front of tenderer or
their representatives.
VI. The cover envelop should indicate particulars of tender and date of opening. The envelope
must be properly sealed.
VII. PVTC / VTI Mandi Bahauddin (purchaser) reserves the right to purchase full or part or
ignore / scrap / reject / cancel the tender without assigning any reason and will not accept
any objection in this regards.
VIII. The earnest money / security shall be forfeited if

The acceptance of tender is not issued during the validity period by the successful
bidder with in stipulated time period.
The offer is withdrawn, amended or revised during the validity period of the offer
without approval of the buyer.
The contractor fails to execute the contract strictly in accordance with term and
condition of the tender.
IX. The tender shall enclose catalogues/leaflets/literature and other technical information, if
any, in respect of items offered by him.
X. The contractor will be responsible for the free replacement of items if the same is found to
be substandard by the purchaser and/or at variance with the specifications given in the
tender / supply order. Items offered of a specification superior to the one specified in the
tender enquiry may be accepted subject to approving authority.
XI. Item should be brand new and in original manufacturers packing.
XII. All the items mentioned in this tender will be purchased wholly. All the prices will be
compared to the total value of the tender and purchase order will be issued to the party who
will quote lowest price of all the items in total.
XIII. The tenderer should indicate their National Income Tax Number and circle of Income Tax
Department.
XIV. The quoted price should include all applicable taxes.
XV. The purchaser is entitled to deduct all prevailing taxes.
XVI. The tenderer will produce import documents to ensure that store supplied is imported,
brand new and in original packing of manufacturer, in case items are imported.
XVII. Offered rates will be on basis of free delivery to VTI Mandi Bahauddin and shall include all
taxes.
XVIII. Quantity of any item can be increased or decreased by the purchaser.
XIX. Whole or part of tender can be cancelled by the Competent Authority of the concerned
institute without assigning any reason.
XX. Purchase order will be issued by the VTI Mandi Bahauddin after completion of the
formalities.
XXI. Inspection of the supplied items will be made by the concerned committee and payment
will be based on the report.

XXII. The tenderer who wants to take part in the bid would provide a refundable call deposit of
5% of total quoted prices in advance in favor of Vocational Training Institute Mandi
Bahauddin.
XXIII. Security deposit shall be refunded to unsuccessful bidders within 15 days after the award of
the contract/ Purchase Order.
XXIV. Successful tenderer will receive the security deposit within 1 month from the completion of
supply, installation (if required), and satisfactory performance.
XXV. One year bank security equivalent to 10% of the total price will have to be furnished by the
successful tenderer.
2. Delivery Period
Delivery period is within 30 days from the date of issuance of purchase order and as per the
terms and conditions of purchase order.
3. Extension of Delivery Period
In special circumstances, request for extension of delivery period may be considered by
approving authority on the written request of the firm before the target date of supply.
4. Cancellation / Penalty of Delay
I. If the acceptance of the tender issued during the validity period of the tender is not
accepted by the tenderer, the earnest money will be forfeited and the stores can be
purchased at his risk and cost.
II. In case the offer is withdrawn, amended or revised during the validity period of the
tender, the earnest money shall be forfeited.
III. In case bidder fails to execute the purchase order in accordance with the terms &
conditions laid down in the purchase order, the earnest money or bank guarantee (as
the case may be) will be en-cashed and the store will be purchased at his risk and
cost.
IV. In case of delayed supply / non supply/ partial supply, the purchaser may cancel the
supply order or impose appropriate penalty. The penalty may be up to @2% per week.

5. Payment to the Supplier:
i. Payment will be made through crossed cheque to the successful bidder on 100%
supply/ delivery, commissioning and satisfactory inspection report against the
purchase order from Vocational Training Institute Mandi Bahauddin within 30 days
after the issuance of satisfactory report.
ii. Payment against partial supply will not be made.
6. Earnest Money
I. Earnest money @ 5% of the Estimated Budget (as published in advertisement on
PPRA web site) of tender will have to be deposited along with tender. It should be in
the form of Pay Order from a bank, Bank Draft / Call Deposit in the favor VTI Mandi
Bahauddin must be attached with Technical Bid.
II. Earnest money of successful bidder shall be refunded on successful completion of
supply or submission of required bank guarantee in shape of performance bond.
Whereas earnest money of unsuccessful bidders will be refunded on the approval of
tender by Competent Authority.
7. Delivery / Inspection of store
The Cloth/ Items will be inspected by the VTI through an authorized personnel and will reject
the Cloth/ Items, if not found according to the given specification. The delivery of the Cloth/
Items will be made in the premises of VTI Mandi Bahauddin as mentioned in the purchase
order.
8. Deduction of Taxes:
Any taxes (If applicable such as Income Tax, Sales Tax and other taxes) will be deducted
while making payment as per Government instructions / notifications.
9. Payment of sales & other taxes, duties, levies:
Purchase shall be made from the firms registered with income /sales tax. Sales and other such
taxes, import duty, surcharge and other will be liability of the supplier. Vender will get the
shipment cleared from customs at his risk and cost, Certificate / letter for exemption of GST

and WHT can be provided by the supplier to Vocational Training Institute (VTI) if required
as per government instructions.
10. Performance Bond
Performance bond (items, parts, services & labor) in the shape of schedule bank guarantee to
the satisfaction of VTI Mandi Bahauddin equivalent to 10% of the total purchase order
amount will have to be furnished at the time of delivery of Cloth/ Items against purchase
order. Guarantee will be returned after successful completion of the warranty period as
mentioned in the Purchased Order.
11. Termination of Contract:
Competent Authority of VTI may terminate contract in case of violation of
Specification/Terms and condition of Tender Documents or for assigning any reason or
without assigning any reason and will inform the supplier about his decision in writing.
12. Dispute:
In case of any dispute before or after the execution of contract, matter will be resolved as per
PPRA Rules’ clause 48, 49.
13. Information about Firms (Company Profile):
The firms shall supply information along with tender about the following:
a) List of customers
b) Company profile mentioning at least one year association with the manufacturer.
c) Manufacturer Authorization letter in the name of vocational Training Institute
Mandi Bahauddin for this bid.
d) Copy of NTN and GST certificate
e) Manufacture or his authorized agent certificate to have an authorized service
centers in major Cities of Punjab.
14. Technical Evaluation:
a) Company should be supplier of mentioned products from the last one year.
b) Annual turnover of Company for the last three years.

c) Company will provide their direct and indirect presence in Mandi Bahauddin city
including
i. Support Call Center
ii. Number of employees working
iii. Profiles of field engineers/technical support representative
iv. Address and technical facilities detail in each location
d) Response / rectification time for complaints handling will be 36 hours after
registration of complaint. After 36 hours, VTI will arrange to rectify the problem at
risk and cost of bidder.
e) Successful bidder will also provide a certificate from original manufacturer that the
items are manufactured and supplied in accordance with the specification of tender.
15. Bid/ Tender Opening Procedure
I. The bid shall comprise a single package containing two separate envelopes. Each
envelope shall contain separately the Financial Proposal and the Technical Proposal;
II. The envelopes shall be marked as “FINANCIAL PROPOSAL” and “TECHNICAL
PROPOSAL” in bold and legible letters;
III. Initially, only the envelope marked “TECHNICAL PROPOSAL” shall be opened;
IV. The envelope marked as “FINANCIAL PROPOSAL” shall be retained in the custody
of the procuring agency without being opened;
V. The Technical Proposal shall be evaluated in a manner prescribed in advance as
mentioned in the tender documents, without reference to the price and any proposal
may be rejected which does not conform to the specified requirements/ specifications;
VI. During the technical evaluation no amendments in the Technical Proposal shall be
permitted;
VII. The Financial Proposals of bids meeting the technical specifications after technical
evaluation shall be opened publicly at a time date and venue announced and
communicated to the bidders in advance. The financial bids of unsuccessful bidders
will be returned unopened after technical evaluation.
