GENERAL REQUIREMENTS AND INFORMATION

1. Introduction

1.1 Part A: of this Section describes general information about existing system

and requirements for the project. Part B contains detailed specifications for the

main system components required under the contract.

1.2 The Bidder shall submit a commentary on the Technical Specifications and

adequate evidence demonstrating the substantial responsiveness of the

facilities to these specifications. Therefore, the Bidder shall provide comments

and information on each requirement and specification in this section,

preferably in a matrix form

2. FAB Organization

2.1 After passing of Pakistan Telecommunication Re-organization Act, 1996, two

separate entities have emerged, namely the Pakistan Telecommunication

Authority (PTA) and the Frequency Allocation Board (FAB).

2.2 FAB was established under section 42 of the Pakistan Telecommunication

(Re-organization) Act, 1996. Under section 43 of the act the FAB has

exclusive authority to allocate and assign portions of the radio frequency

spectrum, provision of telecommunication services and telecommunication

systems, radio and television broadcasting operations to the Government

agencies, public and private wireless operators and others.

2.3 In order to fulfill its obligations, FAB desires to extend its capability of

frequency monitoring range and the coverage area, expanding the existing

National Frequency Management & Monitoring System (NFMMS).

3. Existing National Frequency Management and Monitoring System (NFMMS)

Architecture

3.1 The NFMMS was established in 2001 and was made operational in 2002.

FAB is responsible for the operation and maintenance of NFMMS which

includes: -

a. Two (02) MF/HF Monitoring Stations (10 KHz-30MHz)

b. Seven (07) VHF/UHF Fixed Monitoring Stations (20 MHz-3GHz)

c. Ten (10) VHF/UHF Mobile Monitoring Systems (20 MHz-3 GHz)

d. One (01) VHF/UHF Mobile Monitoring System (20 MHz -26.5 GHz)

e. One (01) Mobile Microwave Monitoring System (400 MHz-18 GHz)

f. Two (02) Mobile Microwave Monitoring System (850 MHz – 40 GHz)

g. National Control Centre (NCC)

3.2 The architecture of existing NFMMS is shown in fig-1.

3.3 All the Fixed / Mobile Monitoring Stations are fully accessible and

controllable through specialized software applications on LAN/WAN from

NCC, performing following main functions: -

a. Import of transmitter licensee data from NCC to Monitoring Station

b. Export of monitored data from Monitoring Stations to NCC

c. Operate and control Monitoring Station remotely from NCC

3.4 Both Fixed and Mobile Monitoring Stations are capable to operate the other

way, manually or remotely.

3.5 Diagrammatic flowchart of the functioning of software tools for complete

integration between Monitoring Stations and Spectrum Management System is

shown in Fig-2.

4. Principal Tasks of the NFMMS

4.1 In broad terms, the principal tasks of the National Frequency Management and

Monitoring System specifically regarding Monitoring part are: -

a. Supervision of the radio traffic in general

b. Spectrum Occupancy Measurements

c. Measurement of technical parameters, such as frequency, modulation,

bandwidth, field strength and radiation pattern for compliance with license

conditions

d. Determination of infringements

e. Triangulation, Homing and location of radio transmitters

f. Interference analysis and its resolution

g. Direction Finding

h. Manual and Automated measurements and scanning

j. Comparison of measured data with licensed data or parameters in NCC

database.

k. Gathering of statistical data for frequency management purposes

5. Scope of the Work and Project Requirements

5.1 The main scope of work includes turn key responsibility for the design, supply,

installation, operation, testing, support, warranty and maintenance for the

Monitoring Systems required under the project.

5.2 The Bidders shall offer following Radio Monitoring Systems including

hardware and software for spectrum monitoring and Direction Finding: -

a. Three (03) VHF/UHF Portable Monitoring Systems with Direction Finding

capability.

b. Two (02) Specialized Network Scanner.

c. Operation services for the systems.

d. Operator level maintenance manuals.

e. Staff training on basic trouble shooting of the system.

f. Operations and maintenance assistance during the initial twelve (12)

months of operation.

g. Spare parts support for 10 years after contract (First party equipment only)

h. Upgrade / Integration with existing system.

j. Supply & Commissioning of offered systems

k. SAT (pre-shipment inspection) of the offered system

l. Local warranty support & operational support after warranty (Chargeable).

m. Up gradation (hardware/ software /firmware as required) of existing

portable Handheld Receivers and Mobile Radio Scanners.

n. Associated software/drivers/tools & accessories for operation of equipment.

o. User Manuals.

p. Local Trials and demonstration of offered systems

5.3 The Bidders shall tender according to the system specifications and

configuration described in this Section. A different configuration with only

those modifications which will bring improvements to the system's

performance will be considered. The bidders shall describe in detail the

improvements and capabilities.

5.4 The cost of the following locally available facilities, whose maintenance and

spare parts services must be available countrywide, shall be quoted by the

Bidders as part of the Project. The Employer may decide acquiring them

locally from different contractors:-

a. Computers / Laptops and associated accessories (i.e., keyboard, mouse,

monitor, printer, etc).

b. Networking Equipment (i.e, Router, Modems, etc.).

5.5 The price quoted by the Bidders for the above mentioned facilities will be

included in bid evaluation. The bids shall include detailed information e.g.,

computer specifications etc required, so that the Employer can acquire

compatible equipment locally, that can be fully integrated to the system

supplied by the Contractor.

5.6 Bill of Quantities (BOQ)

The BOQ included in Attachment-1 indicates the minimum quantities that

shall be quoted by the Bidders. Where no quantities have been specified, this

attachment is only indicative and the Bidders shall offer the required

quantities according to their system design. Furthermore, the Bidders shall

provide unit prices in the Price Schedule, which include all the systems,

components, spare parts, accessories, services, etc. required for the Project

even if they are not mentioned in the BOQ. (See ITB-11: Bid Prices).

6. Work Program

6.1 The time to complete the contract is specified in the Bid Data Sheet,

ITB 24.5 (b). No credit will be given for earlier completion and bids offering a

completion date beyond the maximum designated period shall be rejected.

6.2 Within fifteen (15) days after the date of signing the Contract, the Contractor

shall prepare and submit a detailed program of performance of the Contract.

This program shall also identify all the implementation events and activities in

such a way that the flow of payments subject to measurement of the work

performed can be scheduled with reasonable exactitude.

7. Applicable Standards

7.1 As stated in ITB-9.2 (d)(iii), the standards for workmanship, materials, and

equipment designated in these Technical Specifications are intended to be

descriptive (establishing standards of quality and performance) only and not

restrictive. The Bidder may substitute standards, provided that it demonstrates

in its bid that the substitutions are substantially equivalent or superior to the

standards designated herein.

7.3 The system shall be designed with a modular architecture and shall use the

latest technology. The Bidders shall describe how the proposed systems

anticipate future needs regarding the enhancement in frequency range,

growing use of digital modulated signals and new technologies.

8. Evidence of Compliance

8.1 As specified in ITB-9.2 (d), the documentary evidence to be submitted with

the bids shall consist of: -

a. A certificate of origin of the plant and equipment offered.

b. A detailed description of the essential technical and performance

characteristics of the facilities.

c. A commentary of the Employer's Technical Specifications and adequate

evidence demonstrating the substantial responsiveness of the Facilities to

those specifications.

d. A list giving full particulars, including available sources, of all spare

parts, special tools, etc., necessary for the proper and continuing

functioning of the Facilities for the period named in the Bid Data Sheet,

following completion of facilities.

e. The documentary evidence of the conformity of the facilities to the

bidding documents may be in the form of literature, drawings and data.

9. Maintenance Support and Mandatory Spare Parts

9.1 Maintenance and warranty services for initial one year after commissioning

and operation shall comprise of replacement/repair of defected hardware

elements, components, subsystems or system and configuration /

troubleshooting of software. Any spare parts used during the Defect Liability

Period due to causes different from: -

a. Improper operation or maintenance of the equipment by the Employer, or

b. Operation of the equipment outside specifications provided in the Contract

shall be replaced by the Contractor.

10. Monitoring System General Requirements

10.1 Monitoring System Basic content

10.1.1 The monitoring network shall be led by the NCC that manages the

network through specialized application software and set-up

monitoring strategy and monitoring task plans.

10.1.2 The MS shall perform spectrum monitoring and direction finding

activities through monitoring stations.

10.1.3 The MS shall allow for getting information from the real environment

and constitutes data/reports for further transmission / processing at

NCC, which consists of the spectrum management activity.

10.2. Generic MS features

10.2.1 The monitoring systems shall provide the generic monitoring features

including, but not limited to, the following: -

a. Graphical Display formats.

b. Event Reporting

10.3 MS General Functional requirements:

a. Spectrum occupancy scanning

b. Signal parameter measurement

c. Direction finding

d. Triangulation and transmitter location

e. Audio recording

g. Manual/Automatic measurements/ scan.

10.4 Detailed Functional Requirements of Monitoring Systems

10.4.1 VHF/UHF portable Handheld and Monitoring System.

Portable Monitoring System will consist of compact and handy

equipment to Handheld Monitoring System will consist: -

a. Monitoring of spectrum in the range 20 MHz to 18 GHz or more

will be preferred.

b. Direction Finding antennas, Directional and Omni directional

antenna with built-in GPS and compass.

c. Should be capable of plotting bearing results on built in maps

stored and displayed on the handheld receiver.

d. Should be able to import maps in various world leading maps

format for offline use.

e. Measurement of technical parameters of radio transmission

f. Direction Finding / homing of transmitter using handheld antennas

with build-in GPS and Compass.

g. Scanning of spectrum for occupancy and interference analysis with

variable resolution bandwidths

h. Internal Recording/storage and export of monitoring data/audio/IQ

data/scans for post processing and analysis

j. Battery time with at least 2 hours per battery pack.

k. Linkup all intercepts information to the central database.

10.5. MS Application Software facilities

10.5.1 General Requirements for Software

a. The MS application software shall utilize a proven set of basic

monitoring system applications.

b. It is preferable that the software modules be able to provide for

customization to a certain extent by the Employer, where

necessary, to accommodate the need for particular formats on

specific reports and screens.

c. Display direction finding and triangulation task results on digital

maps (available to the Employer).

d. Reset of the monitoring system / unit computer system.

e. Capability to export measurement data into common formats such

as XML/MS Excel/ASCH etc.

f. The MS Application Program shall incorporate user-friendly

features to enable the staff to utilize the MS easily and without

requiring knowledge of the MS application software details.

g. Local display and storage of results / reports of monitoring activity.

Transfer the results / reports to database.

h. These user-friendly features shall include or provide for, but not be

limited to:-

(i) Consistent program "look and feel".

(ii) Process designed for intuitive navigation between related

screens.

(iii) Consistent screen layouts in Graphical User Interface

(GUI) format with pull down menus and point-and-click

selection, designed generally in accordance with the

Microsoft User Interface Style Guide or equivalent.

(iv) Self-explanatory "Help windows" on screen.

(v) Step by step explanation on the most common, typical,

measurement tasks possible to perform through spectrum

monitoring facilities and how to perform them with the system.

k. The MS Application Software shall include security features to

ensure that only properly authorized personnel may:-

(i) Access the MS Application Program.

(ii) Utilize the MS Application Program.

(iii) Access and / or change data in the (MS, SMS) database.

l. Local display and storage of results/reports of monitoring activity.

Transfer the results / reports to NCC.

m. The Bidders shall clearly describe the reporting capabilities

provided with the MS Application Software.

n. User friendly help menu/manual

10.5.2 Display Format:

10.5.2.1 The MS application software shall provide graphical display

formats which include but are not limited to the following: -

a. Spectrum occupancy: -

(i) Counts (hits) versus signal level,

(ii) Percent occupancy (in a sampling set) versus time,

(iii) Percent occupancy (in a sampling set) versus

frequency,

(iv) Percent occupancy (in a sampling set) versus signal

level,

(v) Signal level versus time,

(vi) Hold time (in seconds) versus time for a limited

number of channels.

b. Signal parameter measurement:

(i) Time domain (e.g. field strength for one frequency,

frequency for one station, etc, Direction of Arrival -

DOA in azimuth for one radio source, etc),

(ii) Frequency domain (e.g. field strength for a scanned

band, etc),

(iii) waterfall display.

c. Direction finding:

(i) Signal bearing should viable as polar plot and also on

digital map.

(ii) Signal bearing triangulation plot on digital map

(iii) Should be capable of plotting bearing results on built in

maps stored and displayed on the handled receiver.

10.5.2.2 The displays and graphical representations should be possible

to store and export as images. The results, in tabular format,

based on which the representations have been built up should

be possible to store and export files for integration with

existing system.

11. Requirements Applicable To the Project As a Whole

11.1 The degree of standardization of parts and components of the entire system

shall be as high as possible: -

(a) The system shall provide optimized results in terms of cost and

performance evaluation.

(b) All system components, which are designed, procured, implemented and

commissioned.

(i) Equipment of latest version

(ii) State of art production

(iii) Off the shelf technology

(iv) Fixed Provision

(v) Flexible

(vi) Expand able

(vii) Sufficient

(viii) Integrated with each other

11.6 Conceived AC Power Supply

The power source for all electrical equipment / shall be single phase 220 VAC

+ 15%, 50 Hz.

11.7 Quality Assurance

Each bidder shall provide is its bid a description of the quality, assurance

program already in place within the Bidders company, the duration of the

time that such progress has been active and a certification that the same

progress will be applicable to the hardware, software and services provided to

the Employer in the event of a contract avoid for this system.

11.8 The design and the electrical and mechanical construction, as well as the

finishing of all measurement equipment shall confirm in all respects with

good engineering practice and such equipment shall be suitable for use in

regions with atmospheric conditions specific in Pakistan.

11.9 All measurement equipment shall be designed and built up based on and

utilizing the most recent digital technology. Any system or subsystem should

not have limitation placed to meet the requirements of the bidding document

i.e, any additive feature of any component should be available as per the

normal marketing brushers and user manuals.

11.10 The equipment shall be fully maintainable in Pakistan through the supply of

spares parts, tools and measuring equipment. All cables, connectors,

interfaces, and any other hardware and software required for delivering a fully

operational system as per description given herein shall be the responsibility

of the Contractor. Lack of identification or definition of any item of hardware

or software in this bid document but otherwise necessary for satisfactory

working of each of the stations, will not be taken as an excuse or absolve the

Contractor of its responsibility to provide fully working stations to meet the

operational requirements given herein.

11.11 If the system has been integrated from more than one source, then the original

manufacturers of the system or subsystems should additionally extend the

warranty of the system or subsystems in the name of the Employer.

11.12 Any system or subsystem should not have limitation placed to meet the

requirements of the bidding document i.e, any additive feature of any

component should be available as per the normal marketing brochures and

user manuals.

12. Acceptance Criteria

12.1 The Bidders are required to submit along with their technical proposals, but as

a separate document, the Field Acceptance Procedures describing the testing

procedures to ensure the conformance of the all system with the Technical

Specifications and performance requirements herein included and the quality

of its components. The testing procedures shall be drawn up by the Contractor

and submitted to the Employer not later than two (2) months before

conducting Acceptance test. These procedures will be discussed between the

engineers designated by the contractor and the Employer to arrive at a final

commonly agreed document.

13. Training (No of trainings, extensions)

13.1 Local training will be conducted as follows: -

a. One week local training (2 x groups of participants) of Operator &

Maintenance Level for each equipment will be conducted on equipment

being procured.

b Two refresher trainings of three days each (Operator & Maintenance

Level) of newly procured monitoring equipment two months after

commissioning.

c. Relevant syllabus for the above mentioned training will be provided by

the contractor, four weeks before the commencement of the trainings.

14. Operation and Maintenance Manuals

14.1 High quality operation & basic trouble shooting manuals in English language

for each system shall be provided in two hard copies. Softcopy of each manual

shall also be provided on compact disc in Acrobat or Word format.

14.2 Training documentation and training course material shall be delivered to

each trainee in hardcopy. Two (02) soft copies of all type of training

documentation shall be delivered to FAB.

Detailed Specifications

1. Introduction

1.1 The following pages outline the specifications of monitoring systems required

for the Project. The units not specifically mentioned in this Chapter but

considered necessary for each of the system shall be clearly defined and

specified by the Bidders so that they meet the performance requirements

described in these bidding documents.

1.2 The Bidders shall attach to their bids a block diagram for each type of system

(VHF/UHF portable Handheld Monitoring System & Specialized Network

Scanner) indicating the connections and relationships among the various

components or sub-systems such as antennae, receivers, DF sub-system,

consoles, communications equipment, power supply, and GPS receivers. The

description of the offered system shall make reference to the configuration so

depicted.

2. VHF/UHF portable Handheld Monitoring & Direction Finding System

2.1 General specifications. The offered system must have following features:-

2.1.1 VHF / UHF portable Handheld DF system.

2.1.2 The frequency range of DF mode shall be at least 20 MHz to 6 GHz

2.1.3 User friendly and Intuitive Graphical User Interface

2.1.4 The portable Handheld DF shall have front panel display for operation

2.1.5 The portable Handheld DF should have the flexibility to be used as a portable

handheld homing receiver with appropriate Directional Antenna

2.1.6 Quick deployment of system in a vehicle

2.1.7 Recording & analysis of signals including Frequency Scan, Memory Scan, and

Wideband panorama scan etc.

2.1.8 Display of intercepted signals in various display modes including waterfall,

level-frequency graph, level bar etc.

2.1.9 Automatic Direction Finding capabilities for location fix of target signal and

display of position on map even in multipath environment (homing in)

2.1.10 Spectrum occupancy scanning

2.1.11 Field proven (Local Field demo /trial of offered system).

2.1.12 The portable Handheld DF& its associated DF antennas shall be compact in

size and weight

2.1.13 The weight shall be between 3 to 4 kg with battery (excluding DF antenna)

2.1.14 The DF antennas shall be installable on a vehicle roof using magnetic mount

or tripod based on the monitoring task requirement or better.

2.1.15 The battery should have 2 hour or better back up time.

2.1.16 The DF shall be supplied with a 12V car cigarette lighter charger

2.1.17 The Portable Handheld DF shall be an integrated solution to detect, intercept

and DF RF and Microwave signals.

2.1.18 The DF should support Correlative Interferometer DF method(or latest)

2.1.19 The DF shall have on-device built-in maps accessible via front panel to

facilitate handheld operation

2.1.20 The DF shall have the possibility to record bearing results on-device

2.1.21 DF shall support on-device triangulation of bearing results

2.1.22 The DF shall have the facility to record demodulated audio, trace information,

screenshots etc in order to replay afterwards on device.

2.1.23 The DF shall have selectable measurement time, continuous or periodic output

function

2.1.24 The portable Handheld DF shall contain an integrated wideband receiver with

ability to perform fast scanning of its frequency range

2.1.25 Monitoring scan speed of at least 2 GHz/s or better.

2.1.26 The Receiver Mode should be able to scan signals up to 18 GHz or above

2.1.27 The Demodulation bandwidth of receiver mode shall be at least 500 kHz

2.1.28 Handheld Directional antenna (20 MHz till 18 GHz or above) with integrated

GPS and Compass for portable Homing application shall be included

2.1.29 The Receiver mode should have the ability to output audio tone based on

signal level to aid homing application

2.1.30 The Receiver mode should have a Squelch function

2.1.31 The Receiver shall have support level detectors such as Max Peak, Average,

RMS etc.

2.1.32 The Receiver mode shall have AGC (Auto Gain Control) and MGC (Manual

Gain Control)

2.1.33 The portable Handheld should be able to connect to a PC for remote control,

display of Direction finding, RF scanning results, transfer of recorded data etc.

2.1.34 The control software shall have the facility to record the DF results in memory

for replay later on.

2.1.35 The control software shall support triangulation of bearing results measured

by a single DF

2.1.36 GIS control software for displaying of bearing results on map to be provided

2.1.37 The control software shall have the option for automatic direction finding

using a heat map to display target’s measured location

2.1.38 The control software shall be equipped with various RF scanning modes

2.1.39 Various display modes including waterfall, polar diagram etc. should be

supported by the control software

2.1.40 The control software shall have the possibility to record I/Q data of signals

2.1.41 The control software shall support demodulation, recording and replay of

analog modulations

2.1.42 The control software shall support networking of more than one DF for online

triangulation.

2.1.43 The system must have weather / water proof casing.

2.1.44 Wooden tripod stand must be provided with the system.

2.1.45 2 x Backup batteries pack must be provided with the system.

2.1.46 The computer system / Laptop must be equipped with the following: -

3. Upgrade of existing Receivers. Frequency Allocation Board intends to upgrade its

existing portable handheld monitoring receivers with additional functionality. The existing

portable handheld monitoring receivers are required to be upgraded to 18 GHz frequency

range. The bidder shall provide all the required antenna modules and accessories to enable

interception of signals up to 18 GHz or above. Moreover the associated software and

firmware of the portable handheld receivers are required to be upgraded as well.

4.1 General Specifications. The offered system must have following features:

4.2 Detailed Specifications

4.2.1 Technology supported by scanner should include GSM, WCDMA,

4.2.2 Support for all frequency bands per unit within the 30MHz-6GHz span

for above mentioned technologies.

4.2.3 Simultaneous measurements in GSM, LTE, WCDMA, CDMA2000,

4.2.4 Should included a back pack system including the scanner, smart

phones & batteries etc for easy mobility.

• The RF scan shall provide at least 4 fixed markers

• The power display areas of the spectrum shall be defined by minimum

power and maximum power.

4.23 For Automatic Detection of Channel:

• The software must provide Automatic channel detection features for GSM/

WCDMA/ LTE/ CDMA2000/ EvDO and Tetra Signals.

• The Auto detection software feature shall work in simple mode, where it

stops after evaluating the GSM/WCDMA/LTE/ CDMA2000/EvDO/Tetra

signals and scanner continues to scan on the found channel.

• The Auto detection software feature shall work in smart mode, where it

continuously scan and evaluate the GSM/WCDMA/LTE/

CDMA2000/EVDO/Tetra channels.

4.24 For Exporting Measurement Files:

• Export format shall support ASCII

• Exporting of result to *kml or *kmz format

4.25 Suit Case Solution

• Suit case with proper housing may include: -

� Two external antenna interfaces for Scanner

� One external GPS antenna to Scanner as well.

� 1 x 12V Car Cigarette lighter power port

� One control Laptop mounting in the suitcase

� Spare Car Cigarette Charger

� Two smart phones mounting in the suitcase. Also, scanner may

optionally be connected to external battery or power up of Scanner. It

may have external connection directly to Scanner or suitcase.

5. Upgrade of existing Scanners

5.1 Single Software up gradation of existing Drive test System.

5.2 Single Hardware Firmware up gradation of Scanner.

6. Supplier requirements:

6.1 The Supplier/bidder must have local service & repair center Lab (ISO Certified)

with qualified experienced staff to handle first level repair & maintenance support

for this project,

6.2 Supplier shall provide the list of local qualified technical staff with lab experience

(in repair & services)

6.3 Supplier shall provide an inventory list of all the Services Lab test equipment with

the technical offer which would be verified upon inspection

6.4 Supplier shall have local on-call operational support for FAB team during the

warranty
