Former principal Bob Dahl passed away on March 18, 2012, at the age of 58 after he was hospital- ized following a diagnosis of idiopathic pulmonary fibrosis, a lung disease in which the lungs develop scar tissue of unknown causes, according to Ta- coma Public Schools offi- cials. Dahl began working for the school district in 1983 when he was hired as a fifth-grade teacher at Oakland Elementary. He also taught at DeLong Elementary School as a fifth-grade teacher from 1987 to 1994. He worked as an administrative as- sistant at Reed Elemen- tary School from 1994 to 1995, and served as prin- cipal of Stanley Elemen- tary School from 1995 to 1997. He began as princi- pal of Lowell in 1997. Earlier this year, a group of students at Lowell Elementary School submitted a request to City Hall to rename a half-block section of North 13th Street at Yakima Avenue near their school to "Mr. Dahl Drive." According to Sue A. Keene, a fifth-grade teacher at Lowell Elementary School, students gath- ered 156 signatures in support of the proposal. The nomination also includes more than five-dozen let- ters from students requesting the street name honor, as well as more than a dozen hand-drawn maps of the area and the section of the street to be renamed. The school's PTA has also offered to help cover some of the expenses related to new signs and changing the school's address, which is the only building that would be affected if the nomination is approved. "Mr. Dahl was the beloved principal at Lowell for 15 years," wrote Keene in a Jan. 17 letter to the landmarks commission. "He saw many children go through Lowell and contributed greatly to their aca- demic, physical, and emotional development. Every- one speaks highly of Mr. Dahl. It was a tremendous loss to the school and the community when he unex- pectedly passed away last year. "We understand that you would probably like the students to commemorate their principal in another way, with a plaque or bench, but that just wouldn't have the same affect," added Keene. "The students are only asking to change a small part of North 13th Street, the part that dead ends at their school. The only people who use this street are from the Low- ell Community. In considering a name change you would be contributing to the educational growth of these students and this community. They would un- derstand that they can make a difference." On Feb. 27, the landmarks commission met to discuss the issue. "We want to honor our principal, which we think would be a good idea just because of how great a person he was," fifth-grader Grant Carr told the commission. He was joined by Keene and other stu- dents who support the plan. Carr added that Dahl remembered the names of each student and refer- eed kickball games in freezing cold weather. "He was a great principal for those reasons and many other that it would take a while to explain." Landmarks Commissioner Ross Buffington com- mended all the students for their desire to remem- ber their principal. The landmarks commission is scheduled to hold a public hearing on the nomination on Weds., April 10 at 5:30 p.m. at the Tacoma Municipal Building, 747 Market St., Room 248. Staff will also send notifica- tion of the nomination and upcoming public hearing to interested parties, community groups, and the general public. Preservation Commission will hold a public hearing next month on a nomina-tion to rename a section of roadway in honor of the late principal of Lowell Elementary School.

passed two policy changes Monday related to van-pool services.

Starting May 1, vanpool monthly fares will in-crease from between $2 to $55 per user based on the number of participants in a vanpool group and daily roundtrip miles. Also beginning May 1, Pierce Tran-sit will recover the full Tacoma Narrows Bridge toll from vanpool groups that travel on the bridge.

The Board of Commissioners tabled for further discussion a vote on changing the vanpool service area that would require either the vanpool group's origin or destination to be inside the Pierce Transit district boundary.

Pierce Transit is implementing service reduc-tions and looking for cost-savings after voters re-jected Proposition 1 in November, which would have restored access to essential services for seniors, the disabled, and people who rely on Pierce Transit by increasing the sales and use tax in Pierce County.

Last month, the Board of Commissioners ap-proved a resolution directing staff to revise service reduction plans in September that will limit week-end bus service. Pierce Transit currently operates 417,000 annual service hours. The revised service plan will reduce annual service hours to approxi-mately 300,000, or a 28 percent reduction from cur-rent levels. The plan adopted in January reduced service to 275,000 annual service hours, or a 34 per-cent reduction from current levels.

The agency has received $6.2 million in revenue through two Federal Transit Administration "State

of Good Repair" grants and congressional approval of the Alternative Fuel Tax Credit. In addition, over the next decade, the agency will extend the useful life of buses from 14 years to 16 years and eliminate some planned improvements to its maintenance fa-cilities, redirecting a total of $19.5 million from the Pierce Transit capital plan. These efforts combined will add $25.7 million for bus operations over 10 years.

"We have been working very hard for the last couple of months to nd these savings," said Pierce

Transit CEO Lynne Grif th. "There is some risk in using these dollars for service today, but given the strong need for service in this community and the repeated desire of our board members to nd a way to provide service on the weekend, we feel this is the right choice."

Almost all Pierce Transit routes will be affected. Detailed service reduction plan information is avail-able online at piercetransit.org. A public hearing on implementation of the revised plan is scheduled to occur on May 13.

Meanwhile, Pierce Transit is hosting informa-tional meetings for the public regarding the revised service reduction plan at locations around the Pierce Transit service area:

Pierce Transit revises vanpool program

Tacoma Community College is poised to bol-ster its educational partnership with Japan dur-ing three milestone moments later this month.

According to school of cials, the campus will welcome the tenth group of exchange students from Kitakyushu, Japan, graduate the ninth group of students, and sign a memorandum of understanding allowing Tacoma Community Col-lege students to study in Japan.

Since its inception in 2008, the six-month "Global Discovery" program has allowed ap-proximately 250 students from the University of Kitakyushu to study at Tacoma Community College. The partnership has been a success for both colleges, according to James Newman, Ta-coma Community College's Director of Interna-tional Programs, and University of Kitakyushu students place their names on waiting lists and go through an extensive screening process for the opportunity to participate in the increasingly popular program.

"It changes their life," said Newman. "The stu-dents that return are completely different indi-viduals because of this program."

Students are placed with local families for "homestay" experiences. They study at Tacoma Community College for two quarters, earning 30 credits which transfer directly to the University of Kitakyushu. When they sign up for the pro-gram, students pay a at fee that covers every-

thing from tuition and fees to trips to Mt. Rainier and Seattle Mariners games.

"One of the most memorable moments from the program occurred with one of the rst groups," said Newman. "We took them to a baseball game, and they were all holding Ichiro signs. Ichiro turned and threw them a baseball, and one of them caught it. The students were in tears!"

Akari Takahashi is one of the students who will be graduating from the exchange program. She entered it at the recommendation of a friend and because it t in well with her plans to study English. "I made many American friends," said Takahashi. "They took the University of Kitaky-ushu students everywhere, and our host families were really good."

The partnership between the schools started because of the "Sister Cities" relationship be-tween Tacoma and Kitakyushu, which has been in place since 1959.

A commencement and welcoming ceremony will be held on Weds., March 20 at 5:30 p.m. in the Building 11 Student Center at Tacoma Com-munity College. Debbie Bingham of Tacoma's Sis-ter Cities Commission is scheduled to attend the ceremonies, and University of Kitakyushu Vice President Kenichi Kihara will sign the memoran-dum of understanding with Tacoma Community College President Dr. President Transue.
